Implementation of GQMP :

In 2008, the GQMP pursued the development of QMS for investment-related agencies,
specifically those involved in the business registration. The following are the QMS status of
the nine (9) target priority agencies:

In 2010, the DAP presented 68 agencies with ISO certification. To date, there are almost 200
agencies which are ISO certified QMS, as follows:

From the above, the plus (+) pertains to instances where one certification covers one or more
offices/units in one Department/agency.
For the Department of Health (DOH), its ISO-QMS certification covers all Services, Bureaus,
and Regional Offices. In the case of other agencies, they have multiple ISO-QMS
certifications because their field offices obtained ISO-QMS certification separately from each
other.

In the current practice of the DAP, it is the number of certification that is being counted.
Hence, it arrived to 174 certifications.

Considering that the DOH has its department-wide
certification, its expenses on procuring a third-party
certifying body is lesser compared to those government
entities which have multiple ISO-QMS certification.
The advantage of a department-wide certification is the
harmonization of the quality policy across the units and
the alignment of the policy objectives and performance
of the regional offices to the central offices or one unit to
another.
The DOH is now requiring that each DOH-supervised
hospital will have its own ISO certified QMS.

Remarks

The DOST offices/agencies have obtained ISO-QMS


certification separately.
The Telecommunications Office was abolished pursuant
to EO No. 409, s. 2011. However, before it was
abolished, it had obtained an ISO-QMS certified.
The PCAFNRRD and the PCAMRD were consolidated
into a Philippine Council for Agriculture, Aquatic, and
Natural Resources Research and Development under
their approved Rationalization Plan (RP).
The classification of an agency was clarified. A Council
is an attached agency as it has its own governing board.
On the other hand, an Institute is directly under the
Department.

The CWTG is renamed into a Consumer Welfare and


Business Regulation Group.
The General Administrative Service is renamed into a
Human Resource and Administrative Service under the
approved DTI RP.

Remarks

There are many processes/systems, such as competency


development and IT system, that have to be organized in
PhilHealth. However, fixing its IT system would be
costly.
The business process of the PhilHealth and its
corresponding organizational set-up are also targeted to
be addressed by the QMS.
Foregoing considered, it might take a very long time to
fully transform its current management system to a QMS.
Considering that the organizational structure of
PhilHealth will be covered, it is suggested that the
Budget and Management Bureau-F, the Bureau
concerned in the DBM on the review/revisit of the
organization of GOCCs, be involved in the restructuring
of the same as there might be organizational
modifications that are not allowed.
However, considering that the PhilHealth RP has already
been approved, there might only be very minor changes
in its organizational set-up. It may only need to revisit its
functions.
