INTRODUCTION
The following are building systems design guidelines for design criteria, products, and methods
for lighting systems for British Columbia Institute of Technology (BCIT) design work is intended
to act as design guidelines.
It is essential that all disciplines co-ordinate the design of new buildings to meet or exceed the
requirements of ASHRAE/IES 90.1 (1999 or most recent). The electrical design must be coordinated with the Architect and Mechanical Engineer and must include cost effective energy
conservation measures.
BCITs primary intent is to provide comfortable, healthy, and safe conditions for the building
occupants.
In cases where alternate products or layouts are considered, the designer must obtain approval /
acceptance of the product or layout from BCIT. Alternate proposals shall include sufficient
information (equipment cut-sheets, product data and calculations) confirming that design criteria
are met and energy savings intent is maintained.
Design standards are intended to comply with ASHRAE/IES 90.1 (1999 or most recent). It is
BCITs intent to meet this standard as a minimum and exceed it wherever it is financially
feasible. Through the application of Life Cycle Cost analysis, low initial cost is not the sole
criteria, and energy efficient designs are often the most cost effective. BCIT should be contacted
in evaluating the merit and effectiveness of design proposals.
Designs should include the utilization of products with low environmental impact and should
require that services be performed in a manner that limits environmental impact to the extent
reasonably possible, including the recovery and recycling of building materials.

LIGHTING

2.1

General Lighting Requirements

Although each location, room size and ceiling height must be considered to achieve the required
lighting levels, the following design concepts are provided for guidance:

2.1.1

Standard lighting shall be provided utilizing fluorescent luminaires;

Preferred size for recessed or surface mounted luminaires shall be 2 x 4 nominal sized;
Smaller nominal sized luminaires can be utilized as supplementary lighting in areas of rooms
that need illumination but where 2 x 4 luminaire would be too large or not fit into the space.

General Lighting
For Major renovations, the typical lighting concept is based on either a suspended lighting
system or a recessed lighting system as follows:

For suspended systems: 2 lamp, 8 to 9 wide x continuous rows of direct / indirect


luminaires. Luminaires should be mounted on aircraft cable at approximately 18 to 24
below the ceiling (24 preferred);
For recessed systems: 2 lamp, 2 x 4 recessed lensed troffers in general areas on 8 x 8
centres, 2 lamp 2 x 4 recessed troffers with deep cell parabolic louvers or direct / indirect
basket troffers in office, workspaces or computer areas.

Spacing of luminaires is to be based on target lighting levels as required by illumination task.


Typical layouts are general based on ceilings of <10, in areas with light coloured surfaces and
light coloured furnishings, with target maintained illumination levels of 50 footcandles (540 lux).
It is recommended that consultants or installers perform computerized simulations of all proposed
or implemented lighting layouts. Lighting simulations should be based on suggested spacing
listed below to determine if spacing needs to be increased or decreased to reach target
illuminations levels and lighting uniformity for luminaire chosen for the space.
Suggested lighting layout luminaire on-centre spacing to achieve typical target footcandles is as
follows:
For suspended direct / indirect lighting systems, 8 spacing is suggested for installations
where ceiling heights are between 9 and 10, and 10 spacing for ceiling heights lower than
9;
For troffers with lenses or direct / indirect baskets on 6 x 8 or 8 x 8 centres as required to
attain appropriate lighting levels for the task type performed dependant on ceiling height;
Where troffers with deep cell parabolic louvres are installed, spacing of 6 x 8 may be
required to avoid exceeding spacing to mounting height criteria for luminaire;
For areas above 96 or where surface colours offer low reflectances, 6 x 8 on-centre
luminaire spacing is recommended in most applications.
For Minor renovations, lighting shall match the existing system for layout, luminaire
configuration and mounting. Where lighting levels are less than or exceed the required lighting
levels, recommendations to increase or decrease lighting levels as required shall be presented to
BCIT for review.
Recommendations for lighting system or layout revisions must include survey results of the
existing lighting levels, along with the proposed lighting scheme and projected lighting levels.

All lighting calculations and computerized simulations must be for maintained footcandle levels
and take into account light loss factors, including, but not limited to, dirt depreciation, lamp
lumen depreciation and ballast factor.
2.1.2

Downlight Lighting
All downlights for general lighting shall be compact fluorescent. Preference is to utilize
minimum variations in lamp types. Lamp types should be restricted to 13 watt quad, 26 watt
quad, and 32 or 42 watt triple tube compact fluorescent lamps. Incandescent lamps shall not be
used.
Compact fluorescent lamps should have 4 pin bases and shall be operated by single lamp
electronic ballast. All compact fluorescent ballasts must be high power factor.

2.1.3

Accent Lighting
Where accent lighting is to be utilized for highlighting of poster boards, artwork, plaques or other
such tasks requiring intense, directed illumination, the preferred light source to use is compact
fluorescent.
The use of incandescent accent lighting may be considered in instances where a compact
fluorescent luminaire would not achieve the intensity or beam control required to achieve the
desired effect.
BCIT must review and accept all applications where use of incandescent lamps is proposed.

2.1.4

Service Areas
Suspended, recessed or surface mounted luminaires can be used for lighting in storage areas,
vaults, utility rooms, and staff lounges.

2.1.5

Exterior Lighting
Exterior lighting shall be provided by luminaires designed for all weather applications and
utilizing High Intensity Discharge (HID) lamps, Metal Halide (MH) lamps shall be used in public
and entrance areas and High Pressure Sodium (HPS) in parking areas and drive laneways.

2.2

Recommended Lighting Levels

2.2.1

General Lighting
All lighting design layouts must be done in accordance with Illuminating Engineering Society of
North America (IESNA) standards and practices, and in accordance with Work Safe BC (the
Workers Compensation Board or WCB) OHS regulations where applicable. The following table

For workshops areas and other practicum teaching areas, (such as laboratories, electronics
assembly, etc.), provide illumination levels based on and in accordance with the most recent
Illuminating Engineering Society of North America (IESNA) standards and practices, as
contained in the Lighting Handbook or Ready Reference, for the task illuminance selection
criteria.
Lighting designs for interior general and workspace areas, where ambient temperatures remain
above 15 degrees Celsius, shall be based on meeting design criteria lighting levels through use of
30 watt, T8, 4, energy saving lamps with minimum 2,850 initial and 2,700 design lumens.
Lighting designs for exterior or areas where ambient temperature remain at or below 15 degrees
Celsius shall be based on full wattage, T8, 4 lamps.
2.2.2

Methods of Achieving Illumination Levels for Office and General Work Spaces
It is generally accepted by Illuminating Engineering Society of North America (IESNA) and
Work Safe BC (also known as the Workers Compensation Board or WCB) that illumination in
these task areas can be provided by one of two methodologies.
Based on meeting illumination levels of 50 fc / 540 lux:
Methodology #1): Direct illumination from overhead lighting system:
The full illumination requirements are met by direct, indirect or direct / indirect overhead lighting
systems.
Methodology #2): Ambient illumination from overhead lighting system with supplementary task
lighting:
An ambient level of approximately 35 fc / 380 lux is provided throughout the space by direct,
indirect or direct / indirect overhead lighting systems. Supplementary task lighting is provided at
workstations to increase lighting over task areas to meet the desired / required illumination levels.

2.2.3

Emergency Lighting
Emergency lighting shall be provided based on one footcandle (11 Lux) average minimum along
means-of-egress, or as per Building Code requirements if greater. Areas include general
corridors and service corridors.
In addition, emergency lighting shall be provided in washrooms, large storage rooms, and
mechanical spaces.
When emergency power is not available, self-contained battery packs shall be provided. Battery
packs shall not be located in the office areas, and should be located in electrical, storage, or other
similar locations.

LIGHTING PRODUCTS

3.1

Lamps

3.1.1

Fluorescent: General

Typical linear fluorescent lamps shall be nominal 48, 32 watt, T8, bi-pin base, rapid start
configuration and have the following characteristics:

Be of energy saving type;


Nominal Correlated Colour Temperature (CCT) of fluorescent lamps is to be 4,100 Kelvin
for all general and work area applications;
Lamps used in BCIT signage shall have a CCT of 4,100 Kelvin;
Colour Rendering Index (CRI) rating of minimum of 82 85;
Rated lamp life shall be a minimum 24,000 hours based on standard testing duty cycle;
All fluorescent lamps are to be Low Mercury type.

Low Mercury fluorescent lamps are defined as those that meet or exceed acceptable levels as
outlined in the US EPA (Environmental Protection Agency) standards for Toxic Characteristics
Leaching Procedure (TCLP).
Ultra-low mercury fluorescent lamps with mercury content at or below 3.5 mg per lamp, where
available, are preferred. Ultra-low mercury lamps shall have the same performance
characteristics as lamps conforming to TCLP, but with mercury content above 3.5 mg.
Lamps of 2 and 3 lengths shall match 4 linear fluorescent lamps with regard to CCT, CRI,
rated life and Mercury content requirements.
Linear fluorescent lamps shall carry a one year manufacturers standard warranty and two year
warranty when operated on ballast of same manufacture.
3.1.2

Fluorescent: Energy Saving T8 Lamps:


Typical energy saving linear fluorescent lamps shall be nominal 48, 30 watt, T8, bi-pin base,
rapid start configuration and have the following characteristics:

Output shall be minimum 2,850 initial and 2,700 design lumens;


Nominal Correlated Colour Temperature (CCT) of fluorescent lamps is to be 4,100 Kelvin
for all general and work area applications;
Colour Rendering Index (CRI) rating of minimum of 82 86;
Rated lamp life shall be a minimum 24,000 hours when operated on Instant Start ballast,
based on standard ANSI testing duty cycle; three hour starts;
All fluorescent lamps are to be Low Mercury type.

Energy saving T8 lamps are the preferred lamp for use by BCIT in both new installation and
retrofit applications. Energy saving T8 lamps must have comparable performance characteristics
as full wattage lamps and must have rated lamp life must be minimum 15,000 hours when tested
to ANSI standard testing duty cycle.
Energy saving T8 lamps are not recommended to be utilized in areas where ambient temperature
is below 20 C or in open luminaires where ventilation or air conditioning systems may vent
across lamps.

Lamps shall be capable of being operated on Rapid Start, Instant Start or Programmed Start
electronic ballasts of any ballast manufacture listed within these standards without loss of light
output or life.
3.1.3

Fluorescent: Full Wattage T8 Lamps:


Typical full wattage linear fluorescent lamps shall be nominal 48, 32 watt, T8, bi-pin base, rapid
start configuration and have the following characteristics:

Output shall be minimum 2,950 initial and 2,800 design lumens;


Nominal Correlated Colour Temperature (CCT) of fluorescent lamps is to be 4,100 Kelvin
for all general and work area applications;
Lamps used in BCIT signage shall have a CCT of 4,100 Kelvin;
Colour Rendering Index (CRI) rating of minimum of 82 86;
Rated lamp life shall be a minimum 24,000 hours when operated on Instant Start ballast,
based on standard ANSI testing duty cycle; three hour starts;
All fluorescent lamps are to be Low Mercury type.

Lamps shall be capable of being operated on Rapid Start, Instant Start or Programmed Start
electronic ballasts of any ballast manufacture listed within these standards without loss of light
output or life.
3.1.4

Fluorescent: T5 Standard and High Output Lamps:


BCIT does not support the use of T5 lamps for retrofit or new installations.

3.1.5

Plug-in Linear Compact Fluorescent


Plug-in style compact fluorescent lamps, utilized in new luminaires or hardwired retrofit
installations, shall be single ended, 4 pin, with a built-in starter and radio frequency interference
(RFI) capacitor and have the following characteristics:

Nominal Correlated Colour Temperature (CCT) of Compact fluorescent lamps is to be


approximately 4,100 Kelvin;
Colour Rendering Index (CRI) rating of a minimum of 82;
Lamps shall be compatible with End-Of-Life (EOL) cutout type ballasts;
Plug-in compact fluorescent lamps shall have minimum average rated life of 10,000 to 12,000
hours;
All compact fluorescent lamps are to be Low Mercury type.

Low Mercury fluorescent lamps are defined as those that meet or exceed acceptable levels as
outlined in the US EPA (Environmental Protection Agency) standards for Toxic Characteristics
Leaching Procedure (TCLP).
Compact fluorescent lamps shall carry a one year manufacturers warranty.
Lamps shall be capable of being operated on electronic ballasts of any ballast manufacture listed
within these standards without loss of light output or life; be the ballasts single voltage or multivoltage configuration.

Screw-in Compact Fluorescent


Plug-in style compact fluorescent lamps, utilized in screw-in retrofit installations, shall have
medium screw base (Edison base), with integrated electronic ballast and have the following
characteristics:

Nominal Correlated Colour Temperature (CCT) of screw based Compact fluorescent lamps
used to replace incandescent lamps is to be approximately 2,700 to 3,000 Kelvin to mimic
incandescent lamps;
Lamp shape installed shall approximate size and shape of incandescent lamp being replaced;
example: A line lamps to be replaced with spiral or twist type lamps, reflector flood
lamps replaced with R type compact fluorescent lamps;
Colour Rendering Index (CRI) rating of a minimum of 82;
Lamps shall provide flicker free operation; with start up times less than one second;
Screw based compact fluorescent lamps shall have minimum average rated life of 8,000 to
10,000 hours;
All fluorescent lamps are to be Low Mercury type.

Low Mercury fluorescent lamps are defined as those that meet or exceed acceptable levels as
outlined in the US EPA (Environmental Protection Agency) standards for Toxic Characteristics
Leaching Procedure (TCLP).
Compact fluorescent lamps shall carry a one year manufacturers warranty.
3.1.7

High Intensity Discharge


Metal Halide lamps for upgrade or renovation shall be Pulse Start Metal Halide type wherever
possible.
Metal Halide lamps shall have the following characteristics:

Pulse Start Metal Halide lamps shall be a vertical burn orientation lamp: base up or base
down, with no reduction of lamp life or rated output;
Coated lamps shall be utilized unless otherwise recommended by the luminaire manufacturer;
Nominal Correlated Colour Temperature (CCT) of Metal Halide lamps is to be approximately
3,000 Kelvin;
Colour Rendering Index (CRI) rating of a minimum of 70;
All lamps less than 400 watts shall have a protective shroud to allow operation in an open
luminaire or luminaire shall be fitted with an appropriate sized tempered glass lens;
Minimum lamp life is to be 10,000 hours for lamps equal to or less than 175 watts and 20,000
hours for lamps more than 175 watts.

Exception to these requirements are the areas or applications where specialty Metal Halide lamps
are utilized on campus, lamp selection for these specialty areas or equipment is to conform to the
requirements as outlined by the equipment manufacturer or department utilizing the specialized
process.
High Pressure Sodium lamps shall have the following characteristics:

Lamps shall be a universal burn orientation lamp, unless otherwise recommended by


luminaire manufacturer;
Clear lamps shall be utilized unless otherwise recommended by the luminaire manufacturer.

Nominal Correlated Colour Temperature (CCT) of High Pressure Sodium lamps is to be


approximately 2,100 Kelvin;
Colour Rendering Index (CRI) rating of a minimum of 20;
Minimum lamp life is to be 24,000 hours.

All High Intensity Discharge lamps shall carry a one year manufacturers warranty.
3.1.8

Induction
In difficult to access areas, with general not high intensity task lighting, where maintenance costs
for replacement of lamps is prohibitive, use of induction lighting may be considered; for new and
retrofit installations.
Induction lamps shall have the following characteristics:

Induction lamps systems shall consist of separate vessel / discharge lamp and high frequency
generator;
Lamps shall be able to operate in any position orientation;
Nominal Correlated Colour Temperature (CCT) of Induction lamps is to be approximately
4,000 Kelvin;
Colour Rendering Index (CRI) rating of a minimum of 80;
Minimum lamp life is to be 100,000 hours, with usable life at least 80,000 hours.

All Induction lamps shall carry a one year manufacturers warranty.


3.1.9

Incandescent
Incandescent light sources are only to be used for accent lighting only; not to be used for general
lighting.
Where use of incandescent lamps has been accepted, these lamps shall encapsulated Tungsten
Halogen, long life type where applicable.
Use of standard incandescent lamps is not accepted by BCIT.
Incandescent lamps shall carry standard manufacturers warranty.

3.1.10 Acceptable Lamp Manufacturers


All lamps shall be manufactured by:

Canadian General Electric;


Philips Lighting;
Osram Sylvania Lighting Products.

3.2

Ballasts

3.2.1

Fluorescent
Fluorescent ballasts shall be high frequency electronic, dedicated for rapid start T8 lamps.
All fluorescent ballasts shall be high efficiency type.

Fluorescent ballasts shall have the following characteristics:

Total Harmonic Distortion (THD) shall be less than 15%;


Crest factor shall not exceed 1.6 for Instant Start design ballasts;
Instant Start type ballasts shall be used for general lighting, areas without automated controls
or areas with automated controls with longer operating hours per period (two or more hours:
classrooms for example);
Crest factor shall not exceed 1.4 for Rapid Start design ballasts;
Rapid Start type ballasts shall be used in areas where automated lighting controls will result
in frequent switching of lighting due to short duration of occupancy: storage rooms and
similar type areas;
Crest factor shall not exceed 1.4 for Programmed Start design ballasts;
Programmed Start type ballasts shall be used for general lighting and in areas where
automated lighting controls will result in frequent switching of lighting due to short duration
of occupancy: storage rooms and similar type areas;
Power factor shall be 95% or better.

Fluorescent ballasts for new installations are to be Normal Ballast Factor. Low Ballast Factor and
High Ballast Factor ballasts may be utilized in retrofit scenarios or in applications where tuning
of lighting levels is required.
Typically, for maintenance purposes, it is recommended that all ballasts utilized in a room or
general area be of a common ballast factor.
Fluorescent ballasts shall carry a manufacturer replacement warranty of minimum five years.
Fluorescent ballasts utilized in unheated or exterior areas must be suitable for low temperature
operation.
3.2.2

Compact Fluorescent
Compact fluorescent ballasts shall be high frequency electronic and of dedicated lamp type.
Compact fluorescent ballasts shall have the following characteristics:

Dedicated to plug-in type lamps;


Ensure flicker free lamp starts;
Have integral End-Of-Life (EOL) cut-out circuitry to avoid lamp cycling and base
temperature rise as lamps near failure, with automatic reset upon lamp replacement;
Crest factor shall not exceed 1.4 for Rapid start design ballasts;
Power factor shall be 90% or better.

Ballasts to be utilized in unheated or exterior areas must be suitable for low temperature
operation.
Where compact fluorescent luminaires are to be utilized for exterior or cold areas, ballasts
utilized must be rated for low temperature operation with a minimum starting temperature of
minus 30 degrees Celsius.
Compact fluorescent ballast shall carry a manufacturer replacement warranty of minimum two
years.

High Intensity Discharge


All High Intensity Discharge ballasts shall have the following characteristics:

Dedicated to matching type lamps;


Be potted and encased for indoor applications;
Have integral End-Of-Life (EOL) cut-out circuitry to avoid lamp cycling and base
temperature rise as lamps near failure, with automatic reset upon lamp replacement;
Power factor shall be 90% or better.

High Intensity Discharge ballasts shall carry a manufacturer replacement warranty of minimum
two years.
3.2.4

Acceptable Ballast Manufacturers


All ballasts shall be as manufactured by:

Advance Transformer;
Canadian General Electric / Universal Lighting Technologies;
Osram Sylvania Lighting Products.

Luminaire Disconnect
All new luminaires with designated voltage ballasts above 150 volts or with multi-voltage ballasts

Lenses shall be one piece units. No custom lenses or lenses with glued on or separate endcaps

Where glass lensing is to be utilized, glass shall be crystal clear, free of imperfections that may
interfere with the optical performance.

New Luminaires

3.5.1

Fluorescent Luminaires
All lighting products shall be certified to meet CSA standards and comply with all governmental
regulations. In applicable locations, luminaires are to be suitably restrained to comply with
seismic codes for the jurisdiction installed.
The preferred luminaire size is to be 2 x 4; use of 1 x 4 luminaires is to be on an as needed
basis, with BCIT acceptance.
Lensing in all new luminaires are to be captively held either through the use of lens frames,
captive latching system or contained within the luminaire housing.
Lensing for recessed troffers and surface box style luminaires shall not be a lay-in style lens
that is not held within a frame.
All ballasts shall be contained in the same luminaires as the lamps energized. Tandem wiring of
lamps is not preferred.
Where utilized, pattern 19 lenses shall have square prisms and be minimum 0.156 thick acrylic.
Louvers and reflectors shall have low iridescence finish.
Painted reflective surfaces shall have high reflectance powder coat paint with reflectance values
at or exceeding 90% are preferred.
Luminaires utilized in damp or wet locations shall be gasketted and rated for wet location use.

4.

LUMINAIRE RETROFITS

4.1

General

When existing luminaires are to be modified in any way, all work must be done in accordance
with local codes and jurisdiction.
All modified luminaries must have new electrical characteristics labelling applied; including
recertification labelling, from an approved testing agency, as necessary and required. New
labelling must be typed, clearly visible and detail all electrical modifications to the luminaire
including, but not limited to, lamp type, ballast type, voltage, amperage, and ballast factor.
All conversion kits utilized in retrofits of luminaires shall be comprised of properly certified
components and have valid and current certification from an approved testing agency.
4.1.1

Fluorescent Retrofits
When a retrofit includes for a reduction in lamp quantities, i.e. converting a 4 lamp 2 x 4
luminaires to a 2 lamp, lampholders must be repositioned and re-aligned to ensure an even
illumination over the lens surface. Provide replacement socket tracks on modified luminaires, as
required, to ensure all wiring and connectors are covered.
All retrofit of fluorescent luminaires where voltages exceed 150 volts shall include a disconnect
for live make and break, as required under CEC 2006 for live make and break. Install per
manufacturers instructions.
Where lamp relocation will result in the loss of existing ballast channel or wireway, or will result
in uneven distribution in louvered luminaires, provide a new, white, high reflectance painted
reflector and socket tracks to provide even distribution and a viable wireway. Reflectors must be
properly formed to project to within of housing sides and extend to within of lens.
Reflectors for parabolic louver and quasi-parabolic louvered luminaires with three length-wise
rows of cells shall be custom made to allow for repositioning of lamps to just outboard of louver
stringers to evenly illuminate all cells. Reflector shall not come in contact with centre row of
cells.
All lampholders shall be replaced with new lampholders. Internally shunted lampholders shall be
used in all applications where Instant Start ballasts are installed and powering Rapid Start
configuration lamps.
Replace all lampholders when conducting a luminaire retrofit. Replacement lampholders utilized
for luminaire retrofits with Instant Start ballasts shall be shunted, designated T8 type;
manufactured by Leviton or Etlin-Daniels.
Turret socket lampholders in industrial style luminaires should be replaced if the lampholder or
endcap are damaged or if spring in plunger socket is broken or not functioning correctly.
Replacement lenses shall match existing wherever possible. New prismatic lenses in non work
areas and areas without computers shall be pattern 12. New prismatic lenses in work areas or
areas with computers shall be pattern 19. All new lenses shall be manufactured of acrylic material

4.1.2

Downlight and Incandescent Luminaire Conversions


All downlight and incandescent to compact fluorescent conversions shall utilize hard wired type
retrofit kits.

Retrofit reflectors for existing incandescent downlight luminaires converted to compact


fluorescent luminaires shall be custom designed to maximize the light output of the luminaire.
Reflectors shall be clear specular and shall be complete with a black multi-groove baffle where
existing luminaires are currently equipped with baffles. Baffles shall be at least 1 deep and of
sufficient depth to cover all mounting screws or openings.
Reflectors shall be complete with a matte white trim ring.
Reflectors shall be of sufficient depth and design so that the direct lamp cut off angles shall be a
minimum of 30 degrees above horizontal. Lamp image in the reflector shall be a minimum of 20
degrees.

5.

EXISTING BALLAST DISPOSAL

5.1

PCB fluorescent and HID ballast removal

BCIT underwent a campus wide energy saving lighting upgrade in 2003. At that time, the
majority of all fluorescent luminaires and some HID systems were upgraded with new lamps and
ballasts. As a result, the majority of fluorescent PCB contaminated ballasts have been removed
from site; with the exception of low use areas and utility areas where lighting was not upgraded.
Where retrofits are being performed on lighting systems, generally existing systems using T12
lamps that were installed before 1990, the existence of PCB contaminated ballasts must be
confirmed. Should any PCB contaminated ballasts be observed, identified or suspected,
immediately notify BCIT Facilities Dept. and/or the Owners Representative.
Once identified, the Contractor shall inform BCIT Facilities Dept. and/or the Owners
Representative, in writing, the type(s) and total quantity of PCB ballasts within the facility.
Arrange with BCIT for the provision of PCB containment container and materials.
PCB materials shall be place into the container and covered as per BCIT PCB handling
guidelines.
In most instances, BCIT will arrange pick up, removal transportation and disposal of PCB
ballasts. Where BCIT passes this responsibility to the contractor, the following requirements
must be followed:
The handling, transportation and storage of PCB ballasts, and any other contaminated material
must be in accordance with all municipal, provincial and federal governmental requirements,
including the Waste Management Act, and Federal Transportation regulations.
Unless directed by BCIT to utilize existing waste generator numbers for BCIT, the contractor
shall secure a governmental environmental waste generator number and for the registration of the
site as the generator of hazardous waste material. The contractor shall arrange with a registered
environmental waste disposal company for the transportation, disposal and destruction of the
PCB ballasts and environmental waste at an approved and registered PCB disposal facility.
The environmental waste disposal company utilized by the contractor must accept ownership of
the environmental waste materials upon picking up the material from the site and hold BCIT
Facilities Dept., its representative, and the building Owner harmless in the event of any
environmental contamination that may occur after the ballasts have been removed from the site.

CONTROLS

6.1

Switching

Provide local switches to control all lighting. Lighting shall not be switched at the panelboards.
Enclosed offices and rooms shall contain local line voltage switches.
Where existing lighting has no controls or where offices, storage rooms or the like are switched in
common with general area lighting, provide local switches.
6.2

Outdoor Lighting Control


All outdoor lighting shall be turned on and off by photocell.

6.3

Automated Controls and Occupancy Sensors


BCITs intent is for all lighting, wherever practical and feasible, is to be controlled by automated
device. These devices can be ceiling or wall mounted occupancy sensors, wall switch
replacement occupancy sensors with on / off switch or digital timer devices.
No automated control devices should be installed in rooms where moving machinery or chemical
handling could create an injury hazard for occupants; including mechanical rooms, electrical
rooms, or chemical labs.
Sensors are to be provided with needed power packs or contactors as required to control lighting
loads.
As a general guideline, the following controls are to be installed in the various rooms:

Ceiling or wall mounted occupancy sensors shall be utilized in larger areas. Select sensor with
sufficient coverage area to leave no dead zones in the detection areas; utilize multiple sensors
as needed to provide sufficient coverage.
Sensors are to be wired to provide auto off only; on action for rooms are to be by manual or
low voltage switches. All sensors to be wired to allow manual off override by switches.
Sensor shall have a minimum 1,200 watt capacity with no minimum load requirements and be
compatible with electronic ballast and motor loads.

Wall Switch Sensors


Automated controls for small rooms and offices are to be provided by wall switch Passive
Infrared or Ultrasonic sensors.
Wall switch sensors shall be complete with an integral push button switch to override occupancy
sensor and allow manual control of lighting.
Sensor shall have a minimum 800 watt capacity with no minimum load requirements and be
compatible with electronic ballast and motor loads.

6.3.3

Indoor Digital Timer Controls


The use of digital timer controls should be restricted to staff lunchrooms and storage rooms. A
minimum of six 2 lamp luminaires in a room is generally required to justify the installation of a
lighting control timer.
Where utilized, lighting control timers shall have delay times of 15 - 30 minutes in storage spaces
and utility rooms. Lunchrooms or active areas shall be set at 1 hour time delay. All timers
utilized shall be capable of being overridden by occupant.
Push button timer control switch shall have digital operation and LCD or LED timer countdown
display. Time settings shall be easily adjustable from 5 minutes to a minimum of 8 hours.
Timers shall have a 1 minute flash warning feature that causes the lights to blink or flash for 1
second when the countdown timer has only 1 minute of time remaining in the cycle.
Push button timer switch shall have a rating up to 800 watts at 120 Volt with no minimum load
requirement. The timer switch will be compatible with all electronic ballasts and motor loads.

OTHER DESIGN CONSIDERATIONS

7.1

Night Lighting

Provide for night lighting in spaces to allow easy and safe passage for those entering the space at
night.
Utilize 4 fluorescent luminaires only for night lighting. A minimum of one nightlight shall be
included in the following areas:
Main Office
Main Hallways
At switches controlling lighting
In large areas or rooms where light switches for the area are not located near the entrance, provide
for night lighting of a circulation pathway from the entry to the switches. This circulation
pathway should direct user along a route that avoids obstacles and furniture, with space between
luminaires used for night / pathway lighting being no more than approximately 12 to 14 feet
spacing and provide minimum 1 footcandle illumination along the run or tread of the pathway.
