51Manager Dr. Vic Casimero presented the JICA-TCP5 for ARMM (3 years). After the
52presentation, Sec Mending requested Manager Casimero for a copy of the result of
53the evaluation of the program in the previous TCPs. Manager Casimero approved
54the request of Sec Mending.

59Engr. Nestor V. Espinilla of NIA-XII (Maguindanao) presented the approved 2014 and
602015 proposed budget of the NIA. After the presentation, Dir Musali asked Engr.
61Espinilla regarding the climate change intervention of NIA-XII (Maguindanao).Engr.
62Espinilla said that the irrigation projects will be in lined with the climate change.

99Administrator Abdulrashid D. Ladayo, Jr presented the budget of CDA ARMM for
1002014 & 2015 Chief Paguital remind everyone to reserve their questions the open

104F. National Food Authority (NFA)

106Dir. Pangalian Busran presented the NIA XII ( Maguindanao) approved budget
107and2015 proposed budget for Maguindanao. After the presentation, he was asked
108for the accreditation of the NIA association of farmers. According to Dir. Busran, the
109association must be registered to the SEC. Further, he will communicate to the
110officer. PAO of Tawi-Tawi also asked Dir. Busran why the NFA rice has a bad taste,
111specifically in Tawi-Tawi. According to Director Busran, long time storage make the
112rice less palatable. PAO of Tawi-Tawi also asked Dir. Busran why NFA rice is being
113incorporated in the local market (retailers) mixed with commercial rice by
114unscrupulous rice retailers in the local market.

116According to PAO of Sulu masarap ang NFA rice ng sulu. Further, we have to report
117the bad practices specifically on the issue of mixing NFA rice high quality with
118commercial rice. Dir. Busran replied you can directly report to NFA-ARMM. if proven
119guilty (retailer), NFA officers will confiscate the said rice

123BFAR 2014 approved budget and proposed 2015 Budget was presented by OIC Dir.
124Janice D. Musali. After the presentation, PAO Panalunsong, corrected that the
125municipalities of Rajah Buayan and Mamasapano are within Ligawasan marsh and
126should be the sites for fish landing projects and not Sharif Aguak, since Sharif
127Aguak is not included in the area of Ligawasan marsh.

131After presentation, Chief Paguital asked for questions on the presentations

PAO Adjid of Sulu requested Dr. Casimero for another site for JICA-TCP5

projects. Dr. Casimero answered the budget for year 3 has already been

finalized, we are hoping that next year (2015) Sulu will be included

Dr. Casimero requested the ARMMIARC to draft a proposal for the water
138
system in ARMMIARC. Sec Mending will inform ARMMIARC regarding the

matter.

Edna Bajao also asked the status of upland rice in ARMM. Dr. Casimero replied

there will be a review on June 2014 for finalization of upland rice

development program in Lanao Del Sur.

Sec Mending also asked Dr. Casimero who are the partners of PhilRice in

ARMM? Dr. Casimero replied Our partners are DAF-ARMMIARC (Dir Lagasi)

and Chief Mangacop (DAF-ARMM).

PAO Panalunsong of Maguindanao requested mobilization fund for the

municipal focal persons for FFS (palayamanan); the service vehicle requested

must be appropriate for the area. Dr. Casimero replied we are not given

additional vehicle but lets hope that JICA will give additional vehicles;

Mobilization fund is a counterpart, only cell cards and incentives are given by
154
PhilRice-JICA Program.

After the presentation, Sec Mending asked Maam Manager Marina Wahab

regarding the coverage and data on area planted for ARMM. Manager Wahab

answered yes, 2012 data, this includes data on the cut coconut. The

collection of data is in partnership with BAS, but it was suspended 2 years

ago. For now PCA is gathering the data. For planting and re-planting, PCA has
164
an allocation and those interested must see the office and make a request.

For every seedling alive, PCA give 22 per seedling as incentive. The budget
166
for PCA is not yet approved but almost approved by DBM. Sec. Mending

added that PCA has no mandate and not devolved with the DAF-ARMM. Maam

Marina also added that dwarf coconut varieties are available in San Ramon,
169
Zamboanga City. There is allocation for Sulu but provincial allocation is not
170
included in the presentation.

ARMM, wherein the original budget is P200 million plus. According to Dir.

an answered for 2015, he will be the one who will propose for Maguindanao

After the presentation, Sec Mending mentioned that ATI has trained LFTs in
Lanao without informing the office. He is hoping that the selection must be
jointly done by DAF-ARMM and ATI for Lanao del Sur and BASULTA. He also
added that he will be going to talk to the Dir. of ATI-IX.
Sec. Mending recommended the change of crop from sweet potato to chilli
pepper. He also recommended the ATI to directly coordinate with PAO
Balindong of Lanao del Sur for the training intended for Lanao del Sur.

Tong Abas asked the issue about the LFTs who did not undergo FFS. Sec

Mending urged Edna Bajao to check those LFTs who are trained for FFS and

do something on how to address the problem. According to Edna Bajao,

almost half of the LFTs in the entire region were not trained in FFS

Manager Catulong, by all means we can enter DA projects as long as the area

is accessible. We were given budget by the DENR worth P 1 billion, and I dont

know why Maguindanao was not included; DBM give the list of beneficiaries

without the data of ARMM.

According to Sec Mending, the list for ARMM was not included, the list for

ARMM is separate, that is the reason why Maguindanao and Lanao del Sur

(poorest of the poor) were not included in the list submitted by DBM to PCIC.

Sec mending asked if PCIC has personnel in Lanao del sur. Manager Catulong

answered Lanao del Sur can invite us so that they can avail of the

Manny of BFAR-ARMM asked what are the crops legible for insurance? PCIC

Manager said seaweeds, fishing gears, boats, fisherfolk (for BFAR). We have

existing fish ponds in Ilo-Ilo. If you have request, I will elevate the proposal to

Edna Bajao clarified to the Manager, how true that cooperatives must register

to NIA for the Sikat Saka for loan in the land bank. Manager reiterated that it

is based on policy, only new farmers, NIA should certify the member of the

irrigators association not the association itself (for sikat saka). One of the

engineer from Kabulnan areas reacted that only good farmer will be given

certification (NIA).

Edna Bajao added that there will be a meeting for the second batch of the

sikat saka applicants. We will submit proposal for the approval of the sec. We

will inform you (engr. Kabulnan). Hans asked for cooperation and
