Short Description of Bills Used for Assembly Ratings (based on 20 Bills)

1. A.150-C: Budget Bill: This bill contains the Public Protection and General Government Budget - The Conservative Party opposed the excessive
spending in all budget bills.

2. A.151-A Budget Bill: This bill contains the Legislature and Judiciary Budget - The Conservative Party opposed the excessive spending in all budget
bills.

3. A.153 –C Budget Bill: This bill contains the Education, Labor and Family Assistance Budget - The Conservative Party opposed the excessive
spending in all budget bills.

4. A.154-C Budget Bill: This bill contains the Health and Mental Hygiene Budget - The Conservative Party opposed the excessive spending in all
budget bills.

5. A.155-C Budget Bill: This bill contains the Transportation, Economic Development and Environmental Conservation Budget - The Conservative
Party opposed the excessive spending in all budget bills.

6. A.1032-McEneny: This bill provides for financing and construction of facilities for the Albany Convention Center Authority – the Conservative
Party is opposed to the public financing of convention centers, sports stadiums, malls etc., which should be paid for by private industry.

7. A3426-Abbate: This bill extends Tier II provisions to all police and firefighters who join a public retirement system prior to July 1, 2011. While
we are most indebted to our police and firefighters for protecting New Yorkers, Tier II should be closed to new membership.

8. A.5643-Farrell: This bill raises the minimum salary of each of the county clerks of the counties within NYC to that of supreme court judges
instead of civil court judges. While the amount of adjust is not extreme, the current budget deficient calls for fiscal restraints.

9. A.6963-Zebrowski: This bill expands worker protections by expanding categories of conduct, extend liability for violations to LLC and
partnerships and increases the minimum civil penalty to $1000 (from $200) and the maximum penalty from $2,000 to $10,000 for retaliation.
The Conservative Party believes all workers should have reasonable protection from unscrupulous employers, but during a time when small
companies are struggling to stay in business, excessive fines could close besieged companies and put even more people out of work.

10. A.8180-Silver: This bill implements various supplemental fees and taxes for the metropolitan commuter transportation district. The
Conservative Party opposes any new sources of funding for any agencies that continue to mismanage its own finances and does not substantially
cut its own expenses.
11. A.8501-Silver: This bill allows citizens, local officials and counties to reorganize outdated and inefficient local government to allow for
consolidate or to dissolve such government. The Conservative Party supports the fact that citizens will be given an opportunity to save tax
dollars by eliminating inefficient and overlapping local government and governmental services.

12. A.8901-Silver: This bill establishes the Green Jobs-Green New York fund allocating $112 million of capital funding. The Conservative Party
believes that every citizen should protect our natural resources and as a way to save money should install energy efficient improvements.
During a severe budget deficit is, the state simply does not have the resources to pay for energy-efficient retrofits.

13. A.9038-Morelle: Provides for the extension of health insurance coverage to the unmarried child of an insured through the age of 29 years. The
Conservative Party believes this will only increase the cost of health care coverage, thereby making it more expensive for the average New
Yorker.

14. A.40003-Rules: This bill seeks to include members of the same sex in the definition of marriage. The Conservative Party strongly believes that
marriage is between one man and one woman as affirmed by the Court of Appeals.

15. A.66005-Valesky: This bill mandates that certain state sentences of imprisonment imposed on a person convicted of an A-1 felony shall run
consecutively to a previously imposed sentence. The Conservative Party supports this common sense legislation.

16. A.40022-Budget: This bill is known as the “Deficit Reduction Plan” . While the Conservative Party agrees that this bill does not do nearly enough
to cut the budget deficit, it was a first step to help reduce the deficit.

17. A.40026-Rules: This bill creates Tier V of the NYS pension system. While the new Tier V may help in the short term, pension reform is still
necessary to alleviate the burden on taxpayers.

18. A.7732-O’Donnell: This bill seeks to include members of the same sex in the definition of marriage. The Conservative Party strongly believes
that marriage is between one man and one woman as affirmed by the Court of Appeals. (This bill was voted on again in the Extraordinary
Session in December and is being rated for both votes.)

19. A.8902-Silver: This bill seeks to enact the “2010 Campaign Finance Act”. The Conservative Party is opposed to tax dollars being used for
campaigns and believes that full disclosure is the best way to keep the public informed.

20. A.2351-Lifton: This bill seeks to compensate employees of different sexes differently for work that is of comparable worth. The Conservative
Party believes the free market should determine wages.
