Provision of Security Services to UPOU Headquarters
In accordance with the General Appropriations Act of 2015 of the Government of the
Philippines (GOP), the UP Open University (UPOU) through the Bids and Awards Committee
(UPOU-BAC) intends to apply the sum of Two Million Eight Hundred Seventy Thousand
Pesos (PhP 2,870,000.00) only, this being the Approved Budget for the Contract (ABC), for
the project Provision of Security Services to UPOU Headquarters (Reference No. ITB No.
15-03-001). Bids received in excess of the ABC shall be automatically rejected at bid
opening.
The UPOU now invites bids for the project Provision of Security Services to UPOU
Headquarters. The contract period shall be for one year starting from the issuance of Notice
to Proceed. Bidders should have completed, within five years from the date of submission
and receipt of bids, a contract similar to the project and equivalent to fifty percent (50%) of
the approved budget for this contact. The description of an eligible bidder is contained in the
Bidding Documents, particularly in Section II. Instructions to Bidders.
Bidding will be conducted through an open competitive bidding procedure using a nondiscretionary pass/fail criterion as specified in the Implementing Rules and Regulations
(IRR) of Republic Act (RA) 9184, otherwise known as the Government Procurement
Reform Act. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or
organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to
citizens of the Philippines, and to citizens or organizations of a country the laws or regulations
of which grant similar rights or privileges to Filipino citizens pursuant to RA 5183 and subject
to Commonwealth Act 138.
A complete set of Bidding Documents may be purchased from the address below and upon
payment of a non-refundable fee for the Bidding Documents in the amount of Five Thousand
Pesos (P5,000.00) only. It may also be downloaded from the website of the Philippine
Government Electronic Procurement System (PhilGEPS) provided that Bidders shall pay the
non-refundable fee for the Bidding Documents not later than the submission of their bids.
The UPOU-BAC will hold a Pre-Bid Conference on 24 March 2015, 1:30 PM at the Audio
Visual Room, UPOU Headquarters, Los Baos, Laguna. Only those who have purchased the
Bidding Documents shall be allowed to attend and participate in the pre-bid conference.
Bids must be delivered to the address below. All Bids must be accompanied by a bid security
in the form and in the amount stated in ITB Clause 18.

Bid opening shall be on 7 April 2015, 1:30 PM at the UPOU Headquarters, Los Baos,
Laguna. Bids will be opened in the presence of the bidders representatives who choose to
attend at the address below. Late bids shall not be accepted.
UPOU reserves the right to accept or reject any bid, to annul the bidding process, and to
reject all bids at any time prior to contract award, without thereby incurring any liability to
the affected bidder or bidders.
Interested bidders may obtain further information from the BAC Secretariat, Supply and
Property Management Office (SPMO), UPOU Headquarters, Los Baos, Laguna and inspect
the bidding documents from 8:00 AM to 5:00 PM Monday to Friday.
