Kuantan Waterfront Resort City is

The prestigious project is a joint
effort by Newston International
Group Sdn Bhd and Ideal Heights
Development Sdn Bhd. It is set to
change the landscape of Kuantan
with construction to be executed
in five stages over a period of
10 years.
According to Ideal Heights
Development managing director
Heap Wei Guan, Tower B of
the Imperium Residence that
comprises studios (405sq ft or
37.6sq m) and family suites (860sq
ft or 79.9sq m) is already open for
bookings.
Heap says that 75% of the 350
units have been taken up so far,
notably by Malaysians residing in
the three east coast states.
This speaks volumes of our
latest venture in terms of investor
confidence and marketability.

Tower A will be open for
booking by the middle of this
year and we expect a heightened
interest from investors residing
in other parts of the country,
particularly from the Klang Valley

Upon completion, the project
will be divided into nine precincts.
They are KWRC business park,
marina walk, marina green
basin, city of lights flagship
entertainment hub, Kuantan
International Cruise Terminal
and Yacht Club, MICE, waterfront
living, sea front living and marina
health care park.
Ideal Heights is not new to
the construction sector. Having
started operations back in
December 1985, it has since
successfully developed more than
3,000 properties in Malaysia.
Among its notable projects
are the multi-million-ringgit
township project in Bukit Idaman,
Selangor, Taman Villamas in
Sungai Buloh, Idaman Villa in
Cheras, and Taman Puchong
Impian 2 and Sri Puchong Techno
Park in Puchong.
All these projects have been
fully completed and sold. Heap
says that its latest project will
be a catalyst for rapid growth in
Kuantan and the entire east coast
region under the Special Economic

Kuantan Waterfront Resort
City is set to bring about economic
and social growth, particularly in
the tourism sector. Therefore, it
will benefit the state and locals in
terms of revenue, job opportunities

goods into Malaysia.
These are not considered
supplies:

Entering or lifting of
caveat
Land title charged to
lender by developer to obtain
loan
Only when land is sold
and payment conferred is the
developer making a taxable
supply.

UDGET 2014 brought quite


a surprise to the rakyat
Prime Minister Datuk
Seri Najib Razak announced
the introduction of a Goods
and Services Tax (GST) that will
replace the sales and services tax
(SST) effective April 1 this year.
This is part of the governments
tax reform effort to enhance
capability, effectiveness and
transparency. The consumptionbased GST is hailed as a more
transparent system as it is
present at every stage from the
manufacturer to the consumer.
Goods and services fall into one
of three categories:
Standard rated supplies,
which are taxable and subject to
the standard rate
Zero rated supplies, which are
taxable but not liable to GST at
output or input stages
Exempt rated supplies, which
are non-taxable and not subject to
GST at the output stage.
The government has fixed the
standard rate of 6% for goods and
services unless they are zerorated or exempt-rated. Taking this
uniformity into consideration,
GST is expected to increase tax
compliance with its clarity and
ease of administration.
Unlike SST, GST operates on a
negative concept meaning all
goods and services are subject
to GST unless exempted. SST
operates in the exact opposite
form in that only specifically
prescribed services are taxable.
The nature of GST provides a
wider tax base, which may be
the common cause for both the
governments approval and initial
public hesitation to accept the
change.

Property reality
Presently, there is no SST for
sales and purchases of property
by individuals. Under the GST, the
sale of commercial properties will
be subjected to 6% standard rate
if property costs RM500,000 or
more but residential properties
are exempted, explains president
of the Charted Tax Institute of
Malaysia, Aruljothi Kanagaretnam.
In the post-GST period, supply
of land and buildings used for
commercial and industrial
purposes such as shoplots, offices,
retail businesses, small office
home office (SoHo), small office
versatile office (SoVo), factories
and hotels will be subjected to
GST. Buildings with educational,
religious, charitable, or public
purposes are exempted.
While commercial and
industrial properties are both
standard-rated items under the
Goods and Services Tax, no tax
is passed on to the buyer when
it comes to residential homes
as they are listed as zero-rated
supplies.
However, being a zero-rated
supply means the cost is borne
entirely by the developer as they
will be unable to claim output tax.

that GST will have on the property
scene. We anticipate the property
market to moderate across the
board there may be a softer
period post GST implementation.
However, property transactions
will eventually adjust accordingly
once the market digests the
impact, says Soam.
This sentiment is shared by
Jim Woon, general manager of
Horizon Hills Development Sdn
Bhd, who says GST would have
a minimal one-off effect on the
property market and we think
that the price will normalise
after a certain period of time. It
depends very much on demand
and supply.

Anticipating adjustment

Developers Association (Rehda)


has come forward in support
of the GST implementation,
which it considers to be a more
equitable taxation scheme in the
long run. Rehda has estimated
an approximate rise of 2.6% in
property prices with GST in the
picture.
There are worries that
developers will be unable to
absorb the increased costs,
according to Datuk Ng Seing Liong,
chairman of Rehdas task force on

accounting and taxation.


According to previously
published reports, Ng says most
public-listed companies are only
making 17% profit at most a far
cry from the projected 30% they
would need to fully cover their
costs post-GST.
This may lead to an increase
in purchase price within the
affordable boundary or a
compromise in terms of builtup area and quality of building
material, says Chris Tan Chur Pim,

Tan also predicts that the
market will slow down between
four and six months after GST
implementation. However, a
rebound can be expected since
there will be almost no impact
on consumer behaviour once all
prices quoted are GST inclusive.

important to remember that price
structure is a function of demand
