to fight terrorism and at the
same time support the Mindanao peace initiative, the
Palace said on Sunday.
On January 25, 2015, 44
Special Action Force Troopers of the PNP were killed
during an operation to arrest alleged terrorists protected by the Bangsamoro
Islamic Freedom Fighters
in Mamasapano, Maguindanao.

DSWD allocates P68-M for cashfor-work program in Borongan


BORONGAN CITY-Some 17,547 individuals from the 61 barangays of this
city who were affected by typhoon Ruby
are expected to benefit from the cash-forbuilding livelihood assets (CBLA) under
the Department of Social Welfare and
Development (DSWD).
Initially, five barangays have started
to implement the project. These are Barangays Sohotan, Bayubay, San Gabriel,
Maybacong and San Pablo.
CBLA is a strategy to help affected
communities restore damaged physical
and natural assets to rebuild their livelihoods.
DSWD Secretary Corazon Juliano-Soliman said that this initiative will
help beneficiaries achieve a sense of normalcy in their daily lives as they have a
source of income, while the government
prepares to implement more sustainable
recovery and rehabilitation projects for
them.

DSWD has allotted more than P68 million for CBLA implementation in the city.
Under the project, beneficiaries are engaged in the repair of small infrastructure facilities, dredging of canals, and in the clean
up of rivers.
They will be receiving P260 per day or a
total of P3,900 for a maximum period of 15
days.
On Monday, the city conducted the second community assembly to determine the
next set of five barangays which will be recipients of the CBLA and the activities that
will be undertaken.
Eligible to participate in the program is
any member of an affected family, a duly
resident of the affected barangay, in good
physical and mental condition, and at least
18 years old.
Only one family member is allowed to
be part of this income generating venture.

P1.6-B anti-poverty
program for E. V
The Department of Social Welfare and
Development (DSWD) is eyeing to get P1.6
billion funds for poor communities in Eastern
Visayas this year under a new foreign-funded
anti-poverty project.
Dubbed as the National Community-Driven Development Program (NCDDP),
the initiative covers 136 towns in the region
with 115 categorized as poor areas devastated
by supertyphoon Yolanda.
Eubolo Co, regional deputy program manager of the Kapit Bisig Laban sa Kahirapan
Comprehensive and Integrated Delivery of
Social Services (Kalahi-CIDSS) - NCDDP,
said that funds are expected to be downloaded within this year after the deployment of
community workers.
Each of the 136 towns gets a budget support of P2 million to P20 million for the implementation of community empowerment
activities and anti-poverty infrastructure
projects. The amount per area depends on
towns population.
Projects include water system, school
buildings, health stations, day care centers,
electrification, foot bridges, pathways, access roads, community production, common service facilities, harvest facilities,
irrigation systems, flood control system,
sea walls, artificial reef sanctuaries, soil
protection, and skills training and capability building.

with corruption and uses high quality materials, according to DSWD.
In addition to new releases for 2015, the
DSWD will still have to implement the estimated P500 million disbursed in the latter part of 2014 under cycle one.
The cycle one budget is intended for
post-Yolanda response, to include nonpoor towns in the region.
Eastern Visayas, one of the poorest regions in the country, gets at least P4.2 billion from the P49.3 billion NCDDP funds.
The outlay is largely funded by loans from

EDITORIAL

Dealing with our


problems
WE will always have difficulties in life. They are unavoidable. They come with the limitations of our human
nature and aggravated by its condition of woundedness.
Usually they come as small disappointments and frustrations, little failures and setbacks we meet everyday. All of
them, more or less, manageable.
But they can also be big ones that can plunge us into
deep, long-running crises of fear, anger, anxiety, hatred
and despair. Cases of unsolvable predicaments, at least,
humanly speaking.
We have to be ready for them and know not only how
to deal with them but also how to derive something good
from them. In these instances of the hard predicaments,
for example, when we seem to be at a loss as to what to do,
we should just see at what God does, after we have done all
things possible to solve our problems.
We need to trust in Gods providence and mercy. We
have to learn to live a spirit of abandonment in the hands
of God. Yes, if we have faith in God, in his wisdom and
mercy, in his unfailing love for us, we know that everything
will always work out for the good. If we are with God, we
can always dominate whatever suffering can come our way
in the same manner that Christ absorbed all his passion
and death on the cross.
Lets always remember that God, in his ineffable ways,
can also talk to us through these crosses. In fact, he can
convey precious messages and lessons through them. It
would be good that we have a theological attitude toward
them, and be wary of our tendency to react to them in a
purely human way, based only on our senses and feelings
and on worldly trends.
We have to be quick to discern what God is telling us
through them. Lets be quick to see in these problems golden opportunities to receive more graces and other blessings from God. These graces and blessings can deepen
our love for God and neighbor, enrich our understanding
of things, occasion the birth and development of virtues.
They can truly do us a lot of good.
Thus, people who know how to suffer, bearing their
suffering with Christ, are effective in conveying to us sublime and divine messages. They are the most credible people who can surprise us with their deep insights and understanding of our life and the world in general.
This was what Pope Francis intuited when he saw thousands of people who withstood the rains and wind, the under and tiredness just to be with him during his pastoral
visit to our country. The sight was so powerful that he was
convinced, according to him, that God was telling him
something important.
On this, St. Paul has something interesting and relevant to say. In everything, God works for good with those
who love himIf God is for us, who is against us? He who
did not spare his own Son but have him up for us all, will
he not give us all things with him? (Rom 8,28ff)
It would be good if we have this conviction in our mind
and heart so as to avoid getting unnecessarily bothered
by our problems. Instead, we should see in them opportunities rather than problems, blessings rather than misfortunes. And so we would be filled with confidence and
serenity, hope and optimism.
With this mind, we can easily be patient, knowing how
to unite our sufferings with the redemptive passion and
death of Christ. Our problems acquire great meaning, and
can strike us as something to welcome and to be thankful
for, not something to run away from.
With this attitude toward our predicaments, we can
easily move on, without getting unduly entangled by them.
We can easily ride them out, never mind what effects and
consequences they may have in the other aspects of our
life.

Breach of rules

Forty-four members of the Philippine National Police - Special Action Force perished in
an eleven-hour cross fire with the Moro Islamic Liberation Front in Mamasapano, Maguindanao. As expected, top honchos of the PNP
much less officials in Malacaang Palace denied having anything to do with the police entry into what is reported as camp of the Moro
Islamic Liberation Front. Wash hands is how
this gesture of the bigwigs can aptly be called,
but the people who could simply surmise what
must have actually happened cannot help but
pass the blame on those in the higher echelon
of the PNP.
Too many theories surmounted, too many
angles of these stories to consider, but none
as yet could prove the real happening. The
eyewitness account is so far the best evidence
to attest the veracity of these assertions. Circumstancial evidences can buttress these accounts to make them even more convincing
and infallible. Definitely, the truth will come out,
unless supressed by an invincible force or influence.
Was there really a breach of rules that resulted in the long battle? Was there a breach
of protocol alleging a lack of coordination or
treachery in either side? Was there a breach
of the unwritten agreement to reapect each

our problems are actually Gods blessings for us. No wonder, saints and holy men and women through the ages have
considered the cross as something lovable, not hateful.
We certainly have to make some adjustments in our
understanding and attitude towards our unavoidable problems. Our attitude towards them should go beyond what
our senses, feelings and our other human powers can handle. We have to allow Gods ways to work in our life.
There we will see the beauty of the cross, for which
Christ was sent to us!

Maguindanao is still reverberating the popularity as site of a massacre that wasted the

peoples mind. Now this incident in Masasapano town, this province, that shocked humanity
anew. The PNP-SAF men, almost a battallion,
were pushed into what analysts call a killing
zone - right in the crossfire between the MILF
and the Bangsamoro Islamic Freedom Fighters. The victims ended like sacrificial.lambs
just to push some kind of cause that hopefullynis now laced with ulterior motives.
Their death should not be laid to waste. All
those who erred should have their heads axed
and roll, not physically though. The truth must
come out and those responsible for this unimaginable bloody incident should be made to
answer for their follies.

SM Foundation turned over 20


classrooms in E. Samar school
TACLOBAN CITY- The SM Foundation has turned over 20 classrooms to
the Pedro E. Candido Memorial National High School (PCMNHS) in Hernani,
Eastern Samar.
The turned over of the classrooms was
held on January 21 attended by schools
principal, teachers and students.
The classrooms, initiated by the SM
Foundation in cooperation with the Ttokamsa Mission Church, Forever 21 and
Global Hope, was built at the cost of P17
million.
Linda Atayde, SM Foundation executive director for education, said that the
foundation will also construct a library
and a cultural center to be used by the
PCMNHS students and personnel.
She said that the classrooms, which can
accommodate 50 students, is equipped
with tables, chairs, electric fans, blackboards, reading materials like books, encyclopedia and other learning materials.
Atayde added that they chose PCMNHS as beneficiary of their first set of classrooms in Eastern Samar because it is one
of those schools in the said province badly
damaged by supertyphoon Yolanda.

During the turnover ceremony, Atayde


said that the school officials, teachers and
students were very, very happy when
they saw their new classrooms including
the library and cultural center named as
Center for Korea Culture.
She said that while the schools location is within the so-called no build zone,
the classrooms were built at the elevated
portion of the school compound.
The classrooms, aside from being
learning spaces, will also serve as evacuation center during a natural calamity like
flooding or typhoon.
Atayde emphasized that the classrooms they built at the PCMNHS in Hernani was the first that the SM Foundation

After 30 years of searching, 43-year-old Bartolome
Custodio found the remains of his father Lolieto
in a shallow grave discovered on the outskirts of
Barangay San Vicente, this
town, on January 23.
They forcibly took my
father to go with them because the rebels believed
that he was involved in
military intelligence, Custodio recalled. He was 13
years old when the abduction happened.
Based on his recollection, the armed group, believed to be members of the
New Peoples Army, took
his father, who was then
38 years old, while collecting copra in Brgy. Mag-aso,

DTI gives grants, starter


kits to entrepreneurs
affected by Yolanda
BORONGAN CITY, Eastern Samar-The Department of Trade and Industry
(DTI), Provincial Field Office, Borongan City will be distributing starter kits
or grant assistance in kind through their
Livelihood Seeding Program from January
30 to February 6, 2015.
Livelihood Seeding Program (LSP) is
intended to help and augment the income
of small businesses in the communities
who were affected by Super Typhoon
Yolanda.
According to Mr. Nathaniel Fabillar,
OIC-DTI, Provincial Caretaker, DTI focuses on recovery and rehabilitation of the
industry and livelihood, trade and services
sector.
We concentrate on the recovery and
rehabilitation of Industry and Livelihood
Sector, Fabillar said.
Fabillar added that before the distribution of grants, the agency conducted orientations and seminars on Small Medium
Enterprise Roving Academy more specially on Entrepreneurship, Business Planning
and Simple Bookeeping.
For the Province of Eastern Samar,
there are some 387 recipients or beneficiaries who will be receiving the grant.
The beneficiaries come from Priority
Sectors such as Processed Food, Sari-Sari Store, Gift-Dcors and Housewares
(GDH).
From the Processed Food are105 bene-

ficiaries, Sari-Sari Store has 262 beneficiaries and from GDH are 20 beneficiaries at
P5,000 each or a total grant assistance of
P1,935,000.
The recipients of the said livelihood
come from the nine municipalities heavily
damaged due to the super typhoon.
The nine municipalities and their priority sectors are: Guiuan - 58 Processed
Food, 20 GDH and 101 Sari-Sari Store;
Salcedo 9 Processed Food and 23 Sari-Sari Store; Mercedes 1 Processed Food
and 5 Sari-sari Store; Lawaan 5 Processed
Food and 15 Sari-Sari Store; Balangiga
6 Processed Food and 21 Sari-Sari Store;
Giporlos - 4 Processed Food and 33 Sari-Sari Store; Hernani 5 Processed Food
and 16 Sari-Sari Store; Balangkayan 6
Processed Food and 21 Sari-Sari Store; and
Quinapondan 11 Processed Food and 27
Sari-Sari Store.
The contents of Starter Kits are: For
Processed food 1 pc. burner gas stove
with 11 kgs. gas tank complete with accessories and 1 pc. streamer or 1 pc. frying pan big; For Sari-Sari Store 1 sack
milled rice or 1 sack sugar, light brown, 1
pc. weighing scale, table type, 10 kgs. capacity, 1 box laundry detergent bar, 1 pc.
calculator and 1 pc. record book and for
GDH 1 pc. electric jig saw or 1 pc. electric bench grinder or 1 pc electric hand

GPH, MILF committed to pursue peace in


the wake of the Mamasapano incident
-- The Government Peace Panel and the Moro Islamic
Liberation Front (MILF) on Saturday committed to continue to work for peace in the wake of the tragic Mamasapano
incident that killed 44 Special Action Force Commandos on
a law enforcement operation.
GPH chief negotiator Miriam Coronel-Ferrer during a
press conference in Kuala Lumpur Saturday said that they
wanted this tragic incident to be the last in the difficult
journey to peace in Mindanano and the country.
She said that both the GPH and the MILF peace panels
are exerting all efforts to pursue the road to peace with our
brothers and sisters in Mindanao.
Ferrer said the GPH and the MILF peace panels have
agreed to undertake specific actions as part of their confidence-building measures, to wit:
1. Begin preparations for the turning in of the first set of
MILF weapons which will signal the start of the decommissioning process laid out in the Annex on Normalization as
Phase 1. This will be done with the help of the Independent
Decommissioning Body (IDB) and other security mechanisms,
2. Hold within this month a joint security assessment
of the situation that will address criminality and terrorism,
with the end in view of enhancing the security cooperation
between the GPH and the MILF.
3. Continue with the investigations. The International
Monitoring Team (IMT) has already announced the conduct of its own official field verification mission.
She added that last January 22 (three days before the
fateful events in Mamasapano), MILF Chair Ebrahim Murad already personally handed over the list of 75 weapons
(20 crewserved, 55 high-powered arms), including their

make and serial numbers, to IDB Chair Turkish Ambassador Haydar Berk and the rest of the members of the IDB who
visited him in Camp Darapanan.
The list of first 145 MILF members to be decommissioned, we understand will be handed over to the IDB this
week, Ferrer said. Government in turn will prepare the socio-economic package that will be given to the decommissioned combatants in order to facilitate their path to productive, civilian lives in their respective communities.
Regarding the panels joint security assessment of the situation, Ferrer said, the peace panels have standing protocols
on ceasefire and the conduct of law enforcement operations.
These were well thought out protocols that had from the
very beginning involved AFP and police generals, Ferrer
said. They aim to prevent unwanted hostility between the
ceasefire parties without I repeat, without- impeding law
enforcement operations.
She added that these protocols have worked well in the
past, have helped save lives, prevented escalation of conflict,
and also provided a stable environment for the peace negotiations.
However, she conceded that, Operationally, they are not
perfect and therefore there is room for improvement.
And there is more to be done in order to quell the infiltration of terrorist cells and neutralize all sorts of lawless
elements in these marshlands, hills, coasts and cities of Mindanao, she said.
She added that this will be discussed as they agreed to
hold this joint security assessment which will be participated by high ranking security officials on the government side
and on the side of the MILF, especially of the BIAF.
She also assured that investigations will continue with

both parties pledging full cooperation to this mission and


the other investigations being undertaken by the Board of
Inquiry and the Special Investigative Commission of the
MILF.
During the press conference, MILF chief negotiator Mohagher Iqbal also said that MILF is fully committed to the
peace process. He likewise appealed for sobriety.
Let me appeal to everybody, especially members of the
media, to journey with us in this peacemaking in Mindanao
and to treat the tragic incident in Mamasapano, Maguindanao on January 25 with utmost consideration of what really
happened and not to fan the emotions, hatred of people,
