Considering that the Disciplinary Board was surprised by the attitude of Mr. Reynold Georges who
consulted the record of his opponent filed in the Registry of the Court of Appeal of Port-au-Prince;
Considering that the mandate of the Disciplinary Board is confined to the documents used as reference;
and, in addition, the investigation that was performed was not completed on this fact;
Considering that Mr. Reynold Georges, whose behavior is denounced by one of the lawyers of Ms.
Sibylle Thard Mevs, will have to appear before the Disciplinary Board;
Considering that present decision will not, under any circumstances, be the basis for any criminal
prosecution,
Decision
Consequently, after deliberating in accordance with the principles of the legal profession, the
Disciplinary Board:
1 - Assumes jurisdiction to rule on the complaint of June 28, 2012, and at the same time, declares it
admissible;
2 - Decides, as primary disciplinary sanction, to suspend Ms. Sibylle Thard Mevs for a period of five
(5) consecutive months starting from the notification hereof;
3 - Orders, as additional disciplinary sanction, the posting of the present decision in the offices of the
Bar Association and at the Courts;
4 - Orders the notification of the present decision to Ms. Sibylle Thard Mevs, to the complainants and
to the Commissioner of the Government of this jurisdiction;
5 - Recommends the automatic referral to the Disciplinary Board in regards to the verification by Mr.
Reynold Georges of the record of his opponent in the Registry of the Court of Appeal of Port-auPrince;
6 - Returns the false documents and the usage of false documents to the prosecution of this
jurisdiction;
7 - Says that the present decision shall not be the basis for any criminal action.

gave and left with Mr. Carlos Hercule, in his capacity as President of the Bar Association of Port-auPrince, living and residing in Port-au-Prince, at his domicile at the Bar Association of this city at the
Court House, located on Boulevard Harry Truman, Port-au-Prince, being and talking to Natassa
Bassagnol, secretary of the President of the Bar, who received my copy, thus declared;
Copy of the application which will be filed in the Registry of the Appeals Court of the Republic,
containing the grounds supporting the appeal exercised by the appellant against the decision rendered
against her by the Disciplinary Board on December 10, 2014 and served on December 17, 2014, by the
bailiff Bertrand Mascary, of the Court of First Instance of Port-au-Prince. Without prejudice.
And based on the same request, at the home, domicile, establishment of attorneys and other qualities
above, I, the aforesaid bailiff and undersigned, gave the summons to Mr. Carlos Hercule to provide his
defense and to file his documents within ten (10) days, with the Registrar of the Appeals Court of the
Republic.
Telling him that the present notification and summons are given to him in accordance with the law and
for all legal purposes.
So that he does not feign ignorance, I, the aforesaid bailiff and undersigned, being and talking to as
indicated, left him a copy of the above-specified request and of this summons. Duly noted. The cost is
one thousand gourdes, simple bailiff fee. Affixed to the original and the copy twenty-three stamps
Justice for all under the law.
