Va. lawmakers kill two pro-LGBT bills

The Mayors Oce of GLBT Aairs, the D.C. Department of Health, and a
private research organization are teaming up to conduct a comprehensivehealth
survey for LGBT individuals living in the District of Columbia, according to a
letter urging LGBT residents to take the survey.
The letter is co-signed by Sheila Alexander-Reid, director of the Oce of GLBT
Aairs, and Jerey Poirier, an ocial with the American Institutes for Research
(AIR), an international not-for-prot organization that the D.C. government has
retained to carry out the survey.
As you may know, there has been very little research on the LGBT community
in the District of Columbia, and the 2015 GLBT Health Survey is greatly needed
to inform health advocacy initiatives targeting the LGBT community, AlexanderReid and Poirier said in their letter, which is undated.
The survey results will be used to inform organizations that develop initiatives
to address specic health needs of the LGBT community, develop targeted
prevention and care strategies, and form health policy priorities within the
Mayors Oce of GLBT Aairs, the letter says.
The latest survey follows a 2010 health survey prepared jointly by the DOH
and the GLBT Aairs Oce under Mayor Adrian Fenty that included data limited
to gay men, lesbians, and bisexuals. The 2010 survey drew criticism from
transgender activists, who questioned why data on the trans community was
omitted from the survey.
Gay activist Christopher Dyer, who headed the GLBT Aairs oce at the time,
apologized for the omission of trans data. He told activists the report at the time
only had access to data collected by the DOH, which was limited to a standard,
scientically developed health questionnaire provided to the city by the U.S.
Centers for Disease Control and Prevention. That questionnaire covered only
sexual orientation and not gender identity and expression.
The current survey being conducted by DOH, the GLBT Aairs Oce and
AIR was initiated by Mayor Vincent Grays administration under then GLBT
Aairs Oce director Sterling Washington. Itrepresents the rst such study in
D.C. that will collect health-related data on transgender residents.
According to the letter by Alexander-Reid and Poirier, the identity of those
taking the survey by answering an online questionnaire will be kept strictly
condential. The letter doesnt disclose the questions participants will be asked
in the survey other than that they will be urged to identify other LGBT people
who might agree to participate in the survey.
At the end of the survey, we will ask you to estimate the number of people
that you know in the District of Columbia LGBT community and provide the
names and contact information (email address, telephone number, or mailing
address) for three of these people, the letter says.

Members of the Virginia House of Delegates last week killed two bills that would have
extended rights to LGBT residents.
The House General Laws Subcommittee tabled Senate Bill 785 that would have
banned anti-LGBT discrimination against state and local government employees.
The Virginia Senate earlier this month approved the measure that state Sen. A. Donald
McEachin (D-Henrico) introduced. Lieutenant Gov. Ralph Northam cast the tie-breaking
vote that allowed SB 785 to pass.
Also, members of the House Courts of Justice Subcommittee tabled Senate Bill 1211
that would have added gender-neutral language to Virginias marriage laws.
The realities of 2015 are here, like it or not, said gay state Sen. Adam Ebbin during
Thursdays hearing on SB 1211 before the House Courts of Justice Subcommittee. We
owe the Virginians who are legally married couples recognition under the law.

D.C. senior services group reaches out to elders

One of the D.C. areas most prominent private organizations that provides services to
senior citizens has recently reached out to LGBT seniors to help it better serve the LGBT
community, according to gay activist and LGBT seniors advocate Ron Swanda.
Swanda said IONA Senior Services, which is located at Wisconsin Avenue and
Albermarle Street, N.W., invited him and other LGBT seniors to meet with its ocials to
discuss issues of importance to LGBT seniors.
To ensure visitors and clients can readily identify it as a LGBTQ-friendly and
welcoming organization, IONA Senior Services recently began displaying Rainbow
Colors at its main entrance, Swanda said. One of eight lead agencies in D.C.s seniorservice network, IONA is the rst such organization to specically communicate the
availability of services to older LGBTQ individuals, and to develop programs that meet
specic needs of LGBTQ clients, he said.
IONA, which receives some of its funding from the D.C. governments Oce on
Aging, provides a variety of services for seniors, including care management, caregiver
consultation and assistance, home help for seniors, home-delivered meals, counseling
and support groups, exercise and tness programs, and a drop-in senior center located
at the St. Albans School near the National Cathedral.

GLAA blasts prostitution crackdown

The president of the Gay & Lesbian Activists Alliance of Washington characterized
as scandalous and absurd a D.C. police sting operation in which police are placing
ads on websites inviting people to hotel rooms to engage in sex for money and then
arresting them for solicitation for prostitution when they show up.
The Washington Post reported that police have arrested more than 50 unwitting
customers on prostitution-related charges in the past several weeks at hotels at or near
Thomas Circle, including the upscale Donovan Hotel.
Police have said they initiated the sting in response to complaints by nearby residents,
businesses and clergy aliated with churches in the area.
GLAAs position is that the law should be changed, and that alternatives to
incarceration should be pursued in the meantime, said GLAA President Rick Rosendall.
Criminalizing sex work helps no one, and is an absurd waste of police resources.
Over the past several years GLAA has released detailed position papers pointing out
that transgender women are sometimes forced into sex work to survive after being
denied more traditional employment due to discrimination. The group has said that
arresting LGBT people and others in that situation makes it more dicult for them to
nd other forms of employment.
When asked by the Blade whether gay male or transgender sex workers or customers
were being targeted in the sting, police spokesperson Gwendolyn Crump said only that
the operation was a response to community concerns.
Our enforcement of prostitution oenses targets community-related complaints,
she said. We do not ask arrestees their sexual orientation. All arrest information is
public record. We dont comment on operational matters, Crump said.
In the case of sex behind closed doors, whether in homes or hotel rooms, the fact
that someone is paying for it is no more a legitimate basis for police involvement than
if the transaction is a more informal one involving dinner and a show, GLAA said in a
policy brief rst published in 2008.

Trans ex-Navy SEAL to challenge Hoyer

A transgender former U.S. Navy SEAL
plans to challenge House Minority
Whip Steny Hoyer (D-Md.) in next years
Democratic primary.
The Maryland Board of Elections on its
website conrms that Beck led campaign
paperwork with state ocials in Annapolis
last week. The retired SEAL on her campaign
website said she has mailed forms to the
Federal Election Commission.
Beck on her campaign website makes
four points as to why she feels voters in
Marylands 5th Congressional District
should elect her to succeed Hoyer in the
U.S. House of Representatives. These
include the claim that Congress did not
address the foreclosure issue in Maryland
or anywhere else while they bailed out
the banks with $1 trillion.
Beck, who has lived with her girlfriend
in Upper Marlboro since December,
noted to the Washington Blade during
an interview that Prince Georges County
has the states highest foreclosure rate.
She said Hoyer has not done enough to
address the issue.
Hes concentrating so much on
national, bailing out banks and other
huge issues, Beck told the Blade.
Our representative has been too busy
helping Wall Street since 2008 to even
notice Main Street, she adds on her
campaign website.

Congress approval rating remains below
20 percent. She also cites Senate Majority
Leader Mitch McConnell (R-Ky.) who she
claims said there are sharp elbows and
big egos in Congress.
It seems like the district has been
forgotten, Beck told the Blade.
Beck spent two decades as a SEAL
until her retirement in 2011. She was a
member of the SEAL Team 6 that carried
out the 2011 raid on Osama bin Ladens
compound in Pakistan during which the
terrorist mastermind was killed.
Beck transitioned from a man into
a woman after she left the special
operations force.
She was considering a campaign to
succeed the late-Florida Congressman Bill
Young who died in October 2013 while in
oce, but she missed the ling deadline
for the special election to ll his seat.
Beck two months earlier sparked criticism
among some LGBT rights advocates after
she described Army Pvt. Chelsea Manning
on her Facebook page as a liar and a thief
and a traitor to many people.
Manning is serving a 35-year prison

I am, Beck told the Blade as she discussed
her campaign and the possibility that she
could be the rst openly trans member of
Congress if she were to defeat Hoyer. Im
an American rst and I want everything

to be put into that context. It cant be a


circus about the LGBT community.
I want this to be about an American,
she added. I love our community, but I love
America. And I want it to come together.
Hoyer has represented Marylands
5th Congressional District that includes
Charles, St. Marys and Calvert Counties
and portions of Prince Georges and Anne
Arundel Counties since 1981. His daughter,

Stefany Hoyer Hemmer, publicly came out


as a lesbian in 2012 during an exclusive
interview with the Blade.

5th District in Congress, Hoyer told the
Blade on Thursday in a statement. I
appreciate the support of my constituents
and will continue to work on their behalf
to address their priorities, and earn their
vote in 2016.

Popular DJ Mark Thomas dies


Known for work at Baltimore,
Rehoboth gay clubs and events

Mark Thomas, a longtime Baltimore and Rehoboth Beach DJ, died Jan. 25. He was
55. The cause of death was not immediately available.

at age 55.

He would listen carefully to the work of other DJs at the time, listen to the music
and become the best DJ he can be, said Bowers. He was a handsome man, but his personality exceeded even that. Bowers
brought Thomas back to the Hippo for special events and last saw him during Pride last year.
Thomas also worked at various clubs in Rehoboth during those early years, including the Renegade and the Strand. Murray
Archibald from CAMP Rehoboth said, From the Saint days, through the Strand years, and for 25 years of Sundance he was
our music man.
Thomas also played around the world in places like Mykonos, Greece and Sydney, Australia.
I have known Mark since he was 19 years old, when I took him under my wing, some 36 years ago, Lynda Dee, a Baltimore
attorney and founder and president of AIDS Action Baltimore, told the Blade. We have been the best of friends since that time. He
was really more like a son to me. While I will never get over his loss, I am comforted by this sentiment, which I received in a lovely
sympathy card, When I think of Mark, I remember all the people he made dance and be happy. What a beautiful legacy!
Fellow DJ Jimmy P, a resident of Fort Lauderdale, Fla. added, Mark was a down-to-earth and really fun guy. He was one of
the Saints stable of hugely talented DJs. We became friends in the 90s and would meet Saturdays at the Eagle Nest NYC and
spend time joking and laughing the night away. Sometimes he would come to hear me DJ on Fridays. I was so honored. His
favorite expression was, Doll this and that.
Time and distance separated us but we reconnected through a music sharing group based in Fort Lauderdale and then
through Facebook. I last chatted with him about two months ago. All I can say is: Dollyou left your musical mark on many;
you were a really great DJ, man and a good friend. Dollyou will be missed.
A memorial service for Mark will take place on his birthday, Sunday, May 31 at 4 p.m. It will be held at City Caf, 1001
Cathedral St. in Baltimore with music by Sean Novak. May 31 would have been Thomass 56th birthday.

Apple terminates contract


with anti-gay Ala. lobbyist
Former lawmaker
vowed to defend
traditional marriage

Apple Inc., the technology giant whose
CEO recently came out as gay, has
terminated its contract with an Alabama
lobbyist it recently hired who has an antiLGBT record, according to the three sources.
Former Alabama State Rep. Jay Love, who
served in the Alabama Legislature between
2003 and 2013, appears on the Alabama
Ethics Commission list of lobbyists for 2015
under his full name, Julius Kenneth Love, as
representing Apple, Inc. The news was rst
reported by the subscription-based Inside
Alabama Politics.
But after inquiries made by the
Washington Blade aboutLoves rolewith
the company, sources said Love is no
longer employed by Apple as of last
Friday and the company has contracted
someone else for the position.
Lesbian State Rep. Patricia Todd
declined to comment on Apples
employment of Love, but said hes no
longer under contract with the company.
I have no comment at this time but it is
my understanding they have terminated
the contract with Jay Love, Todd said.
Ben Cooper, board chair of Equality
Alabama, said Apple has hired Greg Jones,
founder and president of the Alabamabased Jones Group, LLC, to take Loves place.
It is my understanding that Apple has
terminated their contract with Jay Love
and has hired Greg Jones, Cooper said. I
would refer you to Apple for comment on
making this decision.
Another LGBT advocate, who spoke
on condition of anonymity, said news
that Love is employed by Apple is bad
information and the company let him
go last Friday.
Kristin Huguet, an Apple spokesperson,
said Monday her company doesnt
employ Love when asked if Apple was OK
with his views and why he was hired in
the rst place.
Jay Love does not work for Apple nor
does he do any lobbying on our behalf,
Huguet said.
But if Apple has terminated its contract
with Love, the process hasnt formally
been certied by the Alabama Ethics
Commission.
Vicky Manning, a lobbyist for the
Alabama Ethics Commission, said shes
received no notication yet from Apple
that Loves contract was terminated.

They have 10 days in which to submit
any changes in their registration.
Over the course of his 10-year career
as a Republican representing part of
Montgomery in the state legislature, Love
opposedsame-sex marriage.
In 2008, just one day after the California
Supreme Court struck down a ban on
same-sex marriage, Love as part of a
primary bid for a congressional seat ran a
campaign ad in which a narrator says, Jay
Love will stand up to the liberals and ght
for whats right. Hell defend the unborn
[and] traditional marriage.
According to a CBS News report
at the time, the ad was the rst to
reference the court decision, which was
later overturned by the enactment of
Proposition 8. Although Love won the
Republican primary, he was narrowly
defeated in the general election.
In 2009, then-Miss California Carrie
Prejean made headlines by expressingher
opposition to same-sex marriage during
the Miss USA pageant, saying, I think
marriage should be between a man and a
woman. No oense to anybody, but thats
how I was raised.
The same week, Love introduced a
resolution in the Alabama Legislature
commending Prejean for speaking out
against same-sex marriage, which was
later approved by voice vote. According
to a report from the Associated Press,
Love said Prejean stuck to her convictions
even if it meant losing the pageant.
Love stepped down from his seat in
2013. Since that time, he has started work
as nance chair for the Montgomerybased Business Education Alliance, an
organization that seeks to connect the
interests of the business sector with the
public education system.

NEW YORK Singer Lesley Gore died at a New York hospital on Feb. 16 at
the age of 68. The New York Times reported that Gores partner of 33 years, Lois
Sasson, said she died from lung cancer.
Gore was born in Brooklyn, N.Y., on May 2, 1946.
She became famous in 1963 when she recorded Its My Party that quickly
climbed the charts.
Gore emerged as a prominent LGBT rights advocate after she came out as a
lesbian in 2005.
She hosted several episodes of In The Life, an LGBT news magazine that
aired on PBS. Songs from her 2005 album Ever Sense also appeared on The L
Word and other television programs.
The New York Daily News reported that Gore told Ellen DeGeneres in a 2005
interview that she never felt the need to hide her sexual orientation in the music
industry in spite of it being what she described as totally homophobic.
I just kind of lived my life naturally and did what I wanted to do, Gore told
the lesbian talk show host, as the Daily News reported. I didnt avoid anything, I
didnt put it in anybodys face.

N.D. anti-discrimination bill advances


BISMARCK, N.D. The North Dakota Senate on Feb. 17 approved a bill that
would add sexual orientation and gender identity and expression to the states
anti-discrimination law.
The Associated Press reported the measure passed in the Republicancontrolled chamber by a 25-22 vote margin, in spite of the Senate Judiciary
Committees recommendation not to approve the bill.
State Sen. Carolyn Nelson (D-Fargo) said the bill would extend basic
protections in the home and workplace to LGBT North Dakotans. The Associated
Press reported the Democrat also stressed the measure would prevent people
from losing their jobs or homes because of their sexual orientation.
The bill will now go to the North Dakota House of Representatives.

Reports document anti-trans poverty, violence


WASHINGTON Four advocacy groups on Feb. 18 released reports that highlight
the disproportionate rates of poverty and violence among transgender people.
The Movement Advancement Project, the Center for American Progress, the
National Center for Transgender Equality and the Transgender Law Center wrote
the two reports titled Understanding Issues Facing Transgender Americans and
Paying an Unfair Price: The Financial Penalty for Being Transgender in America.
GLAAD and the National Education Association are among the organizations
that partnered with the aforementioned groups to release the reports.
The reports note, among other things, that a fth of trans people have
experienced homelessness at some point in their lives because of what a press
release describes as discrimination or family rejection. It also cites a 2013
report from the National Coalition of Anti-Violence Programs that notes more
than half of LGBT homicide victims that year were trans women of color.
The groups note that an estimated 25 percent of trans people of color in the
U.S. are living with HIV.

Army to change how it treats trans troops?

In a new move that seems aimed at
limiting discharges of transgender troops,
a new memo indicates the Army has raised
or is considering raising the authority
needed to expel troops from the service
because of their gender identity.
The document, rst reported by USA
Today, says the separation for troops who
are transgender must be forwarded to a
senior civilian ocial, the assistant secretary
of the Army for manpower and reserve
aairs, who will then make the decision on
termination. The memo says the new policy
will expire in 12 months or in less time if
superseding guidance is published.
The memo, which is unsigned and
undated, wasnt immediately conrmed
as authentic by the Army in response to a
request from the Washington Blade.
We have nothing for you on this issue,
said Lt. Col. Alayne Conway, an Army

spokesperson.
Although USA Today reported the
memo represents a change in policy, the
lack of signature or date on the unveried
document may indicate a decision on the
matter isnt yet nal. USA Today later
corrected its story, reporting only that
the Army considers easing policy on
transgender soldiers.
Transgender troops are currently
prohibited from serving openly in the
armed forces as a result of DOD Instruction
6130.03, which calls for separation of
service members who undergo gender
reassignment or have psychosexual
conditions that include transvestitism
or transsexualism. Because the policy is
regulation, it could be changed at any time
without action from Congress.
Aaron Belkin, a proponent of transgender
service and director of the San Franciscobased Palm Center, commended the
potential move outlined in the memo, but
said more action is needed.
This is a welcome step toward inclusive
policy, but transgender troops must still
serve in silence until more is done to
dismantle the ban, Belkin said.

In an apparent rst, the transgender
former Army private who released
thousands of pages of top secret
documents to WikiLeaksis set to receive
hormone therapy during her 35-year
sentence in military prison.
Army Pvt. Chelsea Manning, whos
incarcerated at Fort Leavenworth in
Kansas, is poised to start treatment
as a result of an agreement with the
U.S. government, which had previously
denied the hormone therapy. The news
was rst reported by USA Today, which
obtained a memo signed by the prisons
commandant, Col. Erica Nelson, agreeing
to give the treatment.
The agreement comes months after
the American Civil Liberties Union led
suit against outgoing Defense Secretary
Chuck Hagel on behalf of Manning on the
basis that denying her hormone therapy
violated Eighth Amendment protections
against cruel and unusual punishment.

an agreement with the government.


She has fought her whole life, and
particularly over the course of the past few
years, to be seen and armed as who she
is as Chelsea, Strangio said. We are
thrilled for Chelsea that the government
has nally agreed to initiate hormone
therapy as part of her treatment plan.
This is an important rst step in Chelseas
treatment regimen and one that is in line
with the recommendations of all of her
doctors and the basic requirements of
the Eighth Amendment.
But Strangio cautioned that the delay
in treatment came with a signicant cost
to Chelsea and her mental health and
said the ACLU hopes the government
continues to meet her medical needs

under its constitutional obligations so


those harms may be mitigated.
According to the ACLU, the agreement
is likely the rst time the military has
oered hormone therapy to a prisoner
because when Manning came out as
transgender in 2013 and announced she
would seek hormone therapy, the U.S.
military at the time responded that it
doesnt provide hormones or surgery to
prisoners as a matter of policy.
Nicole Navas, a spokesperson for the
Justice Department, declined to comment
on the agreement as the litigation led by
the ACLU remains ongoing.

of brieng time led by the ACLU and the
Justice Department on the day of the
news denotes continued developments
relating to Plaintis medical care and
daily life at the United States Disciplinary
Barracks.
These developments may narrow
the scope of the dispute in this lawsuit,
may result in some of Plaintis claims
becoming moot, or at the very least will
provide the Court with a more complete
record on which to evaluate Plaintis
Eighth Amendment claims, the ling
states.
Strangio said the ght continues on
behalf of Manning, saying the military
continues to refuse to let her grow her

hair like other female prisoners and


thats a critical part of her treatment plan
recognized by doctors.
The resistance to meeting Chelseas
full treatment needs is a reection of the
deeply entrenched stigma associated with
transgender health care, Strangio said.
There is no transgender exception to the
requirements of the Eighth Amendment
and we will keep ghting for Chelseas
health needs until she is treated fully and
adequately.
Additionally, Strangio responded to the
report in USA Today, saying the apparent
leak of Mannings medical information
despite protections in federal law and a
protective order are troubling.
In 2013, Manning was convicted
of violating the Espionage Act after she
leaked classied information that she
obtained as an intelligence analyst in
Iraq to WikiLeaks and then conded
those actions to Adrian Lamo, an online
acquaintance. Around the same time
she was convicted, Manning publicly
announced she was transgender and
had struggled with her gender identity
since childhood.
The U.S. military has agreed to oer
Manning hormone therapy as it continues
to deny openly transgender people the
ability to serve openly due to medical
regulation.

U.S. Supreme Court Justices Ruth Bader
Ginsburg and Antonin Scalia discussed
their views on gay rights before an
audience of more than 1,400 people at
George Washington Universitys Lisner
Auditorium on Feb. 12.
During a 90-minute forum moderated
by Nina Totenberg, legal correspondent
for National Public Radio, the two justices,
among other things, said they are good
personal friends and socialize together
with their respective families despite the
fact they disagree on nearly all of the legal
issues that come before the high court.
The event was sponsored and organized by
the Smithsonian Associates, an educational
and membership arm of the Smithsonian
Institutions museums program.
Scalias reputation as the Supreme
Courts most conservative member and
Ginsburgs record as one of its most
liberal justices surfaced at the event
when Totenberg asked them to weigh in
on why the court has become more and
more open to protecting the rights of gay
people under the Constitution.
Ginsburg voted with the courts
majority in its 2013 landmark decision
overturning the anti-gay Defense of
Marriage Act and separate ruling that

proponents of Californias Proposition 8,


which banned gay marriage in that state,
lacked standing to defend the ban. Scalia
dissented in the DOMA case, saying the
court overstepped its bounds by handing
down a ruling that he said was not
supported by the Constitution.
But in a rare development, he sided
with Ginsburg in the Prop 8 ruling, which
sent the case back to the 9th Circuit
U.S. Court of Appeals. That court, which
overturned Prop 8 in an earlier ruling,
removed its stay on the earlier ruling
shortly after the Supreme Courts action,
clearing the way for same-sex marriages
to resume in California.
My own view of it is that people who
once hid what they were have announced
to the world this is who I am, Ginsburg
said in reecting on what she called a

societal change that led to the courts progay rulings.


And we looked to see who they are,
she said of gay people. They turned out
to be our next door neighbor of whom
were very fond. They turned out to be
our childs best friend perhaps even our
child, she said. I think that accounts for
the very swift change.

assertion that society was changing
but questioned the appropriateness of
the Supreme Court to rule on marriage
equality and other equality-related issues.
The issue of gay rights, on abortion,
on many of the issues in which Ruths
opinions and mine dier does not pertain
to the substance, he said. It doesnt
pertain to whether gay people ought to
have those rights or whether there ought
to be a constitutional right or a right to an
abortion, he said.
That isnt the issue. The issue is who
decides, Scalia told the gathering. Thats all.
I dont have any public views on any of those
things. The point is who decides? Should
these decisions be made by the Supreme
Court without any text in the Constitution
or any history in the Constitution to support
imposing on the whole country or is it a
matter left to the people? he asked.
But dont paint me as anti-gay or antiabortion or anything else, he added. All
Im doing on the Supreme Court is opining
about who should decide.
Ginsburg then added, It isnt the

Supreme Court that is deciding for the


whole society like an imperial ruler. There
hasnt been any major change in which
there wasnt a groundswell among the
people before the Supreme Court put
its stamp of approval on the inclusion in
the equality concept of people who were
once left out, she said.
Among those attending the event were
marriage equality activists Kris Perry
and Sandy Stier, the lesbian couple who
became plaintis in the landmark case
known as Hollingsworth v. Perry, in which
the Supreme Court ruled that proponents
lacked standing to defend the measure,
leading to it being overturned.
I thought the distinction Scalia made
about his interest in ruling on who gets
to decide versus the substance of any
matter was an interesting point, Perry
said after the forum.
I thought Ruth Bader Ginsburg
particularly did a great job talking about
how the Constitution needs to reect
the times and the people and that we
the people is a group of people that is
actually evolving, Stier said.
We felt in the course of our experience
going to the Supreme Court and getting
the rights of marriage in California that
we became recognized when we had that
right, said Stier. And so I could really
relate to what she said that there was
a time when the people didnt include
people of color, it didnt include women
and it didnt include gay people.

After a scandal that led to the
resignation of Oregons governor, the
secretary of state was sworn in this
week, becoming the nations rst openly
bisexual governor.
Last week, Oregon Gov. John Kitzhaber
submitted his resignation letter to
Secretary of State Kate Brown, a bisexual
ocial who has succeeded him in
accordance with the succession plan
under the rules of the state constitution.
As he indicated in his resignation
letter, Kitzhaber, whos embroiled in an
inuence-peddling scandal involving a
criminal investigation against him and his
wife, stepped down on Wednesday and
Brown was sworn in as governor, marking
the rst time an openly bisexual person
has taken on that role in the United States.

Before rst winning election as Oregon
secretary of state in 2008, Brown, 54,
served for 17 years as a member of
Oregons House and Senate. She lives in
Portland, Oregon with her husband Dan
and has two stepchildren, Dylan and
Jessie.
According to the Associated Press,
political observers assumed before the
scandal unfolded Brown would have
made a bid to become Oregons governor
when Kitzhabers term ended in 2018.
Her accomplishments as secretary of
state include seeking transparency in
government by instituting an online
database for campaign nance and
ghting to pass a bill, which ultimately
failed in the legislature, that would have
registered nearly every Oregon resident
to vote by signing them up through driver
license records.
Jeana Frazzini, executive director of
Basic Rights Oregon, said she was happy

to celebrate news that Brown would


soon become Oregons governor.
From her days in the state legislature
and work in the secretary of states oce
and now headed to our states highest
oce, shes been a tremendous leader
whos served with integrity and worked to
ensure equal access for all Oregonians,
Frazzini said.
Prior to his resignation, Kitzhaber had
faced calls from senior Democrats to
resign.
Brown wont be the rst member of the
LGBT community to serve as a governor.
That distinction belongs to former New
Jersey Gov. Jim McGreevey, who came
out as gay in 2004 amid scandal before
resigning.
Last year, former Rep. Mike Michaud,
whos gay, sought to win election as
governor of Maine, but lost to incumbent
Tea Party Gov. Paul LePage. Had Michaud
succeeded, he would have become the
rst person to win election to a governors
oce while being openly LGBT.

Little opposition as Ark. anti-gay bill set to become law


Political, business leaders
silent; Hutchinson
refuses to veto

If the way to derail an anti-gay bill is
opposition from the business community
and a surere legal strategy, then
Arkansas Senate Bill 202 is as good as
state code.
The legislation, which was approved
last week by the Arkansas Legislature
under new Republican majorities, would
prohibit municipalities from passing nondiscrimination ordinances protecting
classes of people not already protected
under state law.
Although the bill, known as the
Intrastate Commerce Improvement Act,
doesnt mention LGBT people, sexual
orientation or gender identity by name,
the measure is a thinly veiled attempt
to eliminate protections for the LGBT
community.
Gov. Asa Hutchinson has said he would
neither sign nor veto the legislation.
According to the website for the Arkansas
government, the measure reached his
desk on Tuesday, which gives him ve
days to take action or let it become law
automatically without his signature.
Senate Bill 202 passed with signicant
margins in the General Assembly, and
I have a high regard for the discussion
in the legislature and respect for the
legislative process, Hutchinson said
in a statement to the Arkansas Times.
As governor, I recognize the desire to
prevent burdensome regulations on
businesses across the state. However,
I am concerned about the loss of local
control. For that reason, I am allowing the
bill to become law without my signature.
Once the bill becomes law, it will go
into eect and strip municipalities of
LGBT non-discrimination policies 90
days after the legislature adjourns sine
die, according to the American Civil
Liberties Union. Two localities in Arkansas
have
non-discrimination ordinances
barring discrimination based on sexual
orientation and gender identity: Little
Rock and Eureka Springs. (In December,
another ordinance in Fayetteville was
narrowly repealed by voter referendum.)
Amid
success
in
the
courts
advancing marriage equality, Senate Bill
202 is one among many anti-LGBT bills
including Religious Freedom Restoration
Acts aimed at allowing discrimination
against LGBT people that are pending in
state legislatures throughout the country.
One such religious freedom bill, HB
1228, is also pending before the legislature

in Arkansas. But the bill prohibiting nondiscrimination ordinances in Arkansas


municipalities has come to the forefront
because it will become law in days and
would be the rst of these new anti-gay
measures nationwide to become law.
One model for defeating Arkansas
Senate Bill 202 is the same that led that
Arizona Gov. Jan Brewer, a conservative
Republican, to veto a religious freedom
bill, SB 1062, after it passed by a large
majority in her states legislature. Brewer
nixed the legislation after business,
religious political leaders in the state
including both Republican U.S. senators
announced they backed a veto.
Scott Wooledge, a New York LGBT
rights advocate who led grassroots
eorts to defeat the Arizona bill, said
the strategy that led to victory against
SB 1062 is the best route to defeat the
Arkansas bill, but acknowledged hes not
seeing the same voices speaking out this
time around.
The reality is its night and day between
Arkansas and Arizona, Wooledge said. In
Arizona...it was basically every chamber
of commerce, every major employer
[coming out against the bill], and theres
nothing like that in Arkansas, theres not
a chamber of commerce nor a company
that has spoken out.
Wooledge set up a website, vetosb202.
com, that calls on Hutchinson to veto the
bill and seeks to build opposition to the
bill through social media.
Although he seesdierencesbetween
eorts in Arizona and Arkansas,
Wooledge said he cant say why voices
similar to those that spoke out before
arent coming again to the aid of LGBT
advocates, although he suspected the
reason is lack of organization.
Arkansas seems a little less organized
in terms of having a LGBT infrastructure,
Wooledge said. Its a little less mature
than other states, and so, that may be part
of the problem. I dont know what anybody
at the national level is doing, if anything.
When SB 1062 was pending before
the Arizona Legislature, both Sen. John
McCain (R-Ariz.) and Sen. Je Flake
(R-Ariz.) called for a veto of the bill via
Twitter, but the senators from Arkansas
newly seated Sen. Tom Cotton (R)
and Sen. John Boozman (R) have said
nothing about SB 202. The oces of
the U.S. senators from Arkansas didnt
respond to the Washington Blades
request forcomment on the bill.
Also not speaking out thus far
against the legislation is President
Obama, even though last year when SB
1062 came before the Arizona Legislature
then-White House Press Secretary Jay
Carney had no ocial comment, but
said the bill doesnt sound particularly
tolerant. The White House didnt respond

to a request forcomment.
Others who have so farremainedsilent
include former President Bill Clinton
and likely 2016 Democratic presidential
candidate Hillary Clinton, even though
they were governor and rst lady of
Arkansas before moving to the White
House. The Clinton Foundation didnt
respond to a request forcomment.
The Arkansas business community
also remains silent. In an article titled,
Business Community Silent as Arkansas
Bill to allow LGBT Discrimination Set to
Become Law, ThinkProgress quotes a
spokesperson for the Arkansas Chamber
of Commerce as saying, We have no
position on that piece of legislation.
Laura Phillips, an Arkansas LGBT activist
and board member of the Fayettevillebased NWA Center for Equality, said shes
displeased with the lack of interest in
the business community over SB 202 in
addition to religious freedom legislation
pending before the legislature.
I am dismayed and alarmed at the lack
of response from Arkansas businesses,
Phillips said. I am dismayed that Gov.
Hutchison is even thinking about not
vetoing this bill. I am more alarmed at
HB 1228 which would allow religious
discrimination. There are so many things
going on and its just sad.
Walmart, the worlds largest company
by revenue and largest private employer
in Arkansas, is seen as key to defeating
SB 202. The multi-billion dollar company,
which has an LGBT non-discrimination
policy and in 2013 announced it would
start providing domestic partner benets
to employees, has said nothing and
didnt respond to the Blades request
forcomment on the legislation.
Wooledge said the decision by Walmart
to either speak out against the legislation,
or stay silent, will be the true test of
whether the company is a friend to the
LGBT community.
Thats now what we need to do is put
them on the record, and get them to
stand up for the policies that they have
corporately, Wooledge said. Walmart
does have a LGBT non-discrimination
policy; the state of Arkansas is basically
saying thats an illegal policy. While
theyre allowed to make their own
rules within the their own corporation,
why would the state make a law saying
you cant have the same policies that
Walmart has?
One of the national LGBT groups that
has spoken out against the legislation is
the Human Rights Campaign, which on
Tuesday issued a statement calling on
Hutchinson to veto the bill.
The Governor has the power to tell the
nation that Arkansas welcomes all people,
regardless of sexual orientation or gender
identity, said HRC Arkansas State Director

Kendra Johnson. Senate Bill 202 destroys


local control and denies municipal
governments the ability to pass civil rights
protections for people in their cities.
Notably, even though HRC President
Chad Grin is an Arkansas native and
touted his experience as a Walmart
employee when the company began
oering domestic partner benets in 2013,
his name is absent from the statement.
Another path to defeat the legislation
could be litigation against the bill once
it becomes law on the basis that it
unconstitutionally targets LGBT people.
After all, the landmark U.S. Supreme Court
decision in 1992 known as Romer v. Evans
struck down Amendment 2 in Colorado,
which prohibited municipalities from
enacting non-discrimination ordinances
for LGBT people.
But that approach is problematic
because
Amendment
2
explicitly
prohibited the enactment of nondiscrimination
ordinances
on
the
basis of sexual orientation and gender
identity, but the proposed legislation in
Arkansas more generally forbids nondiscrimination policies for groups of
people not enumerated in state law.
Jon Davidson, legal director at Lambda
Legal, said whether a court would strike
down Senate Bill 202 is hard to say and
dependent on the courts interpretation
of the statute.
It would depend in large part on
whether a court would see beyond the
wording of the law to the discriminatory
reason why it was adopted and the
intentional harms it would inict upon
LGBT people and other minority group
members, Davidson said. When it
can be shown that a law was passed in
order to facilitate discrimination, that
should create a presumption that its
unconstitutional.
The Arkansas bill is along the lines of
Tennessee legislation signed into law in
2011 by Gov. Bill Haslam that similarly
prohibits municipalities from enacting
non-discrimination ordinances of classes
of people not recognized in state code.
The National Center for Lesbian Rights
led suit against the law, but lost at
the trial court level. Upon appeal, the
Tennessee Court of Appeals in November
threw out the case on the basis the
plaintis lacked standing.
Davidson said he remains hopeful
Hutchinson will veto the legislation because
pro-LGBT policy often comes about at the
state level after localities experiment with
ordinances and nd success.
People
saw
how
those
local
ordinances did not create problems for
businesses, but instead had positive
impacts expressing a welcoming and
responsible environment for everyone in
the community, Davidson said.

LGBT Catholics have welcomed Pope Francis latest comments on the need for
the church to reach out to the marginalized.
The way of the church is not to condemn anyone for eternity, Francis told
hundreds of new cardinals and bishops on Sunday during a Mass at St. Peters
Basilica, recounting the story of how Jesus healed a leper as the Hungton Post
reported. The way of the church is precisely to leave her four walls behind and to
go out in search of those who are distant, those essentially on the outskirts of life.
Francis during his homily also stressed Jesus revolutionizes and upsets that
fearful, narrow and prejudiced mentality.
Francis DeBernardo, executive director of New Ways Ministry in Mount
Rainier, Md., is currently in Rome with Sister Jeannine Gramick, a Catholic nun
who co-founded the group, and dozens of LGBT Catholics.
DeBernardo in a blog post noted while Francis did not mention LGBT people
by name in his homily, the details of his description of marginalization will
surely ring true to many of these people who have experienced suering and
oppression during their lifetimes.
The popes message is easily applicable to reaching out pastorally to the LGBT
community, DeBernardo told the Washington Blade in an e-mail. If the cardinals
interpret this message in this way, it will be very good news for LGBT people.

Man arrested at Egyptian bathhouse attempts suicide


One of the 26 men who was charged with debauchery in December after Egyptian
police raided a bathhouse has reportedly tried to commit suicide.
El-Watan, an Egyptian newspaper, on Sunday reported it spoke with a man who
claims he set his hands and feet on re because of what he described as the constant
harassment to which his co-workers at a Cairo restaurant subjected him.
Im harassed constantly in my workplace by the words of the people and the looks in
their eyes, said the man, according to a translation of the El-Watan article that former
Human Rights Watch staer Scott Long posted to his blog.
The man told El-Watan he is suering from neglect and ill-treatment from the sta
at the Cairo hospital in which he has been since he tried to take his life eight days earlier.
I am very, very tired, the man told the newspaper. I want to go to a clean hospital.
Police on Dec. 7 arrested 26 men during a raid on the bathhouse in Cairos Ramses
neighborhood.
Mona Iraqi, a reporter for Al Kahera Wal Nes, a pro-government television station,
faced intense criticism from Long and other LGBT rights advocates for tipping o
authorities after she and a cameraman tried to enter the bathhouse.
She posted a picture to her Facebook page that shows her inside the bathhouse
lming the detained men with her cell phone.
An Egyptian court last month acquitted the 26 men who were arrested inside the
bathhouse.
El-Watan reported the mans family tried to prevent him from leaving their home
after his acquittal. Long in his blog wrote the man told the newspaper that one of his
brothers insisted on accompanying him everywhere he went.
[I have] no freedom, the man told El-Watan.

The Chilean government this week was expected to announce it will not oppose
marriage rights for same-sex couples in a lawsuit led with the Inter-American Court
of Human Rights.
Members of President Michelle Bachelets administration on Tuesday met with
representatives of the Movement for Homosexual Integration and Liberation, an LGBT
advocacy group, in Santiago, the Chilean capital, to nalize an amicable settlement in
the case led in 2012 on behalf of three same-sex couples who are seeking marriage
rights in the South American country.
The Movement for Homosexual Integration and Liberation in a press release it
posted to its website said the governments decision to end opposition to nuptials for
gays and lesbians in the Inter-American Court of Human Rights case is part of a broader
agreement that includes the introduction of a same-sex marriage bill in the Chilean
Congress.
We left the meeting very satised, said the Movement for Homosexual Integration
and Liberation. We appreciate the governments good disposition towards our
proposals and principles, which stress that marriage equality is a human rights issue.
Hunter T. Carter, a New York-based lawyer who represents the Movement for
Homosexual Integration and Liberation in the Inter-American Court on Human Rights
case, also attended Tuesdays meeting.
We have reached an agreement in principle, Carter told the Washington Blade on
Tuesday during an interview on Skype from Santiago.
The meeting took place less than a month after a bill that would allow same-sex
couples in the South American country to enter into civil unions received nal approval.
Former President Sebastin Piera backed civil unions, but his government argued
against the new denition of marriage in a brief it led in the Inter-American Court
of Human Rights case in late 2013. Representatives of the Movement for Homosexual
Integration and Liberation last November met with members of Bachelets administration
to discuss the lawsuit.
The civil union law represented a signicant advance in the rights of same-sex
couples in Chile, Carter told the Blade. Working on it together with members of the
Congress and the presidents team and various ministries provided an opportunity for
thoughtful progress on each of the very many aspects, or the very many rights and
obligations of marriage.
It will nevertheless always end up being a second-class or skim milk marriage, he
added. So as long as marriage is available to anyone, it should be available to everyone
on an equal basis.
Jaime Parada Hoyl, a gay councilman in the wealthy Santiago enclave of Providencia,
echoed Carter when he spoke with the Blade after the Chilean House of Representatives
overwhelmingly approved the civil unions bill on Jan. 21.
Chile today should be discussing marriage equality with good legislative work, and
above all with political will, said Parada.

D.C. exec retains top salary among LGBT, AIDS groups


Compensation for heads
of 42 organizations mostly
similar to national average

Craig Shniderman, executive director of
Food & Friends, a D.C.-based organization
that provides food and nutritional services
to homebound people with HIV/AIDS and
other serious illnesses, has retained his
status as the highest paid CEO among
the heads of the nations most prominent
LGBT advocacy groups and groups that
provide AIDS-related services in D.C, New
York and Los Angeles.
A new Washington Blade survey of
the compensation paid to heads of
LGBT and AIDS organizations shows
that Shniderman had a total salary and
benets package of $433,896 in 2013, the
latest period for which Food & Friends
salary and annual revenue data could be
obtained for a full scal year.
Similar to a survey of LGBT and AIDS
groupsalaries conducted by the Blade in
2009, Shnidermans earnings in the latest
survey place him ahead of the CEOs of
the Human Rights Campaign and the Los
Angeles LGBT Center.
The L.A. Center and HRC are the
nations largest two LGBT organizations
in terms of annual revenue and sta.
Chad Grin, HRCs president and CEO,
came in second place in compensation in
the latest survey, just behind Shniderman,
with a total compensation package of
$429,411 in 2013. Lorri L. Jean, CEO of
the L.A. Center, came in third in the
latest survey, with a total compensation
package of $425,651 in 2013.
The organizations surveyed are among
the largest LGBT and HIV/AIDS activist
groups in the U.S. While most are national
groups, some regional organizations
were included as well in some cases
because their operating budgets are in
the same leagues as the national groups
and in other cases because of their ties to
the Washington, D.C. metro area.
Although
several
organizations
provided gures voluntarily at the Blades
request, most of these numbers came
from public 990 forms the groups led
with the IRS. If directors salaries were
gleaned from both a 501(c)(3) and 501(c)
(4), the revenue and salary listed are from
both entities. While some organizations
scal years do not coincide with the
calendar year, their year that overlaps
with the bulk of 2013 is listed here as
2013. In most cases, that was the most
recent year for which 990 forms were
available, but in a few cases all noted
2012 990s were the most recent

available. The Blade reached out to all


groups for updated numbers but several
did not respond, as noted in the chart.
The 42 national and regional LGBT
and AIDS groups included in the Blades
latest survey are among thousands of
U.S. nonprot organizations that must
le annual reports with the IRS disclosing
nancial information, including salaries
and other compensation of their executive
directors and chief operating ocers.
Two national watchdog organizations
that monitor salaries and other nancial
information of nonprot groups
Guidestar and Charity Navigator have
released studies showing that the salaries
of the heads of the LGBT and AIDS groups
surveyed by the Blade are generally similar
to the compensation of the heads of other
nonprot organizations with comparable
annual revenue and sta size.
Food & Friends represents an exception to
this trend, representing what Guidestar and
Charity Navigator have said are a relatively
smaller number of nonprot groups whose
CEOs receive salaries signicantly higher
than other groups of their size.
The annual revenue reported by
Food & Friends for 2013, the latest year
revenue and salary gures are available
for the group, came to $8,886,423. It had

a sta in 2013 of 53.


By contrast, the L.A. Centers revenue
for 2013 came to $66.2 million and it had
a sta of 404 employees, retaining its
status as the nations overall largest LGBT
organization. The L.A. Center provides
HIV/AIDS-related services as well as a
wide range of social and recreational
services for the LGBT community.
HRCs annual revenue for 2013, the latest
period for which its revenue data is publicly
available, came to $52.3 million. The group
had a sta in 2013 of 177 employees,
making it the nations largest LGBT civil
rights and political advocacy group.
Among the 42 groups surveyed by the
Blade, the executive directors or CEOs of
just three Shniderman, Grin and Jean
had compensation packages greater
than $400,000.
The heads of four of the groups had a
salary and total compensation between
$300,000 and $400,000; seven had a total
compensation of between $200,000 and
$300,000; 12 the largest contingent
had a total compensation package of
between $100,000 and $200,000.
Others in the $300,000 plus category
were Kevin Cathcart, executive director
of Lambda Legal ($345,515) and Marjorie
Hill, executive director of the Gay Mens

Health Crisis of New York ($320,000).


Among those in the $200,000 plus
range include Don Blanchon, executive
director of D.C.s Whitman-Walker Health
($270,250) and Rea Carey, executive
director of the National LGBTQ Task
Force ($260,273).
The majority of groups surveyed
by the Blade had salaries and total
compensation packages that equaled 10
percent or less of the annual revenue of
their respective organizations.
Ocials with Guidestar and Charity
Navigator have said a high salary to revenue
percentage is sometimes a warning signal for
possible problems with non-prot groups.
But the two watchdog organizations have
also said a competitive marketplace for
competent and experienced executives often
makes it necessary for non-prots to oer
a competitive salary to nd a qualied CEO
regardless of the size of the groups budget.
We know that many donors continue
to be concerned by what they believe to
be excessive charity CEO pay, Charity
Navigator states in the introduction to its
2014 Charity CEO Compensation Study.
But well-meaning donors sometimes fail
to consider that these CEOs are typically
running multi-million dollar operations
that endeavor to help change the world.

The Gay, Lesbian, Bisexual and
Transgender Community Center of
Baltimore and Central Maryland (GLCCB)
will host writing workshops on March 3
and 10. Author Mike Warren will lead the
workshop sessions focusing on how to
write and publish a book.
Warren, who has penned and selfpublished a number of novels, is the
recipient of the Marilyn Brown/Slyce The
Book Club King of Literature 2015 Award.
Among his works are: A Private Aair,
Sweet Swagger, Sir Yes Sir, Just Make
Him Beautiful, Timing is Everything and
The Cool in You.
People will be surprised to learn that
they can publish their own books and it
doesnt take a lot of money, Warren told
the Blade. The only thing that a writer
has to pay for to publish their own book is
the fee for an editor to review and make
corrections of their manuscript and a fee
for a graphic artist to do their book cover,
spine and back cover. Its that easy.

its Ally of the Year
The Frederick Center is honoring Tiany
Fossett with Central Marylands 2014
LGBTQ Ally of the Year Award. Each year
a person or organization is recognized as
being an outstanding ally to the Central
Maryland LGBTQ community.
Tiany originally started coming two
years ago to bring the son of a friend,
Cindie Beach, a founder of TFC and a
member of the board, told the Blade.
She has been a wonderful friend to the
youth, driving those who need rides,
being a great listener and support, and
coordinating snacks and drinks for the
meetings. She doesnt have a kid in the
group, but lovingly provides support and
acceptance.
The ceremony will take place on Sunday
from 2-4 p.m. at the home of Peter Brehm

Citing surging rates of new infections in gay and bi men 24 or younger, the
San Francisco AIDS Foundation and the CDC coordinated an online campaign
last month with several dating services to promote testing. The messages, which
were donated by the app companies, were seen by 19 million users and more
than 30,000 clicked through for more information, Hecht said.
Hornet and Jackd are among dating apps that have undertaken their own
awareness campaigns, deploying them in regions with less public discussion
about the virus that causes AIDS.
Last year Hornet teamed with a local non-prot in the Philippines to send
messages to 94,000 users about testing services, with links for online registration.
More than 4,300 men responded, and 539 were HIV positive, said Sean Howell,
founder and chief executive ocer of the San Francisco-based company.

TUCSON, Ariz. LGBT adolescents who come out at school have higher selfesteem and lower levels of depression as young adults, compared to LGBT youth
who dont disclose their sexual orientation or gender identity at school, according
to a new study led by University of Arizona researcher Stephen Russell.
Published in the American Journal of Orthopsychiatry, it is the rst-known
study to document the benets of being out during adolescence, despite the
fact that teens may experience bullying when they openly identify as LGBT, the
university announced in a press release.
Researchers examined data from the Family Acceptance Project, a research,
intervention, education and policy initiative at San Francisco State University
designed to prevent risk and promote well-being of LGBT children and adolescents.
They found in the projects survey of 245 non-Latino white and Latino LGBT young
adults, ages 21 to 25, that respondents experienced victimization and bullying in
high school because of their LGBT identity whether they came out or not.
However, those who were open about their sexual orientation or gender
identity in high school reported higher self-esteem and life satisfaction as young
adults than those who did not disclose, or who tried to conceal, their sexual
orientation or gender identity from others at school. Those who came out at
school also reported lower levels of depression as young adults. The results
were the same across genders and ethnicities, researchers said.

Behind Obamas cynical


evolution on marriage
We can thank Biden
for presidents belated
embrace of equality

This just in: former political adviser David Axelrod reveals that President Obama
never really needed to evolve his views
on marriage equality. Notwithstanding
the headlines decrying that the president
lied or misled the nation, its not as if
we didnt suspect this all along. In 1996,
then-state Sen. Obama signed his name
to a candidate questionnaire declaring
his support for marriage equality. So its
worth considering why Axelrod, with all
the myriad anecdotes available to a man
who piloted two successful presidential
campaigns, would be telling this particular tale out of school.
Based on the read-aheads published
in Time magazine, Axelrod appears to be
falling on his sword on behalf of the president asserting that it was his counsel
that diverted the president from acting
on his nobler instincts. Clearly, Axelrod
realizes the historical signicance of the
LGBT civil rights movement, and the trajectory of marriage equality as one of its
vital metrics. But somehow, he is not
content to let the record speak for itself
and goes to some eort to provide a bit

Yet if Obamas views were evolving
publicly, they were fully evolved behind
closed doors. The president was champing at the bit to announce his support for
the right of gay and lesbian couples to
wed and having watched him struggle
with this issue for years, I was ready, too.
Indeed. Everyone was ready for the
president to evolve on marriage equality and yet Vice President Joe Biden
still gets thrown under the bus. Axelrod

makes sure to quote the president characterizing Biden as sloppy and the one
who screwed up, the one who talked
out of turn. And yet in the moments after Bidens stance leaked, there was Axelrod tweeting that Obama and Biden had
precisely the same opinion on marriage
equality. Except that it was a secret, and
there was that pesky record of years of
denial attempting to convince the electorate that they didnt hold those views.
Hence the need for interpretive guidance.
Who knows how long the stonewalling might have continued if Biden hadnt
misspoke? What of the state marriage
referendums of 2012? Or the Supreme
Court decision in United States v. Windsor? How many more years of same-sex
couples denied the legal protections provided to heterosexual couples; or biological families asserting privilege over the
estates and remains of a deceased partner; or children suering legal disenfranchisement from their parents? How many
more years of lives destroyed by lack of
simple legal equality?
Axelrod, Jim Messina, David Ploue,
Valerie Jarrett and even the president
all of them knew better. They knew that
opposition to marriage equality was legally wrong and morally oensive, and
yet they clung to it.And having made that
decision, they soothed their consciences
by lamenting behind closed doors about
their distaste for bullshitting, pushing
o the responsibility for their inaction
(and the furtherance of discrimination)
on those small-minded folk who couldnt
part with their bigotry.Now comes the inevitable peak behind the curtain, via Axelrods book, to let us feel their pain and
make sure that history knows they were
always on our side.
Whatever Axelrod planned to communicate with this anecdote the political
takeaway could not be clearer. In the end,
it was only the political embarrassment
of the vice president being ahead of the
president that compelled the administrations public embrace of marriage equality for same-sex couples. Advocates pursuing a recalcitrant electeds support on a
civil rights issue should feel no compunction about hounding or embarrassing
them; and should never, ever back down
no matter how harshly or persuasively
told that its not the right time or that your
time will come.

Law is changing but the culture lags

reported last week, Alabamas stand
against gay marriage crumbled Friday as
judges in most counties sided with federal courts rather than their own chief
justice, a Republican who once called homosexuality an inherent evil. U.S. District
Judge Callie Granade said Thursday that
a judge could no longer deny marriage
licenses to gays and lesbians, reiterating
her ruling striking down the states ban
on same-sex marriage.
The same story quoted Alabama Chief
Justice Roy Moore who said, County judges

were not bound by her decision. Its my duty


to speak up when I see the jurisdiction of
our courts being intruded by unlawful federal authority. The fact that Judge Moore,
a bigoted homophobe, was elected by the
people of Alabama speaks to the work that
must still be done by the LGBT community.
But the LGBT community isnt alone in
having the culture lag with the law. African
Americans have won equality and civil and
human rights in the law but are reminded
over and over the law doesnt always impact how people think or act. Women face
the same type of issues and nd themselves being discriminated against in many
areas including the workplace where on average they are paid only 78 cents of every
dollar a man would get for the same job.
Whether it is Ferguson, Staten Island,
Alabama or the United States Congress
trying to pass legislation taking away the
rights of women to control their own
health, we see the culture not matching
the laws that have been passed, people
not respecting the judicial system or trying
to turn back the clock.
In The Washington Post, Monica Hesse
wrote an illuminating column on how the
probate judge of Chilton County, Alabama,
Bobby Martin, was dealing with the issue

of same-sex marriage. She wrote about


his thought process in deciding what to do,
which included, He could agree to marry
everyone, gay and straight, but the more
he thought about it, the more he realized
it wasnt an option, not with what hed been
taught to believe about homosexuality and
the sanctity of marriage. If it came down
to that, hed just resign, he decided. Retire
early, rather than risk moral compromise.
So he decided to stop doing any marriages
and just issue licenses to everyone.
People falling back on what they have
been taught for generations about homosexuality is more the norm than one would
think. Those living in big cities like New
York, San Francisco or Washington, D.C.
dont always understand where the culture
of the nation lies. Yes it is changing, but it is
a slow process and could take generations
to really morph into full acceptance of the
LGBT community.
That is one of the reasons it makes so
much sense for the LGBT community to
push for a full civil-rights bill in Congress to
at least make discrimination illegal under
the law. While in reality that wont end discrimination as we have seen with other minority groups, it at least gives people something to hang their hat on when they nd

they are discriminated against. In the same


Post column, Hesse relates a conversation
the Chilton County Judge had the same day
he started issuing the same-sex marriage licenses when approached by an older man
as he was having lunch.
I just want you to know how much I
appreciate you taking a stand, the man
said. Well, Martin swallowed, we did
give a license to two boys this morning. Is
that right? The man thought for a minute.
What I want to know is they say 36 other
states have it. If they make Alabama have
it, what does that mean for the other 13?
Why does the government keep trying to
intrude? Trying? Martin laughed. Id say
theyre doing a pretty good job of it.
This is what we are up against. It is quite
possible in the 2016 presidential election
we will see this debate come to the fore.
Depending on how far right the Republican nominee is there may be a huge push
to focus people on states rights and urging
them to, vote against anyone who thinks
Washington can tell you what to do and
how to think, not the president, Congress
or the Supreme Court. The results of that
election could give us a strong indication of
how far we have to go, and the ght we will
have, until the culture catches up to the law.

In defense of The Vagina Monologues


Play isnt perfect, but
it has raised millions
for worthy cause

If youre only reading this column because


you were intrigued by the word vagina in
the headline, consider this sobering statistic:
In a survey of more than 700 George Washington University students, about one quarter said they have experienced some sort of
dating violence.
Thats why it was reassuring to see GWs
student advocates donate the proceeds of
their version of The Vagina Monologues
a performance of monologues about female
sexual experiences written by feminist activist Eve Ensler to the D.C. Rape Crisis Center, a nonprot organization that advocates
for survivors of sexual assault.
Other local schools including American,

Georgetown and Howard universities have


historically hosted the event around Valentines Day.
But unfortunately, the show hasnt been
well received everywhere. The monologues
were cancelled at Mount Holyoke College,
a womens college in Massachusetts, where
the performances were called reductionist
for failing to adequately explore the sexual
experiences of transgender women, Campus Reform reports.
Its a shame that the event was rejected.
While most iterations of the Vagina Monologues unfortunately do not delve into
transgender issues, the sex-positive performance opens the door to some critical conversations about sex that all of us, regardless of sexual identity or gender expression,
can rally behind.
We feel that it is important to discuss
the taboos and silenced struggles of partaking in the experience that is womanhood, said Negi Esfandiari, a leader of
GWUs Feminist Student Union, which
hosted the universitys production of the
Vagina Monologues. An event that is both
entertaining and educational like The Vagina Monologues creates a space within
which it is conducive to have these discussions, all while being a memorable theatrical experience.
Esfandiari acknowledged that the script of

the performance is limited in its inclusivity,


and it only scratches the surface of the vast
experiences of womanhood worldwide.
She also said she supports Mount Holyokes
reasoning behind discontinuing the event
on its campus.
But she brings up an important point: The
reasoning behind the event is to oer a safe
space for open-minded performance and
intellectual idea sharing.
The monologues can be lets be honest a bit uncomfortable. Its understandably awkward to witness fellow classmates
sharing stories usually reserved for gossip
sessions after a bottle or two of Pinot Grigio.
(If you havent seen the monologues, allow me to loop you in. One monologue is
called My Angry Vagina. Its a rant about
how hard it is to have a vagina, pointing to
tampons and tools used by OB/GYNs as examples. Another is called The Flood, which
tells an older womans stories about well,
you can gure it out.)
The Vagina Monologues crush diminutive
notions about female sexuality and let women share stories hilarious, heartbreaking,
or otherwise in front of an audience that
cheers them on.
For what its worth, any event that donates
its proceeds to sexual violence awareness is
worthy of the LGBT communitys praise.
Heres why: At my university specically,

LGBT students reported experiencing sexual


violence more often than straight students
in 11 out of 13 categories.
For example, 19 percent of LGBT undergraduates reported experiencing a
forced kiss, compared to 5 percent of
undergraduate straight students. Twenty-ve percent of LGBT undergraduates
were forced to do something sexual, but
seven percent of straight undergraduates
said they were.
This data squares with a national trend.
44 percent of lesbians have experienced
rape, stalking or other sexual violence according to the Centers for Disease Controls
2010 National Intimate Partner and Sexual
Violence Survey.
And the kicker: A jaw-dropping 64 percent of transgender people are survivors of
sexual assault.
Nearly $2,000 was raised last weekend.
And nationally, Enslers nonprot has raised
more than $75 million for womens antiviolence groups. That nancial support can
help make life safer for LGBT people in this
city and everywhere.
Like most advocacy projects and student
events, the Vagina Monologues isnt perfect.
But LGBT activists should spend more time
ghting the good ght in areas that really
matter not harping on imperfections of
members of our own team.

Second chances: Interest rates on sale again


Now may be a good time
to consider renancing

Rarely does life provide us with second
chances. But with major central banks
around the world lowering interest
rates and undertaking other measures
to stimulate their economies, domestic
interest rates have also dropped to
levels not seen since 2012 and 2013.
With the 30-year Treasury bond closing
at a record-low yield in early February,
Freddie Mac recently reported average
rates of 3.59 percent and 2.92 percent for
30-year and 15-year xed rate mortgages,
respectively.
If you can qualify for a mortgage, it is
an incredible opportunity to lock in low,
long-term borrowing costs with a home
purchase or renance. If you missed the
opportunity a couple of years ago or if
your mortgage has an interest rate above
4 percent, it may make sense to consider
going through the money-saving process.
The main factors to consider in your
decision whether to renance are how
long you intend to keep the property, cost
to renance and monthly savings. The rst
issue may be the hardest to determine.
Comparing the costs of renancing with
the monthly savings is relatively easy.
An estimate of the costs for a mortgage
can be obtained online or from a lender.
The three main cost categories include:
1. Lender fees to originate, underwrite
and process the loan.
2. Attorney fees for title search, title
insurance and closing.
3. Government fees to record the
transaction in the land records.
The monthly savings is simply the
dierence between the monthly payment
before and after the renance.
With this information, you can calculate
the payback period, which is how long it
takes for the monthly savings to payback
the cost of renancing. You will have to
wait until end of the payback period before
realizing any savings. For example, with a
cost to renance of $3,000 and a monthly
savings of $100, the payback period is 30
months (divide the cost of renancing
by monthly savings). If you plan to keep
the property for more than 30 months,
renancing may be good idea.
Beyond monthly savings and the
payback period, you should consider the
total interest you would pay over the life

of the new mortgage versus what you


would pay on your old mortgage.
As with any nancing, the lender will
consider the three Cs of underwriting
a mortgage in its decision about whether
the risks are acceptable:
Collateral with an appraisal, the
lender will compare the market value
of the property with the amount to be
borrowed.
Creditworthiness the lender will
use the borrowers credit report to review
credit score, history and record of paying
on time.
Capacity based on income, the
lender will consider the borrowers ability
to make the payments. Generally, the
lender will not want the borrowers total
monthly debt (housing expense and all
other obligations) to exceed approximately

45 percent of gross income.


Another factor to consider when
making a renancing decision includes
the impact on equity build up or principal
payments. Extending the maturity of a
mortgage usually lowers the amount
of the monthly payment paid toward
principal because more goes toward
interest at the beginning of the mortgage.
If you can aord it, you might want to
consider a shorter loan period (e.g., 15
or 20 years). This may also be the best
option if you have paid down 10 to 15
years of a 30-year mortgage.
In addition, dont forget the tax
implications. Although you may be saving
money every month with lower interest
payments, your savings may be less if
your tax liability increases.
If you are fortunate enough to obtain

a lower interest rate, another important


decision will be what to do with the
savings. Perhaps this would provide
the perfect opportunity to establish or
increase your retirement savings?
There are many variables to consider in
the renancing decision. Be sure to work
with a qualied professional who can
guide you through the options.

Lady Gaga ranting about being the
queen of the universe every day in a
deposition about her former personal
assistant suing her for unpaid overtime
may seem more like an entertaining read
than art. But in true contemporary form,
this deposition is the starting point for

a larger artistic experience people can


witness for themselves.
Choreographer and artist Jack Ferver
gives a stirring monologue as Lady Gaga
in the beginning of his work Chambre
that opens for a two-night performance at
American Dance Institute this weekend.
The performance, which includes a
Champagne bus tour to and from the
show, is a modern take on Jean Genets
play Les Bonnes or The Maids. The
play is based on the true story of sisters
Christine and La Papin, two maids who

killed their employer and her daughter in


1933.
Its an idea Ferver feels is closely related
to the Lady Gaga deposition monologue
that begins his show.
The way that she talks to this woman
in the deposition, its all right there,
Ferver says. I mean reality its often said
is stranger than ction. What people that
have power and that have money think
they deserve and what they think other
people deserve and the animosity that
creates.

Ferver became fascinated with the


story of The Maids after performing in
the play when he was 18. The story stayed
in his mind for years and he credits it
as the work he has thought about the
longest.

About 10 years, it was a progression. My
parents were toughest because I didnt want

Fortunately it didnt and they are my biggest
supporters. After that coming out at work
was not as challenging.

GLIFAA is one of those organizations that eventually did away with its
clunky name (it was formerly Gays and Lesbians in Foreign Aairs Agencies)
in favor of its acronym. Its tag is lgbt+ in pride in foreign aairs agencies.
Started secretively in 1992, its members work to secure fair treatment of LGBT
colleagues in the foreign aairs community, including the U.S. Department of
State, the U.S. Agency for International Development and more.
The group has its annual Pink Party Saturday at 7 p.m. at the Chastleton
(1701 16th St., N.W.) for members and friends. Tickets are available at glifaa.

Vanessa Vega calls her work as volunteer social director for GLIFAA her gay
job while her day job is deputy program manager for a contractor at the
United States Agency for International Development.
The 34-year-old El Paso, Texas, native came to Washington 11 years ago
because she was determined and desired to live in an international city.
She and partner, Lindsey, live in Southwest Washington. Vega enjoys cycling,
guitar and traveling in her free time.

Immigration. As a Mexican-American
who grew up in a border town, its especially

Madonnas Confessions Tour concert. I
might have cried, a little.

On what do you insist?


Communication. Working in personnel
management (and being in relationships with
women) have led me to appreciate open
and honest communication, no matter how
dicult the circumstance. Leave the mind

According to my mom if I say it, it opens a

leaders?
Thank you for everything you do for the
community. There is no way any one of us
can do it alone so remember its about all
of us, including women, men, transgender,
bisexual and gender non-conforming people.
Be a voice for those who often are forgotten.
What would you walk across hot coals
for?
Any of my loved ones in a heartbeat.
Family and close friends mean the world
to me and theres nothing I wouldnt do for
them.

What LGBT stereotype annoys you most?


That fabulousness is synonymous with
fancy clothes, a luxury apartment and
limitless income. LGBT people are struggling.
Homelessness, violence and exploitation
are realities for many LGBT people here
in D.C. and abroad. As a community we
need to redene our vision to be inclusive
of all people including those from various
socioeconomic backgrounds.
Whats your favorite LGBT movie?

Whats the most overrated social custom?


Whats wrong with double dipping? I also
love to share plates.

What trophy or prize do you most covet?


I have an incredible group of loved ones
and an extraordinary girlfriend. I feel like I
won the lotto every day. Getting my masters
degree in my 30s was cool, too.

What do you wish youd known at 18?


That by 30 years old I would be happy and
awesome! Not old and boring.

Why Washington?
I moved to D.C. to get a change of
perspective. I knew the world was bigger
than Texas and D.C. had an incredibly diverse
community. Moving here also gave me the
strength to come out and exposed me to
people and circumstances that challenged
my way of seeing things. It can be a tough
place to navigate at rst, but nding the right
friends has made all the dierence.

Chita, the great


Star of stage and
screen to grace region
with retrospective

On Tuesday, legendary Broadway star
Chita Rivera brings her acclaimed onewoman show to McLeans Alden Theatre.
Titled Chita: A Legendary Celebration,
the solo concert is billed as a party to
celebrate her recent 80th birthday. But
Rivera is having none of that: I still cant
believe that number. Its just weird. I try
not to think about it.
Riveras rst love was ballet. But in a
serendipitous showbiz twist, she landed
in musical theater after accompanying
a friend to an audition and getting the
part herself. More musicals ensued.
Rivera stepped out of the chorus into the
spotlight as Anita in West Side Story.
She went on to star in megahits Bye, Bye,
Birdie, The Rink, Chicago and Kiss of
the Spider Woman.
In March, the two-time Tony Award
winner returns to Broadway to reprise
her role as the once scorned, now rich
and vengeful Claire Zachanassian in a
revamped version of the John Kander/
Fred Ebb/Terrence McNally musical The
Visit. Broadways Roger Rees plays her
love interest.
Recently Rivera shared some memories
and plans via phone from her home
outside New York City.
WASHINGTON BLADE: In Chita: A
Legendary Celebration you revisit all
your great parts. Are they like children?
You cant pick a favorite?
CHITA RIVERA: Thats exactly right. Ive
been a very, very lucky girl. Ive worked
with the best in the business, and played
some wonderful roles. Who could choose
between Anita and Aurora, or Velma and
Rosie? This show lets me go back and
do a little bit of everything. Its designed
for an intimate venue. Theres some
movement, but I dont have my beautiful
boys dancing with me. But I am bringing a
cute three-guy band.
BLADE: Youre originally from D.C.?
RIVERA: I grew up in Northwest on
Flagler Place (near Howard University).
My older brother was crazy about movies.
On Saturdays hed show movies in our
basement and charge neighborhood
kids ve cents each. My younger brother
would wear his new Frankenstein mask
and Id show what I learned at ballet that
day. No one was interested in seeing
me do a grand pli or standing in an
arabesque. I never got more boos in
my life. In Washington I studied ballet

at the great Jones-Haywood School of


Ballet, a school for minority students. At
14, I was asked to audition for George
Balanchines School of American Ballet.
In fact, I auditioned for Mr. Balanchine
himself. Had I known who he was at the
time, I would have wet my pants. I got the
scholarship and left for New York.
BLADE: Youve performed with pals
like Gwen Verdon in Chicago and Liza
Minnelli in The Rink. In the 2003 revival
of Nine with Antonio Banderas you
seemed to be having a lot of fun.
RIVERA: If I didnt have fun with Antonio
Banderas thered have to be something
very wrong with me. We had a blast. I talk
about him in my show. I tell audiences
that everything you might have dreamt
or fantasized about Antonio is true. Hes
a fabulous performer, beautiful to look at
and loves women. He also never missed a
show. He aected us all so positively.
BLADE: You were the rst Hispanic
woman to receive a Kennedy Center

Honors. Are you an activist?


RIVERA: Im a great supporter of the
Puerto Rican community [Riveras father
was Puerto Rican, and her mother was of
Scottish/Italian descent], but I wouldnt
say Im an activist. I have been very active
with Broadway Cares/Equity Fights AIDS.
I was there for the rst AIDS benet way
back when. And Im really proud to say
we made quite a bit of money with my
celebration show that I did a couple
years ago.
BLADE: Your gay following is huge.
RIVERA: And without them what would
I do? Id like to say something wise here
Its been a natural and loving part
of my life. Theyre my brothers and
sisters. Ive had many great friendships
and professional relationships with gay
people. Frankly, its the straight people
who I have a little trouble with.
BLADE:

those

relationships include playwright Terrence
McNally and songwriting team John

Kander and the late Fred Ebb?


RIVERA: Yes, without Terrence and
Freddie and John, I dont know who or
whered Id be today. And Terrences
husband Tom Kirdahy too. Tom is
unbelievable, a new breed of producer.
Honest and passionate. Hes the one who
got The Visit up again. Weve got a lot to
look forward to.
BLADE: Are you nostalgic? Im guessing
thats not your style.
RIVERA: Youre right. Not long ago I took
the show to Palm Beach and performed
for a very chic audience. After I talked
about the exciting years of Broadways
Golden Age, I asked the audience what
comes next. A womans voice very low
and sophisticated replied, Platinum,
dah-ling, platinum. Well, Ill take that.
That sounds good to me.

Indie lm fest presents gay fare


The D.C. Independent Film Festival runs Wednesday through March 1 and will
be screening a couple LGBT-themed lms on Feb. 28.
Bowes Academy is a short lm about a Republican, gay young man running
for class president at his all boys boarding school. The lm will show on Feb. 28
at 12:10 p.m. as part of the festivals Sunnier Side Up Shorts Program. Tickets
are $12 for the program. The second lm Genre Bending in B&W: the David
Whiting Story, a black comedy that combines elements of a real documentary
with staged interviews of Ayn Rand, Mike Wallace and others to discover who
David Whiting was and what was the cause of his death. The lm shows at 6:45

D.C. restaurant czar brings


Passion to work

Dont ask Gus DiMillo which of his
seven restaurants is his favorite.
Its like asking a parent to pick a
favorite child, he says. If I pick one, then
the others will feel left out.
DiMillo nds something special in each
restaurant in the D.C.-based Passion Food
restaurant group, which started with the
opening of D.C. Coast in 1998 and has
gone on to now include Acadiana, Burger
Tap & Shake, District Commons, Fuego
Cocina y Tequileria, PassionFish and Penn
Commons. Working with partners Chef
Je Tunks and David Wizenberg, DiMillos
focus is on making the restaurant
experience welcoming for every diner.
People want creative good food and
they are also looking for hospitality. That
is what our industry is all about.
For DiMillo, that focus on hospitality
started some 40 years ago when he
landed his rst job upon arriving in D.C.
to do graduate work in anthropology; the
job was at Mr. Henrys in Georgetown,
one of several Mr. Henrys restaurants
that could be found across D.C. at the
time (the last survivor of the chain is still
going strong on Capitol Hill).
Known to be gay friendly, an important
factor for a young gay graduate student
new to the city, DiMillo says Mr. Henrys
was much more than that.
It was so mixed, the clientele, the sta
and the customers. It taught me that
a restaurant should be a place where
everyone could feel comfortable from the
moment they walked in the door.
The D.C. restaurant scene in the 1970s
was still focused on the French inuence
of the Kennedy administration before
segueing into the steakhouse craze of the
1980s, yet DiMillo could see the ne dining
germ that had been planted by James
Beard Award-winning chef Jean-Louis
Palladin, who opened his eponymous
restaurant at the Watergate in 1979.
We were a backwater until then, says
DiMillo, but having a chef of the caliber
of Jean-Louis here began to open up the
possibilities.
DiMillo and his friends regularly visited
New York and Philadelphia to check out
those restaurant scenes and eventually
decided that they wanted to create one
here that would attract visitors.
And thus D.C. Coast was born in a most
unlikely place: 14th and K streets, N.W., a
staid collection of oce buildings by day
that boasted a thriving red light district
after dark.
The Downtown BID was just starting
up then, DiMillo says, and we could see

the restaurant was acclaimed by Esquire,
Gourmet and Bon Apptit magazines,
giving DiMillo and his partners more
opportunities to expand across the city
as developers revitalized areas such as
worker-friendly Penn Quarter and Foggy
Bottom into dining destinations.
As the D.C. restaurant scene has
grown to be nationally recognized,
DiMillo has worked to bring his keen
sense of hospitality to the entire city,
even previously being named Industry
Ambassador of the Year by the Restaurant
Association of Metropolitan Washington.
People
are
much
more
knowledgeable, he says of todays
clientele. Theyve eaten good food and
bad food, they have allergies and dietary
restrictions and theyve developed a real
avor for variety.
Having educated diners in a restaurant
boom means restaurants nd it even
more important to create an experience
that will bring people back.
You can have the best chefs in the
world but you also have to have a great
sta or youll fall at, DiMillo says. As
the labor pool changes, training has to
change. We are constantly adapting so
that we can bring the best experience to
the customer.
Today DiMillo is marveling at the
continuing revitalization across the city,
saying he is particularly blown away by
the stunning development of the Navy
Yard neighborhood in Southeast D.C.
The place to be is Navy Yard, he says.

Sooner or later, it happens to us all.


You happen to meet someone and
things go well. You spend time together
and soon, youre in love. And then
something happens and you ght, you
break up and its the worst. Your heart is
shattered and you think you might die.
The good news is that you dont. Or, as
in Alice + Freda Forever by Alexis Coe,
someone does die because her former
lover cant take no for an answer.
When teenager Alice Mitchell met slightly

for Young Ladies in Memphis, nobody
was surprised that they became close.
In the 1890s, it was common for proper
American women to enjoy friendships with
other women that included sleepovers and
deeply aectionate gestures. In Memphis,
they called it chumming, and it was
perfectly normal.
But Alice and Freda took their friendship
further: they fell in love.
Family and friends werent sure
what to think. Alices mother suered
psychological problems, Alices father
mostly ignored her and her best friend
saw nothing amiss. Fredas mother
was dead and her father was grieving;
her sister noticed, though, and gured
the relationship was typical until she
intercepted love letters from Alice to
Freda, professing faithfulness and
planning an elopement.
Alice had decided she could live as a
man and support the couple, perhaps in
St. Louis. Freda agreed or did she? She
loved to make Alice jealous by irting and
talking about boys, and when her family

nally ended the relationship with Alice,


she seemed to easily forget about their
love and their plans.
But Alice didnt forget. Enraged, she
stalked Freda for weeks, trying to get her
away from her family. She thought that if
she could talk to Freda, everything would
be alright, but when Freda ignored Alice
just outside a downtown storefront, Alice
suddenly understood that shed never
have Fredas love again.
And if Alice couldnt love Freda, then
nobody would.
Sounds like the basis for a great novel,
doesnt it? Girl meets girl, girl loses girl,
tragedy ensues, The End?

Nope not by a long shot, because


Alice + Freda Forever is all true.
In her introduction, author Alexis
Coe explains how she became nearly
obsessed with the story of star-crossed
lovers,
cold-blooded
murder
and
unrequited love, and why she knew this
story needed telling. Whats nice is that
in setting the scene for this tabloid-like
tale, Coe writes in a voice youd want
for this kind of book: one that evokes
black-and-white movies and Sherlockian
dramas. But since we know whodunit, the
mystery is solved and theres little left to
do but follow, with modern eyes and jaws
wide open, the aftermath, complete with
scandalized city, sordid trial and a dicult
choice for the defendants life.
Meant for readers ages 16 and up, I
surely think an adult could enjoy this true
crime story. With an old-timey atmosphere,
murder reminiscent of a Victorian detective
novel, chaste romance and mild edge-ofyour-seat action, Alice + Freda Forever is
a worthy mystery with a gay twist.

Despite its TC coupe, Scion used to be


known for drab econo-boxes. But then came
the ashy FR-S, a lightweight, rear-wheeldrive pocket rocket. Sure, this aordable
sportster wont win any NASCAR races, but
its plenty zippy, turns on a dime and sashays
nimbly through switchbacks and narrow side
streets. Low to the ground with a long hood
and good visibility for the driver, the FR-S
has form-tting seats, though they arent
built for cross-country comfort in mind.
Pampered drivers also may fret over the lack
of power seats, rain-sensing wipers or rearview camera. But the latest infotainment

fans. The automaker rebranded its lineup
so that everything is now renamed Q or QX.
The Q60 coupe, formerly the G37, has the
same sinewy sheet-metal, chi-chi cabin and

autobiographical piece on Fervers bullied
past. Ferver began working on Chambre
during his various residencies. Swanson
would come in to give his feedback
throughout that time and eventually
started working on the installation from
Fervers work.
He has his own visual art practice and
I have my own choreographic writing
process. So in that way it kind of came
together, Ferver says.
Ferver became involved in dance when
he started tap dancing as a child. After
being cast as the third witch in a dance
production of Macbeth, he became
interested in the Martha Graham style
of dance. He moved to New York when
he was 18 and went on to study more of
Grahams work.
His childhood would later inspire his
work Two Alike, about his struggles
growing up gay.
I grew up very bullied, he says. It
was a very frightening childhood and a
childhood that I almost didnt survive.
Early on I thought I could literally kill
myself or also kill myself by not expressing
my sexuality, meaning that I would be
closeting myself by living a half life.
Although being bullied for being gay
had a huge impact on his personal
and professional life, Ferver views his
sexuality as a part of his work but not the
only part.
Its denitely something that gets
explored in my work. But I dont know if
it gets explored in any greater way than
a straight artist does in their work. My
work as an artist is all around political
and I would denitely say that I focus on
the other and who the other is. I think
my queerness factors in but I dont make
the work specically with that at the
forefront.
Focusing on the other can be seen
clearly in Chambre, a commentary on
class hierarchies and power struggles
among people. Adrienne Willis, executive
director of American Dance Institute,says
audiences will enjoy his work.
Jack Ferver isnt going anywhere.
People have been watching him for
decades so to see his work in person
is really great, Willis says. In addition
to it being an incredibly innovative
and creative work of art, its incredibly
entertaining. It can introduce audiences
to a dierent form of art.
Chambre is a multi-form art that
is part dance and part theatrical
performance, among other categories.
Ferver and Jacob Slominski play the two

maids and Michelle Mola plays their


madame. The construct of gender was
one Ferver wanted to avoid when casting
the roles.
Are these men women? Whats
happening there, Ferver asks. My choice
behind that is that I really view them as
the other. And so I wanted us to play
them as the other. Not as men in drag
as some people might view that but as
inhabiting the roles.
The subject matter is one that held
truth in France during that time and one
that also rings true today in New York City
for Ferver. The pricey real estate market
in New York has made it increasingly
dicult for young artists wanting to drop
everything and begin their lives in the Big
Apple.
Lots of artists used to move to New
York and now the culture is going away.
I mean we have Taylor Swift as our
ambassador of culture. I feel its pretty
black and white.
He thinks the story of The Maids
is one that has the potential to occur
again in todays society with the way the
economy has shifted in New York City to
be more appeasing to the upper class
than the starving artist mentality.
Im surprised it doesnt happen more
often, he says. There is a sense of
economic fear of trying to get more,
trying to become the norm, trying to
get to safety. And its a really great way
for people who have money and want to
keep their money to scare people without
money into serving them and becoming
way more conservative.
Such power struggles are something
Ferver thinks will come to a controversial
head soon.
The psychological ramications of
that in terms of minorities and people
who are going to become very resistant
to becoming mainstream creates a lot
of internal strife as well as essentially
external violence. Living in New York I feel
that things are getting to a hot boil and
Im really curious to see whats going to
happen.

The pitfalls of flipping in D.C.


Pay attention to quality of
renovations when buying

On Dec. 31, 2014, a colleague purchased
a fully redeveloped home in Brookland.
The property, a stunning, newly renovated single-family home on Newton Street,
N.E., was staged and showed beautifully.
After several months on the market and
under contract for improvements from
a home inspection, my colleague and
his husband closed on the property for
nearly $800,000. When they arrived to
their walkthrough, the buyers found that
the aesthetically pleasing light hardwood
oor had been severely worn after all the
staging material was removed. In addition,
the material used in producing the cabinets was easily damaged, and the house
had frozen pipes just days after move-in.
In short, the aesthetic charm had reduced
the quality of the nishes; moreover, the
lack of quality in the renovation had already become apparent.
Flipping property, often times a misnomer also used to describe illegal practices
in building a real estate bubble, is often
the term used for housing redevelopment.
In D.C., neighborhoods such as Petworth,
Columbia Heights and Shaw have seen
large-scale development over the past
decade. These residential projects, often
associated with a particular town home
or multi-unit redevelopment, rely on a
developer who purchases the distressed

property at low cost, renovates, and nally


sells it for a signicant markup. This type
of purchase is popular among buyers who
are looking for a move-in ready home with
historic charm. However, as with the case
of my colleague, what should buyers (as
well as ipping sellers) be on the lookout
for with these types of renovations?
For buyers looking at ipped properties, there are a couple of great tips and
tricks to consider before making an oer.
First, start asking questions. Learn about
the builder and the history of the property; nd out exactly what improvements
were made. For properties with extensions or add-ons made to them, were
permits legally produced prior to renovation (this could be a deal breaker for your
nancing if not done properly)?
Next, a home inspection will be key
while the property is under contract. Find
a home inspector that will provide a thorough inspection of all elements of the
property. If your expectation is to move

into a pristine property, negotiate as


much as possible in order to get as much
work done to the property prior to closing. Additionally, do not rely solely on the
home warranties of new appliances. For
properties where appliances are new but
installed months prior to use, the home
warranty is eective from day of installation, not the day of rst use.
And what about sellers in the ipping
market? If you are thinking of purchasing
the shell of a property and rehabilitating
the property, what should you consider in
advance? As with buyers, pay close attention to construction companies you may
choose to aliate with during the ip. If
you plan to nance a ip project, be sure
to balance quality of repair and renovation with the aesthetic value instead of
strictly awarding the project to the lowest
bidder. While D.C. does predominately
operate as a sellers market, a seller ipping property can easily draw out costs
and stress months after closing if a reno-

vation falls apart for the new owners.


As you can see, ipping property has
clear benets to both the buyer and seller, however, the process is certainly prot
driven for the seller, and buyers should
beware of the longer-term implications of
less-than-ideal ip jobs.
Wrapping up the story of my colleagues
Brookland home, several months after
moving in and preparing their new home
with quickly deteriorating oors, the seller
of the property will be providing a new material (with additional cost to my colleague),
requiring the hassle of moving all furniture
while new material is installed. At the end
of the day, residential redevelopment can
capture the charm of a historic home with
contemporary nishes; however, close attention should be paid to the scale of aesthetics and quality of renovation.
