ORDINANCE GRANTING SENIOR CITITZENS FREE MOVIE ACCESS TO ALL
MOVIE THEATERS IN THE CITY OF LIPA
WHEREAS, in a privilege speech delivered on February 12, 2007 at the
Sangguniang Panlungsods regular session, Hon. Dominador M. Mauhay proposed an
ordinance granting senior citizens of Lipa City free access to movie in all theaters in
the city of Lipa;
WHEREAS, a committee hearing to conducted by the Committee on
Ordinance and Legal Matters on February 12, 2007 for the said purpose was
attended by the officers and members of the Lipa City Federation of Senior Citizens
Association (LICFOSCA), representatives from various offices if the city government
and representatives from the different movie houses in the city;
WHEREAS, the proposal aims to give our senior citizens another reason to
enjoy their retirement years by lessening the cost of one of their pastimes;
WHEREAS, instead of a 20% discount on movie tickets, the proposed
ordinance will grant them free movies, except on the first day of screening and on
special screenings, and in return, movie theaters would be entitled to 60% discount
on amusement tax for every senior citizen they admit for free;
WHEREAS, this privilege is in accordance with Republic Act No. 7432 or the
Senior Citizen Act, that expanded the benefits and privileges of senior citizens;
WHEREAS, the theater managers who attended the hearing expressed their
willingness to give their share for senior citizens;

RESOLUTION APPROVING THE IMPLEMENTING RULES AND REGULATIONS
OF SPECIAL ORDINANCE ORDINANCE No. 22-2007, OTHERWISE KNOWN AS
ORDINANCE GRANTING SENIOR CITIZENS FREE MOVIE ACCESS TO ALL
MOVIE THEATERS IN THE CITY O0F LIPA
WHEREAS, series of committee hearings were conducted by the Committee
on Laws to assess the implementing of Special Ordinance No. 22-2007, otherwise
Ordinance Granting Senior Citizens Free Movie Access to all Movie
Theaters in the City of Lipa, which were attended regularly by representatives
from the Office of the Senior Citizen Affairs, City Social Welfare and Development
Office, City Treasurers Office, Robinson Cinema and SM Cinema:
WHEREAS, in one of the said hearings, Hon. Avior Rocafort requested the
representative from the City Social Welfare and Development Office to draft the
Implementing Rules and Regulation to effectively implement said ordinance:
WHEREAS, the draft of the Implementing Rules and Regulation for the
granting of free access to movie on senior citizens in all theaters in the city was
presented during the committee hearing:
WHEREAS, under the said Implementing Rules and Regulation are as follows:
ENTITLEMENT
1. All senior citizens who are bonafide residents of Lipa City shall be allowed to
watch for free in any Cinema establishment in Lipa.
2. Only residents with Senior Citizen Identification Card duly signed by the
authorized and authorized signatories and issued by the Office of Senior Citizens
Affairs (OSCA) shall be entitled to free admission.
3. Senior citizen from their city or municipality who transferred residence in this
city shall secure a certification from the Office of the President of the Federation of
Senior Citizen.
AVAILMENT
Every senior citizen shall be allowed to avail this free movie privilege once a
week either on Monday or Tuesday only.
EXHIBITION
1. Senior citizen may watch any movie but only during during a regular
exhibition which does not include sneak preview, advanced screenings, premiere
screening or movie benefits.
