Introduction:
HLL Biotech Limited (HBL), a subsidiary of HLL Lifecare Limited, (a CPSU under Ministry of Health & Family
Welfare, Government of India, is implementing "an Integrated Vaccines Complex (IVC) - a project of national
importance' at Chengalpattu, near Chennai. The proposed complex is a state of the art facility with cGMP
compliance for manufacturing vaccines required for the immunization programme of Government of India.
Scope of Work:
This pre-qualification is pertaining to prequalifying the vendors for LT electrical distribution works of Integrated
Vaccines Complex at Chengalpattu, Chennai.LT electrical distribution work for this project is proposed to be
executed in three different phases viz., phase 1A,1B & 2.The proposed blocks/facilities to be executed in three
phases are as below:
Phase 1A
Phase 1B
Animal House
Warehouse
Central change room and
laundry
Spine
Anti rabies
General infra: drains, Roads,
Gate offices
Phase 2
Gate office 3
Gate office 4
All the above manufacturing blocks (bulk & formulation blocks along with the general blocks) shall be connected
through a spine. The above blocks shall comprise of ground floor as process area & first floor as technical floor for
housing the AHUs & utility equipments.
This Pre-Qualification exercise is applicable for all the above phases. However the tenders shall be issued to the
qualified vendors and the contract will be awarded to the party who becomes L1 in each phase tendering.
The broad scope of work for Electrical distribution works will be as below. However the actual quantum of work
shall be published in the tender (to be circulated to the pre-qualified contractors):

Following are the scope of Design, Supply, unloading, shifting and installation, testing and commissioning of
Electrical distribution system consisting of mainly the following components

Distribution Boards, Industrial Socket outlets for clean room area and Non clean room area
Modular Socket outlets, Modular switches & socket outlets, conducting and cabling / wiring etc.
Bus ducts.
UPS system.
Preparation and Submission of all relevant drawings such as general arrangement drawing, support
arrangement drawing, ceiling layout, cutout drawings, elevation drawings etc.
Preparation and Submission of all relevant drawings required for CEIG/CEA approval

Time Period:
The project will be executed in three phases and each phase of the project will be executed in a
single stretch and proposed to be completed in a span of 9 months.
MINIMUM ELIGIBILITY CRITERIA:
1. The bidder should possess valid Class- A electrical contractor license.
2. The bidder should have successfully executed at least one project in pharmaceutical/
bio-pharmaceutical sector.
3. Average annual turnover of the bidder shall be at least Rs.100 Million in anyone of the last 3 financial years.
4. The bidder should have experience in any of the following works during the last 5 years ending the last day
of the month of December 2013
Three (3) similar completed works costing not less than Rs.80 Million each
( or )
Two (2) similar completed works costing not less than Rs.100 Million each
( or )
One (1) similar completed work costing not less than Rs.160 Million each
Note: Here similar works refers to turnkey job of LT Electrical Distribution works.
5. Net worth of the bidder shall be positive during the last three financial years (2010-11, 2011-12, 201213).
The following documents are to be submitted along with application.
In proof of criteria- 4: Duly notarized copies of relevant work orders, purchase orders
Please note that the bids without the documentary proof stipulated above in support of the minimum eligibility
criteria will be summarily rejected without further reference and tender documents will not be issued to such firms.
NOTE: Same vendors will be pre-qualified for all the three phases (i.e., 1A, 1B &2) based on the evaluation
of above minimum eligibility criteria. The tenders for the three phases will be issued to the pre-qualified
vendors in three different time frames and work will be awarded to the L1 party emerged from each phase
tendering.
