Narrative
The case manager attended the emergency hearing on 04/27/2012. The paternal
grandmother also attended. The CPI and GAL were also present. The GAL created a
motion to remove the child Jenica from the home. The state agreed to remove due to the
allegations. The child Jenica Randazzo was court ordered to be removed from the home
of Cindy Star and Keith Naperkowski. The child is to be placed with the maternal
grandparents Angela and Ernesto Rios where the other 3 children reside. The judge
ordered visitation with the paternal grandmother Cindy Star at the discretion of Eckerd to
have visits and un supervised contact with the child as long as Keith is not around. The
child Jenica cannot visit in the home of Cindy Star but it can be in a community

The case manager called the GAL. The GAL reports that the caregiver Keith was "drunk"
as evidence by his yelling, sluring, ranting, and Cindy saying he is "drunk". Keith was
yelling at the GAL to get Jenica out of the house and that she is an "evil child" and he did
not want the GAL or case manager or anyone back to his house. The GAL reported that
Keith tried to get her to take Jenica right then and take her away. The GAL reports that

could not give the case manager a phone number to contact the people because they said
they do not have a number and that they usually call them? The caregiver also stated that

the visitation with the mother, but the mother did not make it to the visit. The child
seemed upset for a minute and then continued to play with her siblings. They siblings
were hugging each other, playing with toys. When the case manager talked to the child
alone in the car before the visit, the child stated that the mothers boyfriends and friends
"whooped me" and that is the reason she did not want her mom to have another
boyfriend. The child is always excited to see her mother, and is disappointed when her
mother does not show to the visits.

manager drove the child home. The child was wearing a pink shirt and a pink skirt. The
child whines alot and the case manager noticed she tries to get attention alot. The child
was riding her bike and would fall off on purpose and yell in order to get the attention of
the grandfather. The child also will try to put one family against the other by stating that
her grandma she lives with does not like anyone on the other side of the family. The case
manager had to tell the child to stop saying those things and just have fun during the
visitation. The child also told the family that she will not be living where she is anymore.
The parents asked her who said that and the child pointed to the case manager. The case
manager never said anything remotely near the statement made by Jenica. When the case
manager got Jenica from school, Jenica told the case manager that she isn't going to live
at her home anymore and the case manager told her that is where she has to live right
now.

TCF mother who stated her mom called her to be at the MGM's home on Tuesday but
mom knows she cannot have contact with the children and wanted to find out why her

This worker made an announced visit at the child's current residence.

provided another fact that her mother sleeps all the time and is tired often.
CPI and Deputy then spoke with Jason Rios (21) R&R provided and ICWA denied. He
also asked for CPI card as he has had concerns for his sister, Jessica. CPI made verbal
safety plan with him to continue to keep his nieces and nephews safe when he can
especially when he is aware that his sister is under the influence. Stated that he should
call LE and CPI if he sees his sister under the influence and attempting to drive the
children anywhere. Continued that he should always report his concerns. The maternaluncle denied all critical risk questions and confirmed that he works at vision works. He
said that he does have an expunged charge
as a juvenile and that is all. He
said that the mother is always doing drugs. He said that on thanksgiving she came over
and was passing out at the table. Stated she was fine at first but then she gets high and
toward the end of the day, on thanksgiving, they took her home. He said he has never
seen her take drugs or know who she gets it from. He said that the previous night when
she was taken to the hospital he was sleeping so he heard about everything from his
father afterward. He said that he does help care for the children and tries to keep them
safe. He said he has never touched any of the children inappropriately or seen anyone do
such. He denied every hearing that the children were touched inappropriately or that any
of them made such comments involving for example Mexicans.
Throughout invest CPI observed that the children were very well bonded with all
caregivers and very close to their uncle as well. The uncle and grandfather played with
the children and the children appeared happy and content throughout. The residence had
no environmental hazards and the youngest child has a play pen to sleep in and Jenica
and
sleep in the living room on the couches for now. There was plenty of food in
the cabinets and fridge and freezer for all household members and the children appeared
cared for here.
The grandparents signed a written safety plan that stated Cpi conducted written safety
plan with the maternal-grandparents : 1)will cont. to care for the children until the mother
is released or says other wise. 2)will notify CPI with any changed concerns (mother takes
children back and is not receiving treatment for ex.) 3)Will receive POA again from the
mother if necessary and call CPI/LE or hospital and Doctor if needed.
Grandparents also talk with maternal-grandmother of Jenica, Cyndi, who is helpful.

Jennica needs to come back on December 11 to have her tooth fixed. After the
appointment ACM took the children for lunch at McDonalds. AS the ACM was leaving
, ACM drove past where you would turn to go to the grandparents home.

ACM went to the home to meet with the family for the purpose of working on the home
study.
Mr. Rios had forgotten the appointment but was able to meet with the ACM.
Mrs. Rios had just laid down as she was not feeling well.
ACM requested that everyone in the home make finger print appointments. He advised

Jenica has opened up to her counselor about her mother and has a lot of questions.
The child would like to have contact with her mother. The thearpist believes that contact

I am the CS worker for


and Jenica. I have great concerns about this foster
parent. She was going through foreclosure. In March, she stated she is moving, then she
said she is staying etc. During the visit in March, she did not have air conditioning and
noted several packed boxes all over the house. Noted overabundacne of personal
belongings and unorganized. Then I went back, she bought units( old ones) and placed on
the wall. This month she told me she has to move by end of this month. Yesterday, I
called she said, I have to go and see the children at YMCA. She is getting Uhaul truck
and moving. Anyway I went to the home after 6 m, no one was home. I called and she
said she is picking up
from the daycare. After few minutes, she came with the
children. She did not let me go inside the house and she said she already moved to
. She said she have to move again from there. Ms.
Coreano informed that her agency, Carlton Manor knows all about this. Please follow up.
She may have some financial issues too, she mentioned that her husband is not paying ...

ACM was brought to the office for the purpose of transporting the child to a risk
assessment in Largo. Jenica was dressed in her school uniform which consisted of tan
shorts and a blue collar shirt. She appeared clean with appropriate hygiene and had a
small bruise on the top of her hand. She reported that she got it when she hit her hand on
the wall. Jenica's kept scratching her hair. She reported that she did not have lice as the
foster parent had just checked her head. ACM also checked her head and there was no
lice. Jenica has bangs. She reported that the foster parent cut them herself. ACM asked if
she had wanted them and she said yes.
Jenica asked to go to the clothing closet and was given permission to get a few items.
She was very excited to get teen deodorant.
ACM drove the child to the appointment. While driving to the appointment ACM got the
child McDonalds as requested as the child was very hungry. After the appointment ACM
met the foster parent in the parking lot of Arby's on curlew and 19.

At the time of the ARRC, I did not have the CBHAs. They were due on 1/31/14, I blamed
the delay on the missed appointment that was made up later.
After the ARRC staffing one of the people (not sure of their name) from the staffing took
me to the CBHA office.
They had them- Yeah, they logged them in, and provided me with a copy.
I provided the ARRC committee with a copy after the staffing, so they have it.
I also filed the CBHA's with the court. If you would like to see them prior to your office
getting it come by the office and I will leave a copy at the front for you if I am not here.
Let me know.
Thank you for the update, I knew there was a court order, however, not having the file
right in front of me I did not want to say I had it. I did locate it in the file and have it

On a side note, I received an email from Jenica's and

The foster parent called the ACM. She had a lot of questions about the AARC process as
she is very interested in adopting the children. ACM explained to her she did not have
any idea how the staffing would go but if the grandparents were not able to adopt, the
ACM would definitely look to her as an alternative. She talked about her concerns
reference the grandparents going home and reported that after the GAL had come out to
the home and brought up the topic of adoption, Jenica talked to her about it. She reported
that Jenica told her she has been thinking about adoption and she does not want to be
adopted by her grandparents. The foster parent reported that the child told her that they
do not know her anymore. The foster parent talked to the child about putting her feelings
on papers and then the ACM could provide the paper to all the appropriate people
involved in the case. ACM requested that foster parent not write the letter with the child,
however, speak to the therapist and have the therapist work with the child on the
document if this was something she wanted to do. The foster parent agreed to get the
therapist involved.

The AARC staffing for the Rios Case has been scheduled for 2-4 at 11am.
I was out sick and apologize for the late notice as it came when I was out.

there, ACM asked her why and she had no response. She told the ACM that she did not
like the YMCA after school program and that she did not want to go. While in the child's
room ACM noticed a mirror that had writing on it. It said I am beautiful. I am smart. I am
loved. The mirror also said that Karen and Joe were the best parents. ACM asked who
Karen and Joe were and the child would not say because the foster parent was in the
room after she left she reported that they were the previous foster parents and she missed
them. ACM asked how things were with her current foster parent and she said fine but
she would rather be with Karen.
Both children need to be seen by the doctors. ACM changed
medical insurance
but not Jenica's ACM needs to check on Jenica's insurance and make the change if
necessary. Change can go to the doctor in November.
The overall risk to the children appears low. The foster parent is meeting all of the
children's basic needs and the children are visible in the community through school and
daycare.

The therapist that Karen is speaking of is the Bonding Assessor, Karin Neville.
Reference visits with the grandparents- the therapist for the children has agreed to allow

I have not received the referral yet but assume it will sometime soon. I wanted to start the
process of lining up the observations. I need to do one observation with all of the children
and the grandparents together for about two hours and one with each child separately
with the grandparents for about an hour and a half each. I am presuming that I can not do
this on a weekend due to transportation, if I am mistaken then I would be good with
weekend. For the first observation of all of the children with the grandparents I would
like to do this next week if possible. I could do Monday the 13th or Friday the 17th in the
morning or Thursday the 16th in the afternoon. If possible I would like to do the
observation with each child individually with the grandparents on the 20th starting first
thing in the morning. This is MLK day so the kids are off school. If that does not work I
could do Thursday the 23rd but that would have kids missing school again and i was
trying to minimize this. Where would we being doing these observations?

I have not received the referral yet but assume it will sometime soon. I wanted to start the
process of lining up the observations. I need to do one observation with all of the children
and the grandparents together for about two hours and one with each child separately
with the grandparents for about an hour and a half each. I am presuming that I can not do
this on a weekend due to transportation, if I am mistaken then I would be good with
weekend. For the first observation of all of the children with the grandparents I would
like to do this next week if possible. I could do Monday the 13th or Friday the 17th in the
morning or Thursday the 16th in the afternoon. If possible I would like to do the
observation with each child individually with the grandparents on the 20th starting first
thing in the morning. This is MLK day so the kids are off school. If that does not work I
could do Thursday the 23rd but that would have kids missing school again and i was
trying to minimize this. Where would we being doing these observations?

Attached are the CBHA referrals for the
Randazzo, and
Children.
I had Originally sent these request in November, however, the grandparents were not
allowed contact and I was waiting on a recommendation from the therapist on contact to
start the assessment. These are the assessment that contain a bonding component.
I did not get the recommendation from the therapist, however, the Judge ordered it in
court on December 17, 2013.
Karin Neville agreed to do the assessments and has become very familiar with the case.

She did ask and I did agree to do them although I thought she was going to check back
with me on the timing before actually referring them.
Also, there was a problem with the visitation with the grandparents that needed to be
resolved before the assessment could be referred (Jennifer, area all 3 children now
allowed visitation with the grandparents?). It is a complicated case that I will definitely
need the full 24 days to do what she needs and I am sick at the moment. Since it is a FC
referral instead of a shelter could you possibly refer it to me next Friday so that I can give
it the attention it needs.
