: FOREIGN STORAGE CHARGES AT THE CEBU INTERNATIONAL PORT

Pursuant to the pertinent provisions of R.A. 7621 (Charter of the Cebu port
Authority) and CPA Board Resolution 330-2015, adopted during the 74th
Regular Board Meeting of the 6th Cebu Port Commission on 22 January 2015 in
the interest of ensuring efficient movement of cargoes in the Cebu
International Port, Cebu City, the following storage charges and guidelines
are hereby prescribed:
ARTICLE I
GENERAL POLICY AND SCOPE

Section 1. Policy. It shall be the declared policy of the Authority to strictly


regulate foreign storage charges to avoid over-staying of cargoes inside the
port premises.
Section 2. Scope. Thispolicy shall cover updated storage charges at the Cebu
International Port, Cebu City, Cebu. The charges shall apply to foreign
cargoes, containerized (both loaded and empty) and non-containerized
cargoes, inbound or outbound.

STORAGE FOR FOREIGN CARGOES

Section 1. Reduction of Free Storage Period (FSP) for Foreign Containerized


Cargoes - The Free Storage Period (FSP)for foreign containerized and noncontainerized cargoes shall be reduced by one (1) day, both for import and
export, illustrated as follows:

Section 3. Storage Charges for Empty Foreign Containerized Cargoes - The


charges for empty foreign containers, shall be 125%of the charges for loaded
containers stated in Section 2 above
Section 4. Storage Charges for Foreign Non-Containerized Cargoes - The
following shall be the prescribed rates of the storage Charges for Foreign NonContainerized Cargoes at the Cebu International Port, as follows:

Section 5. Increased Storage Charges for Cleared but Overstaying Foreign


Cargoes (Containerized and Non-Containerized) - To ease congestion at the
Cebu International Port, there shall be a separate schedule of increase in
storage charges for foreign cargoes at the Port of Cebu that are cleared for
loading but not loaded on vessel for cargoes to be exported OR cleared
claiming / withdrawal but not claimed or withdrawn from ClP premises for
imported cargoes, after the applicable FreeStorage Period (FSP):

After thirty (30) days of unclaimed and/or unpaid storage charges, subject
cargoes shall be treated as abandoned cargoes and the Authority shall
subject said cargoes for public auction.
Section 6. Early Submission of Import Documents to Bureau of Customs (BOC)
- In order to encourage withdrawal of cargoes within the Free Storage Period
(FSP)and to avoid being charged of storage penalties, all cargo owners are
to submit in advance the following documents for timely processing of
clearances from BOC, to wit:
a. Statement of Settlement of Duties and Taxes (SSDT)- Basisif proper
duties and taxes are paid in bank
b. Import Entry and Internal Revenue Declaration - Entry Form

OTHERPROVISIONS
Section 1. Schedule of Implementation
- The new rates shall be implemented
effective 01 March 2015, after two (2) publications in a newspaper of general
circu lation.
Section 2. Repealing Clause - This Circular amends all previous circulars, orders
and other issuances passed or adopted by CPA in so far as they are inconsistent
herewith.
Section 3. Effectivity Clause - ThisMemorandum Circular shall take effect 15 days
after publication, once a week for two (2) weeks, in a newspaper of general
circulation.
