Greetings of peace!
I am pleased to present the 2012-2013 State of Barangay Report
which contains the performance of Barangay Magdalo along the
four (4) performance areas namely: Administration; Social Services;
Economic Development and Environmental Management.
This report shall serve as the basis in the formulation of programs,
projects and activities that are responsive to the needs of our
constituents. It will serve as reference in crafting the Barangay
Agenda as embodied in the Barangay Development Plan.

Barangay Chairman
In 1994, Barangay Magdalo held their first election by which Rudy Vasquez
was duly elected and officially the first Barangay Chairman of Barangay Magdalo.
The first batch of councilors is: Rolito Caberoy, Cita Abudancia, Delia Santos, Elbert
Marasigan, Orlando Marquilencia, Nila Egar and Romy Supilinas.
Once again, in 1997 another election held in this Barangay. The new leader for
this administration was Barangay Chairman Rolito Caberoy followed by his
councilors Romy Supilanas, Dean Sadsad, Orlando Marquilencia, Elbert Marasigan,
Nila Egar, Lorna Alquiros and Aries Concordia but Aries Concordia has to work
abroad so Mario Corpuz replaced his position for this term.
For the third time, Rolito Caberoy still wants to serve Barangay Magdalo and
so the people once again re-elected him as Chairman. The councilors for this term
are: Mario Corpuz, Lorna Alquiros, Orlando Marquilencia, Delia Santos, Elbert
Marasigan, Joselito Nato and Nila Egar.

The state of Barangay Governance Report shows that the Barangays overall
total average performance rating is 0.90. The area of Economic Development should
be the top priority for development considering that the total adjectival rating of the
top priorities is 33% to focus on the services areas of Entrepreneurship, Business
and Industry promotions.
In general, the level of effort which had brought about desirable performance
or condition in the areas of Governance and Environmental Management has to be
sustained.
Problematic areas have to be given full consideration. Otherwise, the pace of
development and change will be showed down by the problems. Starting on the
ensuing year, the following initiatives shall be pursued.

The Calendar Year 2013 Budget amounted to 4,868,782.24. The expenditure
program was distributed as follows.
The Developmental Budget had an allotment of 928,921.60. Among the
sectors, it received the biggest share of 20% of the total budget.
On the other hand, the total picture of the fund utilization shows that the
barangay incurred 88% expenses of its budget. Overall, it indicates a 12% savings.
Significantly, the barangay spent its financial resources hugely on
Development Projects or 20% of the total budget.

Also rated is how the Barangay faired in Environmental Management under the
Service Areas of Natural Resources Management and Waste Management and
Pollution Control where it garnered an average rating of 1.00. This is attributed to the
Organized Barangay Ecological Solid Waste Management Committee
(BESWMC, Improvement of Garbage Collection, Maintenance of Sewerage /
Drainage, Availability of Materials Recovery Fund of MRF, and Distributions of
Garbage Can).
With the full cooperation of all sectors concerened paved the way towards the
success of the year under review, CY 2012-2013.
Report Findings
I.
Administration
All local government units including the Barangay need to undergo selfassessment to measure their performance in terms of delivery of services. This
includes the Administrative System and Procedure the Sangguniang uses in running
the affairs of the Barangay. It contains indicators that measure the Barangays
performance which include the assessment on the functionality of Barangay
equipment or facilities. There are three (3) sub areas which include Local
Legislation, Transparency and Citizens Participation.
BARANGAY LEGISLATION
Legislation is the heart of governance. This is the foundation of effective
implementation of laws which leads to a better management and development of the
LGU.
One of the basic functions/roles of the Sangguniang Barangay is the
enactment of ordinances and adaptation of resolutions. This process is called
legislation. In order to formulate responsive ordinances/resolutions, there is a need to
have proper structure and process. A monitoring process is needed in order to check
the implementation of ordinances.

TRANSPARENCY
Public trust should always be given premium/importance by the Barangay
officials. It is necessary that their constituents are informed and made aware of the
operation of the Barangay affairs. We have established public help desk and
information services that enables access to public the information and awareness they
could acquire in terms of the plans, programs, ordinances, enactments and other
related services offered by the local administration.

Conclusion
As our Barangay Officials are doing their part to promote better
governance, we adopted a mechanism to keep track of the barangays productivity
and performance through the Barangay Governance Performance Management
System. It is a self assessment tool to measure the capabilities and limitations of the
barangay in the delivery of essential public service to the people. Result of this report
shall serve as the guiding reference in addressing peoples concern along the five (5)
Performance Areas: Governance, Administration, Social Services, Economic
Development and Environmental Management with the corresponding seventeen (17)
service areas.
We assure you that we have geared or plans, programs, and accomplishments
for the year that has passed on the way to the achievement of a more advantageous
state in the future, and that the community will keep on to get better, and that all
leaders shall become more devoted to public service true to their sworn duties and
responsibilities and attentive of what is favorable to the public.
Completely aware of that visualization, and in the perspective of our mission,
we committed our resources, financial or if not, to put together our ability, to improve
the deliverance of essential public services and to help improve on our obtaining
development situation.

At least five (5) but not more than seven (7) regular members of the
Sangguniang Barangay, except the Punong Barangay; and

The Punong Barangay, being the local chief executive, shall designate
thru an office order the members of the BAC and its Secretariat for one (1) year
term. The members shall elect among themselves who shall act as the Chairman and
Vice-Chairman.
SECTION 2. The committee created is charged with the task provided for in the IRR-A of
R.A. 9184;
SECTION 3. A majority of the BAC composition as designated shall constitute a quorum
for the transaction of business, provided that the presence of the Chairman or Vice Chairman shall
be required.

SECTION 4. The Chairman or in his absence, the Vice-Chairman, shall preside at all
meetings of the BAC. The decision of at least a majority of those present at a meeting at which
there is quorum shall be valid and binding as an act of the BAC.
SECTION 5. The Chairman or, in his absence, the vice-chairman, shall vote only in case of
a tie.
SECTION 6. This order shall take effect immediately.

SECTION 2. The Barangay Peace and Order Council shall
assume and perform the following function and responsibilities:
1. Monitor and coordinate the implementation of peace and order programs and projects.
2. Serve as an information-gathering mechanism.
3. Monitor and check the nefarious activities of criminal elements.
4. Identify barangay constituents with strong deviant behavior for referral to appropriate
authorities.
5. Maintain continuing dialogue, close coordination and rapport with the higher level peace
and order councils.
6. Formulate plans and recommend measures which will improve or enhance peace and order.
7. Monitor, coordinate and supervise the operation of all community base anti-crime
movements; and
8. Make periodic assessment of the prevailing peace and order in their respective areas and
submit a report with appropriate recommendations to the higher level POC.

SECTION 2. Functions. The Barangay Council for the Protection of Children shall have
the following functions;
a. Foster education of every child.
b. Take steps to prevent juvenile delinquency and assist parents of children with behavioral
problems so that they can get expert advice.
c. Adopt measure for the health of children.
d. Conduct capability building projects to increase knowledge and skills in handling childrens
problem
e. Encourage the proper performance of the duties and responsibilities of parents, and provide
learning opportunities on the adequate rearing of children and positive parent-child
relationship.
f. Promote wholesome entertainment in the community, especially in movie houses.

g. Prepare Annual Work and Financial Plan (AWFP) for children and recommend
appropriations to the Sanggunian.

h. Provide coordinated linkages with other agencies and institutions in the planning,
monitoring and evaluations of plans for children.
i. Establish and maintain data base on children in every barangay.
j. Advocate for the establishment and maintenance of playground, day care centers and other
facilities necessary for child and youth development.
k. Advocate for the passage of barangay resolution/ordinances responsive to child- related
issues and concerns and ensure the inclusion of children program in the executive agenda.
l. Protect and assist children in need of special protection (i.e. abandoned, maltreated and
dependents) and refer cases filed against child abusers to proper agencies/institutions.
m. Monitor situational reports on children and prepare quarterly updates including the
implementation on childrens program and make recommendations in the City CPC for
consideration and nationwide application; and
n. Perform such other functions and other child related laws especially in matters of child and
parent education, health, entertainment, etc.
SECTION 3. Secretariat. The Chairman of the Council shall designate the secretariat from any
of the LGU operating units, which shall provide administrative and technical support services to

disasters of our times:

SECTION 2. Functions. The GAD Focal Point System shall ensure and sustain the
Barangays critical consciousness in supporting gender and development, womens empowerment
and responding to gender issues. The GFPS shall take the lead role in direction setting, advocacy,
planning, monitoring and evaluation, and technical advisory in mainstreaming GAD perspective in
LGU programs, projects, activities and processes.
Specifically, the GFPS shall perform the following functions:
1. Lead in mainstreaming GAD perspectives in LGU policies, plans and programs.
Assessment of gender responsiveness of systems, structures and priority needs and
concerns of constituencies and employees and the formulation of recommendations
including their implementation;
2. Assist in the formulation of GAD Code;
3. Lead in setting up appropriate systems and mechanism to ensure the generation,
processing, review and updating of sex-disaggregated data or GAD database to serve
as basis in performance-based and gender-responsive planning and budgeting;
4. Coordinate efforts of different division/office/units of the LGU and advocate for the
integration og GAD perspective in all their systems and process;
5. Spearhead the preparation of Annual and performance based Barangay GAD their
locality and in the context of the LGU mandate and consolidate the same following
the form and procedures prescribed in the Joint Memorandum Circular;
6. Lead the monitoring of the effective implementation of the Annual GPB, GAD Code
and other related policies and plans;

7. Strengthen linkages with other barangays and the LGU, concerned agencies and
organizations working on womens rights and gender development to harmonize,
synchronize GAD efforts at various level of governance;
8. Promote and actively pursue the participation of women and gender advocates, other
civil society groups and private organizations in various stages of development
planning cycle, giving attention to marginalized sector;
9. Ensure that all personnel of the barangay including the planning and finance officers
(BDC, SBM Chairman of Appropriations Committee. Barangay Treasurer) are
capacitated with GAD.
SECTION 3. Establishment and Maintenance of Database. The Barangay shall
spearhead the setting up or maintenance of GAD database to serve as basis for gender responsive
planning, programming and policy formulation.
1. The Barangay Secretary shall maintain a GAD database both manually operated and
shall form part of the Management Information System (MIS) or Barangay Database.
2. Sex-disaggregated reports from local agencies or offices such as; the Department of
Agriculture (DA), Department of Labor and Employment (DOLE), and Department of
Trade and Industry (DTI). The sex-disaggregated data and results for the Community
Based Monitoring System (CBMS), the National Governance Performance Management
System (LGPMS) may form part of the GAD database.
3. The Barangay GFPS shall gather and process sex-disaggregated data and GAD related
information for submission to city.
SECTION 4. Gender and Development (GAD) Planning and Budgeting
1. A Gender and Development Plan of Barangay Magdalo City of Imus, Cavite shall be
formulated annually within the context of barangay governance and ensure gender
mainstreaming in the policies, programs and projects. it shall be integrated in Barangay
Development Plan, the cost of implementation of which shall be at least (5%) of
Barangay Budget Amounting to 5,000.00
2. Priority GAD PPAs shall be considered addressing the emerging issues and concerns
on:
a. Provision on basic services and facilities to protect and fulfill womens right,
including their right to protection from all forms of violence;

KAUTUSAN (EXPANDED BARANGAY PEACE AND ORDER COMMITTEE) AT
PINALAWAK NA KONSEHO NG BARANGAY SA PAG-UNLAD (EXPANDED
BARANGAY DEVELOPMENT COUNCIL)
SAPAGKAT, bilang pangunahing yunit pulitikal, ang barangay ay magsisilbing
nangungunang yunit ng pamahalaan na nagpaplano at nagpapatupad ng mga patakaran, plano,
programa, proyekto at mga Gawain sa pamayanan, at bilang isang porum kung saan ang samasamang mga pananaw ng mga tao ay maaaring ipahayag, linawin at isaalang-alang, at kung saan
ang mga hidwaan ay maaaring mapayapang lutasin;
SAPAGKAT, ang Kagawaran ng Interyor at local na Pamahalaan rehiyon 4A
(CALABARZON) ay nagpalabas ng Pang-rehiyong Memorandum Sirkular bilang 2006-03 noong
15 Pebrero 2006 na kung saan ang mga dumaraming bilang ng mga institusyon na nakabase sa
barangay na nagkakasanib-sanib sa bawat isa sa kanilang mga proyekto at programa ay binigyang
diin;
SAPAGKAT, ang lahat ng barangay ay pinagtagubilinan na pagtibayin ang Pinalawak na
Lupon ng Barangay sa Kapayapaan at Kaayusan (Expanded BPOC) at pinalawak ng Konseho ng
Barangay sa Pag-unlad (Expanded BDC) upang mapadali ang pag-iisa ng mga ibat ibang
institusyong nakabase sa barangay upang pagaanin at patatagin ang balangkas at kaparanan para sa
mas lalong epektibo at mahusay na pagsisikap para sa kapayapaan at pag-unlad;
SAPAGKAT, ang pagkakabuo ng mga pangkat ay halos magkakapareho, bunga nito ang
pagdudulot ng pagsasanib ng tungkulin, di tamang pagkagamit ng tao, material at pananalaping
pinagkukunan, pagkalito, ganon din ang di-tama at sobrang paghihirap ng mga miyembro, lalung
lalo na ang Punong Barangay na kailangan niyang mamuno sa napakaraming pagpupulong at
kaugnay na Gawain na nakakaubos ng maraming oras;
SAPAGKAT, ang pagkakalikha ng napakaraming pangkapayapaan at pangkakayusan at
pangn-ugnayang pangkat sa barangay ay naghahasik ng kalituhaan at kawalang sistema na
magdudulot ng walang kabuluhan sa pagsasakatuparan;
NGAYON DAHIL DITO, Ako, Orlando C. Marquilencia, Punong Barangay ng
MAGDALO, Lungsod ng Imus, Lalawigan ng Kabite, sa pamamagitan ng kapangyarihang
ipinagkaloob sa akin ng Kodigo ng Lokal na Pamahalaan ng 1991, at iba pang umiiral na batas, sa
pamamagitan nito ay ipinag-uutos ang muling pagbubuo ng Pinalawak ng lupon ng Barangay sa
Kapayapaan at Kaayusan at Pinalawak na Konseho ng Barangay sa Pag-unlad, bilang patotoo:
SEKSIYON 1. PAGBUBUO NG EXPANDED BPOC AT BDC. Sa pamamagitan nito ay
itinatakda ang muling pagbubuo ng Pinalawak na Lupon ng barangay sa Kapayapaan at Kaayusan
at Pinalawak ng Konseho ng Barangay sa pag-unlad, kaalinsabay nito ang paghirang sa mga
sumusunod:

SEKSIYON 3. SEKRETARYAT. Ang bawat sub-komite ay maghahalal o pipili ng
kalihim mula sa kanilang miyembro.
Ang sekretaryat ng Lupon ng Barangay sa Kapayapaan at kaayusan (BPOC) ay
bubuuin ng mga sumusunod na mga miyembro; 1. Kalihim ng barangay, 2. Ingat-Yaman ng
barangay, at 3. Kinatawan ng Non-Governmental Organization (NGO).
Ang sekretaryat ng Konseho ng Barangay sa Pag-unlad (BDC) ay bubuuin ng mga
sumusunod na mga miyembro: 1. Kalihim ng barangay, 2. Ingat-Yaman ng barangay, 3.
Kinatawan ng Non-Governmental Organization (NGO).
SEKSIYON 4. PAGDARAOS NG PAGPUPULONG. Ang nahirang na opisyal ng
Barangay ay mamumuno sa pagpupulong sa sub-komite upang pag-usapang mabuti ang
kani-kanilang pananagutan at mga proyekto, programa, at aktibidad upang iharap sa Lupon
Tagapangasiwa.
Ang dalawang (2) lupon ng Tagapangasiwa ay magkakaroon ng buwanang
pagpupulong upang tayahin/pag-aralan ang estado /kalagayan ng pagpapatupad, mga
suliranin at mga pananagutan ng ibat ibang programa, mga proyekto at mga gawain ng subkomite upang iharap sa Lupon ng Barangay sa Kapayapaan at kaayusan at sa Konseho ng
Barangay sa pag-unlad.
Ang Pinalawak na Lupon ng Barangay sa Kapayapaan at Kaayusan (Expanded
BPOC) at Pinalawak na Konseho ng Barangay sa Pag-Unlad (Expanded BDC) ay
magkakaroon ng pagpupulong tuwing ikatlong buwan. Ang mga sub-komite ng Expanded
BPOC ay magtitipun-tipon upang alaminang estado/kalagayan ng pagpapatupad ng kanilang
ibat ibang mga programa, proyekto at mga gawain, at makikipag-ugnayan sa BDC upang
tiyakin na ang mga PPAs ng BPOC ay isasama sa Plano ng Barangay sa Pag-unlad para sa
alokasyon ng pondo at badyet. Ang mga sub-komite naman ng Expanded BDC at
magtitipun-tipon at ang Lupong Tagapangasiwa ng BPOC upang alamin ang
estado/kalagayan ng pagpapatupad ng kanilang ibat ibang programa, mga proyekto at mga
gawain.
SEKSIYON 5. PAG-UULAT. Ang bawat sub-komite ay magsusumite ng ulat sa mga
Lupong Tagapangasiwa (BPOC at BDC) ukol sa mga usapin ng nakapaloob sa mga naganap
na pagpupulong.
Gayundin, sa palagiang pagpupulong (regular session) ng konseho ng Barangay ay
pamumunuan ng sub-komite ang pag-uulat sa konseho tungkol sa mga suliranin at mga
pananagutan para sa impormasyon/kabatiran at kaukulang aksyon.

Ang Lupon ng Barangay sa Kapayapaan at Kaayusan (BPOC) at ang Konseho ng
Barangay sa Pag-unlad (BDC) ay magsusumite ng Tuwing-Ikatlong Buwang ulat sa Punong
bayan sa pamamagitan ng Sekretaryat at Pambayang konseho sa Pag-unlad at Pambayang
Lupon sa kapayapaan at kaayusan at magkakaroon ng kaukulang paksa: Mga nagawa, mga
suliranin, at mga pananagutan na may angkop na mungkahi para sa kaalaman/kabatiran at
kaukulang aksyon.
SEKSIYON 6. PAGKAKABISA. Ang Kautusang Tagapagpatupad na ito ay
dagliang magkakabisa.
