Engr.

De Guzman was assigned to head the newly built telecommunications


facility in Antipolo, Rizal. He thought that for this new unit to operate, services of a
number of skilled persons in various activities and fields are required but he is not
expert in recruiting qualified persons to occupy the various positions needed. He
also do not have information on the number and native of the positions to be
established. He knows that his promotion depends in the success of this facility hes
going to handle. He needs to get the right persons in the right position and make a
sound decision in making actions.
In order to make the assigned task to Engr. de Guzman a success, he must
follow staffing procedures. Since he do not know how many and what positions in
this facility are to be created, he needs to plan for its human resource needs. His
10-year experience with KCC has given him enough knowledge on the different
aspects of the firms operation so he would know what positions are needed. After
identifying the necessary positions, he needs to recruit qualified persons to fill those
vacant positions up. Its up to Engr. de Guzman as to where he would get recruits or
applicants. He may push through his thought of convincing top management to
transfer some of his acquaintances in the head office to his new assignment or just
get from another source if the top management would deny it. After recruitment, he
have to select among those recruited individuals. He have to effectively evaluate
each candidate and choose who are the best suited in a certain available position.
He should be careful in doing the selection because the cost of making a wrong
decision or putting a person to the wrong position is risky and will affect the
operation of the firm. He should make sure that each applicant would carefully
undergo different tests, interviews, and evaluations. These are the most important
process that Engr. de Guzman should first do since he was given three months to
make the facility operational. When personshave already selected for a position,
they next undergo with induction and orientation. They will be provided with
necessary information and discussion with the manager before starting to work.
Engr. de Guzman should make sure that these are correctly undergone because
these are the first few steps in staffing procedure which is very essential and a
necessity in operating the facility. When he is already sure that those are properly
done, he can start the operation of the firm and continue with the next steps while
doing the operation and services provided by KCC.
Staffing is a factor that Engr. de Guzman should do for him to be able to start
with the operation of the new unit in Antipolo. Doing this efficiently would lead him
in his new task to success and the management would believe more in his
capabilities which would also eventually lead him to his next promotion. Hence Engr.
de Guzman should make his first move by staffing effectively and efficiently.
