Explore the experience


Meeting the growers, visiting produce farms and having
family fun is all part of the Bacchus Marsh Harvest Festival
this weekend.
Visitors can explore the harvest trail with a hop on, hop off
free shuttle bus service operating courtesy of Bacchus Marsh
Coaches.
The launch of the festival took place last Wednesday amid
an orchard of sponsors, volunteers and a feast of freshly
made delicious delights.
Local Tourism Association President David Durham said

without major sponsors putting in funding to the Tourism


Association it would not be possible.

Along with our major partners, minor sponsors and


businesses make the festival achievable.
Bill Mundy (Telstra) said the Harvest Festival opens up
Bacchus Marsh to the rest of Victoria.

implementation of councils

Mr Croxford said it is a

the community as CEO of
Moorabool Shire Council for
a further five years.

The past four-and-a-half
years have seen significant
progress in our planning, as

we look to what our communities will look like and need


to 2041.
I have been pleased with
the knowledge and maintenance requirements of our
assets which are the cornerstone for service delivery
and community satisfaction.
Our capital works program is a credit to our engineers and others across the
organisation in that we continue to complete more than
90 per cent of our projects
within budget. The community services we provide are
highly regarded by residents
and provide for good health
and wellbeing of many in

our communities.
Looking to the future, the
challenges are significant
and we are already making plans and changes to be
flexible and responsive as an
organisation. Challenges include financial sustainability, population growth, asset
management and the digital
economy.
I have prepared a series of
articles that expand on the
challenges and I would welcome community engagement and conversation on
any issues raised.
At a regional level, I am
involved in the Regional Development Australia Board,
Regional Managers Forum
and Central Highlands
Mayors and CEO Forum.
These strategic groups assist
in preparing Moorabools
advocacy to government to
provide much needed services to the Shire.
Mr Croxford thanked the
management team and all
staff who have supported
him and provided the
highest level of professionalism to the council and
community.

two daughters who provide
stability and support and
for their patience during the
long hours my role entails.

with the Mayor, councillors,
staff, the communities across
Moorabool and other levels

vibrant and resilient communities with valued services and infrastructure.

Magistrate Gregory Robinson said that although he in
no way condoned any sort
of criminal activity, he was
sympathetic to both the offenders current financial

situations, their unemployment status and a number of


mental health issues. The accumulated fines were fully
discharged with warnings.
However not all citizens
of the Shire were so lucky,
with three Bacchus Marsh
residents receiving close to
$1,500 worth of combined
fines.
A 33-year-old who exceed-

ed the speed limit by more


than 10km/hr but less than
25 in a 110km zone on the
Western Freeway received
a $370 infringement notice,
whilst a 19-year-old who
failed to correctly display
P-Plates was convicted, and
received a $220 fine.
Meanwhile, a 37-year-old
chef was fined $825 for driving whilst suspended.

Rob Croxford has been
re-appointed as Chief Executive Officer of Moorabool
Shire Council for another
five year term.
Councillors voted unanimously on the re-appointment at the Wednesday 4
March council meeting.
The motion was moved by
Woodlands Ward Councillor
Pat Toohey and seconded by
East Ward Councillor Dave
Edwards.
A Panel was established
comprising Mayor Paul
Tatchell, Woodlands Ward
Councillor Pat Toohey, East
Ward Councillor Dave Edwards and an independent
consultant to advise on and
commence the process for
renewing the employment
of Mr Croxford.
A rigorous confidential
process was undertaken to
assist the Panel in making its
recommendations to Council, including consideration
of the requirements of the
Local Government Act,
contractual requirements,
market advice/benchmarking and current and future
municipal requirements,
said a report recommending
the re-appointment.
Mayor Tatchell said the reappointment is important
for stability at council.
Its the obvious and sensible thing to do, he said.

FISKVILLE THE STORY

LIVING next door to the
Fiskville CFA training centre
has been a 12-year nightmare
for farmer Neville Ned
Callow. (pictured)
Mr Callow said the hot
fire training and explosives
training exercises regularly conducted at Fiskville
caused his property to be
blanketed by smoke, fumes
and debris including plastics, concrete and parts of old
44 gallon drums.
I started to complain pretty much straight away and
have spent 12 years complaining, the cattle farmer
said.
The fumes are worse than
smoke and stinks like burnt
plastic. What are they burning to get the smoke that
black? Obviously tyres and
other stuff. Explosions have
been heard at Ballark, 7kms
away. Some of my cows have
died, including two newly
born calves after explosions.
I sold a cow full of internal
cancer and didnt realise it.
But the worst news was yet
to come.
Back in those days no-one
realised (Fiskville Training
Centre) was causing so much

damage and there was a cancer cluster, he said.
I was feeling bad and worn
out and had to push myself
to keep going. I was sensitive to smell and had been
feeling crook in the chest for
a fair while. I couldnt put
up with people smoking a
cigarette near me. Three or
four years ago I had trouble
with my shoulder and had
to have a CT scan on the
shoulder and thats when
they picked up four nodules
in my lungs. Now every six
months I get monitored. If
they stay stable Im lucky, if
they increase in size Ill need
keyhole surgery.
Also, because I was feeling
ordinary I had blood tests
done and they saw my PSA
count (an indicator used to
detect prostate cancer) was
really high. I had a biopsy
at Ballarat Hospital that
came back negative but they
cant explain why my PSA
is so high. Its an indication
something isnt right in your
body.
He said he wrote on average one letter of complaint
every month over 12 years to
different organisations and
individuals including Moorabool Shire Council (MSC),

Shire planning officers.
Geoff Howard was one of
the best and raised the issue
in Victorian parliament. Hes
been very good, he said.
I finally got some action
from the EPA in Geelong,
who said the health department at Moorabool Shire
are the responsible people
who should control what
the Fiskville Training Centre does under the public
nuisance act (section 62/2).
The EPA advised MSC to put
on a wind protocol. I had to
detail incidents for at least
a month in a running sheet
required by the MSC health
officer before theyd even
think of coming out.

He said as a result of his


running sheet and subsequent investigation by
the health officer, the CFA
introduced a strategic management program (guided
by an emissions control procedure) which outlined the
management of smoke drift
considering wind speed and
direction.
The CFA now emails me
the dates and times of when
theyre going to do training.
When they start doing training its not once a day, its
every hour on the hour, and
the stupid part about it is if
there is smoke going across
your property you have to
ring them up and let them
know. Its just ludicrous, he
said.
The CFA is a great organisation. I was a CFA captain
at Rowsley from 1990 1994.

CFA guys are just fantastic. Ive got no faith in CFA
management.

communication skills to deal
with ordinary farmers and
country people.
A recently completed house,
at lock-up stage but unlived
in, is a poignant symbol of
Mr Callows drawn-out battles with the CFA.
He said he started using the
102 acres of land for farming Belted Galloway cattle
following his divorce settlement and in 2011 he was in
negotiations with the CFA to
purchase his property.
They (Fiskville Training
Centre management) offered
me $550,000 for it prior to
pouring a slab. In the end
I reluctantly agreed to it.
They then said it had to be
approved by CFA headquarters and they fully explained
to headquarters that they
couldnt do 70 per cent of
hot fire training at Fiskville
because it was going to blow
across private property and
they need this property for
a buffer zone. Three weeks
later the deal was knocked
back by headquarters. They
said they didnt have the

Mr Callow admits hes
never lived on his property
full-time, but said hes out
there every week and most
weekends.
The 60-year-old welcomed
the news last Monday
that the Fiskville Training
Centre had been closed indefinitely pending further
investigation.
Theyre listening at last
and they realise so much has
been covered up for so long
and they cant cover it up
anymore, he said.
Hopefully they can clean
the site up and re-use it for
anything other than hot fire
training. It could be used
for classroom instruction
or truck driver training.
Anything that doesnt involve hot fire training and
explosives.
What I really want is to
have soil tests done, water
testing off my roof and plant
tissue testing, so I can be reassured it is safe to live here.
I would get the result I want
if my water tested clean and
paddocks tested clean. Otherwise they should pay a
heavy price.

BEHIND THE SMOKE SCREEN

Contaminated water shuts site

THE Fiskville CFA training


facility was shut down immediately and indefinitely
last Tuesday following reports of water contamination on the site.
All operations at CFAs
Fiskville training facility
were suspended after chemical residues were detected
in large tanks used to store
mains water for firefighter
training. The residues from
firefighting foams used until
2007 contained PFOS, a type
of perfluoro chemical.
Environment
Protection
Authority (EPA) Victoria
CEO, Nial Finegan said on
January 22, 2013, EPA Victoria issued two statutory
clean-up notices requiring
CFA to develop and implement a clean-up plan and to
engage an EPA-appointed
environmental auditor.
The audit report recommended further investigations. As a consequence of

taken including samples of
the drinking water supply.
What was found was incidental to the requirements
of the audit, but the results
from the testing of drinking water led to the closure
of the Fiskville site on Tuesday, Mr Finegan said.
It was detected because of
the statutory processes that
EPA has applied to the CFA.
The rigour of the independent audit system overseen by
EPA provides robust oversight and can give the community confidence in our
work.
On Tuesday, March 3 the
Minister for Finance, Robin
Scott, met with the CEO and
Chair of WorkSafe Victoria,
who in December 2014 had
advised the newly elected
Andrews Government the
site was safe and didnt require intervention.
When they couldnt confirm whether Worksafe had

tested the contaminated


water, Mr Scott ordered and
received the resignations
of WorkSafe CEO Denise
Cosgrove and chairperson
David Krasnostein.
On Wednesday, March 4 the
Fiskville Inquiry committee
chaired by Bronwyn Halfpenny postponed a scheduled tour of the Fiskville
training facility.
Minister for Emergency
Services, Jane Garrett, said
investigations would be exhaustive as Fiskville facilities were checked to find the
causes of the contamination.
This is a very serious and
distressing matter for all
those people connected to
Fiskville. We will offer every
assistance to those who have
been exposed to this water,
Ms Garrett said.
Moorabool Shire mayor
Paul Tatchell expressed concern for the 60 Fiskville CFA
employees and their families
who now faced the prospect
of unemployment.

real families that live in our
community where jobs are
already hard to come by in
rural Victoria, Cr Tatchell
said.

A CFA spokesperson said
the CFA was currently
working through alternative arrangements for staff
at Fiskville, however nobody
had lost their job.

other venues following the
suspension of the Fiskville
programs.

Small club receives big accolade Good Friday

Acrofun Gymnastics has been awarded the 2014


Gymnastics Victoria Small Club of the Year award.
Acrofun, which was on the brink of closure
at the end of 2014, was one of five finalists to be
shortlisted by Gymnastics Victoria in the category
of clubs with less than 200 members.

Acrofun Gymnastics president Bree Mort said


it was an amazing credit to the hard work and
dedication from the parent committee who
established the club in order for it to keep running
in term four last year.
To win this award in such a short period of
time operating as a not-for-profit community club
is a testament to the volunteer committee, our
coaching staff, gymnasts and families who are all
an integral part of our club, Ms Mort said.
We are extremely proud of the award and
believe if we can achieve this after just one term
of operations then our club is in a strong position
to continue to grow and prosper well into the
future.
When faced with the closure of their club in
September last year, a group of parents showed
leadership by stepping forward to create a new
not-for-profit club. Within four weeks, the parents
formed a committee and began the transition to
move from a commercially operated business to a
committee run club.

Ms Mort said no members were lost during the


transition and the dedication of the Acrofun
committee had ensured the community continued
to have access to gymnastics.

Kids will be on the lookout


for an incredible 17 kilograms of chocolate at a new
Easter egg hunt to be held in
Bacchus Marsh.
EasterFest will be held at
the Darley Civic and Community Hub on (Good) Friday 3 April, from 9am.
Dotty Hazell, one of the
event organisers, explained
that about 3000 kids are expected at the event, where
more than just chocolate on
offer.
There will be 13 hunts
for ages one-year-old to
13-years-old, with multiple
hunts for each age group,
as well as a large array of
amusements and rides including a rock climbing
wall, giant blow-up slide,
face painting, animal farm,
wax hand molding and
more.
We have a market with
crafts, candles, childrens
clothing, onesies, jewellery,
gifts, and more. Food and
drinks will be available via
food vans, as well as the
Central Highlands Water
cart providing free water.
We are also inviting many

of the local clubs and groups


to have a free stall/stand for
them to promote their club
or group and if they wish to
fundraise for their group.
Entry to the festival is free,
with bookings required for
the Easter egg hunts at $15
per ticket and all proceeds
going to the Bacchus Marsh
Hospital.
Ms Hazell said the event is
looking for more local sponsors to come on board.
Ideally we want to raise at
least $5000 - but would love
it to be more.
Djerriwarrh Health Services CEO Bruce Marshall
welcomes the potential
donation.
We are always grateful for
any donations that the hospital receives from the community. Like all donations,
they will go towards medical equipment - we havent
determined what piece of
equipment, but certainly it
will be equipment used to
assist our patients, he said.

and once the extreme urgency became apparent we

Hall funds fall through cracks


MONEY needed to repair Blackwood Hall
has fallen through the cracks.
Blackwood Crown Reserve Committee of
Management president Brian Moore said the
hall was in an emergency stage of disrepair with broken and sinking floorboards,
dangerous gaps and rotted stumps.
He said last year the committee appealed
to Regional Development Victoria (RDV) for
funding to repair the hall and was told they
were eligible for 3 to 1 funding whereby
the committee would raise $15,000 and the
State Government would contribute $45,000.
We needed roughly $60,000 for two items:
a 110,000 litre water tank and a new hall
floor, Mr Moore said.
I was contacted by RDV on (February 3)
and was told there was no funding and there
wouldnt be a review until July, and maybe
still no money after that. Money for repairs
was there until the election.
Its the only facility for us in Blackwood.
Senior citizens meet there every week. If you
move people out thats going to be the end of
anything getting done.
We have got to get some help off somebody.
Were in a predicament. We need somebody
to take notice of this. Its got to an emergency
stage now.
Moorabool Shire councillor Pat Toohey said:
Its very disappointing no funding has been
forthcoming from the owners of the hall. It is
a Crown-owned facility which is a responsibility of State Government.
There shouldnt be the pressure or responsibility of raising funds for safety issues on
five or six volunteers. Its very poor form, Cr
Toohey said.
My understanding is the (State) govern-

ment has cut funding to all programs at the


moment. People who volunteer and serve on
committees are left high and dry by a government that doesnt care about facilities that
theyre responsible for.
There are so many user groups that use
that hall on a daily and weekly basis including Moorabool Shire. We use it for our mobile library service and council meetings.
Cr Toohey said Moorabool Shire was looking at what funding options it had to assist
the Blackwood community.
In our budget we give the committee
around $4,000 annually for upkeep of the
hall. Moorabool Shire also insures Blackwood Hall. Were the only support they get.
We do everything to assist the community,
DEPI (Department of Environment and Primary Industries) do nothing, he said.
Theres a duty of care for the State Government and the minister who oversees DEPI to
make sure these facilities receive emergency
funding for what are significant maintenance issues.
If they dont want to take responsibility
then hand it over to the people for $1. Step
up to the plate or step away from the plate.
He said Moorabool Shire wasnt backing
away from this. Were looking at options
where we could give a portion of funds
needed, eg. $15,000, that could be redirected
if other funds are found.
A State Government regional development
representative said she was advised by RDV
that they had a verbal conversation with
the Blackwood Hall committee last year to
talk about potential projects and funding,
however the committee didnt apply for any
funding last year.

spokesperson said: Regional Development
Victoria has been working with the Blackwood Hall Committee of Management for
the last six months.
We would anticipate that the project will
be eligible for support through
the Regional Jobs and Infrastructure Fund,
that will commence from 1 July
2015, he said.
Regional Development Victoria funding
programs generally require a contribution
from the applicant or from other sources.
RDV staff have been working with the committee to identify other potential sources of
funds to support the project, which we understand is in the vicinity of $70,000.

allocated a further $15,000
by Moorabool Shire Council.
At
Councils
ordinary
meeting last Wednesday,
councillors resolved to redistribute $15,000 from the
Woodlands Ward Fund towards repairs which would
restore safe access and use
of the Blackwood Hall by the
community.
With the announcement last
week of $15,000 of emergency
funding from the State Government towards the repair
project, the Blackwood Hall
Committee of Management
has now sourced $30,000 of
the $48,000 needed to make
the facility safe once again.

Push to push the Telcos

People power could stop
Blackwood being a blackspot for mobile coverage.
Moorabool Shire Council
Mayor Paul Tatchell is encouraging Blackwood residents to send a letter to their
telecommunications company to lobby for Blackwood to
receive Federal Government
funding to improve mobile
phone service to the area.
Mayor Tatchell said council
is continuing the ongoing
push for Blackwood to be
included in the list of towns

to receive money under the


Federal Governments $100
million mobile coverage
program.
The mobile coverage in
Blackwood, which as we all
know is a high bushfire risk
area, is atrocious and dangerous, so we are asking the
community to get behind
the push to demand better
service, he said.
Mayor Tatchell said in the
past he had encouraged
residents to lobby local MPs
regarding the issue and he
said that is still the case.
But he added that residents

can also send a letter to


Telstra or their telecommunications company asking
the telcos to lobby on their
behalf.
Telcos are being asked
to submit an expression of
interest to the government
nominating areas that need
funding under this program,
so we want the community
to make it known to Telstra,
Optus or Vodafone Hutchison Australia just how desperately this is needed in
Blackwood.

Blackwood.
We have put in WiFi in
the hotel and its amazing
how many people we get in
here just to do simple things
online because they have
no service to do it on their
phone elsewhere in Blackwood. We definitely need
improvements to mobile
phone coverage, Mr Boyd
said.
Competition for the Federal Government program
is expected to be intense as

approximately 75 per cent of


the country is eligible for the
funding.
Mayor Tatchell said Blackwood could put forward a
good case.
Mobile phone coverage
is patchy at best, often nonexistent. This is in an area
that is a popular tourist destination year-round, so there
are thousands of visitors at
busy times. It is also an area
of high fire risk during summer and to not have mobile
phone coverage could be catastrophic if a bad emergency
was to occur.

If we can convince the Federal Government to build


some mobile infrastructure
in our shire, it becomes feasible for the commercial operators to provide a mobile
service in these areas they
have previously ignored.

NOW OPEN - COMMUNITY DEVELOPMENT FUND
The Moorabool Shire Council Community Development Fund is now open.
Community groups/committees, community networks, progress groups and development
associations are invited to submit an Expression of Interest for seed funding (and leverage for
external funding opportunities) toward community infrastructure projects that have a signicant
impact on community development, liveability and wellbeing in the Shire.
Funding is available for up to $25,000 with preference given to those that demonstrate:
A contribution toward the cost of the project by cash or in-kind support,
The leveraging of funds to support external funding opportunities,
A strategic basis - the project is detailed in a community plan, master plan or strategic plan.
Groups, committees and organisations are encouraged to read the Community Development
Fund Guidelines carefully before making a submission. The Guidelines outline the specic
eligibility and assessment criteria.
Program guidelines, expression of interest forms and further information are available on
Councils website www.moorabool.vic.gov.au, or by contacting Customer Service on
5366 7100.
Please note, prior to lodging an expression of interest, all applicant groups must contact Council and
speak to a Community Engagement/Development Ofcer to discuss their project.
Applications close at 5.00pm on 13 March 2015.

MOORABOOL 2041 CONSULTATION


By 2041, Moorabools Shires population will double to 55076 residents. The areas of Bacchus
Marsh, Darley and Maddingley will be home to 31751 residents and an a further 9861 will call
the district of Bences Road, Hopetoun Park, Long Forest and Parwan home. The population in
the rural areas of the Shire, primarily in the west, will also grow to 7476 with almost 2000 new
residents moving to this part of the Shire.

Flanagans border Inn opened in 1850, in one of Victorias historical towns, Bacchus Marsh. The Border
Inn was essentially the means for the town to come into existence. In 1851 it became the first coach
stop on the road to the Ballarat gold diggings (and thus the first coach-stop in the state) and Bacchus
Marsh essentially developed around this traffic. Today it is still an icon in the town and on Tuesday 17th
March it will hold the traditional St. Patricks Day celebrations.
Special meal nights are held throughout the week, Monday is Burger Night, Wednesday is Pie Night,

A big day out for scouts

With the annual Mountain
of Fun Run fast approaching, Mt Warrenheip is ready
to be conquered.
Organised by St. Brendans
Primary School (Dunnstown) Parents and Friends,
the event invites teams and
individuals to take part in either a 6km or 12.5km course
up the mountain.
This years Mountain of Fun
Run ambassador and previous winner of the 12.5km
race, Nic van Raaphorst said
that the course was a tough,
yet rewarding one.
Without scaring people
off, its quite a tough course.
[The] first time I ran it I
thought it would be pretty
easy, just the one hill up
Mt Warrenheip. I was very
wrong, he said.
As soon as you turn onto
old Melbourne road you
start a little climb, then loop
back toward the mountain
with a small, but steep climb
up Britt and Howard Road. It
then undulates to the Mountain and back to the finish.

Its a tough but rewarding


course, with great views of
the mountain and landscape
around the area.
In its seventh year, the
event aims to raise money
for the school and has seen
up to 600 runners and walkers attend in previous years.
St Brendans Parents and
Friends member, Rachael
Peterken said the event not
only stands as a great way to
teach students about the importance of health, but also
as an important fundraiser
for the school.
We are a small school in a
rural community, so outside
money is very important. It
gives the kids an option to
have things they wouldnt
be able to have without this
fundraiser, like new technology, she said.
However the most important side of it is that [the
event] is a really healthy and
positive thing. The kids really focus on their diet and
nutrition, they all train and
every single student participates. They are all actively

involved, even the preps.

In the lead up to the fun


run, the students will enjoy
a presentation from retired
female basketball player and
two-time Olympian, Allison
Tranquilli.
Allison actually attended
the school herself, so she
starts the race every year and
is wonderfully supportive of
the event, Ms Peterken said.

She is obviously very busy,


but when she can she comes
up to talk to the kids about
what it is like to be an elite
athlete, how diet and nutrition effects your performance, why funs runs are
really important, and how
to find a goal and train for it.
She is quite an inspirational
lady.
The Mountain of Fun Run
will be held this Sunday,
March 15, at 8:15am for the
12.5km course and 8:30am
for the 6km. Registrations
will be taken on event day

Downward funding spiral

Moorabool Shire Council
has been hit hard by a reduction in the Federal Governments Financial Assistance
Grants program.
Deputy Prime Minister and
Minister for Infrastructure
and Regional Development
Warren Truss announced
that the Financial Assistant Grant programme will
provide $9.3 billion to local
governments from 2014-15 to
2018-19 $2.3 billion in 2014-

15 alone.
This is much-needed financial help for local councils and the communities
they serve. It is tangible Australian Government recognition of the vital connection
local councils have in meeting local community needs,
he said.
However it is just the start of
a steady reduction in assistance for Moorabool, according to CEO Rob Croxford.
Moorabool has received

a reduction in the financial


assistance grants (FAGs)
flowing from adjustments
in the Federal Governments
budget.
In the 2014/15 year we
found savings of $125,000
to offset the year one impacts. Each year there is a
compounding impact that
means in 2015/16 we need
to find $250,000 and by year
10 the impact will total $5
million or the cost of building a significant community
asset.

Local scouts have taken


part in a unique race around
Melbournes CBD, during a
Scouts Australia world-first
event.
The Big Day Scout saw 8000
young people aged 6 to 25
navigate themselves around
Melbourne in a competition
involving selfies, SMS clues,
social media and street art.
Starting from Federation
Square at 10am, the scouts
followed a trail of an estimated 35,000 text messages
in the hope of finding 15
pieces of street art based on
the scoutings broad adventure program.
The painted walls and
art installations included
the works of some of Melbournes leading street artists, and were planned and
created with the help of local
youth.
The scouts were asked to
take selfies with each piece
of artwork and upload the
photos to Facebook, Instagram and Twitter with the
hashtag #BigDayScout.
The scouts then moved on
to the Sydney Myer Music
Bowl, where they enjoyed a
range of entertainment and
a showcase of scouting activities including canoeing
across the Yarra River, scuba
diving in a tank and abseiling down a climbing wall.
Scouts Victoria Chief Commissioner, Brendan Watson
said in its eighth consecutive year of growth, Victorian Scouting decided to start
2015 with a bang.

Victorian Scout scarf by actor and Scouts (Vic) Chief
Commissioner Shane Jacobson.
In 411 Victorian communities, scouting is helping
people grow in leadership,
resilience, and independence, while learning to play
a constructive role in their
local communities, he said.
Big Day Scout is a massive party to launch the
2015 scouting year. Its also
a chance for our youth
members to share with their
friends through social media
some of the amazing experiences and opportunities
they get in scouting.
Representing Ballan Scouts
was 7-year-old Cooper Bel-

lette, who was nominated as


the Ballan Joey Scout Ambassador. Actor and Scouts
(Vic) Chief Commissioner
Shane Jacobson, presented
Cooper with the Victorian
Scout Scarf in front of 13,000
people.
As part of his nomination,
Cooper will present a scarf
to a prominent local identity
on behalf of his scout group,
later in the year.

Storm brings down branches

Moorabool Shire was overwhelmed with a ferocious
storm on Saturday (28 Feb),
resulting in over 70 requests
for help and a full road closure of the Bacchus Marsh
Avenue of Honour.
Bacchus Marsh SES volunteers initially received calls
for trees down in the Ballan
and Gordon townships at
around 7:50pm before the
storm moved east towards
Bacchus Marsh.
Deputy Controller of Operations, Bill Robson said Bacchus Marsh was the hardest
hit area with volunteers responding to over 70 requests

in 24 hours.
Many of the SES Units
50 volunteers were active
and worked throughout the
night to remove trees from
roads and repair damaged
roofs, he said.
Mr Robson said the Avenue
of Honour was closed for
several hours whilst crews
worked to clear the road of
fallen tree branches, and
power lines near the Woolpack Road intersection.
Weather events like this
can be unpredictable, especially the high winds experienced on Saturday night,
he said.
Objects such as trampo-

lines and garden sheds become missiles during strong


wind, and should be secured
to the ground.
On behalf of all SES volunteers, Mr Robson thanked
the citizens of Moorabool
Shire who make generous
donations to support their
work.
This storm is a perfect example of how the communitys donations are invested
back into the community
in the maintenance of our
vehicles, fuel, maintenance
and purchase of chainsaws
and other equipment used
when responding to storm
damage.

On the road to Hollywood

He may have hit the big
time with an invitation to
live and work in Hollywood,
however 31-year-old Seth
Leslie will always call Ballan
home.
Born and raised in a bluestone house on Inglis Street,
Seths love for acting was
first sparked at the age of
five, after he was enrolled
into weekly acting classes.
At the age of 16, he moved
to Daylesford for his VCE,
then to Fed Uni Ballarat, later graduating from Charles
Sturt University in New
South Wales with a Bachelor
of Arts in acting.
After landing a role as a
resident actor with a Hong
Kong theatre company, he
made the move overseas and
spent the next five years in
various acting roles for companies such as The Royal

Shakespeare Company and


Cartoon Network.
I spent five years building
my career in Hong Kong.
I was working solidly as
an actor, with no side jobs.
I worked on projects with
Gwyneth Paltrow and Chris
Hemsworth and was getting leading roles in a very
famous Japanese anime series, he said.
However it was at the end
of 2014 when Seth found
out that he had made it to
Hollywood.
While living in Hong
Kong, I used to crash on the
couch and watch Louis Theroux documentaries about
America. One episode was
about actors living in New
York and LA, and it mentioned a school named Talent Venture Industries, who
specialise in helping foreign
actors set themselves up in
the US, he said.

I immediately got in touch


with the school and Corey
Pepper, a teacher and consultant at the school was
very impressed with my level of work and experience,
and became determined to
bring me over.
Seth received a scholarship to study with Talent
Venture Industries, and said
he planned to stay in Hollywood for at least three years
before returning home to his
friends and family.
My dream is to be able to
return home to Australia,
but continue to consistently
work as an actor in both local
Australian film and television, as well as international
projects, he said.
No country in the world
has country like Australia...
My family live in Ballan, and
thats where I rush to as fast
as I can.

State to implement
complaint changes

A report into complaint
handling procedures by
councils is in.
The Victorian Ombudsman
nominated three changes
in her report, tabled in parliament last week, with the
state government promising
to adopt all three.
The definition of a complaint within the Local
Government Act will be
established, councils will
be required to have complaint handling policy and
procedures in place, and
Local Government Victoria
will develop fact sheets and
advice to councils on issues
bound by legislation.
Minister for Local Government Natalie Hutchins welcomed the report.
The Andrews Labor Government will implement the
recommended changes and
play our part, so residents

can be sure their concerns


are being taken seriously,
she said.

The year the dam of


denial breaks
As the bill for the clean-up
in Queensland grows by
the day I am reminded of
the comment made in last
weeks piece when outlining what a 4 degree warmer
world would look like. According to what most in
the know say, in a 4 degree
warmer world, there is
nowhere else for us to go.
Queenslanders could go for
a break somewhere where
the weather is not haywire,
until they can return home.
What if there was no such
refuge? The thought is too
scary so this week I would
like to quote from Paul Gilding who has a much more
positive view of what is going to happen. You might
remember I have used Pauls
words before from The
Great Disruption How the
Climate Crisis Will Trans-

form the Global Economy,


(Bloomsbury, Great Britain,
2011). The following is from
Pauls The Year the Dam of
Denial Breaks Ready for
the Flood?
Paul believes that 2015 will
be the year the dam of denial will break and the momentum for climate action
will become an unstoppable flood. He states, It will
be messy, confusing and
endlessly debated but with
historical hindsight, 2015
will be the year. The year
the world turned, primarily
because the market woke up
to the economic threat posed
by climate change and the
economic opportunity in the
inevitable decline of fossil
fuels.
Paul outlines six indicators as why he believes this.
Before I cover the six let me

assure you that Paul is a little concerned and is not denying that there is a crisis.
As he says, It is now so late
in the process that the implications of ending denial
are truly mind-boggling.
For a start to have even an
80% chance (clearly too
low) of limiting warming to
the agreed 2 degree target
(clearly too high) requires us
to eliminate fossil fuels one
of the worlds largest and
most powerful industries
and replace it in less than
a few decades. This scale of
change has enormous social
and economic implications
in any time scale but to do
so within decades is without
precedent outside war not
to mention terrifying for the
owners and managers of
such businesses (and so denial inducing)!

Paul also says that, the


science is now largely irrelevant in this process. If
the scientific evidence was
going to shift the system, it
would have done so by now
it is after all overwhelmingly clear on the urgency
and the risk. What we have
to look for instead is evidence of shifts in the human
response, not the ecological
one.
Here are the first three of
Pauls six key indicators.
1.The US China Climate deal
Paul writes, The historical
significance of the two most
powerful countries in the
world agreeing that climate
action is so important it is
worthy of such an agreement will be appreciated in
hindsight not least for its
likely multi trillion dollar
impact on markets.

2. Collapse in oil prices


Paul writes, The collapse
in oil prices, considered by
many to be bad news for
clean energy, is quite the
opposite. Its probably one
of the most powerful market influences for what I see
coming. But the most important one is the intriguing
idea of global energy price
deflation driven by renewables, especially solar, undermining investor confidence
in fossil fuels. The Economist recently concluded on
future investment in fossil
fuels that .the prospect of
much cheaper solar power
and storage capability may
put investors off.
3. Solar price falls set to continue Paul writes, The collapse of renewable energys
costs, especially solar, will be
seen historically as perhaps

the single biggest driver of


transformational change in
energy markets, particularly
when paired with the interconnected developments in
batteries, storage and electric vehicles. The Economist
referred to solar as a dagger
in the heart of the fossil fuel
industry, particularly when
combined with clever financing and business models by fast growing disruptive solar companies.
I will cover points 4, 5 and 6
next week before continuing
with the cheery tale of what
the world would be like if it
was 5 and 6 degrees warmer.

In response to Kate Taylors
article Turbine Armageddon angers Don (MN 3
March).
I wish to add my support
to the views of John McMahon. How can any politician,
regardless of which political
party he represents, possess
such a mindset that he is
blind to the fact that people
who have been forced to live
in close proximity to wind
turbines have got genuine
and very worrying issues?
Wind farm proponents are
ruthless bullies, whose companies are mostly overseas
based, who sell the idea to
the gullible public that these
developments in the form
of wind power are the answer to reducing our CO2
emissions.
Senior advisors to the
Planning Minister serving
successive governments of
either party have a blinkered approach to any voices
raised in protest about the
way in which wind farm
permits are granted. The
rural residents whose lives
have been impacted on,

those who can no longer live


in their own homes are being ignored, maligned, told
their health and noise issues
are psychosomatic. This is a
breach of the governments
duty of care to its citizens.
The Shire Council also has a
responsibility to care for its
ratepayers.
It is very easy for Mr Nardella to make the vacuous
statement it is illogical, irrational and full of rubbish.
He displays a complete lack
of empathy and also complete ignorance of the issues
involved. Far greater brains
than his have been involved
trying to help affected nonhost neighbours of turbines.
The permit for the 107 turbine Moorabool development, approved in November 2010, still uses 1998 New
Zealand Noise Standards 17
years out of date. Any other
industry, for example the car
industry, would be required
to update their technological
requirements regularly for
safety reasons.
It is very disappointing to
observe that the Australian
Labor Party is no longer the

for Melton, yet he has chosen
to use insulting language to
twist my comments to suit
the position of his party.
For the record, I said in my
press release that Wind
Industry Reform Victoria
shares the concern which
the general community has
with climate change and
is not against wind turbines as such. However, we
are strongly against having large turbines close to
homes.
Regarding the Cape Bridgewater report by Steven
Cooper, Mr Nardella has his
facts wrong and is misrepresenting the report. It would
appear the member for Melton has not read the report
and did not attend the public
meeting at Portland.
The Cooper Report has
been hailed by many of his
acoustician peers as groundbreaking. This study has
shown that the inaudible infrasound from turbines does

affect some people.


Mr Nardella ridiculed the
Cooper study asking why
there were occasions where
participants in the study
felt sensations when the turbines were off. If he had read
the report he would have
learned that wind gusts
were causing vibration and
infrasound pulses to be generated by the turbines. These
pulses have also been found
by other acousticians at other wind projects. It surprises
me that Mr Nardella feels his
opinion on infrasound and
acoustics is of more worth
than that of a highly qualified acoustician who spent
seven months measuring,
analysing and writing this
report.
The Cooper study was
funded by Pacific Hydro,
the wind company, who
therefore had full say in the
nature of the study. There
was a limited budget. In the
end, Mr Cooper and his colleagues worked hundreds
of hours without re-imbursement. I wish the world
was full of people like Mr

Cooper.
The key thing which the
member for Melton fails
to comprehend is that the
game has changed and is
set to change even more
dramatically. Wind turbines
are becoming larger and
larger. Hundreds of turbines
are under consideration for
Moorabool Shire and elsewhere in Victoria which
would approach 200m in
height.
Combining turbines of such
size with a reduced setback
distance of 1km from homes
would be a recipe for disaster in so many ways. Reducing turbine setbacks would
be a further deregulatory
step very much in the wrong
direction.
With a little more thought,
turbines and people could
co-exist without great harm.
There have to be better
checks and balances, so that
collateral damage to rural
people is minimised.

2015-16 Seasonal Watering Proposal for the Moorabool
River downstream of Lal Lal Reservoir.
The Corangamite CMA would like the communitys view on

The boys put in their best effort in the field getting the six wickets required in just over
ten overs. All bowlers bowled well with the wickets being shared. Ballan continued batting
having already won the game, which enabled the boys to have good batting practise. Jack
Crowe made his first 50 retiring at 51, Ben Rivett made his highest score at 14 not out. This
was the teams last match for the season with them unfortunately missing out on the finals.

After four days of racing at the Australian Junior Track National Championships, Graeme
Frislie has broken and set a new National record in the flying 200 in sprint qualifying in
11.735 seconds, won all five National Championships on offer, and was crowned Champion

was crowned champion of champions after
winning all five events at the Australian
Junior Track Championships last week.
The 14-year-old broke the national record
in the flying 200 metre sprint with a time of
11.735 seconds and also won the 500m time
trial, the points race, the 2000m pursuit and
the scratch race.
I knew I had a good chance but I didnt
think I would do that well, the teenager
said.
His clean sweep at the nationals followed
his earlier clean sweep in six cycling events,
including the keirin, at the Victorian Junior
Mens Track Championships in February.
The Ballarat Grammar Year 8 student said
he took up racing four years ago, although
his family had always been keen cyclists. I

liked it when I started and liked everything


about it.
He trains three to four times a week at the
Darebin International Sports Centre and
belongs to the Brunswick Cycling Club, but
he doesnt have a coach.
He said it took commitment and dedication
to training to become a good cyclist and his
parents, Mike and Shelley, had been very
supportive driving him everywhere.
Mike Frislie said it was a remarkable week
and we are very proud of Graeme, most
importantly the way he carries himself. Hes
a mature and humble young man.
The young champion cyclist will now turn
his attention to the road racing season,
which starts this weekend. He said his long
term goal was to one day compete, and win,
at the Olympic Games.

Final
Avenue Bowling Clubs Division 5 travelled to Midlands Golf to play Webbcona, keen to atone for a loss
against their opposition two
weeks ago in the preliminary
final of the BDBD Weekend
Pennant competition.
Avenue fresh from a win
over Linton last week went
into battle against Webbcona, who were unsuccessful last week against ladder
leaders Invermay, but survived per medium of the
double chance it received for
finishing second after the
completion of the home and
away rounds.
Being a preliminary final,
both teams were most aware
that the winner goes on
to meet Invermay in next
weeks Grand Final, whilst
it would be mothballs for the
loser for the season.
For Avenue, Bob Delaneys
rink started strongly leading
16-5 after 9 ends, however
the other 3 rinks took their
time to find their form. After
9 ends, Avenue was 6 shots
down overall and had to
keep working hard to stay in
the game.

Peter Glass rink were holding 4 shots on the first end


and 3 shots on the second
end and a magical 8 shots on
the 11th end, only to see the
opposition skip frustratingly
draw the shot on each occasion with his last bowl.
Avenue hung in all-day and
trailed by 8 shots with 4 ends
to play. Strong finishes by
Alan Thistlethwaites rink
who scored 4 shots on the
last end, Dave McKendricks
ring which scored 6 shots on
the last 3 ends (after trailing
9-32 after 22 ends) and Bob
Delaneys rink which scored
3 shots on the last 2 ends, enabled Avenue to get over the
line by 1 shot in a thriller.
Bob Delaneys rink led
all day to win by 14 shots,
whilst Alan Thistlethwaites
rink, won by 6 shots and Peter Glass rink went down by
2 shots. Dave McKendricks
rink found the going tough,
but as stated stormed home
and help Avenue get over
the line.
The win advances Division
5 into next weeks Grand Final and will join the Clubs
Divisions 3 and 8 in their respective Grand Finals. Longstanding members of the
Club believe that this is the
first time that the Club has
had 3 sides in Grand Finals
in the one year.
