IfanyamendmentstotheMasterPlanStudyaretobeincorporatedintotheFeasibilityStudytheymust
beclearlyidentified,includingreasonsforthechangesendorsedbytheProjectControlGroupand
approvedbytheDepartment.

Step2:AnalysisofFunctionalBrief
TheconsultantanalysestheFunctionalBrief,refertotheMasterPlanStudiesGuidelinetoensurethatthe
servicestobeprovidedandthemannerinwhichtheyaretobedeliverediscompletelyunderstood.
Theanalysiswillrequireacomprehensiveappreciationofthefunctionalrequirementsandrelationshipsofthe
variousprogramsandactivities,functionalrelationshipdiagramsandidentificationofkeyfunctionalneeds.The
FunctionalBriefshouldbethesourceofthisinformation.
Shouldtheconsultantrequireadditionalinformationorclarification,thePCGshouldbenotifiedimmediately
andrequestedtoprovidetheappropriateresponse.
TheFunctionalBriefmayneedtoberefined/confirmedfollowingthisanalysisphaseandthefinalformshould
beendorsedbythePCGpriortoproceedingtothenextphase.

Step3:AreaAllocationModel
Anareaallocationmodelincorporatingthespaceutilisationanalysisshouldbeundertaken,includingfrequency
ofuseandpotentialformultipleusesbetweenprograms.Refertothefigure,ExampleofanAreaAllocation
Model.

Step4:ConfirmationofSiteInfluences
Theconsultantshouldinvestigateandconfirmrelevantinformationonsiteandlocationissues,whichmay
impactondevelopmentoptions.Theseinclude:

Siteservices
Authorityrequirements
PlanningSchemesandRequirements
Existingbuildings
Orientation
Views
Adjoiningdevelopments
Easements.
