QUESTION OF: Reducing the effects of Epidemics in Africa

Fully aware that there are numerous diseases that are threatening the lives of many people in Africa,
Taking note of the measures taken by the Member States of the region, especially Liberia, Guinea and
Sierra Leone in response to the Ebola outbreak
Concerned with the death rate and child mortality rate in African countries,
Recognizing that Africa's lack of access to sufficient medical instruments and history with poverty
increase the rate of people being affected by the epidemics and hinders with being able to find cures and
treatments for patients that have been affected,
Welcoming continuous support of United Nations Aids (UNAIDS), United Nations World Health
Organization (WHO), United Nations Mission for Ebola Emergency Response (UNMEER),
Deeply concerned about the unprecedented extent of the Ebola outbreak in Africa constitutes a threat to
international peace and security,
Guided with other nations who are willing to contribute to help reduce the number of diseases in Africa,
Draws attention that Africa has very little humanitarian resources. Approximately 2.2 physicians per
10,000 citizens as compared to 33.2 physicians per 10,000 in Europe,

a.

1) Recommends establishing social and health services for the people funded by NGOs, such as,
but not limited to (ex. UNCIEF, Red Cross and Doctors without Borders) by means such as, but not
limited to:
Providing public examinations and treatments that can help reduce the effects of the epidemic by,
i) Conducting laboratory tests (especially PCR) of both the civilians in the areas of the outbreak
as well as workers in medical facilities once per month
ii) Establishing hospitals and other infrastructures that civilians have access to within a close
radius of 5 kilometers such as, but not limited to
iii) Donating bed nets across countries in Africa to help promote the use of bed nets in effort to
reduce the number of Malaria cases,
iv) Donating important protective health and medical equipment such as, but not limited to,
syringes, to countries in Africa,
2) Urges developed countries to help support Africa with it's epidemic outbreaks by,

a. Sending certified doctors, who know and have ways to treat the epidemics, to various countries in Africa
so that the widespread effects of epidemics can be reduced,
b. Sending workers who can contribute by helping manage with medical situations so that treatment methods
can be more organized and can get done more easily,
c. Help with spreading awareness of the issues and epidemics within Africa, by educating the people with
information about how the diseases are transmitted and spread, and how they can be prevented
i) By the use of mass media, such as, but not limited to TV, radio, newspaper etc.
3) Expresses concerns to all members that an established course of actions to be taken if the
epidemic is thought to have crossed borders, and if the outbreak if confirmed,
a. Noting that members should have a wide course of plans such as, but not limited to,
i) Establishing a committee in charge of a potential outbreak
ii) Strong collaboration with the media
b. Monitoring patient after outbreak has been confirmed
4) Suggests a response action called United National Mission for Epidemic Emergency Response
(UNMEER) and/or countries and organizations, NPOs, NGOs to take measures of the statistics and
specimens of the epidemic in order to prevent the occurrence of the outbreak by taking the following
means such as, but not limited to
a. Informing volunteers to systematically search for possible suspected sickness cases during
supervisory visits and reports,
b. Providing volunteers thorough training sections to ensure the staff and patient safety during the
routine,
c. Recognizing the fact that surveillance and national laboratories, which includes the government,
but not limited to, should examine the specimen carefully and meticulously,
5) Requests the creation of an annual conference called the International Epidemics in Africa
Prevention Conference (IEAPC) which works to join all nations, as well as committees and
organization which will work to combat epidemic outbreaks
a. Encourages countries with severe epidemic outbreaks to attend conferences,
i) This will allow member nations to help accumulate information around the world, thus,
closing on resolutions,
ii) For international cooperation between MEDCs and LEDCs to flourish,
b. By sending ambassadors from members states, and/or organizations so that real-time

6) Calls on member states, to lift general travel and border restrictions, imposed as a result of the
Ebola outbreak. Also calls on airlines and shipping companies to continue trade and business bond
with the affected countries. Further recommends international borders to be strengthened to help
quarantine and keep exposure to such epidemics to a low
But with greater care, and precautions, such as, but not limited to
Quarantine goods, by screening in international ports,
By screening passengers from highly-epidemic-hit countries,
Declaring symptoms at international ports,
Swift isolation of specimen if outbreak suspicion has risen

7) Requests UNMEER to have a thorough and transparent system to ensure that all members
contribute equally and without corruption, by methods such as but not limited to
a. Frequently monitoring, reporting and collecting data on the money donated for Health Care to the
Secretary-General
b. Providing information about the UN workers and the employees of the organization to the SecretaryGeneral monthly, with regular updates
c. Have UNMEER improve the working methods of the employees annually during the UN General
Assembly.
8) Recommends a stable political leadership in individual African countries which will build ways to
resolve the issue by means such as, but not limited to:
a. Urging African governments to use their financial supports on the needs of the people in order:
i)
Introduce an audit committee for projects that have members chosen by organization for
cooperation and development (OECD) or by the members of the UN,
ii) Support more with individual African humanitarian support rather than direct financial aid,
b. Developing a more engaged government that will help raise awareness of the people through
means such as
i)
Encouraging the Centers for Disease Control (CDC) to help raise awareness about the
disease,
ii) Establishing awareness signs within cities and landmarks indicating methods of disease
prevention,
9) Calls on member states, to facilitate the delivery of assistance which includes experts and
qualified trained personnel and supplies, in response to the Ebola outbreak to the affected countries
by
a. Providing emotional and psychological support as well as physical aid so that once the epidemic outbreak
has been contained, what remains in the affected countries is not a scarred population,
b.
Suggests that nations come together to help raise awareness of the different epidemics, which are
threatening the lives of African citizens through the help of advertisement by:

10) Creating public awareness and prevention campaigns to protect children from the different
epidemics by,
Using radio and different forms of media in order to help citizens educate themselves of the effects and
causes of the epidemics in Africa
Creating public events and free workshops to help the African citizens as well as the affected patients to
protect themselves and lessen their chance of getting the diseases
Educating children about the African epidemics in African and international schools/universities around
the world, which will help students be aware of the different epidemics,
11) Recommends African countries to support low-income families to improve financially and
physically, in order to lessen their chance of getting the diseases by,
Providing more job opportunities for males and females, which will help families to improve
economically,
Providing food medicine and health supplies to unprivileged families and citizens, to help ensure their
safety and protection against the epidemics,

c. Provide free education for children and adults who are not able to afford enough money for food (as well
as education), which will help them get education, in order to raise awareness and understand the causes
of the epidemic
