I am happy to bring before our professional colleagues, friends and well-wishers, the phenomenal strides IIHMR has made during 2013-14.
We have been able to develop and establish our campuses in Delhi and Bangalore to promote research, education and training in
management in the health sector. This year, IIHMR Jaipur has achieved the University status as IIHMR University by an Act of the
Government in February 2014. The IIHMR University will primarily be a research and post-graduate education University. We believe
that with this breakthrough, IIHMR will script a new chapter in the history of management research education and training in the health
sector and other related areas such as health economics and finance, population and reproductive health, public health, primary healthcare
and healthcare development in the country and in South East Asia Region.
We are pleased to inform that the collaboration with the Johns Hopkins University to offer Masters of Public Health (MPH) program in
India has come to fruition and the MPH program could be launched this year for countries in the SAARC Region.
Another significant development, which is worth mentioning, is the start of PhD program in hospital and hospital management and allied
fields. The response among the professionals and the students to the PhD program was immense at the national and international levels.
However, we were constrained to enroll only limited number of students.
The Post-graduate Program in Hospital and Health Management, now, MBA Hospital and Health Management, has retained its first rank as
a high quality education program in the country. We have done exceedingly well in research and management training programs during the
year.
All this possible because of the incessant and untiring efforts of faculty and research staff and strong support of the support staff. I wish
we maintain this spirit and make the IIHMR University as a world-class institution of learning.

The year 2013-14 has been the year of transformation of IIHMR. This year, the IIHMR has achieved three significant milestones. First and
the foremost being that IIHMR, Jaipur has been accorded status of a University, to be known as The IIHMR University, by IIHMR
University Act 2014 enacted on February 6, 2014. IIHMR University has a unique status as primarily a research university health
management and allied areas. The IIHMR University is a Postgraduate Education university that would offer master and doctoral level
education and training. This distinction granted to IIHMR is hard and sustained work of the faculty and research staff producing research
studies, capacity building and education in management in the health sector in India and globally. This could happen with a phenomenal
contribution of the faculty and research staff, and an excellent support of IIHMR Management, Administration and Finance, IT and
Library personnel over the last three decades
IIHMR University will continue to carry the legacy of IIHMR and its Mission. It would offer masters degree programs in health and
hospital management, pharmaceutical management, rural management, human resource management for health, health care logistics and
supply management, health economics, finance and health insurance, health information technology, health communication and behavior
change, other health sector related areas.
The Second milestone accomplished is the launch of Master of Public Health (MPH) Program with the Johns Hopkins University School
of Public Health, USA, the global leaders in public health education and training. The program has developed keeping in view the public
health needs in the countries in the South East Asia Region. The students will receive the Johns Degree which would have the same
credentials. The 80 credit program is taught by the faculty of the IIHMR University and Johns Hopkins University School of Public Health
mainly at the IIHMR Jaipur Campus. The students will attend courses in the winter term at the Baltimore campus of Johns Hopkins School
of Public Health.
The Third milestone is the beginning of PhD Program, This is the first ever doctoral program in health and hospital management and
related areas of health policy and program management. The PhD Program will enable IIHMR to fulfill its mission to build research
capacity in the health sector and develop competent researchers in the country. The response to the PhD program has been immense
among the health professionals. The first cohort of PhD scholars has rolled this year. We are sure that our PhD Program will establish new
standards of research and build research capacity in the country.

The Institute continues to strive for excellence and achieving its mission of improving standards of health of the people through high
quality management research, education and capacity development of the health professionals at the national and international level. It has
emerged globally as a unique model of an autonomous non-profit and self financed organization that is focused on a social sector such as
the health, through research and education. We take pride in introducing a new discipline of health management worldwide and promoting
research and human resource development in health policy analysis and program management, way back in 1984.
The Institute has conducted several short and long term research studies that have high impact and relevance on health policy and program
strategies. The Institute has been given responsibility of conducting National Family and Health Survey 4 in the States of Madhya Pradesh
(E), Uttarakhand and Chhattisgarh. UNFPA assisted operational research project on implementation of Health Information Management
in the state of Bihar made a significant improvement in quality and effectiveness of HMIS, particularly, for NRHM. Fortification of milk
and oil with Vitamin A and D in Rajasthan has shown new opportunity for reducing micronutrient deficiencies. Under the food
fortification project, supported by GAIN, about 1.7 million liters of milk is fortified in cooperation with RSDFC and supplied throughout
the state. Fortification of wheat flour with iron folic acid and B12 has been a major breakthrough in urban and rural areas. Research
Program Consortium, funded by DFID, continues to explore research questions and generate evidence for improvement in effectiveness
and efficiency of health systems. IIHMR joined in the path breaking initiative of improving health of urban poor in partnership with the
Population Foundation of India with the support of USAID.
Capacity building in management in the health sector, especially national, state and district level managers, program managers of projects
funded by development agencies in the country, through Management Development Programs (MDP), continued to be a major focus of
the Institute. The Professional Development Course, a 10-week training program, supported by the MoHFW/NIHFW, WHO Fellowship
program for ministerial staff of MoHFW, and Leadership and Strategic Management Program for health professionals of SAARC
countries have made a significant contribution in capacity building in management, public health and health program management.
International program for Rational Use of Essential Medicines with focus on TB, HIV and Malaria has become popular, especially in
countries in the African Region. The Institutes has also identified new areas of capacity building in effective health sector management.
The Postgraduate Program in Hospital and Health Management (PGDHM) continues to enjoy No. 1 Rank in the country. The program has
set high standards of management education in the health sector. The demand for our students in the hospital and health program in
government and private sector has phenomenally increased. The students' placement is consistently perfect since the inception of the
program in 1996. We take pride in creating a critical mass of young professional managers in the health sector and transforming
management of health systems and hospitals in the country. We believe they would be the future leaders in professional management of
hospitals, health organizations and pharmaceutical industry.
As IIHMR University, the Institute has entered in a distinguished league of education and research institutions. As a University, we plan to
introduce new academic and research programs.
We have our dreams to become a global institution of learning and scholarship in management education, research and capacity
development in the health sector. We have high hopes for a bright future and scripting a new chapter in the success story of IIHMR.

Global Networking
The Institute has been instrumental in setting up collaboration and networking globally with various national and international
organizations and universities to promote public health education in the health sector. We take pride in having technical tie-ups with these
prestigious institutions and organizations.
IIHMR is a WHO Collaborating Centre for District Health System Based on Primary Health Care for its
excellence in health management research, training and educational programs. As the collaborating centre
of WHO SEARO, the Institute works in the areas of organization and management of the health system,
strengthening the district health system, quality management in health care, operations research, and
health sector reforms. The Institute operates as a resource centre; organizes intra - and inter-country
training programs; and collaborates with W.H.O. in monitoring and evaluation and provides expertise in
health system management and research.

South-East Asia Public Health Education Institution Network (SEAPHEIN) has been created by the
WHO South-East Asia Regional Office to promote collaboration and sharing of information and
knowledge among the member countries in the Region in pursuit of strengthening public health
education and training. IIHMR is a founding and an active partner of the network and has signed
agreements for collaboration with various institutions in SEAR countries to promote capacity building in
public health, management and joint collaborative research.
To promote public health education in India, India Public Health Education Institution Network
(IndiaPHEIN) has been developed and promoted under the stewardship of WHO-SEARO. The
Institute hosts the Secretariat of IndiaPHEIN and playing a leading role in establishing the network to
strengthen public health education in India.
IIHMR and NIHFW have agreed to promote cooperation in education, training and research. The areas
of co-operation include joint training; research; visits by and exchange of scholars, teachers and other
staff; exchange of students for long and short term programs; exchange of research materials (reports,
information, published papers etc.); and sharing of information through video conferencing.
The Afghan Public Health Institute (APHI), Ministry of Public Health, Afghanistan and IIHMR Jaipur
have agreed to work together to promote management education, research and training in the health
sector in Afghanistan.
ACTD is a registered non-profit, non-political and non-governmental organization working for the
development and transformation of the civil society in Afghanistan. ACTD was established in 2007 by a
group of Afghan professionals to offer research, training and consultancy services in order to develop
practically applicable knowledge. IIHMR has signed a MoU with ACTD to strengthen research, training,
and consultancy services in health management areas in Afghanistan.

To establish and strengthen the capacity of the NGOs and the employees of the Government of
Afghanistan, IIHMR has signed an agreement with IbnSina Afghanistan and working together to provide
training in important health management areas, such as health policy planning and management, health
care financing, policy for HIV/AIDS, project planning, implementation monitoring and evaluation,
quality assurance and hospital management in Afghanistan.
The IIHMR and the SAARC Tuberculosis and HIV/AIDS Centre (STAC) have technical tie-up for
conducting training in the SAARC countries. The Institute has been instrumental in providing technical
support to the STAC several trainings on Leadership & Strategic Management in SAARC region.
IIHMR and Gulf Medical University (GMU), Ajman, UAE have agreed to launch various academic
programs and short-term courses in healthcare management and other related areas in UAE. GMU is
recognized as a standard bearer of excellence in medical education in the Gulf region delivering high
quality medical education and training to professionals from 54 nations. The two organizations will jointly
develop various education courses in Hospital Administration and Healthcare Management.
The collaborative arrangement with the SUPBIOTECH, Paris is aimed at the exchange of faculty and
students and development of special programs and internships. The collaboration calls for research and
degree programs and conferences and workshops to be offered and conducted jointly.
IIHMR and the University of Chester have signed a MoU for cooperation to enhance academic and
research opportunities for the staff and students and also to develop cultural linkages between both the
institutions in the field of public health.
To establish educational affiliation between the two organizations, the Institute has signed a
Memorandum of Understanding with B.P. Koirala Institute of Health Sciences (BPKIHS), Nepal. The
major areas of agreement include advice and consultancy on structural, academic, policy and procedural
matters related to the establishment of a new School of Public Health, partnership to support the
development of School of Public Health, support in curriculum development in public health, exchange
of faculty and training of faculty and staff in public health, participation and support in teaching training
activities, student exchange, collaboration in research activities, collaboration in service and public health
policy activities etc.
Mahidol University, Thailand The Institute has technical collaboration with Mahidol University,
Thailand and Padjadjaran University, Gadjah Mada University and Hasanuddin University, Indonesia to
jointly develop academic and educational activities, such as student exchange programs, faculty exchange
programs, technical cooperation and collaboration in research projects.

Indian Institute of Health Management Research (IIHMR) was established with a fundamental purpose of creating new knowledge and
developing alternate modes of improving healthcare to management research, education and training in India and other parts of the world.
The Institute has significantly contributed to the areas of health research management in the country and in South-East Asia Region. It has
established a new paradigm of management of capacity development among healthcare professionals at the national, state and district
levels in the areas of leadership, strategic management, and quality assurance in health care. The Institute works as a WHO Collaborating
Centre for District Health Systems Based on Primary Healthcare since last one and a half decades. The Ministry of Health and Family
Welfare, Government of India, has designated the Institute as Institute of Excellence for its contribution to capacity development
programs in the health sector. The Post-graduate program in Hospital and Health Management, Pharmaceutical Management and Rural
Management are the unique programs of IIHMR.
Under the Society of Indian Institute of Health Management Research, the IIHMR group has created four campuses all over India. The
IIHMR, Jaipur has now became the IIHMR University. The IIHMR University will be the first of its kind Research University in the State of
Rajasthan with an exclusive focus on management research, education and training in the health and related sectors. The primary focus of
the University is on Research and Post-graduate Education.
With the establishment of IIHMR, Jaipur as the IIHMR University, the AICTE approved Post-graduate Courses offered at the Institute
will be offered as MBA programs in the related disciplines. Besides these MBA programs, the University introduced doctoral programs. In
this endeavour, the University introduced the first Ph.D. in Hospital and Health Management in February 2014. The IIHMR, Delhi and
Bangalore campuses will offer the courses at its present status as AICTE approved post-graduate programs.

An Exclusive Health Research and Postgraduate University


IIHMR Jaipur has now become the IIHMR University. The IIHMR University is a specialized Research University in management
research, postgraduate education and training exclusively in the health sector. The University aims to generate new knowledge and
technologies to provide evidence and inputs for developing effective policies and health interventions and strategies. The origin of the
IIHMR University has its roots in pioneering and significant contribution of Institute of Health Management Research (IIHMR), Jaipur in
the last three decades to policy and program management research, and capacity development in health and hospital management in India
and South-East Asia, which has enabled it to attain the status of a university. The IIHMR University has a mission to improve the standards
of health through better management of health care and related programs through management research, education, training and
institutional networking in a national and global perspective in the health sector.
Over the last 30 years, IIHMR, working as a WHO Collaborating Centre for District Health Systems and designated as an Institute of
Excellence by the Ministry of Health and Family Welfare, has played a major role in promoting and conducting health policy and program
management research. The Institute has been instrumental in a paradigm shift in the management of health care and hospitals in India. A
critical mass of professionally trained health and hospital managers has been produced by IIHMR. For its contribution to management
education, it has gained several Leadership Awards. In addition, IIHMR has become a major destination for training and capacity
development in leadership and strategic management, hospital management, disaster management, quality management, project
management, health management information systems, and health economics and finance.

The IIHMR University has a unique organization culture that enshrines core values and ethos of autonomy, accountability, openness and
transparency. The interdisciplinary teams of the faculty and research staff constitute an enabling environment for learning and professional
growth and development. The faculty is multidisciplinary that represents public health, management, economics, statistics, demography,
social and behavioral sciences, rural development and pharmaceuticals.

Research
IIHMR has completed three successful decades of research in the healthcare sector. Throughout these years, the Institute has conducted
more than 500 research projects and studies at the national and international levels. These have high relevance to health policies and
programs. The Institute has extensively worked on assignments/consultancies for studies and projects funded by various bilateral
agencies, the Government of India and State Governments. The areas of research/studies included during these decades were Health
System, Human Resource and Training, Family Welfare, Maternal and Child Health, Medical Education, Health Management Information

Monitoring and Evaluation: Technical Assistance for Strengthening Health of the Rural Poor (METASHARP)

METASHARP project was a contract between the Ministry of Public Health (MOPH), Islamic Republic of Afghanistan and the Johns
Hopkins School of Public Health (JHSPH), USA. IIHMR provided technical support to the Provincial Health Offices and MOPH to
enable them to play a greater role in data analysis and monitoring and evaluation activities under National Health Services Performance
Assessment (NHSPA) of all types of health facilities in Afghanistan. The first round of NHSPA started in 2004 and was completed in 200910.
The Ministry of Public Health (MoPH) of the Islamic Republic of Afghanistan, with technical assistance from the Johns Hopkins
University Bloomberg School of Public Health (JHSPH) and the Indian Institute of Health Management Research (IIHMR), has used the
Balanced Scorecard (BSC) to measure the performance of Afghanistans provinces in the delivery of the Basic Package of Health Services
(BPHS), and to provide policymakers, health managers and the public with evidence concerning areas of strength and weakness. The BSC
was used by the MoPH to clarify its vision and strategies, and to manage change through a set of indicators that reflected the policies and
strategies of the MoPH.
The BPHS BSC was revised substantially in 2011 to reflect the changing policies and conditions in the country. The 2012-13 BSC was based
on the data collected from 725 randomly selected BPHS health facilities in 34 provinces across the country, and involved observations of
6,930 patient-provider interactions and patient exit interviews, along with 2,403 health worker interviews. The indicators and methods used
for estimation in 2012-13 BSC were the same as those used in 2011-12 BSC.
The revision was carried out through a participatory process that was led by the MoPH and with active involvement of various other
stakeholders in the Afghan health sector including the non-governmental organization (NGO) implementing partners, donors, health
worker association representatives, and other stakeholders, including a MoPH led BSC Technical Working Group. The Third Party
Evaluation team from the Johns Hopkins Bloomberg School of Public Health (JHSPH) and Indian Institute of Health Management
Research (IIHMR) facilitated the process.

Strengthening of HMIS in Bihar

To improve the quality of HMIS data in terms of timeliness, completeness and correctness and its utilization in planning and decisionmaking at every health facility level in Bihar, IIHMR Jaipur undertook a project titled Strengthening of HMIS in Bihar with the
support of UNFPA. The Project was implemented from October 2009 to March 2014.

The Specific objectives of the project were:

to train health functionaries at different levels of facilities and to oversee the quality of the data generated at different levels (HSC,
PHC, District, and State);

to build analytical capacity of the middle level managers to use the data in planning, monitoring, evaluation and decision making;

to establish a system of feedback and suggest measures for improvement at different levels;

in order to to make the project efforts sustainable, to transfer the skills and learning by the project and its protocols to government
officials.

To change the HMIS of Bihar was not a short-term task. Adequate infrastructure and trained staff in the area were vital aspects of
strengthening the HMIS. User participation from the inception of ideas of such systems, their initiation, design, development and
implementation were also required in order to develop gradual changes in the users understanding and to enable IT to become a normal
way of doing things. Such changes needed to be carried out incrementally, enabling users to learn from previous changes and to incorporate
new changes that emerge over time. Thus, the actors needed to create an environment that enabled in-house and external generation and
sharing of knowledge within the sustainability strategy framework. Efforts to bring the above-mentioned change at all management levels
are now beginning to take root. As a result, support to the system by higher management now will play a significant supportive role and will
be a crucial pivot in the roll-out of the system and continued and effective utilization of generated data/information.
Finally, HMIS was not only about technology, but was also important to support it with social and political commitment to making it a game
changer a sustainable, reliable and effective tool in health system information management in the state in the years to come.

Evaluation of Demand Side Interventions for Revitalization of Post-Partum Family Planning in Bihar

JHPIEGO had worked to strengthen Post-Partum Family Planning/Post-Partum Intrauterine Contraceptive Device (PPFP/PPIUCD)
services as a part of Government of Indias program for the introduction of PPIUCD services in the country. IIHMR was assigned to
conduct an independent baseline and end-line assessment in Bihar in the districts of Begusarai and Darbhanga for both supply-side and
demand-side interventions.
With the objective of assessing the knowledge and attitude of service providers, community based workers and the awareness of postpartum family planning among post-partum women, the baseline and end-line evaluation was done by IIHMR during 2011and 2013
respectively. The report has been submitted to JHPIEGO.

Utilization of Emergency Contraceptive Pills among Rural and Urban Women in Rajasthan: A Study of Psychosocial Determinants

Emergency contraceptive pill (ECP) is a back-up birth control method that is used within days of unprotected sex or in the event of a
known contraceptive failure. It is not intended for use as a regular contraceptive method. The broad objective of this study was to
understand the pattern of use of emergency contraceptive pill and associated psycho-social determinants among rural and urban women
of Rajasthan. The specific objectives of the study were to assess the level of awareness and knowledge of the women about emergency
contraceptive pill; to find out the utilization pattern of these pills and perceived immediate and prolonged health effects; to discover the
facilitating and hindering factors influencing their availability, accessibility, acceptability and affordability, and the role of mass media in
dissemination of information and knowledge. A cross-sectional study was conducted in urban and rural areas of Jaipur district. Both
married and unmarried women were interviewed. While married women (N- 978) were contacted through household survey, unmarried
women (N-228) were contacted at eating joints and shopping malls.

It was found that more than 95 percent of the respondents were aware of contraceptive methods like OCP, IUCD, and female and male
sterilization. About 45 percent of the married women were aware of ECP; this proportion increased to 87 percent for unmarried women.
Close to three-fourths married respondents were not aware of circumstances in which ECP is to be used. Around six percent of
respondents reported the use of ECP (8% in urban areas and 5% in rural areas). The users of ECP had gained knowledge of ECP through
TV (46.8%) or from their husbands (29.8%). In case of unmarried women, a majority of them (82%) recognized ECP by their brand names.
Television advertisements (96%) were the main source of information about ECP while friends and newspapers were the source of
information for 58 percent and 48 percent of the respondents respectively. Around 63 percent of these women used ECP as a regular
method of contraception. About 69 percent of married respondents admitted that the availability of ECP had benefitted women and 88

Pilot for 7 Gram Panchayats on Community Managed Water Supply System in Tonk

The project intended to develop a workable model in seven Gram Panchayats of Tonk district involving the Village Water and Sanitation

to water and sanitation to the members of the VWSCs in these villages so that they could manage their water supply schemes in a sustainable
manner. The project was supported by UNICEF and PHED, Government of Rajasthan.
The major activities of the project were: 1) baseline survey to assess KAP of the community pertaining to water and sanitation, the status of
water supply, and the demand for improved services with regard to drinking water supply; 2) sensitizing and creating awareness among
implementers like government functionaries, PRIs, representatives of VWSCs and the community; 3) planning and designing of various
community participation strategies related to drinking water supply schemes; 4) training and capacity building of the community in
formulation, implementation and maintenance of the schemes; 5) supporting the execution of community managed works and services
related to drinking water supply schemes; 6) post execution activities like handing over the responsibility of operation and maintenance of
these schemes to the community.

Strengthening Hospital Operations at Kothari Hospital, Bikaner

Kothari Hospital and Research Center is a 130-bedded hospital located in Bikaner district. IIHMR was involved in strengthening the

The objectives of the study were to develop standard operating procedure (SOP) to determine equipment requirements as per NABH /JCI
standards and to provide briefing to the key hospital staff. The methodologies of the project were:
1. Going round the hospital and discussing with the staff in different areas and with hospital management to understand the existing
processes and the problems faced and the future plans
2. Developing the infrastructural requirements and SOP as per new demands
3. Providing onsite support in implementing changes through monthly meetings at the hospital site.

Social Mobilizing and Marketing: Positioning Food Fortification

Malnutrition is common in India; one in every three children is malnourished. Food fortification is a practical and inexpensive alternative to
deal with the problem of micronutrient deficiency. Food fortification is the addition of key vitamins and minerals to staple foods to address
nutritional gap. Food fortification project has already launched fortified wheat flour, oil and milk through open market channel in
Rajasthan. The study was aimed at understanding the behaviour of consumers and identifying selling and resistance aspects from the point
of view of consumers and retailers towards buying grocery products. It was found that about two-thirds of the respondents were buying
wheat grains. Packed flour was being bought by about one-fourth of the respondents. In case of oil, a large segment of the respondents
(84.7%) bought packed oil. Only about 18 percent of the consumers were aware of fortified foods, out of which 29 percent belonged to the
upper class. A majority of the respondents who had heard of fortified foods did not know what it meant. Of those who were aware, about
five percent had used fortified products. Further, in the study, the retailers practices of selling grocery products were also explored to know
the factors which contributed to increased selling of grocery products. According to the retailers, the reason for the brands which were
selling was established brand name (46.2%), reasonable pricing (27.5%) and advertisement of the product through various mediums
(13.8%).

In order to address the problem of micronutrient deficiency in the state, Institute of Health Management Research (IIHMR) Jaipur has
signed a Grant Agreement (GA) as Executive Agency (EA) to implement the project on Food Fortification Integrated Program Strategy
in Rajasthan with the Global Alliance for Improved Nutrition (GAIN), Geneva. The Program Management Unit (PMU) required
conducting concurrent monitoring of the project encompassing all three project components i.e. production and distribution, legislation
and quality control, and social marketing and communication. The concurrent evaluation was designed in such a manner that the project
gets benefitted from external monitoring including suggestions for improving the implementation mechanism, and also to improve the
overall functionality of the project. The monitoring was done from February 2013 till April 2013 and the report was submitted to PMU in
May 2013.

Follow-up Study on Technical Appraisals of Producers (Flour and Oil) for Enhancing Partnership in Food
Fortification Project (IPS)

The main purpose of the study was to follow the producers (flour mills and oil mills) covered under the categories of Technical Assessment
to explore the creation of new partnerships and making the existing partnerships more operational in terms of fortified production and
supply. The objectives of the study were to understand the factors which had influenced the mill owners for joining the program and to
study the factors which had restrained the millers to join the food fortification project. The study was commissioned by PMU-GAIN on
Scoping Assessment for Fortification through Identified Manufactures, and Flour Mills and Oil Producers in Rajasthan. In the study, a
total of 112 mills (95 wheat flour and 17 oil mills) were visited and mill owners/ managers of the mills in 17 districts of Rajasthan were
interviewed. The study found that 40 mills were willing to participate in the food fortification project. A majority of the wheat flour mill
owners needed continuous training on the food fortification project. They also expressed the need of a test kit or tie-up with any local
laboratory for regularly testing premix and finished product. IEC activities to generate awareness of the importance of fortified foods
among consumers through advertisements in local channels with fortified brand names of wheat flour and oil producers were also
indentified as major issues. The study findings also presented the scope for research in public nutrition as well as food fortification services
in the State.

Availability of critical inputs in public health care establishments through facility survey

Institute of Health Management Research, Jaipur (IIHMR) was assigned to carry out the District Level Household Survey (DLHS) Round
4 in Punjab and Chandigarh by the MoHFW in which IIPS, Mumbai was the nodal agency. In addition, it was the responsibility of IIHMR to
carry out the survey for the government health facilities for the aforementioned states. The survey was conducted in all 21 districts
(including Chandigarh). In all, 1300 Primary Sampling Units (PSUs) and 1360 health facilities were covered in this survey. Overall, 35016
households were surveyed in which 32875 eligible women were interviewed. During the survey, the respondents weight, height, blood
sugar, blood pressure and hemoglobin were also measured as health was an important component in DLHS-4. More than 1,47,000 blood
samples were sent to PGI, Chandigarh (partner institute for Punjab and Chandigarh under DLHS-4) to test hemoglobin. The overall
objective of the survey was to assess the performance with regard to the implementation of various programs under NRHM at the district
level.

Piloting Mobile-based MCTS HMIS at Village Level in Bihar

Health system in India strives for timely and quality data for proper planning, monitoring and evaluation. In a paper based recording system
it takes 15 days for data collection (at the sub-center), data updation (at the primary health center) and then data transfer (to MoHFW Web
Portal MCTS), which severely affects the services delivery of maternal and child health in our country.
To improve the timeliness of data collection, updation and reporting, a pilot project was commissioned in Kanti block of Muzzafarpur
district of Bihar in January 2013. Under this project, 10 ANMs who were capable of handling mobile phones were given android based
mobile phones loaded with a software which was identical to the governments records. In-built service reminders, due lists and counseling
videos were also loaded in each phone. Using the phones the data were sent to a central database system using both offline and online
methods. IIHMR and Dimagi International imparted rigorous one-week training to all the ANMs. During ground level implementation,
ANMs were observed and were given on-field support for six months.
An analysis of the data showed that timeliness of reporting had improved with almost no time lag between data collection and data
reporting. Using the mobile based reporting, various validation rules and data checks improved correctness and completeness of the data.
Most of the ANMs were happy that computerized data collection had reduced their involvement in preparing the monthly reports as all
reports could be generated automatically.

End- line Evaluation of the Project entitled PARIVARTAN: A Family Welfare and Population Development Project

An end-line evaluation of PARIVARTAN: A Family Welfare and Population Development Project jointly resourced by J K Tyre and
Population Foundation of India (PFI) was carried out to document good practices, success and learning from the project. The project was
being implemented in 60 villages in Rajsamand Block, District Rajsamand, Rajasthan, covering a population of 41,000. The goal of the
project was to build capacity, generate and provide basic health care to the rural population in the selected area to bridge the gap between the
need and access to RCH services.
The approach for the end-line evaluation was entirely qualitative in nature. The study involved interaction with the primary stakeholders:
women beneficiaries of the project and key members of the community, village level monitors (VLM) and secondary stakeholders: key
project officials of the implementing and funding agency; community stakeholders; and at the institutional level, PRIs, ANMs, GNMs, male
nurses, anganwadi workers (AWW), and school teachers. In-depth interviews with various level stakeholders including women in the
reproductive age group (15-49 years) and FGDs with the community were instructed to gather the relevant information. Case studies of
project beneficiaries were also documented. The evaluation had been completed and the final report was submitted to PFI, New Delhi.

Disease burden estimations based on sound epidemiological research provide the foundation for public policy. In the absence of any single
reporting system, the estimates of the diseases are primarily drawn from public hospitals statistics, which leaves out those who prefer to go
to any kind of private hospitals or prefer to ignore their treatment. In view of this, it was conceptualized to carry out a quick reference
estimate of diseases burden both in urban and rural India. The survey was supported by Global Advisory & Associated Services Pvt. Ltd,
Disease Management Association of India, Continua Health Alliance, USA, and HIMSS Asia Pacific India Chapter. Institute of Health
Management Research, Jaipur, was assigned to develop a survey design, field work, and data management. The purpose of the study was to

The Maternal Health Young Champions (MHYC) program with funding from the Harvard School of Public Health (HSPH) was designed
to support young leaders who were passionate about lowering maternal mortality through new and innovative practices that helped save
womens lives. To reduce maternal mortality and morbidity over the long-term, emerging public health leaders needed to be equipped with
the skills, commitment, and vision to respond fully to multiple causes and consequences of this threat. In 2013, out of a cohort of 10 young
people selected to receive this prestigious fellowship to support their development as a leader in the field of maternal health in the country
and globally, one of them was hosted by the Institute. The MHYC conducted a study on Accessibility to Maternal Health Care in a Paharia
and Santhal Village in Jharkhand to answer the following research questions:

How and why do socio-cultural contexts lead to financial and geographical inaccessibility to care during pregnancy and skilled birth
attendance among vulnerable tribal populations viz. Santhals and Paharias in Sundarpahari Block, Jharkhand?

Is the lack of access stemming from a cultural reluctance of the tribes or from the system which has not reached out to these
communities?

How do the women of the two communities cope with these access-related barriers?

How and to what extent do the government programs and schemes related to provision of care during pregnancy and skilled birth
attendance address the inaccessibility concerns of the populations?

Independent Monitoring Activities for Bihar School-based Deworming in 2014

Deworm the World Initiative (DtWI) prides itself in its evidence-based approach to policy implementation and evaluation. The
organization conducts independent monitoring of process and coverage evaluation for each round of deworming in every state in which it
operates. IIHMR team supported the DtWI in organizing a survey in 33 districts of Bihar as per the terms of reference. To ensure the
quality of field work and related activities under the project, the following methods were considered by the IIHMR team on Deworming
Day, Mop-Up Day and Validation Day in Bihar:

During training/induction of monitors and supervisors on the questionnaire, pre-and post-tests were given as per DtWI guidelines

2.

On the Deworming Day and Mop-Up Day, filled questionnaires and schedules were checked by the supervisor on the ground level
(school) and sample basis. A few students were re-interviewed by the supervisor to understand the aberration of the responses,
if any.

3.

During the Coverage Validation days, the monitors were supported by the supervisors to complete the process in all respects.

The project was completed as per the TOR and the deliverables were submitted to DtWI within the time frame.

Health of the Urban Poor (HUP) program is being implemented by Institute of Health Management Research, Jaipur in two empowered
action group (EAG) states i.e. Rajasthan and Chhattisgarh. The program aims at improving the health status of the urban poor by adopting
effective, efficient and sustainable strategic intervention approaches, adopting the principle of convergence of the various development
programs. The program is supported by the Government of India and funded by United States Agency for International Development
(USAID), India. The objectives of the program are: 1) to provide quality technical assistance to the Government of India, states and cities
for effective implementation of the National Urban Health Mission (NUHM); 2) to expand partnerships in urban health engaging the
commercial sector in public private partnership activities; 3) to promote the convergence of different Government of India urban health
and development efforts; and 4) to strengthen urban planning initiatives by the state through evidence-based city-level demonstration and
learning efforts.
IIHMR launched HUP program on 27th September 2010. HUP Rajasthan and Chhattisgarh have been involved with the respective state
governments as key technical assistance agencies for effective planning and roll out of NUHM. HUP teams are supporting the states in the
adoption of the five HUP approaches that are aligned with the NUHM framework, viz. a) Mahila Arogya Samiti (MAS), b) Urban Health
and Nutrition Day (UHND), c) City Health Planning, d) Ward / City Coordination Committee, e) Health Management Information System
(HMIS), f) Mahila Aroghya Samiti, g) Health Management Information System, h) Ward Coordination Committee, and i) Water and
Sanitation in Urban Areas. The unit has prepared a training module for frontline workers on WASH. It facilitates data collection through
daily diary system and strengthens HMIS and initiates multi stakeholder convergence consultation. HUP Rajasthan and Chhattisgarh teams
are also supporting the respective states in the development of integrated city and state health plans under NUHM and institutionalizing a
knowledge repository on urban health at the state level.
HUP has also established itself as a leader in implementing select models and approaches to urban health that are in line with the NUHM
Framework for Implementation. HUPs technical assistance to the Government of India on the National Urban Health Mission resulted in
the union cabinet of ministers approving the National Urban Health Mission (NUHM) on May 1, 2013.

Integrated Programme Strategy in Rajasthan - Food Fortification Project

The project aims to reduce the prevalence of micronutrient deficiencies in the State of Rajasthan by making available fortified wheat flour,
oil, milk and soyadal analogue through both the open market and government distribution channels. The project focuses on ensuring that
the fortified foods are sold through open market channels and also distributed through the Public Distribution System and through other
public funded programs, such as the Integrated Child and Development Scheme and Mid-Day Meal. The core project components are:
production and distribution, social marketing and communication, legislation and quality control, and monitoring and evaluation. A Project
Management Unit (PMU) is set up at IIHMR for the execution of the project. In the last two years of implementation, the project has
succeeded in making large scale flour mills to produce fortified wheat flour, three major milk dairies in Rajasthan, namely Saras Dairy, Lotus
Dairy and Divya Dairy to fortify toned and double toned milk, and major oil refineries like Ruchi Soya Industries Ltd., Bunge India Pvt.
Ltd., Mahesh Edible Oil Industries and Ajanta Soya Limited to produce fortified refined soyabean oil, mustard oil and palmolein oil for
open market. Centralized kitchens, namely Akshaya Patra Foundation, Naandi Foundation and Adamya Chetna Foundation used soya dal
analogue with the project support for Mid-Day Meal preparation covering over a million school children in Rajasthan. Various social
marketing and communication approaches have been implemented to create the awareness to use fortified food in the community. Special

A small scale operation research project has been undertaken which is called Village Level Wheat Flour Fortification Project in two tribal
blocks of Udaipur district, namely Slumber and Sarada, where small chakkis are helping in fortifying wheat flour for the public, especially
for BPL families who receive wheat grain through Public Distribution System. The project aims to work out the feasibility in terms of
sustained interest among grinders and cost implication of small scale fortification initiative.

The Future Health System (FHS) research project in India was initiated by IIHMR in 2006 as a part of a Research Program Consortium led
by the Bloomberg School of Public Health, the Johns Hopkins University and in partnership with six other institutions across the world.
The primary objective of this project was to prepare a knowledge base on which an appropriate strategy for a more equitable health system
would be developed. In India, the FHS research is implemented by IIHMR with the primary focus on the health care delivery system in the
Indian part of the Sundarbans. The main focus of this research is to generate knowledge on the barriers to delivery and access of health care
services for children and find out the ways by which they can be made more effective in the Sundarbans. It tries to understand the
multidimensional nature of the crisis in health care access in the Sundarbans to plan effective service delivery mechanism. The generation
of knowledge primarily relates to the what, where, and how of an effective service delivery system.
The research is currently in its second phase (2011-16). During the year, several studies were conducted on sample households, health care
providers, and various institutions in one block of the Sundarbans (PatharPratima). Based on the survey results, the first Sundarbans
Health Watch Report on child health issues and their solutions was published and disseminated. The second Health Watch Report is under
process and will come out in June, 2014.

Migration, Poverty and Access to Health Care: A Multi-Centric Study on Peoples Access and Health Systems
Responsiveness in Fast Growing Smaller Cities

The objectives of this multi-centric study funded by Indian Council of Medical Research, New Delhi are to assess the migrants healthcare
access in the vulnerability context of migration and livelihood insecurity and to understand the factors (individual/community/systemlevel) affecting the migrants access to healthcare services in fast growing smaller cities. Extensive formative research data (both qualitative
and quantitative) has been collected from 27 identified slums of Jaipur. Based on the formative research information, key points were
identified for developing intervention strategy, like awareness level of ANC, location of health facility, identity cards to migrants to avail
facilities, frequency of visit of health workers, attitude of health care providers etc. A yearlong supportive intervention was made in
identified slum clusters of Jaipur. For intervention, a two-pronged approach was used: one was to improve as well as sensitize service
delivery system and the other was to generate demand from the community for quality services. This was done with the aim of developing
the desired levels of acceptability and accessibility of health care services for poor migrants living in Jaipur. The ongoing phase of the
project is to measure the impact of the overall intervention through systematic scientific evaluation.

Asia Region Capacity Development for Research on Social Determinants of Health (ARCADE)

The project is coordinated by Karolinska Institutet in Sweden, involving twelve partners across Europe and Asia, including IIHMR. These
four-year projects (2011-2015) are funded by the European Commissions 7th Framework Program. The ARCADE project uses innovative
educational technologies to strengthen health research across Asia. Focusing on post-graduate, doctoral and post-doctoral training, partner
institutions are developing cutting-edge online courses, blended learning modules and joint programs that will enable training of
researchers in low- and middle-income countries who might not otherwise have access to such material. Under this project, IIHMR has
produced a self-learning module on Climate, Society and Health for prospective PH.D students in developing countries. The next
module is on Behaviour Change and Communication for Health Researchers that will be used as a resource material for the PhD students
of IIHMR University.

Financial Resource Flows for Population Activities- RF 2012

The Financial Resource Flows project is a joint collaboration of United Nations Population Fund (UNFPA) and the Netherlands
Interdisciplinary Demographic Institute (NIDI). The Resource Flows (RF) project monitors progress achieved by donors and developing
countries in implementing the financial resource targets agreed upon at the International Conference on Population and Development in
Cairo in 1994 and the Declaration of Commitment adopted at the United Nations Special Session on HIV/AIDS in 2001. The project
collects data and subsequently reports on international population assistance and domestic expenditures for population activities in
developing countries. IIHMR was contracted by UNFPA and NIDI in 2005 to undertake the RF activities related to the domestic part of

the Project. In every financial year the data is collected through a mailed survey for the previous financial year. Various UNFPA country
offices are provided with survey instruments specially designed for that particular year. Each country office is responsible to collect data for
its own country covering the relevant NGOs and government organizations. IIHMR provides full technical support to data collectors
during the course of the survey. Country offices submit the filled-in questionnaires and reports within a time limit. The data submitted to
IIHMR is then cleaned and fed in the web-based RF-Database. The RF-Database can be simultaneously accessed by all the authorized users
globally. The latest round of the project was RF-2012 under which the data was collected in F.Y. 2013-14 for F.Y. 2011-12. A sample of 40
countries from three regions was covered in this round. Annually, a report of the survey results is submitted to NIDI by IIHMR at the end
of the subsequent round. Evaluation Report of each round of the survey is presented by IIHMR every year during the evaluation meet
organized at IIHMR, NIDI or UNFPA HQ office in New York.

Developing Competency Framework for Mainstreaming Gender Responsive Healthcare Services

The objectives of the project are to assess health care providers and managers understanding/perspective of gender equality and equity
with a focus on adolescent health care services in Rajasthan; and to develop competency framework for providing gender-responsive
services by various levels of health care providers (men and women) including quality characteristics, standard operating procedures, and
indicators especially for adolescent reproductive health services using structure, processes and outcome framework of quality. As a first
step, a matrix was developed to understand the roles and responsibilities of health functionaries, and gender gaps were identified to develop
tools for data collection. To finalize the framework on gender competencies, the Delphi technique was used with a total of nine experts. A
situational analysis of the study was conducted in six districts, namely Banswara, Udaipur, Ajmer, Jodhpur, Bharatpur and Sri Ganganagar.
Consisting of a total of 83 lady medical officers the team interviewed 23 respondents and an equal number of male medical officers were
interviewed. In addition, 465 ANMs and district level officials (CMHO, PMO, RCHO, DPM, PCPNDT Coordinator) were also the part of
the study. The data analysis is in progress.

Study of LAC Region for Financial Resource Flows for Population Activities

Health and Nutrition Survey in Rajasthan

As part of an effort to accelerate plans to collect coverage data in priority countries to measure consumption of adequately fortified foods,
the Global Alliance for Improved Nutrition (GAIN) assigned IIHMR to conduct a coverage survey in the State of Rajasthan, India to
assess staple food intakes among women of reproductive age (WRA) and young children.

The objectives of this household survey based on spatial three method (S3M) were to assess and determine whether women of
reproductive age and children aged 0-24 months consume the foods; to determine the adequacy of fortification; and to assess the coverage
of other vehicles and programs in order to identify gaps in the current programming and future programming opportunities. The survey
population consisted of caregivers with a child in the first two years of life. A caregiver may be the childs biological mother or the person
who cares for and gives the child most meals on most days. Under this study, the research team collected data of sample size 4536 from 252
PSUs all over Rajasthan.

IIHMR has been identified by the Ministry of Drinking Water and Sanitation, Government of India, as the Key Resource Centre (KRC) for
Sanitation in Rajasthan. The main objectives are: to build capacities of the government officials, PRI representatives, and other
stakeholders (key program managers); to provide technical guidance and monitoring support to the State Water and Sanitation Mission
(SWSM); and to provide research and advocacy support for the program. The KRC has been working in close collaboration with the
Panchayati Raj and Rural Development Department, Department of Health and FW, PHED, and other departments relevant to promoting
water and sanitation in the state.
In the current phase of the project, training programs are conducted in cascade mode, developing a District Resource Group (DRG) for
each district through TOTs. District Water and Sanitation Mission Members (DWSM) are also involved in DRG. The DRGs will further
impart training to the PRIs and VWHSC members and NGOs.

Public Health in the 21st Century is faced with imminent challenges to health. The factors responsible for this are:
a)

the increasing disease burden of non-communicable and chronic diseases, reemergence of traditional infectious diseases, and
emergence of new infections;

b)

the rising inequity in access to primary health care;

c)

the negative impact of rapid globalization and market economies on health care; and

d)

the low efficiency and effectiveness of health systems.

The countries in the region are undergoing epidemiological and demographic transition. Most of them are facing an unfinished agenda of
double burden of diseases, and the consequence of the ageing of populations.
To address these challenges, WHO has emphasized revitalization of primary health care and translation of its values and approaches in
developing and strengthening health systems. The district health managers are important functionaries in todays health systems. They need
to be equipped with the competencies and skills in new public health and re-equipped with core public health skills of epidemiology,
biostatistics, environmental health and basic science of prevention and control of diseases in the community. Thus, there is a need to
develop a training program to develop these competencies in the district health managers. WHO SEARO had entrusted IIHMR with
developing a training curriculum and material aimed at strengthening management of public health at district level in developing countries
with a focus on emerging infectious diseases. A draft training module has been prepared by IIHMR and submitted to WHO SEARO.

Technical Assistance for IDA assisted ICDS Systems Strengthening and Nutrition Improvement Project (ISSNIP)

The Ministry of Women and Child Development (MWCD) has initiated several measures to direct a strong focus on child nutrition and
development. Conceptualizing the International Development Association (IDA) supported Integrated Child Development Services
(ICDS), Strengthening Nutrition Improvement Project (ISSNIP) is one of its unique initiatives that complements the Governments larger
efforts and is aligned with the key decisions made by the Council to support 200 high burden districts in the country. Of these, ISSNIP will
be implemented in 162 high burden districts in eight states. The Institute has been a consortium partner with PricewaterhouseCoopers
Private Ltd (PwC) and Child in Need Institute (CINI) to work as the Technical Agency (TA) for ISSNIP. The TA has a structure comprising
of the Central TA team, consisting of the Project Director, Team Leader, Deputy Team Leader, Advisors and the five Technical
Programme Coordinators (TPCs) leading each of the technical task areas. At the State level, State Team Leaders (STLs) are engaged in
leading the state level activities. The Technical Assistance Agency has been providing support, guidance and assistance in achieving the key
objectives of Phase 1 of the ISSNIP with interventions designed across the four key components: i) Institutional and systems
strengthening; ii) Community mobilization and behaviour change communication (BCC); iii) Piloting convergent nutrition actions;
iv) Project management, technical assistance, monitoring & evaluation. The TA Agency has been providing specialized and focused
technical expertise to the ICDS programme considering the need for techno-managerial support required for strengthening the policy
framework, systems and capacities at the national and state levels.

Assessing the quality of Civil Registration System

In order to address the problem of micronutrient deficiency in the state, Institute of Health Management Research (IIHMR) Jaipur has
signed a Grant Agreement (GA) as Executive Agency (EA) to implement the project on Food Fortification Integrated Program Strategy
in Rajasthan with the Global Alliance for Improved Nutrition (GAIN), Geneva. The Directorate of Mid-Day Meal Scheme, Rajasthan
wanted the Project Management Unit (PMU) to organize Training of Trainers (ToT) for one block level officer or his/her representative
and two cook-cum-helpers from each block of all the districts of Rajasthan, regarding food and nutrition, health, hygiene, cooking and
storage techniques. In this regard, the PMU, after receiving the proposal for organizing the training, appointed IIHMR, Jaipur for
undertaking the project titled Training and Capacity Building of the Mid-Day Meal Programme Frontline Functionaries in Sustainable
Promotion of Fortified Food and Hygiene Practices implemented through 16 two-day capacity building programmes. From GAINs
perspective, a training program covering the mid-day meal scheme of frontline functionaries was conceived for objectives of sustainable
promotion of fortified food, along with the promotion of safe practices of hygiene, imparting awareness of different techniques of storage
and precautionary measures while preparing the mid-day meal, which will ultimately impact the higher goals of addressing the malnutrition
problem among children.
Training of Trainers (ToT) of the Mid-Day Meal (MDM) functionaries of Rajasthan on sustainable promotion of hygiene and food
fortification was a two-day training program, held in 16 batches at IIHMR, Jaipur in association with Project Management Unit-GAIN and
the Directorate of Mid-Day Meal Scheme, Rajasthan. A total of 710 participants, comprising of two cook-cum-helpers and the block
education officer or his/her representative from each block, were nominated for the training programme. These participants, in turn, gave
training to all the cook-cum-helpers of their respective blocks after receiving training. The training programme covered different aspects of
hygiene, nutrition, cooking and storage techniques and food fortification, which are necessary for the MDM food handlers and cooks for
delivering nutritious and healthy food to the school children in Rajasthan.

Stress, Anxiety and Depression among Adolescents Attending Coaching Institute-Kota Coaching Hub

IHMR, Jaipur has recently completed a study on adolescents titled Impact of Internet Use on Behavior, Wellbeing and Development of
Urban Adolescents in Rajasthan. While collecting and analyzing the data it has come to fore that psychologically unpleasant states such as
stress, anxiety and depression certainly affect the wellbeing and development of adolescents. This paved the way to the conception of
thought to study the above-mentioned factors on the adolescents who are at the verge of making their career. Since the Institute is working
currently on adolescents involving limited psychological aspect, it is proposed to carry out a study solely focused on this subject so that the
prevalence of psychological problems among students preparing for competitive exams could be assessed and appropriate corrective

measures be taken. Kota is renowned for its coaching institutions. Hence the study will be carried out in Kota District of Rajasthan. The
institutes preparing students in the fields of engineering and medicine have been identified and listed on the basis of the strength of the
students enrolled. There are over 30 coaching institutes for engineering and medical aspirants. The institutes to be covered in study will be
chosen after physical verification as per the strength of the students, their availability and time schedule. The study will cover a sample of
800 students. The top four engineering institutes and four medical institutes of Kota with varying fee structures will be identified randomly.
As many as 100 students will be selected from each institute on the basis of a simple random sampling method. The study will be conducted
on the basis of quantitative data only. The tool to be used to measure three negative emotional states is DASS (Depression, Anxiety and
Stress Scale) for this purpose. The duration of the study is of 14 months. The funding agency is ICMR, New Delhi.

Improving Reproductive and Sexual Health of Young People by Increasing age at marriage in Bangladesh,

The study was an end-line assessment of an implementation project to increase age at marriage and delay of the first pregnancy in selected
areas of India, Bangladesh and Nepal. The project was a five-year, European Union funded one that adopted a multipronged package of
interventions aimed at bringing about positive changes at the individual, community and societal levels in the three countries. MAMTAHealth Institute for Mother and Child, New Delhi was the lead agency responsible for the overall coordination of the project being
implemented in partnership with government and nongovernmental players in 18 sites in India, Nepal and Bangladesh. The end-line
assessment adopted five international assessment criteria viz., Relevance, Efficiency, Effectiveness, Outcome and Sustainability. It also
adopted a mixed method of approach using both qualitative and quantitative methods for a comprehensive understanding of the project.

Process Effectiveness of Kolkata Urban Comprehensive Eye Care Project

Kolkata Urban Comprehensive Eye Care Project is a civil society initiative led by Sightsavers. Financial support for the project was
received from Standard Chartered Bank. The project sought to eliminate avoidable blindness in the slum population residing in the area of
Kolkata Municipal Corporation. It is a five-year initiative (2010-2015).The project worked in partnership with government and non
government players. Approximately 1.49 million people living in the urban slums of Kolkata constituted its target population. The study
Process Effectiveness of Kolkata Urban Comprehensive Eye Care Project sought to understand the relevance and progress of major
project activities, including project communication. The review identified successes, constraints and challenges faced in the
implementation of project strategies highlighting the scope for improvement therein. It also identified elements and constraints in the
attainment of financial and programmatic sustainability of the project, and explored project linkages with the government programmes
(national, state and local levels) for integration and sustainability. Mixed methods approach was adopted in the study.

whether they were contributing to the advancement of results in the project.

Effectiveness of Arogya Project and Way Ahead: An Operations Research Study of the Sputum Collection
Centres Model of LEPRA in Four Districts of Madhya Pradesh

from the European Union in these four districts for a period of five years (2009-2013). The project envisaged increasing New Sputum
Positive (NSP) case detection of tuberculosis in the four districts by establishing eighty sputum collection centres, by increasing awareness
among the population in the project districts of tuberculosis and TB-HIV, and by improving skills and capacities of both government and
non-governmental service providers.

Bengal seeks to understand the major patterns in the utilization of RSBY scheme and reasons thereof, in the five PACS intervention
districts of West Bengal. It systematically looks at patterns in the utilization of RSBY scheme among beneficiaries, and seeks to understand
the differing uptake of the mandated services among various socio-economically backward communities in the five study districts.
Behaviour changes in the beneficiaries due to the introduction and active advancement of RSBY scheme are captured. Factors facilitating/
hindering the access to RSBY mandated services are explored. The study suggests specific inputs for advancement of the advocacy agenda
of PACS with special reference to facilitation, coordination, the use of various communication channels and the quality of messaging
therein.

MACHAN is a collaborative project between CINI and Child Hope, U.K to improve the maternal and child health in identified areas of
West Bengal. Financial support for the project is received from the Global Poverty Action Fund of UKAID. The Rapid Assessment of
MACHAN project has been commissioned with the dual purpose of a) assessing change in the knowledge and practice among the mothers
and caregivers on the project interventions and b) identifying the operational constraints of the project and provide recommendations for
improving its performance. The study uses a combination of quantitative and qualitative methods to realize its objectives. Anthropometric
measurements of children under the age of two have been carried out.

Global warming has been bringing about irreversible changes in the climate and environmental systems around the globe. This climate
induced uncertainty has usually been experienced by different people in different ways. It has been theorized from above by experts,
natural scientists and policy makers. But that may have very little to do with how men and women experience, understand and cope with
uncertainty in their daily lives. The aim of this project is to bridge the gap in the perception of the people who theorize climate change from
above, and those who experience it from below. This gap is bridged through advocacy and communication by middle level stakeholders
through dialogue. The project chooses three sites in India with distinctive features and challenges with regard to climate change: the
Sundarbans in West Bengal (wet land), Kutch in Gujarat (dry land), and Delhi and Mumbai (urban India). IIHMR Kolkata is the partner for
doing this research in the Sundarbans to explore how different people experience climate related changes and challenges, their adaptation
and resilience in terms of health and livelihood, and the overall debate on development in the specific context of climatically challenged
areas like the Sundarbans.

Multi Sectoral Action Plan on Nutrition

Nutrition is multidimensional and needs a multipronged approach. An action


plan to combat the problem of under-nutrition in West Bengal is being developed
under the aegis of the Government of West Bengal. UNICEF West Bengal office
facilitates the initiative. The action plan brings together a number of agencies to
offer contextualized and evidence-informed solutions to the problem of undernutrition among women, children and adolescents in West Bengal. The solutions
include nutrition specific and nutrition sensitive interventions spanning various
thematic domains like health, water and sanitation, and governance.

Strengthening HMIS in Bihar


With the launch of National Rural Health Mission, several radical changes have taken place in public health, infrastructure and service
delivery. However, there is an enormous scope for advancement in the quality of services. Health Management Information System
(HMIS) is a crucial management tool in NRHM which is central in determining whether the key activities of the program are carried out as
planned, and whether these activities have the expected outcome and impact. It helps to improve services, knowledge, communication,
outcomes, quality, and efficiency of the health system.
In the year 2008, the HMIS cell was placed in the state of Bihar and necessary equipment and network were somehow available up to the
Block PHC level. The system was functioning well and certain data was captured and reported at the portal side. However, quality data
capture remains a major concern and the data was generated mechanically and the health staff involved in the program implementation and
even HMIS activities lacked analytical and presentation skills to provide proper feedback to the program implementers.
To improve the quality of HMIS data in terms of timeliness, completeness and correctness and its utilization in planning and decision
making at every health facility level in Bihar, UNFPA along with State Health Society, Bihar (SHSB), and IIHMR, Jaipur implemented a
project titled Strengthening of HMIS in Bihar. Systemic management and application of information adds to the effectiveness of a
program by establishing clear links between program goals and objectives and expected results or outcomes. It can help managers to obtain
relevant information that can subsequently be used as the basis for programmatic fine-tuning with new solutions, re-orientation of the
program and the future course of planning and decision making. The Project has successfully completed its tenure. The project has an
immense impact on the health system of Bihar, especially on evidence-based planning, monitoring and decision making through better
quality of HMIS data. The Project Process Document has been developed to disseminate the processes adopted during the implementation
and to share experiences and learning to all key stakeholders of the Health System.

Health of the Urban Poor Program


The quality of life of the urban poor can be enhanced by improving health and health determinants - water, sanitation, nutrition and
hygiene. The Heath of the Urban Poor (HUP) program works to improve the delivery of a comprehensive package of maternal and child
health, nutrition interventions, water supply, sanitation and hygiene services to urban communities. HUP does this by strengthening the
efforts of Medical Health & Family Welfare, Women and Child Development, Local Self Government, Public Health Engineering
Department and Civil Society Organizations by providing technical assistance, such as evidence-based planning, supportive supervision,
process and outcome monitoring, and engaging the community in planning, monitoring and management of resources. HUP emphasizes
equity, active participation of the community, and strong effective governance at all levels for sustaining the improved health outcomes.
HUP helped the Government of India refine the strategies and implement the existing Urban Health component of the National Rural
Health Mission and the proposed National Urban Health Mission (NUHM).
The program is funded by United States Agency for International Development (USAID), and supported by the Government of India.
Population Foundation of India (PFI) is the lead agency that coordinates nationally.This program is being implemented in eight states:
Rajasthan, Chhattisgarh, Jharkhand, Uttar Pradesh, Madhya Pradesh, Odisha, Bihar and Uttarakhand and in five cities: Pune, Bhubaneswar,
Jaipur, Delhi and Agra. Implementation partners include Institute of Health Management Research, Bhoruka Charitable Trust and Plan
India. Technical partners include Micro Insurance Academy, International Institute for Population Sciences and the Centre for
Development & Population Activities. HUP program is being implemented by the Indian Institute of Health Management Research, Jaipur
in two states, Rajasthan and Chhattisgarh, and by Bhoruka Charitable Trust in Jaipur.

Food Fortification Program


The Food Fortification Program is being implemented by IIHMR with the financial and technical support of Global Alliance for Improved
Nutrition (GAIN) in close partnership with the Government of Rajasthan, which is already engaged in large scale production and supply of
fortified wheat flour with iron through Public Distribution System (PDS). IIHMR/GAIN Food Fortification program is focused on the
fortification of wheat flour with iron and edible oil with vitamin A & D through private commercial channels. The project is also working
with Rajasthan Dairy Federation Corporation to fortify milk with vitamin A & D on a large scale.

Micronutrient deficiencies due to lack of iron, vitamin A, vitamin B, vitamin D and iodine have received special attention in the
recent past. Children, adolescents and pregnant/ lactating women are affected the most. Micronutrient deficiencies result from inadequate
dietary intake, poor absorption of nutrients, excessive losses, increased requirement or combination of these factors. The major
forms of malnutrition worldwide are protein-energy malnutrition, and micronutrient malnutrition, such as iron deficiency anemia,
vitamin A deficiency, and iodine deficiency disorder. These deficiencies negatively affect (i) child survival and growth, (ii) womens
health and pregnancy outcomes, (iii) brain development and intelligence quotient (IQ), (iv) educational achievement, (v) adult
productivity/work capacity, and (vi) resistance to illness.
Food fortification is a demonstrated and cost-effective way to ensure that a large number of those at risk of vitamin and mineral
deficiencies receive the nutrients they need. GAIN, which has already been funding 16 programmes in 14 countries, has started its first
major project in India in Rajasthan, named Integrated Program Strategy. It basically intends to implement Integrated Food
Fortification Project for tackling micronutrient malnutrition. It will work with tri-sector partnership involving public, private and civil
society sectors to jointly address the issue of malnutrition.
Fortification requires a suitable food vehicle. There are populations
that are hard to reach with commercial fortification, particularly
those living in more remote geographic areas and not utilizing
purchased foods. It is harder to reach the poorest who are the most
price sensitive and who buy lower grade items that are less likely to be
fortified, as shown clearly for iodized salt (UNICEF, 2004). Food
fortification has already been undertaken in various parts of the
world as well as in different states of the country. Sikkim,
Chhattisgarh and Gujarat are a few of the states which have already
exercised fortification. Rajasthan Government is implementing a
multi-department approach to address nutrition issues through social
programs. Public Distribution System, Integrated Child Development
Services, Mahatma Gandhi National Rural Employment Guarantee
Act and Mid- Day-Meal are the main distribution channels.

health sectors. The duration of PhD will be a minimum of two years for full-time and a minimum of three years for part-time candidates
from the date of registration. The registration is subject to passing the qualifying examination which will be based on the course work in the
first semester. PhD has three important milestones, namely course work with 30 credits, writing a research proposal and data collection; and
writing a dissertation and defending it. It would take approximately three years to complete this course of study including course work, the
data collection and writing and defending the dissertation. However, it depends on the pace of work the student undertakes, data collection,

Fellow Program in Health and Hospital Management (FPM) - a doctoral level Program- has been started at IIHMR in 2011 with the

approved by the All India Council for Technical Education (AICTE).
The FPM is a full-time Program and would take approximately three years to complete with a provision of one year extension, if necessary.

Management Development Programmes


IIHMR, Jaipur has taken up the role of a leading training institution in the country to improve management practices in health and related
systems and has embarked upon developing knowledge and skills of management among health managers, planners, decision-makers,
trainers, and research scientists at the national and international levels. This is done through organizing a series of short duration
Management Development Programmes (MDPs), Professional Development Courses, Continuing Medical Education (CME)
Programmes, and Workshops.
This year, the Institute organized and conducted 48 programmes for capacity building. As many as 20 countries nominated over 1000
participants to our programmes. The countries which showed their interest in our programmes were Afghanistan, Bangladesh, Bhutan,
Brazil, India, Indonesia, Malawi, the Maldives, Myanmar, Namibia, Nepal, the Netherlands, Nigeria, the Pacific Islands, Sudan, Tanzania,
Thailand, and Uganda.
The major areas of training were Leadership and Strategic Management, Programme Management, Results Based Management,
Monitoring and Evaluation, Data Management, Public Health Management, Quality Management, Patient Safety, Human Resources for
Public Health, and Enhancing Competence of Trainers. This year, we introduced new areas for conducting training programmes for health
sector professionals. These included Health Economics, Supply Chain Management, Pharmaceutical Management, Healthcare Operations
Management, Pharmacovigilance, among others. Apart from these, we have also taken an initiative by designing and conducting
Continuing Medical Education (CME) on Food Fortification for Medical Officers. An account of the various programmes organized this
year is presented below.

Professional Development Courses (PDCs) in Management, Public Health and Health Sector Reforms
The Ministry of Health and Family Welfare, Government of India has identified IIHMR, Jaipur as a Collaborating Training Institute, to
conduct Professional Development Courses in Management, Public Health and Health Sector Reforms. The nodal agency for PDCs is the
National Institute of Health and Family Welfare (NIHFW), New Delhi.
This year, the Institute conducted two PDCs with the support of the Ministry of Health and Family Welfare, Government of India, one
from 24 April 2013 to 30 July 2013 and the other from 9 September 2013 to 17 November 2013. The aims of the courses were: to improve
the managerial competence of district and block level medical officers in public health, management and health sector reforms; to
understand the provisions of National Health Policy; to understand the conceptual framework for the implementation of National Rural
Health Mission; to develop skills and competencies to prepare and implement District Action Plan under NRHM; and to develop
managerial skills in planning, implementing, monitoring and evaluating various National Health Programmes. The major contents were:
health systems and NRHM; implementation issues; strategic planning and management; managing quality in health care; fund flow under
NRHM; financing health care; motivation and supportive supervision; health sector reforms: PPP and convergence; managing data for
decision making; fundamentals of computers; performance management; bio-medical waste management; procurement system in
government; child health and neonatal care; immunization programme; IMNCI; and field visits. Two field visits were organized under the
programme. Participants visited Himachal Pradesh and Delhi. The courses were coordinated by Dr. P.R. Sodani.

Management Development Programmes


The Institute, based on its facultys area of interest, announces Management Development Programmes (MDPs) and seeks nominations
from the market. The industry has been very positive and has shown keen interest in the Institutes self-announced programmes. IIHMR,
Jaipur also collaborates with select organizations to plan, design and conduct custom training programmes that address the organizations
specific training needs to enhance managerial competencies of the programme managers for better outcomes and performance. The
expected outcome of training programme is a determined learning experience that enables the governmental/non-governmental
organizations to improve their performance. The Institute organized the following MDPs during the year:

Monitoring and Evaluation for WHO SEARO: A two-day training programme was designed and conducted for WHO-SEARO on
monitoring and evaluation during April 9-10, 2013 at New Delhi. The major objectives of the training programme were: to
understand the concepts of monitoring and evaluation; to assess project results through results-based management approach; to
promote learning in developing indicators; and to present and disseminate monitoring and evaluation findings. In all, 24 participants
from WHO SEARO attended the programme from India, Nepal, Sri Lanka, Thailand, and Myanmar. The programme was
coordinated by Dr. P.R. Sodani and Dr. Anoop Khanna.

SAARC Regional Training on Leadership and Strategic Management for Tuberculosis & HIV/AIDS Control Programme: This
training program was conducted in the Maldives during June 6-10, 2013 in collaboration with the SAARC Tuberculosis and
HIV/AIDS Centre. The major objective of the training was to enhance the knowledge on leadership and strategic management skills
of managers and to scale-up and strengthen the TB and HIV/AIDS prevention and control activities in the country. The specific
objectives of the training were: to strengthen the existing understanding of the importance of management and leadership skills
among programme managers for the prevention and control of both TB and HIV/AIDS; to strengthen the existing knowledge on
the managerial skills to handle the issues in relation to programme management among programme managers; to strengthen the
existing leadership skills among programme managers for successful implementation of National TB and HIV/AIDS Control
Programmes in the region in order to achieve the desired goals; and to strengthen the collaboration and coordination among TB and
HIV/AIDS Control Programmes. In all, 16 participants from Afghanistan, Bhutan, Nepal, the Maldives, Sri Lanka, and India
participated in the programme.

Capacity Strengthening of Teachers on Life Skill Based Education: A two-day training program on Capacity Strengthening of
Teachers on Life Based Education during September 20-21, 2013 was conducted at Subodh Public School, Sanganer, Jaipur. The
objectives of the training were: to sensitize teachers of Subodh Public School to adolescents needs and development, their
reproductive and sexual health issues and life skills; to train them in transacting life skills in day-to-day sessions; to enable them to
integrate life skills in education and make it learner-centered; and to develop action plans to conduct sessions with the students
periodically for the current academic session. The programme was coordinated by Dr. Nutan Jain.

Enhancing Competence of Trainers: A Management Development Programme on Enhancing Competence of Trainers was
organized during October 7-11, 2013 at IIHMR, Jaipur. The overall objective of the programme was to equip the participants with
important training competencies in the area of management of training and ensure that they will be able to use the learning in their
trainers role. At the end of the training, the participants were able: to develop an understanding of the systems concept of training,
and identify stages of training cycle and their changing roles and responsibilities during stages; to explain appropriateness of
selecting and using appropriate training methods and techniques including audio-visual aids to make the training learner centered; to

describe the concept and application of quality assurance in the management of training; and to develop a training plan. The
programme was attended by participants from Bangladesh and India. The programme was coordinated by Dr. Nutan Jain and Dr.
Neetu Purohit.

Results Based Management in Health Sector: A Management Development Programme on Results Based Management in Health
Sector was organized during October 7-11, 2013 at IIHMR, Jaipur. The overall aim of the course was to enhance participants
understanding of Results Based Management and use the tools effectively to achieve results. At the end of the course the participants
were able: to understand results management and its importance; to facilitate better use of the RBM tools; to enhance skills in
analyzing problems and formulating a results strategy; to deepen the understanding of the results-chain; and to understand how to
develop performance measurement framework. The programme was attended by participants from Afghanistan, Bangladesh,
Namibia and India. The programme was coordinated by Dr. P.R. Sodani.

Pharmaceutical Management in Hospitals: A Management Development Programme on Pharmaceutical Management in Health


Sector was organized during November 18-22, 2013 at IIHMR, Jaipur. The objectives of the programme were: to enable participants
to understand the concepts and principles of access to medicines with tools and interventions to promote rational use of medicines
in hospitals; to facilitate the appreciation and significance of Drug and Therapeutics Committees (DTCs) towards pharmaceutical
management in hospitals; to help participants understand the goals, role, structure and functions of DTCs; and to expose the
participants to practical approaches in developing effective strategies for change. The programme was attended by participants from
Afghanistan, Nigeria and India. The programme was coordinated by Dr. Nirmal Gurbani.

Capacity Building on Data Management of Mid-Level Managers from High Priority Districts of Gujarat: A Training of Trainers
(TOT) program on data management for block supervisors from UNICEF Focus Districts of Gujarat was held in 11 batches in
Ahmadabad. The programme was supported by the Department of Health and Family Welfare, Government of Gujarat and
UNICEF. The objective of the training was to build the capacity of the participants in data management. The training programme
covered data review, data analysis, data presentation and data use. In all, 254 mid-level managers were trained in 11 batches. The
programme was coordinated by Mr. N.K. Sharma.

Quality Management and Patient Safety in Hospitals and Health Care: A Management Development Programme on Quality
Management and Patient Safety in Hospital and Health Care was organized during January 27-31, 2014 at IIHMR, Jaipur. The major
objectives of the programme were: to develop an understanding of the concepts of quality and its importance in health care; to
develop an understanding of patient safety; to develop an understanding of standards and indicators of quality; to develop the basic
skills in the assessment and measurement of quality; to learn the quality improvement process, tools and managerial skills; and to
develop skills in monitoring quality of services and in planning and implementing quality assurance programmes. The programme
was attended by participants from Afghanistan and India. The programme was coordinated by Dr. Santosh Kumar.

Pharmacovigilance in Clinical Research: A Management Development Programme on Pharmacovigilance in Clinical Research was
organized at IIHMR, Jaipur. The topics covered in the programme were: understanding the various aspects of pharmacovigilance in
practice; preparing for regulatory inspection; pharmacovigilance audit preparation; risk management planning for improved postmarketing drug safety surveillance; adapting to new EU pharmacovigilance legislations; and complying with PV regulations while
meeting global safety requirements. The programme was attended by participants from Afghanistan. The programme was
coordinated by Mr. Rahul Sharma.

Promoting Rational Use of Drugs in the Community: A Management Development Programme on Promoting Rational Use of
Drugs in the Community was organized by IIHMR, Jaipur from 23 February to 04 March 2014. Some of the topics covered in the
programme were: exposure to methods to study and remedy inappropriate medicine use in the community; analysis of what shapes
medicines demand; exposure to practical approaches to investigating and prioritizing medicine use problems and how to develop
effective strategies for change; and understanding the rational use of drugs for reproductive health and HIV/AIDS. The programme
was attended by participants from Afghanistan, Brazil, the Pacific Islands, Tanzania, the Netherlands and the Sudan and was
coordinated by Dr. J.S. Bapna.

Healthcare Operations Management: A Management Development Programme on Healthcare Operations Management was
organized during March 10-14, 2014. The overall objective of the course was to make healthcare managers more effective in using
modern operations management techniques. The course specifically aimed; to develop competency in judgment based forecasting in
healthcare operations; to enable the participants to understand the concept of resource allocation through linear programming
methodology; to build in-depth understanding of healthcare project management for effective administrative and clinical
programme operations; to help the participants understand the concept of supply chain management in health care organizations;
and to apply quality control mechanisms in healthcare operations. The programme included participants from Nigeria and India.
The programme was coordinated by Dr. Susmit Jain.

Supply Chain Management with Focus on ARVs and Related Supplies in Low Resource Settings: A Management Development
Programme on Supply Chain Management with Focus on ARVs and Related Supplies in Low Resource Settings was organized
during March 10-14, 2014. The specific objective of the programme was to enable participants to understand the concepts and
principles of scope, importance and issues pertaining to Supply Chain Management System (SCMS). Other topics discussed in the
program were: components and elements associated with SCMS; outlining the main discussion topics under SCMS; special nature of
health care commodities due to the need for provider advice and counseling; information flow in the supply chain and opportunities

Training of HIV/AIDS Field Staff and Mid-Level Managers of the National AIDS Programme Myanmar: The Institute of Health
Management Research, Jaipur in collaboration with WHO SERO organized a program to train HIV/AIDS field staff and mid-level
managers of National AIDS Programme in Myanmar. The objective of the training was to enhance the participants understanding
of programme management and apply the tools effectively by the mid-level programme managers and national HIV/AIDS
programme staff of Myanmar. The programme was especially designed for HIV/AIDS field staff and mid-level managers of the
National AIDS programme, Myanmar. The programme was coordinated by Dr. P.R. Sodani.

Continuing Medical Education (CME) on Food Fortification

Continuing Medical Education (CME) on Food Fortification for Medical Officers of the Department of Medical and Health,
Government of Rajasthan: The Institute designed a CME on Food Fortification program for state and district level officials of
Rajasthan. The CME was supported by GAIN (Global Alliance for Improved Nutrition). The overall objective was to orient and
sensitize the medical officers of the Department of Medical and Health, Government of Rajasthan on food fortification program
and related issues. The specific objectives were: to involve medical fraternity in the field areas to facilitate food fortification through
different food vehicles; and to encourage them to create awareness in the community through their centers and community based
activities. The Department of Medical Health and Family Welfare nominated 309 medical officers from all the districts of Rajasthan.
The program was coordinated by Dr. P.R. Sodani and Mr. N.D. Sharma.

Workshop on Learning Approaches for Better Coordination and Negotiation with Different Stakeholders in
WHO Fellowship Programme
The Institute of Health Management Research, Jaipur organized a three-day workshop on Learning Approaches for Better Coordination
and Negotiation with Different Stakeholders in WHO Fellowship Programme during December 18-20, 2013. The topics discussed in the
workshop were: the process of negotiation; issues and challenges of negotiation in different countries; assertive communication;
negotiation skills development; team building and interpersonal relationships; and conflict management. The workshop was attended by
WHO officials from Bangladesh, Indonesia, India, Nepal, Sri Lanka and Thailand. The workshop was coordinated by Dr. P.R. Sodani.

Capacity Building Workshop for Programme Officers and CDPOs on SABLA

The Government of Rajasthan has implemented SABLA Rajiv Gandhi Scheme for Empowerment of Adolescent Girls-to empower
adolescent girls in the age group of 11-18 years across 10 districts of Rajasthan. In order to implement the objectives of this scheme,
UNFPA Rajasthan collaborated with the Directorate of Women Empowerment (DWE). Two years after the launching of the scheme in
Rajasthan, the SABLA guidelines were developed by the DWE and UNFPA. As it was found necessary to build the capacity of the SABLA
functionaries, an UNFPA supported three-day training programme was designed by IIHMR, Jaipur during January 8-10, 2014 and January
15-17, 2014 in two batches. The training aimed at clarifying various components of the scheme for reaching out to the dropouts and schoolgoing adolescent girls and improved their knowledge on nutrition, sexual and reproductive health and basic rights, in addition to linking
those above 16 years of age with vocational skills opportunities. The training was coordinated by Dr. Nutan Jain.

Health Economics Workshop for Policy Makers and Managers in India


The Institute of Health Management Research, Jaipur in collaboration with Eli Lilly and Company India Pvt. Ltd., organized a one-day
workshop on Health Economics for Policy Makers and Managers in India on March 10, 2014 at New Delhi and on March 12, 2014 at
Chennai. The programme was aimed to sensitize and orient the key stakeholders which included policy makers, hospital administrators,
healthcare administrators and health managers to the applied aspects of health economics. The workshop was attended by senior
healthcare administrators, policy makers and managers from government and private sectors across India. The workshop was coordinated
by Dr. P.R. Sodani.

Opportunities, Challenges and Innovation
Taking into account the opportunities and challenges faced nowadays, the healthcare industry aims at improving the quality of life,
diagnostic and treatment options, and the efficiency and cost-effectiveness of health-care through proliferation of innovations. Based on
the concept of innovation in healthcare , the 18th Pradanya International Conference was organized at IIHMR Jaipur during October 36, 2013 to address questions regarding the process of innovation in healthcare.
The broad objectives of the conference were: to act as a platform for healthcare leaders and professionals to share best practices; to
exchange ideas and discuss strategies on how to spend the least resources while achieving the best outcomes; to gain firsthand information
on the healthcare developments of Asia; and to get insights into effective healthcare management practices of today and learn about
effective plan designs.

Training of Designated Officers, Food Safety Officers and Food Analysts for E-Governance under Food Safety
and Standard Authority of India
A two-day residential training workshop was organized for all designated officers (DO), food safety officers (FSO) and food analysts (FA)
of Rajasthan in four batches with an objective to train them for online food licensing and registration system for Food Business Operators
(FBO). Online training on web portal of Food Safety and Standard Authority of India (FSSAI) was provided to the trainees. A new
concept of online food licensing and registration system has been developed in FSSAI with the help of which Food Business Operators
(FBOs) would be able to apply for registration and licensing online. It also provides an option to track the status of application online
through an application reference number provided by the system during the submission of the application. FBOs can register themselves
online for the users name and password or by providing the contact details can apply for licensing/ registration. As this is a new concept,
there was a need to organize a training programme and train the officials concerned for the same.

A symposium on Fortification of Foods with Vitamin A and D: Bridging the Nutritional Gap focussing on significance of
micronutrients like Vitamin A and D was organised by the Project Management Unit, the Food Fortification Project, and Institute of
Health Management Research, Jaipur on Thursday, 20th June 2013. Dr. Lalit Mehra, IAS, Principal Secretary, Department of Food and
Civil Supply, Government of Rajasthan was the Chief Guest. Other key dignitaries included Maj. Gen. (Dr.) R.K. Marwaha (Retd), Former
Additional Director and Head, Endocrine and Thyroid Research Centre, Institute of Nuclear Medicine and Allied Sciences (INMAS), New
Delhi; Mr. Greg Garrett, Director, Large Scale Food Fortification Programmes, GAIN, Geneva; Dr. Samuel Mawunganidze,
Representative, UNICEF, Rajasthan; Mr. ML Mehta, Trustee Secretary, IIHMR Society; and Dr. SD Gupta, Director, IIHMR, Jaipur. The
participants included representatives from various government departments and corporations, United Nations Organisations, national and
international NGOs, representatives from industries like wheat flour mills, oil refineries, milk dairies, centralized kitchens, academicians,
and media personnel. Industries partners, who are fortifying their respective food brands under the project, were honoured as Champions
of Food Fortification.

Continuing Medical Education on Food Fortification Project for Medical Officers


Continuing Medical Education (CME) programme for the district and block level officials of the Department of Medical and Health,
Government of Rajasthan was organised from September 2013 to November 2013 to orient them to reducing micronutrient malnutrition
in Rajasthan through fortified wheat flour, oil, milk, and soya dal analogue. The overall objective of the programme was to sensitize the
district and block level medical officers of the Department of Medical and Health, Government of Rajasthan to issues related to nutrition
and food fortification. The specific objectives were:

To involve the medical fraternity in field areas to facilitate food fortification through different food vehicles

To encourage them to create awareness in the community through their centres and community based activities

To identify the medical fraternity as catalysts in generating awareness of and demand for fortified products

Fair Participation
For creating awareness of Food Fortification, the Project Management Unit participated in various important fairs like Kota Dushera,
Pushkar fair, Sheetla Mata and Salasar Balaji fair.
At the exhibition stall, fortified food products like milk, oil packs and wheat flour packs were kept for display. People were served chapattis
to taste and see for themselves that there was no difference in the preparations made from fortified wheat flour. Posters, banners, standees
and pamphlets on fortified food products were displayed at the stall and various locations in and around the mela ground. The jingle and the
documentary were constantly being played in the stall to attract people and inform them about fortification.

Womens Rallies
For social marketing and awareness creation, Food Fortification Project organized womens rallies in 50 blocks of five districts in which
women carried PLA cards having slogans on fortification. As many as 100 participants were targeted per rally.
These rallies were organized in Bikaner, Jodhpur, Udaipur, Dausa and Jaipur.

Media Workshops
Media workshops were organized by the Project Management Unit, at Jaipur, Udaipur, Jodhpur and Ajmer. Media personnel were
sensitized to the micronutrient deficiency in the state and its corrective measures. The objectives of the workshops were to share:

The problem of micronutrient deficiencies

The food fortification project and its implications

The contribution of all stakeholders involved

The progress made so far and the future plan of action.

Mobile Van Activity


Mobile Van Activity started in four districts: Jodhpur, Jaipur, Udaipur and Kota City to create awareness of the project in the community. In
this activity a mobile van displaying Flex banner about the project moved about in the entire city according to the route plan provided by the
PMU. It was one of the effective ways of reaching mass audience quickly. This allows advertisers the flexibility to be seen in a variety of
locations as well as the option to display different messages. In thus way they achieve greater market reach and a tactical presence.

Drawing Competition
On the occasion of Basant Panchmi, the PMU organized a drawing competition in Subodh Public School, Sanganer, Jaipur based on the
theme Santulit Aahar Swasthya Ka Adhaar on February 4, 2014. A competition was organized among the students of the 6th, 7th, 8th and
9th standards. The best drawings in each class were rewarded. Participation certificates were given to all the students.

Water Cooperation in Rajasthan: In continuation of the World Water Day event organized on 22 March 2013 in partnership with
Public Health Engineering Department (PHED) and Communication and Capacity Development Unit, the HUP Rajasthan
organized a half-day workshop on Water Cooperation in Rajasthan at the Conference Hall of PHED on 24 April 2013. The objective
of the workshop was to strengthen the component of WASH by raising awareness of the potential for increased cooperation and of

the challenges in water management in the wake of increased demand. The workshop was chaired by Mr. Anil Bhargava, Chief
Engineer, Public Health Engineering Department (PHED). Dr. Aditya Atrey, Joint Director, Department of Medical & Health
Services, Mr. Ranjan Panda from Orissa, and Dr. S.C. Joshi, Professor and Head, University of Rajasthan, were the resource persons.
The participants were from Public Health Engineering Department; Department of Medical Health & Family Welfare; Directorate,
Local Self Government; and the Department of Women & Child Development.

Joint Planning meeting on WASH: The fifth joint planning meeting to strengthen WASH under Health of the Urban Poor program
was organized on September 26, 2013 in partnership with Public Health Engineering Department, Government of Rajasthan. The
meeting was chaired by Mr. Anil Bhargava, Chief Engineer, PHED, Jaipur. The key participants included Dr. Ravikumar Surpur,
Additional Mission Director, Mr. Arun Nagar, District Education Publicity Officer and Ms. Poonam Bhargava, Coordinator IEC,
Department of Medical Health & Family Welfare, Government of Rajasthan. In the meeting, Dr. Surpur emphasized the use of
innovative IEC/ BCC activities to improve WASH practices at the community level. Also, in the planning meeting, the baseline
survey study on Point of Use and focus on WASH in the National Urban Health Mission were shared.

International Seminar on Cultural Heritage Information: Strategic Role of Library and Information Centre
A one-day International Seminar on Cultural Heritage Information: Strategic Role of Library and Information Centre was organized by
Indian Institute of Health Management Research, Jaipur on November 16, 2013. The objective of the seminar was to highlight and make
aware about how librarians and libraries can play important role in preserving and dissemination of the cultural heritage information. Many
distinguished guests from India and abroad graced the occasion. In a glittering inaugural session the dignitaries present on the dais
highlighted the ethos of the seminar theme. While addressing the gathering, Dr. S.D. Gupta, Director IIHMR, Jaipur welcomed the
gathering and exhibited his happiness about the seminar and overwhelming presence of guests and participants. Dr. Sanjay Kataria,
Seminar Director and Librarian, Jaypee Institute of Information Technology, Noida, UP briefed the audience about the main objectives of
the seminar and appraised at the role of libraries and librarians in preserving and disseminating the cultural heritage information. Prof. Sujin
Butdisuwan from Thailand and guest of honour of the occasion also stressed the importance of cultural heritage information. While

It has always been an important objective of
the Institute to strengthen the dissemination

Institute. In this endeavour, the Institute
publishes occasional papers, working papers,
policy briefs and newsletters. In order to
explore major issues of health policy and
health management including population and
family welfare in developing countries, the
Institute also publishes Journal of Health Management, a quarterly
publication from the Sage Publications, New Delhi.
The Journal caters to the needs of health policy makers, health managers, reflective practitioners and
action-oriented researchers. As a referred publication, the Journal features articles based on first-hand
experiences and empirical research and cases related to management and policy issues analyzed from
different points of view. It contains review articles on specific aspects of health management; book
reviews; abstracts of current literature from journals, books and other sources; bibliographic essays on significant papers and
books published outside India; and a listing of resources, including training manuals, technical guidelines, IEC material,
instruments, and source books. IIHMR Newsletter is published to bring together a short account of the significant happenings
at the Institute. It updates readers on the development activities and events in the recent months.

Director
S.D. Gupta is a Public Health expert with a distinguished academic and research career. He obtained his MD (PSM)
from India and PhD (Epidemiology) from the Johns Hopkins University, Baltimore, USA. He has been conferred
Fellowship of Academy of Medical Sciences (FAMS), India for his outstanding contribution to the field of public
health. He is a fellow of Indian Association of Preventive and Social Medicine, and a long-term member of the
International Epidemiological Association. He has done pioneering work of creating and establishing the new
discipline of health management, and promoting research in health policy and health systems and programs. He
has published several research papers and reports. He has been associated in various capacities with several national
and international research and academic organizations. He has chaired several scientific and other committees and
worked as temporary advisor to WHO Scientific Working Group on Research Information Management. He has
served as member of the Technical Review Panel of the Global Fund. Dr. Gupta is a recipient of the QIMPRO
Gold Standard Award for Health Care 2009. He was also the Secretary General of WHOs South-East Asia Public
Health Education Institutions Network (SEAPHEIN). He is President of the India Public Health Education
Institutions Network (IndiaPHEIN).

P.R. Sodani

P.R. Sodani works in the area of health systems, health policy, health economics and health financing. He obtained
his PhD in health economics and MPH from the University of North Carolina at Chapel Hill, USA. Dr. Sodani has
been extensively involved in teaching, training, research, and consultancy in the area of health and hospital
management. Dr. Sodani has been instrumental in designing and conducting various national and international
training programs for health professionals on health care financing, quality of care and health policy planning. Dr.
Sodani is Associate Editor of the Journal of Health Management. He has published a book on Managing Quality in
Health Care. Dr. Sodani is actively involved in networking and collaborating activities with the Public Health
Education Institutions under South-East Asia Public Health Education Institutions Network (SEAPHEIN). He is
Secretary to the India Public Health Education Institutions Network (IndiaPHEIN), and has been on the boards of
various committees of educational and research organizations.

Ashok Kaushik

Ashok Kaushik is a hospital administrator with a Masters degree in Hospital Administration from All India
Institute of Medical Sciences, New Delhi. His 34 years service in the Indian Army has given him varied experience

conflict and as an administrator of UN hospital in Sierra Leone (West Africa). He has worked in the field of day care

Indian Public Health Association has served as a teacher in medical colleges of Rajasthan in different capacities for
more than 25 years and also worked as Community Health Consultant, Government of Libya, Senior Research
Scientist, The Futures Group International, Dy. Director IEC Bureau, Directorate of Health Services,
Government of Rajasthan, Associate Professor at Health Management wing, Rajasthan Institute of Public
Administration, and Officer on Special Duty with Government of Rajasthan on secondment. After seeking
voluntary retirement from Government of Rajasthan in 2004, Dr. Mangal has worked with UNPFA India Country
Office and at UNFPA's State Offices at Madhya Pradesh and Maharashtra for ten years. During his illustrious career
of more than 35 years in public health, Dr. Mangal has made significant contributions at policy and programme
levels in the areas of health system strengthening, health communication, health training and research. He
possesses extensive experience of working in different cultural settings and with multi disciplinary teams. Dr.
Mangal has published 25 scientific articles in peer reviewed National and International journals and contributed in
several reports and chapters in books on public health issues. His current interests are Health systems
strengthening, health systems research, quality of care and Reproductive Health.

Barun Kanjilal

Barun Kanjilal is a health economist. After post-graduation, he obtained a PhD in Economics from Louisiana State
University, USA where he worked as a post-doctoral researcher. He has worked as Reader in Economics at Calcutta
University. He has been appointed Adjunct Associate Professor in the Department of Public Health Policy and
Administration at the University of North Carolina at Chapel Hill, USA. Dr. Kanjilal has published/presented
several papers on applied economics in international journals/conferences. His current research and teaching
interests are in the application of various quantitative tools in the area of health economics and financing.

Suresh Joshi
Professor
Suresh Joshi holds a Masters Degree in Preventive and Social Medicine from the University of Rajasthan. After
teaching for over ten years at SMS Medical College and IIHMR, Jaipur, Dr. Joshi moved to UNICEF India Country
Office. For almost two decades he contributed to policy design, planning (micro planning), program
implementation including supply and financial management, monitoring and evaluation of large-scale child
survival and maternal health care program in Uttar Pradesh, Rajasthan and Gujarat. As a training graduate, he has
designed training programs for health managers and frontline supervisors and workers using adult learning
principles.

Dhirendra Kumar

Dhirendra Kumar is a population and public health professional. His background combines with sound academic
records, proven leadership and managerial skills in institution building of academic and research organization.
Being a trained demographer, Dr. Kumar gained experience and deep knowledge on public health and population
sciences through active engagement in academics and research for more than two decades in a national and global
perspective. Dr. Kumar obtained his PhD. in Population Studies with specialization in mortality and public health,
and Master of Science in Statistics. He worked as Director at the Institute of Health Management Research,
Bangalore from July 2012July 2014. Dr. Kumar has worked as Country Director IIHMR in the Third Party
Evaluation of the Basic Package of Health Services (BPHS) in Afghanistan during April 2007 and March 2009. Dr.
Kumar has gained rich experience in leading multidisciplinary team of experts in implementing health and nutrition
programmes in Afghanistan as Country Health and Nutrition Programme Manager in Save the Children UK
Afghanistan. He also served as Project Director of Integrated Programme Strategy (IPS) Rajasthan, Food
Fortification Project IIHMR Jaipur.

Nutan P Jain
Professor
Nutan P Jain has a background in Psychology and Public Health. She is a PhD in Psychology from the University of
Meerut. She has done Masters in Public Health from the University of North Carolina at Chapel Hill, USA. She has
a long experience of working with national organizations, like Central JALMA Institute for Leprosy, Council for
Industrial and Scientific Research, National Institute of Health and Family Welfare and National Institute of Public
Co-operation and Child Development. Her current areas of interest are reproductive health, capacity building of
NGOs and organizational behaviour.

Vivek Bhandari
Professor
Vivek Bhandari is the former Director of the Institute of Rural Management, Anand (IRMA). He is an alumnus of
St. Stephens College, Delhi, and the University of Pennsylvania, USA. After earning his doctorate in history from
UPenn in 1998, he became a faculty member at Hampshire College in Amherst, MA, USA. In this capacity, Dr.
Bhandari also taught and researched collaboratively at academic institutions in the Five College Consortium located
in Massachusetts, USA. Dr. Bhandaris research covers the fields of comparative history, international political
economy, historical sociology, cultural studies and peace studies, and his writings have appeared in journals such as
the Journal of Asian Studies, Comparative Studies of South Asia, Africa and the Middle East, in edited volumes,
and reference works such as the International Encyclopedia for the Social Sciences and the Encyclopedia of
Modern Asia. In 2008, Business Today magazine included him in its list of Indias Top-25 Young Executives under
the age of 40.

Nirmal Gurbani is a PhD, FIPA, LLB and PGDHRM. He has been associated with teaching and managing a
Government pharmaceutical institution as Head for over three decades. He has undergone specialized training on a
WHO fellowship at Management Sciences for Health (MSH), Washington DC, on Rational Pharmaceutical
Management and has also worked as Technical Coordinator, WHO India Essential Drug Program (2004-05),
Member Secretary of Rajasthan State EML Committee and Rajasthan State STGs Committee. He has co-authored
ten books with distinguished professionals, contributed specific chapters in professional books of other authors
and important government / professional documents / manuals. He is Honorary Secretary of the Rajasthan
Society for Promotion of Rational Use of Drugs (RSPRUD), Joint Secretary of International Society of
Pharmacoeconomics & Outcome Research-India Chapter (ISPOR-India), Honorary Adviser to Rajasthan Medical
Services Corporation (RMSC) and also a Member of the Standing Committee of Experts under Drugs (Price

Anoop Khanna has a background in social work. He is a PhD in Sociology. He has presented and published several
research papers. He has contributed to several operations research projects on training interventions for health
functionaries, population program management and adolescent health. His areas of interest are population
program management, program evaluation, HIV/AIDS, reproductive health, and Health Management
Information Systems.

Goutam Sadhu

Gautam Sadhu is a specialist is Water, Sanitation, Health, Community Management and NGO Management. He
has done PGDRD, MBA, DHSM (Israel) and PhD. He has been trained in designing and training methodology at
International Resource Center, Netherlands and health system management at Galileo College, Israel. He has more
than two decades of experience in successfully implementing the community based project, designing and
conducting training programmes for senior and middle level civil servants and NGOs. He has contributed to policy
designing, micro planning and program implementation. He has also been associated with CAPART as a monitor,
and has been consult in different projects funded by National and International agencies in the field of Rural
Development, Water and Sanitation. Dr. Sadhu has presented several papers on water and health in international
and national conferences. His current research and teaching interests are application of NGOs Management,
Strategic Management, and Community Based Model in the area of Water, Sanitation and in Public Health.

Arindam Das is a demographer. After completing his Postgraduation in Economics from Banaras Hindu
University, he did his Masters and PhD in Population Studies at International Institute for Population Sciences,
Mumbai. Dr. Das has published/presented several papers on demography in national journals/conferences. His
current research and teaching interests are in reproductive and child health, rural development and tribal
development.

Maj. Vinod Kumar SV (Retd.)


Associate Professor and Associate Dean, Hospital and Health Management
Maj (Retd) Vinod Kumar S.V. is a Preventive Medicine Specialist. After graduating from Stanley Medical College,
Chennai, he did his MD in Preventive and Social Medicine from SMS Medical College, Jaipur. He has wide
experience of working with various organizations which include the Indian Railways, Mahatma Gandhi Medical
College (Jaipur), State Institute of Health and Family Welfare (SIHFW, Jaipur) and the Indian Army. He has
completed Short Service Commission tenure in the Indian Army where he worked in the capacity of Graded
Specialist (PSM) and held the appointment of Deputy Assistant Director of Health. His areas of interest include
infectious disease epidemiology and innovations in health education.

University of Rajasthan and MBA in Finance from MDS University, Ajmer. She is a PhD in International Trade and
Finance from the University of Rajasthan. She is a National Scholarship holder and was selected for Rajasthan State

awards. She has worked in the area of Exchange Rate Forecasting and Public Expenditure on Health and
Education. She has done Corporate Consultancy in the areas of Capital Restructuring. She has published various
articles in magazines and Journals and has organized and participated in national level conferences. She has ten

Santosh Kumar
Associate Professor
Santosh Kumar specializes in hospital management. After completing his Postgraduate Diploma course at IIHMR,
Jaipur, he did M.Phil and PhD in Healthcare Quality at BITS, Pilani. His research areas are varied, ranging from
health insurance and healthcare quality to HMIS and medical tourism on which topics he has published a number
of articles in peer reviewed journals. He has also published a book, Healthcare Quality, in collaboration with Dr.
S.D. Gupta. Besides working with several consulting organizations and hospitals, he has also worked as a volunteer
with the Patient Safety Department, WHO, Geneva.

Neetu Purohit is a PhD in Psychology. Prior to joining IIHMR, she worked in the area of elementary education

Rahul Ghai

Rahul Ghai completed his M.Phil in modern history from Jawahar Lal Nehru University, Delhi. He joined URMUL
Trust, which gave him opportunity to work closely with rural communities in western Rajasthan to address issues
of food, fodder and water security. He has conducted and published field research papers on desert communities
and issues of drought, disaster mitigation and rural livelihoods. Mr. Ghai has been consultant to Oxfam GB, Action
Aid, Plan International, Tearfund, Christian Aid, SIDA, SURE, UNNATI for strategic planning, impact evaluation
of integrated rural development and livelihood Programs in India. He has contributed to designing and teaching
courses on rural development and social management with IGNOU and Gujarat Central University. Mr. Ghai has
written on issues of livelihoods, culture and development in leading newspapers, magazines and development
journals. His most recent publications include two long essays on culture and development in Frederique Margin
(eds) Interrogating Development: Insights from the Margins published by Oxford University Press.

Alok Mathur
Associate Professor
Alok K Mathur has a professional background of research, evaluation, program designing, management and
process documentation of various innovative projects. He has obtained his PhD in Commerce, Masters in
Economic Administration, MBA in Human Resource Development, and Bachelors in Journalism and Mass
Communication. His five books on various issues of health were published from Germany. He has many
international and national publications to his credit including the publications from USA and Germany. He has
successfully coordinated many research studies and projects for Indian Council for Medical Research - ICMR and
International/National funding agencies. He developed and managed HIV prevention, care and support
demonstration project Saksham addressing rural traditional female sex workers with the approach of
empowerment. He has the credit of initiating first two sex workers collective through ICHAP and first block level
Prevention of Parent to Child Transmission Centre through UNICEF in Rajasthan. His current areas of interest
are linking principles of management with practice, frugal and disruptive innovation, planning and managing
health communication, business and technical communication, and capacity building of health managers, planners
& policy makers.

Sandeep Narula is a healthcare sales and marketing professional with result oriented 23 years industry and 3.5 years
of academic experience. He has worked at the industry level in distinguished pharmaceutical companies, such as
GSK, Unichem, and Emcure in various capacities. His last industry assignment was with Group Cheviot as General
Manager (Project), responsible for business diversification of Group business. He was Country Head for Zenaust
Pvt. Ltd. (Australia) for a brief period. He obtained his MBA and PhD degrees from R.A. Poddar Institute of
Management. Before joining IIHMR, he worked at M.M.University (Mullana). Having spearheaded successfully

Seema Mehta obtained Master of Business Administration with marketing specialization and earned her PhD in
Healthcare Marketing from Jiwaji University, Gwalior. She has more than fifteen years of teaching experience.
Before joining the Institute she was associated with Prestige Institute of Management and Research, Gwalior,
where she worked as an Assistant Professor. She was the coordinator of Marketing Management group of M.B.A
students and was continuously engaged in teaching Principles of Management, Marketing Management,

Amlan Datta
Associate Professor
Amlan Datta is a physician and public health specialist. Following the MBBS degree from Calcutta University he
pursued and completed Masters in Community Health and PhD in Public Health (with Junior Research Fellowship
of the UGC) from Jawaharlal Nehru University, New Delhi. He has served for more than ten years with the
Government of India and WHO as Surveillance Medical Officer in the National Polio Surveillance Project and
later as Medical Consultant with the Revised National Tuberculosis Control Programme. He is a life member of the
Indian Public Health Association. His areas of research interest are operations and health systems research,
primary health care, quality issues in health care and health informatics. He is part of the research team which
develops proposals and undertakes health research projects for the Institute. He has also been the course
coordinator for Health Management Information Systems and other courses in the PGDHM programme of this
Institute.

Industrial Development and Investment Corporation Ltd. Mr. Bhanawat is MSc in Physics and Mathematics and
has done Diploma courses in French and Labour Laws, Labour welfare and Personnel Management. He was a gold

Dr. D.A. Henderson Library and Documentation Centre


The Library and Documentation Centre has a well-balanced collection and provides user-friendly services and easy access to facilities. It is
one of the best professional libraries in India. The objective of the library is to provide its user, articles or material on current topics or
affairs in minimum amount of time most effectively and to provide users with accurate information enabling the University (IIHMR
University -Jaipur) to achieve excellence in teaching, learning, research, and community services. It is the first automated library in the state.
It consists of three functional units viz., Technical Unit, Documentation Unit, and Information Unit.
The library collection is mainly focused on Health Management, Hospital Administration, Health Economics and Finance, Public Health,
General Management, Management Information Systems, Population, Research Methodology, Sociology, Economics, Rural Management,
Computer Science, and also has collection of books of general interest and valuable reference and rare books.
It has a collection of more than 29,200 volumes including textbooks, reference books, training materials, case studies, manuals, reports and
conference proceedings etc. The library receives over 130 National and International periodicals of professional and research nature in
addition to a few periodicals of general interest as well as 140 Newsletters published around the globe. The library collection also includes
850 CD-ROM and Databases from India and abroad like Health Plan, e-TALC etc, Library also houses Udai Pareek HRD Resource Centre.
Library is subscribing to ProQuest & J-Gate e-Journals database. Library has DELNET (Developing Library Network) membership, and
Indiastat.com, Popline etc. database.
The library work is handled with the help of Window based LIBSYS-4 Software. A Windows server, connected with all terminals in the
University, handles the library catalogue, information regarding new arrivals, circulation-based inquires and compilation of bibliographies.
The software has Web OPAC features. The library has Internet and Email facilities also.

I.T. Centre
The Computer Centre is one of the most modernized center in Rajasthan. The computer center is well equipped with state-of-the-art
computing resources to cater the needs of the academic as well as administrative activities of the institute. The center has adequate
infrastructure and is working round the clock throughout the year. Besides providing support to the ongoing activities of the Institute like
research, teaching, training and consultancy, the center is actively engaged in software development in the field of health and hospitals.
The salient features of the center are newest servers, more than 400 latest computers, laptops, 95 laser printers; videoconference facility,
interactive class room, LCD Projectors, technically competent software and hardware professionals. The center is having Academic
Alliance with Microsoft (DreamSpark) which allows using different Microsoft packages for academics; apart from this center is also having
statistical packages (SPSS, Stata), Microsoft office, Antivirus software. The center is also having perpetual software licenses and dedicated
hardware for managing e-learning courses.
The center has fiber optic based wired and Wi-Fi based wireless local area network interconnecting nodes throughout the campus. Center
is also outfitted with Windows Server, Exchange Server and other servers for better communication and interconnection at internal and
external level.

Fast speed Internet access is available with the help of dedicated lease line. Internet facility is made available to the staff, students and
training participants for external communication and for global exposure to research and training. Use of internet is closely monitored by a
powerful Unified Threat Management appliances fulfilling the norms of Ministry of Communication and I.T.(DoT, GoI).
All the departments of the Institute e.g. academic, Stores, Accounts, Purchase, Hostel and Personnel are fully computerized with software
developed in-house or outsourced. Well qualified team is enthusiastically mixed up in developing and managing internal, external software
package and research tools. The research tools are developed using specific technologies for effective use of computer science in the
domain of health and hospital.
The Centre acts as a central nervous system ensuring satisfactory operations and bringing life to every activity of the Institute.

Gender Health Resource Centre (GHRC)


Since International Conference on Population and Development (ICPD) gender was one of the quality perspectives to understand
reproductive and sexual health. The Institute has concerns for gender and quality of services and therefore, builds the capacity of the
faculty and research staff on the same. A "resource center on women's health, empowerment and rights was established in 1997 with the
support from the Ford Foundation in a project mode for five years. Working on the issues, further strengthen the thoughts and ideas and
therefore, the center was rejuvenated with the name "Gender Health Resource Center. The center believes that gender is a part of the
quality concepts;and one of the major social determinants of health; and relates to both women and men, and their different health needs.
This is also reinforced as we worship our role model "Ardhnarishwara in the Indian context. Currently, the center is not confined within a
room only but has become virtual.
Aims : The GHRC aims at contributing towards making health programmes more gender-sensitive, effective, equitable and sustainable.
Objective : The main objectives of the centre are to : i) Provide technical support to health programmes for gender mainstreaming;
ii) Build capacity of health managers and service providers to carry out gender-sensitive/community responsive public health programmes;
iii) Produce research evidence on gender as social determinants of health and advocate for policy formulation, dissemination and advocacy
effort; iv) Document the perspectives and experience of gender on health issues and social determinants of health

Key Resource Centre for Drinking Water & Sanitation

IIHMR has been identified as a Key Resource Centre (KRC) for drinking water and sanitation by the Ministry of Drinking Water and
Sanitation, Government of India. The purpose of the Centre is to enhance knowledge and capacity of the sector professionals through
specialized training and capacity building programs to meet the challenges of leadership, and managerial, administrative, technical,
attitudinal and legal aspects.
The objectives of the KRC include upgrading knowledge, skills and attitudes of PHED engineers, PRI representatives, master trainers and
other stakeholders; equipping the trainees intellectually and professionally for carrying out the assigned responsibilities in an effective and
sustainable manner; keeping personnel up-to-date on the new technologies and innovations and enhancing professional knowledge and
skills needed for better performance of individuals and organizations; motivating and enabling trainees to achieve professional excellence;
promoting attitudinal reorientation in line with emerging issues and challenges; fostering respect for rural community's rights; focusing on
issues and concerns of the rural community and in involving them in the process of planning, implementing and monitoring of drinking
water facilities; promoting better understanding of professional requirements as well as sensitization to social, economic, technological and
political environment in which the implementation is to be undertaken; enhancing knowledge and skills about convergence with other
related programmes launched at the centre and state level; and enhancing the capacity of Communication and Capacity Development Unit.
As the KRC-WATER, the Institute has so far organised six programmes titled Training of Trainers on Community Participation ,
Participatory Rural Appraisal techniques and Sustainability of VWSC and Source sustainability . The objective of the programme was to
prepare a battery of trainers at state and district level equipped with skills of Participatory Rural Appraisal (PRA), in context of role and
responsibilities of VWSC in a participatory approach for ensuring long term sustainability of the village community as well as source . Total
177 participants comprising of State Resource Group Members, District Level Consultant and PHED officers CCDU staff, panchayat
members, line department functionaries, motivators were trained through four days programme that included one day field visit
As the KRC Sanitation, the Institute has organised a total of four programmes - two on Community Led Total Sanitation , one on
Strategic Management for NBA Implementation and one on Documentation for NBA. The participants consisted of District Resource
Group Members, Motivators, Distric Coordinators, Employment Assistants and Technical Assistants

IDA Assisted ICDS Systems Strengthening and


Nutrition Improvement Program
The Ministry of Women and Child Development (MWCD) has been at the forefront in responding to the call made by the National
Nutrition Council on Addressing Indias Nutrition Challenge and has initiated several measures to bring a strong focus on child nutrition
and development. Conceptualizing the International Development Association (IDA) supported Integrated Child Development Services
(ICDS) Strengthening Nutrition Improvement Project (ISSNIP) is one of its unique initiatives that complements the Governments larger
efforts and is aligned with the key decisions made by the Council to support 200 high burden districts in the country. Of these, ISSNIP will
be implemented in 162 high burden districts in 8 states.

ISSNIP is designed in response to the various concerns raised in the above perspective. ISSNIP was originally conceived as a seven-year
project, with a two-phased Adaptable Programme Lending (APL) approach. Phase 1 conceives to cover a period of three years and Phase 2
for four years. Key outcomes of Phase 1 of the project are related to strategic learning and systems strengthening in ICDS programme,
which will shape future strategies that can be implemented in Phase 2 to address program outcomes on a large scale. Therefore, the core
purpose of the Project Development Objective (PDO) of Phase I is to support the Government of India and participating states to: (i)
strengthen the ICDS policy framework, systems and capacities, and facilitate community engagement to ensure greater focus on children
below three years of age; and (ii) strengthen convergent actions for improved nutrition outcomes. Phase 1 of the project includes 162 high
focus districts across 6 Empowered Action Group (EAG) states: Uttar Pradesh, Madhya Pradesh, Bihar, Rajasthan, Chhattisgarh,
Jharkhand; and 2 non-EAG states: Andhra Pradesh and Maharashtra.
IIHMR has been a consortium partner with PricewaterhouseCoopers Private Ltd (PwC) and Child in Need Institute (CINI) to provide
support, guidance and assistance in achieving the key objectives of Phase 1 of ISSNIP. The central level, Technical Assistance (TA) agency
has put in place a Core TA team, comprising of the Project Director, Team Leader, Deputy Team Leader, Advisors and 5 Technical
Programme Coordinators(TPCs) leading each of the technical task areas. At the State level, State Team Leaders (STLs) are engaged to lead
the state level activities, to be supported by Regional Managers. IIHMR has been providing techincal support at the central team as well as in
the state of Rajasthan.
The Technical Assistance agency has been appointed by MWCD to provide support, guidance and assistance in achieving the key objectives
of Phase 1 of the ISSNIP with interventions designed across the four key components:

Component 1: Institutional and systems strengthening

Component 2: Community mobilization and behaviour change communication (BCC)

Component 3: Piloting convergent nutrition actions

Component 4: Project management, technical assistance, monitoring and evaluation.

The role of the TA agency is to provide specialized and focused technical expertise to the ICDS programme considering the need for
techno-managerial support required for strengthening the policy framework, systems and capacities at the national and state levels.

on the IIHMR Website. The Forum is actively involved in summer
placement, internship and dissertation activities. The IIHMR

This Forum also helps the new students with smooth induction
into their work environment; develops and promotes short-term
and long-term training programmes for the enhancement of
knowledge and skill of the alumni; and identifies and spreads
information about new job opportunities among the alumni.
Besides, the Forum helps with placement of the students, shares
experiences of IIHMR courses in Saturday seminars, organizes
guest lectures of prominent industry experts, provides feedback
on existing courses, and determines the need for new courses and
shares database and promotes scholarly write-ups, such as case studies and articles which could be used as study material.
Every year, the Institute conducts Alumni Meet in different major cities. This year, the IIHMR Alumni met in Mumbai and Patna.
