The history of the establishment of PDAM Kota Bandung began in 1916 in the Dutch colonial
era in Indonesia. The establishment of PDAM Kota Bandung as a Municipal Enterprise
happened in 1974. The name it has today PDAM Tirtawening Kota Bandung was official
recognized in 2009.
The vision of the organization is (rough translation): Fulfillment of the needs of the community
drinking water and environmentally sound wastewater in a sustainable manner.
The government owned water facility, Tirtawening PDAM Kota Bandung is focused on the
service provision of drinking water and wastewater services. Today service coverage reaches
72%, or approximately 150,000 customers (approximately 900,000 people) and has a target of
100% in 2019. The average flow duration currently is 17 hours per day and the target in the
year 2019 will be 24 hours per day. Some of the challenges facing today's water service
provision include is limited availability of raw water, water losses, low capacity of human
resources, the availability of funds and infrastructure that needs to be revitalized.

PDAM is committed to improving and expanding its services to communities in the city of
Bandung. Unfortunately there are two key issues that are causing challenges for PDAM
currently. The first issue is Illegal water connections. Water services are being provided for free
to thousands of households/customers because the water connection was linked to the house
from PDAM water pipes without PDAM knowledge. Corruption eradication is an important
objective of all levels government in Indonesia but it is a slow process and practices, such as
creating illegal water connections have been well entrenched in the current systems. This is
taking financial and water resources away from paying customers and is preventing PDAM
from expanding its services to other in the City of Bandung. Modernizing systems using IT to
create automated systems is one of the strategies PDAM wants to use to decrease corruption
and illegal water connections.
The other main issue is that PDAM is not receiving all of its revenue effectively. With this issue
there are two main causes. People are refusing to pay (or pay late) because the service is not
meeting their expectations, this lack of willingness to pay needs to be improved by better
services and better communication with the public about PDAMs limitations. The other aspect
is the system of reading the customers water meters as well as the administration and billing
systems. Again, PDAM feels that improvements to IT systems can support important changes
and improvements to how they do things. Again creating more financial resources to
expansion of water services to those in the city not yet served.
PDAM is an institution striving to be fully computerized in all aspects of its operations. They
feel that IT can help them provide solutions to their current problems. They have succeeded in
computerization of many aspects however, this is not yet integrated or well-planned out
strategically. Upper level management have just completed developing and IT Master plan for
the institution and they want advice or a second opinion what has been proposed in this
master plan and would be keen for suggestions on how to improve it, particularly to overcome
the issues outlined. They would also be very interested in improving their Standard Operating
Procedures related to IT to support the effective implementation of the IT master plan. As part
of all this, the assignment will also be exploring what data they are collecting and how they
can better use or improve the data they are currently collecting to help them make better
management decision and find solutions to the problems preventing expansion of water
provision services to the city of Bandung.
