hours per week for not less than four consecutive weeks, providing services that would otherwise be provided
by a Full-time Permanent Employee. The position held by a Full-time Contract Employee must be a year-round
position.
For the Excelsior Jobs Program: a full-time permanent employee must be on the payroll for at least six months
of a year in order to qualify for benefits. Jobs transferred from employment with another business located in
