Issue 03 (2009-07-20)

3 BSS Daily Maintenance Guide

Possible Cause

Solution

The TSC and the BCC of

a frequency hopping cell
are inconsistent.

Modify data configurations.

The TCH assignment

fails because of the same
frequency and BSIC.

Modify data configurations.

Board fault or unreliable

board performance
leads to a high
congestion rate.

Find the faulty board and replace it.

BTS hardware (antenna

and feeder) is
improperly installed.
This leads to unbalance
between the uplink level
and the downlink level
and TCH congestion
occurs.

Correctly install BTS hardware.

The cell is installed with

a repeater. The cell
capacity is expanded but
the repeater capacity is
not.

Expand the capacity of the repeater.

In the same cell, the

transmit power of the
TRX carrying the
BCCH is greater than
that of the TRX carrying
the TCH.

Modify antenna attributes or network parameters

to optimize the coverage of the BCCH and the
TCH.

Interference

Analyze the results of performance measurement

and eliminate interference.

TCH assignment fails

because of the isolated
site or complex terrain.
Therefore, the
congestion rate rises.

Optimize the network based on the coverage

problems.

Excessive subscribers

Expand the system capacity by adding TRXs or

by other methods.

SDCCH location
updating occurs
frequently because the
cell is on the edge of the
location area.

Modify the settings of location area selection, Cell

Reselection Hysteresis (CRH), and periodic
location updating, as well as modify the dual-band
network planning to prevent frequent handovers.

Cell
Availability

Cause

Troubleshooting

Internal fault

The data of the cell is

configured on the PCU, but
it is not configured on the
BSC. The BSC sends the
cell blocked message to the
PCU. The cause value is
that the cell does not exist.
The PCU sets the status to
the internal fault. After the
cell is initialized, the BSC
performs dynamic data
configuration. This fault
occurs when the cell is
deleted.

Check the BSC data configurations (BSC

Cell Table), including the data
configurations on the BSC OMC and on the
host. Check whether the corresponding cell
exists. If no corresponding cell exists, add a
cell.

Dependency

All the LAPDs connected to

the BSC where the faulty
cell is located are
unavailable. When the cell
has no available PBCCHs,
the cell is in the dependency
state.

Troubleshooting LAPD Link Faults

(External PCU).

Device has not

been initialized

The initialization of the cell

is not performed or
completed. When the PCU
cannot obtain the cell
configuration from the
BSC, the PCU repeatedly
performs initialization of
the cell.

Check the status of the BSC and the BTS. If

they are faulty, initialize cells. Check
whether the line connection on the Pb
interface is correct, whether the BSC data
and the PCU data are correct, and whether
the PCICs are sufficient.

The cell does

not support
GPRS.

The cell is not configured

with the GPRS function.

Check the data configurations (BSC Cell

Table) of the BSC. Set the cell to support
GPRS.

The cell does not exist in the

BSC configuration data.

Compare the data configurations in the

ATTR table of the PCU and in the cell table
of the BSC. Check whether the CGIs of the
cell are consistent. If they are inconsistent,
modify the CGI.

The cell does

not exist.

(2) Check the configuration data (Cell

Channel Description Table) of the BSC.
Check whether the corresponding cells are
configured with the PBCCH but the PCU
license does not permit this function.
Purchase the license permitting the PBCCH
function from Huawei or delete the PBCCH
configuration from the BSC according to
your requirement.
(3) Check whether the cell is configured with
the PDCH in the BSC data configuration. If
no PDCH is configured, configure it.
(4) Check whether the cell is configured with
multiple PBCCHs in the BSC data
configuration. If you have purchased the
corresponding license, you can configure the
PBCCHs. Each cell can be configured with
only one PBCCH. Delete the redundant
PBCCHs.

Cell is deactive

The cell does not exist in the

BSC configuration data.

Compare the configuration data in the ATTR

table of the PCU with that in the cell table of
the BSC. Check whether the cell is activated.

Checking the BSC Management Status of Cells

If the BSC management status is Blocked, the cells under the BSC are faulty. You have to handle
them.
1.

On the LMT, check the status of BTSs and cells and ensure that all the cells are normal. If
some cells are faulty, contact Huawei for technical support.

2.

Unblock cells on the LMT.

3.

On the PCU Command Terminal (or LMT), open the PB interface information trace
window and trace the Pb interface information of the faulty cell. On the PCU command
terminal, run the command mt gcell reset to reset the cell. Save the interface information
and contact Huawei for technical support.

Checking the Gb Interface Management Status of Cells

If the Gb interface management status of cells is Blocked, do as follows:
1.

3-28

Run the command mt fr bc show statinfo. If the bc state is Q933 invalid, run the command
mt nsvc show state. If the NS-VC state is Dead-blocked, you can infer that the FR data
on the PCU is inconsistent with that on the SGSN or the physical line between the PCU

and the SGSN is abnormal. You have to confirm that the FR data on the PCU and that on
the SGSN are correct and consistent. Then configure a test BC in DCE mode on an idle
port on the PCU and use an E1 to connect the service port and the test port to perform the
loopback test. If a fault occurs, contact maintenance engineers to handle it.
2.

Run the command mt fr bc show statinfo. If the FR BC state is normal, run the command
mt nsvc show state. If the NS-VC state is Alive-blocked, you can infer that the NSVC is
blocked manually on the PCU or on the SGSN. You have to unblock the NSVC.

3.

Run the command mt nsvc show state. If the NS-VC state is normal, run the command
mt bvc signal show state. If the SIG BVC state is abnormal, you can infer that the NSE
data on the PCU is inconsistent with that on the SGSN. You have to modify the NSE data
on the PCU or on the SGSN to ensure that they are consistent. Then run the command mt
bvc signal reset on the PCU command terminal to reset the NSE.

4.

Run the command mt bvc signal show state, if the SIG BVC state is normal, run the
command mt bvc ptp show state. If the PTP BVC state is BLOCKED, you can infer that
the PTP BVC data on the PCU is inconsistent with that on the SGSN. You have to modify
the PTP BVC data on the PCU or on the SGSN to ensure that they are consistent. Then run
the command mt bvc ptp reset on the PCU command terminal to reset the PTP BVC.

Checking the Data Configurations of PCU Cells

Run the command mt bvc signal show state. If the SIG BVC state is normal, run the command
mt bvc ptp show state. If the PTP BVC state is normal, you can infer that the data configurations
of cells in the PCU are incorrect. Run the command pcu show attr and cell show to check and
modify the data configurations of cells.
If the fault persists, contact Huawei Customer Service Center.

T3103 timeout

Rectify the faults based on the causes.

If the timing length of T3103 is too short, the

number of call drops may increase. The handover
failure and call re-establishment failure lead to call
drops, If the timing length of T3103 is too short,
the channel retaining time is too short for the
channel in the source cell to reconnect the MS after
a handover failed. Therefore, the call drop rate
rises. You need to set the timing length of T3103
to a proper value.

Interference: Perform drive tests to check

equipment. Check the area where interference
occurs and find the interference frequencies.
Use a spectrum analyzer to further locate the
interference source. If functions such as
frequency hopping, DTX, and power control
are enabled, the internal interference will be
greatly reduced.

Coverage: Regulate network parameters. Add

more BTSs.

Improper parameter settings: Regulate

parameters to proper values.

Equipment problems: Rectify equipment

problems.

The configurations of
trunk circuits on the A
interface are incorrect.

Modify data configurations.

The TSC and the BCC of

a frequency hopping cell
are inconsistent.

Modify data configurations.

The TCH assignment

fails because of the same
frequency and BSIC.

Modify data configurations.

Board fault or unreliable

board performance
leads to a high
congestion rate.

Find the faulty board and replace it.

BTS hardware (antenna

and feeder) is
improperly installed.
This leads to unbalance
between the uplink level

4.9.1 Basic Knowledge of BSS Data Backup

This describes the basic knowledge of data management that you must know before performing
data management operations.

NE Data Backup on the M2000

The M2000 provides the function of backing up the NE data. Through this function, all NE
configuration files and the dynamic data that changes when NE is running can be backed up.
The NE data can be backed up either periodically or manually. A backup file, however, is
generated on the M2000 server every time a backup task is performed regardless of the backup
mode.
The M2000 supports a maximum of 50 NE backup tasks.
The number of backup files that can be saved on the M2000 server is determined by the M2000
configuration file. Currently, the M2000 supports a maximum of seven backup files of an NE.
When the number of backup files of an NE is greater than seven, the file backed up at the earliest
time is automatically deleted and the NE backup list is updated.
The backup file is saved to the M2000 server/export/home/sysm/ftproot/NE type/data type/
NE FDN directory.
l

The naming convention for the manually backed up file is BAKDATA+current time.

The units of Period can be set to days, weeks, and months.

Periodic backup can be classified into full backup and incremental backup.

Every time a full backup task is performed, the system deletes the earlier full backup
files and incremental backup files on the server. Only the latest full backup compressed
file is stored. The full backup file must be named in the format of all-current time, for
example, all-20060106103055.tar.gz.

Every time an incremental backup task is performed, a new backup file is generated.
The incremental backup task is performed on the basis of the earlier backup. The earlier
backup can be a full backup or an incremental backup. The incremental backup file must
be named in the format of inc-current time.

BSS System Data Backup

The BSS system data backup consists of the configuration data backup and data backup before
major events.
l

Routine data backup

Routine data backup is performed to save the data that is generated during the daily
operation of the system. In the case of exceptions, you can use the backup data to restore
the data and to prevent huge loss.

4-30
