specific public performance which is expected to be denied for specious, frivolous or
discriminatory reasons. All such letters of request should always and only request lawful
performance from the public official or agent thereof.

- This process can also be used with modest modification as a Stage II 3 Day Offer of
Immunity enforcement process to follow-up a letter of request. Such a Stage II package has
been provided in the Stage II folder.

- This process can also be applied orally:

E.g. "Your honor, can your bond withstand the liability you're creating
here today"

E.g. "Your honor, will your bond withstand the dishonor you're engaging
in right now? Is your bond big enough to cover the liability? Here's a
copy of the bond I sent to Treasury in the amount of $300 M. What do
you think will happen if I liquidate the bond?"

You might ask to go off the record or into chambers or hold a sidebar.

- If one is forced to initiate liquidation, it might be prudent to warn the replacement official of
the consequences of failing to perform.

E.g. "If you don't perform as required, what do you think will happen to
your job?"

- This method can be combined with additional Stage II enforcement resources such as a
criminal complaint.
