Surface Ships, during construction, in-service and during refits.

Sponsorship
1.

This Naval Engineering Standard (NES) is sponsored by the Procurement Executive, Ministry
of Defence, Director Naval Architecture (Submarines) (DNA(SM)), Section NA 131.

2.

If it is found to be technically unsuitable for any particular requirement the Sponsor is to be


informed in writing of the circumstances with a copy to Director Naval Architecture (Surface
Ships) (DNA(SS) ), Section NA 145.

3.

Any user of this NES either within MOD or in industry may propose an amendment to it.
Proposals for amendments that are not directly applicable to a particular contract are to be
made to the Sponsor of the NES and those directly applicable to a particular contract are to
be dealt with using existing procedures or as specified in the contract.

4.

No alteration may be made to this NES except by the issue of an authorized amendment.

5.

Unless otherwise stated reference in this NES to approval, approved, authorized or similar
terms means by the Ministry of Defence in writing.

6.

Any significant amendments that may be made to this NES at a later date will be indicated
by a vertical sideline. Deletions will be indicated by 000 appearing at the end of the line
intervals.

This Naval Engineering Standard (NES) has been prepared for the use of the Crown and of
its contractors in the execution of contracts for the Crown. The Crown hereby excludes all
liability (other than liability for death or personal injury) whatsoever and howsoever arising
(including but without limitation, negligence on the part of the Crown, its servants or agents)
for any loss or damage however caused where the NES is used for any other purpose.

third party rights. It is not to be released, reproduced or published without written permission
of the MOD.

The Crown reserves the right to amend or modify the contents of this NES without consulting
or informing any holder.

he is in possession of the appropriate version of each document, including related documents,
relevant to each particular tender or contract. Enquiries in this connection may be made of
the local MOD(PE) Quality Assurance Representative or the Authority named in the tender
or contract.

When NES are incorporated into MOD contracts, users are responsible for their correct
application and for complying with contracts and any other statutory requirements.
Compliance with an NES does not of itself confer immunity from legal obligations.

The normal paint system for the weatherwork of surface ships is to consist of
two coats of undercoat complying with TS 10266 and two coats of high
durability, weatherwork finishing paint complying with TS 10316 to a dry film
thickness of 3540 micrometres (microns) per coat over the primer coatings
listed below for the various substrate materials.

Three coats of zinc phosphate primer complying with TS 10266 to a DFT of


3540 micrometres (microns) per coat.

Galvanized steel
a.

One coat of pretreatment primer complying with Def Stan 8015, mixed and
applied in accordance with the instructions contained in NES 759.
Three coats of zinc phosphate primer complying with TS 10266 as for steel.

2.3

Aluminium alloys and zinc and aluminium metal sprayed coatings


a.

One coat of pretreatment primer complying with Def Stan 8015.


Three coats of yellow zinc chromate primer complying with Def Stan 8077 to
a DFT of 3540 micrometres (microns) per coat.

2.4

Stainless steel and non-ferrous metals


a.

One coat of pretreatment primer complying with Def Stan 8015.


One coat of yellow zinc chromate primer complying with Def Stan 8077 to a
DFT of 3540 micrometres (microns).

Glass reinforced plastic (GRP) and polyvinylchloride (PVC) piping


a.

No priming paint necessary. Separate instructions regarding the painting of


GRP ships prior to overcoating with the undercoating and finishing paints are
contained in NES 751 and also apply to miscellaneous GRP surfaces on other
surface ships.

Wood (except Teak or Oak)


a.

Two coats of shellac knotting complying with BS 1336 over knots.


Three coats of aluminium primer paint complying with DG Ships 1023.

NOTE:

PREPARATION AND PAINTING PROCEDURES

3.1

New Construction Ships


Before Launch
a.

All steel plating, sections, fitting and attachments, are to be abrasive blasted to
the BS 7079 2nd quality (SA2.5) standard following the instructions and
procedures in NES 755, and coated with an approved prefabrication primer in
accordance with NES 757 after manufacture and prior to working in, or
attaching to the structure.

b.

Thereafter the prefabrication primer is to be maintained in a sound condition


in accordance with NES 757 and finally cleaned following the procedures set out
in that NES just prior to the application of the first coat of the primer of the
weatherwork paint system.

c.

External butt welds are to be cleaned of all welding slag, etc and ground flush
with the structure surface. If for any reason it is not practicable to grind to a
flush finish, the welds are to be ground so that they are not more than 3mm
proud. It is then to be immediately overcoated with two coats of the
prefabrication primer originally selected for use or one coat of the zinc
phosphate primer in addition to the three coats specified in the paint system.
Protruberances remaining after removal of lugs and other appendages are also
to be treated similarly.

d.

All galvanized steel surfaces and fittings are to be thoroughly degreased by


washing and scrubbing with a 2%5% solution by volume of general purpose
detergent to DG Ships 305 in hot fresh water, then allowed to stand for 1015
minutes before finally rinsing off with copious amounts of clean fresh water, and
drying.

e.

Welds on galvanized structure, and damaged areas of the coating are to be


abrasive blasted to the BS 7079 A1 1st quality (SA3) standard in accordance
with NES 755 followed by zinc-metal spraying to a thickness of 150 micrometres
(microns) in accordance with the instructions contained in NES 764.

f.

All aluminium, and aluminium alloy surfaces are to be thoroughly degreased by


one of the following procedures prior to painting, preferably after manufacture
and before supply:
(1)

by vapour degreasing or immersion methods in accordance with Def Stan


032 Annex Methods A1 or A2 where suitable equipment is available;

(2)

where suitable equipment is not available, and for degreasing on site and
in situ, the surfaces are to be degreased as for galvanized steel surfaces in
Clause 3.1d. Alternatively, small areas may be degreased by thoroughly
swabbing the surface with clean cloths moistened with the TPC cleaning
solvent (see Section 1.) until all traces of grease and oil have been removed.

g.

If soluble cutting oils have been used during fabrication any resultant oil is to
be removed using a mixture of 75% white spirit and 25% isopropyl alcohol.

h.

Immediately after degreasing, whether at the manufacturers or on site, the


metal surfaces are to be etched by applying one coat of pretreatment primer
complying with Def Stan 8015 followed within 14 hours by the application
of one coat of yellow zinc chromate primer complying with Def Stan 8077. The
pretreatment primer is to be mixed and applied according to the instructions set
out in NES 759.

i.

Aluminium and aluminium alloys treated out of place are to be stored under
cover until required for use.

j.

Glass reinforced plastic surfaces are to be prepared following the procedures


contained in NES 751 before overpainting.

k.

Woodwork (except teak and oak) is to be sanded down to a smooth clean surface
using sanding machines fitted with a suitable grade of abrasive pad, or manually
abraded with abrasive paper. After cleaning, all residual dust is to be thoroughly
removed (using vacuum cleaners if practicable), and any knots in the wood
coated with two coats of knotting complying with BS 1336, before overpainting.

l.

Non-ferrous pipes, and stainless steel surfaces are to be degreased as laid down
in Clause 3.1d. and abraded with silicon carbide waterproof abrasive paper in
conjunction with the washing. Alternatively, the items may be degreased by
wiping with TPC cleaning solvent, followed by abrading as above, and again
degreasing, prior to painting.

m.

Zinc metal sprayed surfaces are to be coated with one coat of the pretreatment
primer as soon as an area has been metal sprayed to the specified thickness of
150 micrometers (microns) before any contamination of the surface can occur,
and overcoated in less than 4 hours with one coat of the yellow zinc chromate
primer.

n.

Sound paint and paint that has become soiled, dirty, or contaminated with
grease, oil, etc is to be thoroughly washed and scrubbed with a 2%5% solution
by volume of detergent as laid down in Clause 3.1d. for galvanized surfaces,
changing the water frequently. The use of mechanical aids such as a Listoflex
brush and the Graco Monarch pump speeds up the operation and improves the
cleaning effectiveness.
After washing, the painted surfaces are to be rubbed smooth using either an
abrasive block, or waterproof silicon carbide abrasive paper used wet, and
finally rinsed off to remove all residues and dried.

Damaged, and deteriorated areas are to be cleaned back to a sound feathered


paint edge, and the areas in question then restored by applying the number of
coats appropriate to the stage the painting has reached during build as listed in
TABLE 4.1. Areas exposing bare steel are to be cleaned to the Swedish CSt3
pronounced metallic sheen-standard to SVENSK Standard SIS 0559 000/1967
before being overcoated.

p.

All the cleaning and surface preparation procedures given above are the
minimum necessary in each situation. Additional measures are always to be
taken to ensure that surfaces are clean and dry when the coatings are applied.

Application
a.

Before launch the weatherwork structure is to be treated and coated in


relationship to the Construction stages listed in TABLE 4.1. After the surfaces
have been satisfactorily prepared in accordance with the appropriate clause or
clauses listed under Surface preparation.

b.

Three coats of primer (zinc phosphate complying with TS 10266 for steel or
yellow zinc chromate to Def Stan 8077 for aluminium and zinc metal sprayed
surfaces) are to be applied as soon as fabrication work has been completed. Each
coat is to be applied at 3540 micrometres (microns) dry film thickness per coat
and allowing 24 hours between coats. Thereafter the primer coatings are to be

maintained in a sound condition, and finally washed as mentioned in Clause


3.1n. before overcoating with the undercoatings, and finishing paint.

Where possible sections of structure fabricated under cover are to be prepared


and coated with the full primer system before exposing to outdoor building
conditions.

d.

The yellow zinc chromate primer is slightly soluble in water and likely to
deteriorate if left uncoated. In view of this the primer is to be overcoated with
the undercoat and finishing paint as soon as possible ie within 7 days. Where
circumstances prevent this from being carried out, primer coatings which have
deteriorated, are to be removed and the affected areas given further coats before
the undercoating is applied.

e.

Prior to application of the undercoat and finishing paint, all imperfections in


the structure surfaces such as may result from the grinding back of welds, and
protruberances, together with the rough surfaces of welds around minor fitting
and attachments are to be filled and faired followed by rubbing down to a
smooth surface, and then coated with one coat of the undercoat in addition to
the number specified in the paint system.

For Launch
a.

The preparation of the surfaces in readiness for the application of the


undercoating and finishing paints for launch is to consist of thorough washing,
and rubbing down with waterproof abrasive paper as detailed in Clause 3.1n.

b.

Damaged areas of the existing coatings are to be prepared and made good as in
Clause 3.1o. Unsightly scars resulting from damage are to be filled, faired,
rubbed down to a smooth surface, and then touched up with one coat of
undercoat.

c.

Finally the weatherwork structure is to be coated overall with two coats of


undercoating TS 10266 and one coat of the weatherwork finishing paint TS
10316 to a dry film thickness of 3540 micrometres (microns) per coat, and
allowing 24 hours between coats. The application of all the coats mentioned to
be completed at least 7 days before the ship is launched.

During Fitting Out


a.

During the fitting out period the weatherwork paint system is to be regularly
cleaned by washing to remove all contamination. Any damaged areas are to be
prepared as in Clause 3.1o. and then restored by touching-up with the paint
system applied up to and including Launch.

b.

Likewise any structure and attachments added during fitting out are to be
prepared as stipulated to be carried out before launch as appropriate for the
metal, and coated as above.

c.

Where fitting-out periods exceed 12 months, the condition of the paint system
is to be assessed after 12 and before 15 months exposure. Repreparation and
repainting with a minimum of one coat each of undercoat and finishing paint
is to be carried out if the assessment and future building programme indicate
that the paint system would otherwise seriously deteriorate meantime. If
however the repainting is deferred, assessments are to be made at
three-monthly intervals after 15 months of exposure and repainting carried out
as above as soon as necessary. Assessment is then to recommence after a further
exposure of 1215 months.

For Acceptance
a.

Prior to finally repainting for overall acceptance of the ship into service all
sound paintwork is to be thoroughly washed and scrubbed following the
procedure in Clause 3.1n. After washing, the painted surfaces are to be rubbed
smooth with waterproof silicone abrasive paper used wet, and finally rinsed out
with clean fresh water to remove all surface residues and dried.

b.

Damaged, and deteriorated areas are to be treated as mentioned in Clause 3.1o.


and 3.3b. before overpainting.

c.

When the washing and repairs to the coating have been satisfactorily completed
the weatherwork is to be coated overall with one coat of undercoat and two coats
of finishing paint, observing the DFT per coat and minimum overcoating times
laid down in Clause 3.3c. and paying particular reference to the colour schemes
listed in Section 6.

Ships Refitting

Exceptionally, where abrasive blasting is impracticable, coatings may be


removed and the surface prepared by using such as pneumatic descaling
hammers or needle descaling pistols, followed by power abrasive discing in order
to remove corrosion products to the maximum possible extent, and present a
surface with a bright metallic-sheen appearance representative of the Swedish
CSt3 standard to SVENSK Standard SIS 0559 000/1967.

and following the procedures and observing the instructions contained in

Paint remover is also specified for the removal of paint from GRP surfaces and

generally to be confined to periodically washing overall as mentioned in Clause
3.1n., to restore cosmetic appearance, and the repair and touching up of
damaged and deteriorated areas, with the full paint system. Prior to touching
up the areas affected are to be prepared as laid down in Clause 3.1o.

When it is considered that washing no longer restores the cosmetic appearance

QUALITY ASSURANCE STANDARDS AND INSPECTION


a.

Constant Quality Control Monitoring is to be carried out by the Inspecting


Authority to ensure that a high standard of weatherwork preservation and
appearance is achieved.

b.

Each stage of the surface preparation and paint application work is to be


inspected both during and after completion, and declared to be satisfactory, and
to be standard specified before the next stage is commenced. All the relevant
details in connection with work are to be adequately recorded and documented.

c.

On no account are prepared surfaces to be allowed to rerust or become


contaminated, or wet before application and during drying of the specifying
paint coatings. Overcoating time constraints laid down elsewhere in this NES
are also to be observed.

d.

Particular attention is to be paid to the preparation and painting of welds and


other rust raisers, and to areas of structure that will subsequently become
concealed or be of difficult access when items of equipment are fitted in position
during build.

e.

During refits, when overall removal and renewal of the paint system is required,
items of equipment fitting close to the structure are to be removed to allow for
the areas normally covered by such items to be properly prepared and coated
before fitting back in position.

f.

The painting of the weatherwork is not to be carried out in adverse conditions,


eg inclement weather, high humidity, low temperatures, exposure to salt spray,
nor are coatings to be left to allow to dry in such conditions.

g.

If necessary waterproof covers are to be erected over structure being prepared


and painted, and dehumidifiers/heaters placed within the covered area should
the relative humidity exceed 85% or the ambient temperature be below 4 C
(optimum temperature is between 13 C and 30 C). The surface temperature is
to be at least 3 C above the dew-point in relation to the relative humidity and
ambient temperature. Above 30 C the paints require thinning (by up to 10%).
If working on the limits more frequent monitoring of conditions is advisable
if not essential.

h.

At the earliest stages during construction effective steps are to be taken to


prevent the rust staining of weatherwork areas. The measures to be taken are
to include:
(1)

maintaining preservation treatment of the exterior weatherdecks from


the earliest stages of build, to prevent the rust staining of ships hull areas,
superstructure etc;

(2)

the provision of temporary spurn waters to control drainage;

(3)

drainage of water lodgements; temporary drain holes and drain hoses or


chutes are to be provided as necessary to prevent staining of sides,
superstructures etc.

i.

Similar measures are to be taken during Refits when the paint systems are being
completely removed and renewed.

j.

With the exception of the fabrication (shop) primer and pretreatment (etch)
primers, all paints are to be applied using good quality flat paint brushes and
in an even manner, free from running, sagging, cissing, bittiness, undue brush
marks and any other imperfections that would otherwise mar a smooth gloss
finish.

k.

Each coat is to be applied to a DFT of 3540 micrometres (microns) allowing


at least 24 hours between coats. The total DFT of the primer coats is not to be
less than 112 micrometres (microns) and 250 micrometres (microns) for the
total dry film thickness of the full paint system.

l.

Dry film thickness measurements are to be taken at the rate of two readings per
5m2 of surface, after each coat of the paint is applied, and the total dry film
thickness of the complete paint system after the application of the final coat.

m.

Where the total DFT of the primer coats in particular, falls below that specified
additional coats are to be applied until the correct thickness is achieved. The
undercoat and finishing coats are to be treated in a similar manner if
insufficiently thick.

n.

Primer coats are not to be left to weather for long periods before being
overcoated with undercoat and finishing paint. Where primers have been
allowed to weather, and show signs of the onset of deterioration, the surfaces are
to be thoroughly washed, abraded, and then one or more coats applied before
overcoating with the remaining coats of the paint system.

o.

Once applied weatherwork undercoating is not to be left exposed for more than
four days if the ship is afloat, or fourteen days if the ship is on the slipway or
in dry dock. Likewise no more than four days are to elapse between the
application of finishing coats of the system.

p.

Painting of the weatherwork is to be completed at least seven days before the


ship is launched, goes to sea, or before prewetting trials are carried out.

q.

The colour scheme to which the weatherwork, as defined in Annex B., is to be


painted is to be in accordance with that listed in Section 6., as appropriate to
the class or type of vessel being painted, including any permissible relaxations
listed with respect to Surface Warships.

Thick coatings of paint may interfere with the operating mechanism and
repainting must be kept to the minimum. Epilux 4 is to be used for any
repainting. On no account is overpainting to be resorted to in-lieu of the
washing until the cosmetic appearance can no longer be restored. Weatherwork
finishing paint is not to be used.

d.

When the paint of galvanizing has deteriorated to an unacceptable standard and


renewal is necessary the following procedure is to be followed:
(1)

Throughout the procedure great care is to be exercised to avoid distortion


of the slats.

(2)

The doors are to be removed from the ship and stripped down into the
single slats.

(3)

The slats are to be regalvanized. Alternatively they may be abrasive


blasted in accordance with NES 755 and zinc metal sprayed to a thickness
of 50 micrometres (microns) minimum to 70 micrometres (microns)
maximum. This alternative treatment requires great care and
thoroughness in execution or poor paint adhesion and distortion of the
slats will result. The galvanizing or metal spraying is to be carried out in
accordance with NES 764.

Apply the paint system in accordance with Clause 7.1a.(2), (3) and (4).

Re-assemble door and re-erect it at the ship.

Visual Identification Markings

Appropriate visual identification markings are to be painted on the hull and


funnel in accordance with Def Stan 192 using gloss paint complying with Def

users of Defence Standards should ascertain that they are in possession of the latest issue or
amendment. Information on all Defence Standards is contained in Def Stan 00-00 Standards
for Defence Part 3 , Index of Standards for Defence Procurement Section 4 Index of Defence
Standards and Defence Specifications published annually and supplemented regularly by
Standards in Defence News (SID News). Any person who, when making use of a Defence
Standard encounters an inaccuracy or ambiguity is requested to notify the Directorate of
Standardization (DStan) without delay in order that the matter may be investigated and
appropriate action taken.
