1. DEFINITION
Job Safety Analysis (JSA) is a process where all hazards associated with each step of a
job are identified and control measures are put in place to minimize the risk to personnel,
environment and property.
2. STEPS OF A JOB SAFETY ANALYSIS
The following step is recommended for safety analysis :
2.1
2.2
2.3
2.4
2.5
2.6
2.7

Select the job or task to be analysed ;

Break the job into logical steps, ideally not more than ten (10) steps in
each Job Safety Analysis ;
Identify the hazards in each step ;
Develop risk elimination or reduction measures for each hazard identified;
Record the Job Safety Analysis on the standard forms and establish a
review period for the the job safety analysis not more than 2 years or
whenever there is a change in the process ;
Display the completed job safety analysis at work site / Plant ;
Review and update the job safety analysis at the required period.

3. DEVELOPING A JOB SAFETY ANALYSIS

When developing a job safety analysis, consider the following : 5 Ws and 1 H for :
What? Why? When? Where? Who? How?
3.1 What Exactly is the Job ?
3.1.1 Identify and briefly describe the job e.g. loading / unloading of chemical.
3.2 What Materials Will I Be Dealing with Or Handling ?
E.g. chemical.
Weight and size of the job
Sharp material
Hot materials

3.3 What Tools And Equipment Will I Be using ?

Lifting crane / machine, forklift, gantry crane
Hooks, sling, palates, weighing scale
3.4 When Will the Job To Be Carried Out :
Day (morning, noon, afternoon),
Night
Overtime, off day, public holiday
3.5 Where the Job To Be Carried Out :
3.5.1 In a confined area
3.5.2 At a high risk area
3.5.3 At a height
3.6 Why The Job Needed To Be Carried Out :
For loading / unloading
3.7 How Might The Job Affected By Other People :
3.7.1

Other people or their activities

Other equipment
4. STEPS OF A JOB SAFETY ANALYSIS
4. Step 1 What Type of Job Should Require a Job
Safety Analysis
i.

Jobs that have a history of injuries or incidents

ii. Jobs that have the potential of injuries or incidents

iii. New job

iv. Job processes that have changed

v. Jobs that are performed infrequently

vi. Jobs that will be performed by new personnel
Step 2 - Break The Job Into Logical Steps
i.

Identify simple steps and the order in which they will be performed.

ii.

Try to limit the steps. If there are more logical steps, consider breaking the
major task into two or more task for analysis e.g. operating a rollformer is too
big a task for one Job Safety Analysis. It needs to broken down into :
a.
b.
c.
d.
e.
f.

loading a coil into the uncoiler

feeding the sheet into the rolls
running the product
strapping the product bundles
re-winding the coil
unloading the coil

Step 3 - Identify Hazard In Each Step

Does the job have any of these hazards ?
i. Physical
a. Biological hazards
b. Chemicals or Gases
c. Confined spaces
d. Difficult assess
e. Electricity
f. Ergonomic Hazards
g. Height
h. Heavy Objects
i. Hot or cold Objects
j. Moving Objects
k. Noise
l. Radiation
m. Rotating Objects

Step 4 - Develop Risk Elimination or Risk Reduction Measures

Use the Heir Archy of Control when thinking of Risk Reduction Measures:

Eliminate the task or process or chemical

Substitute / Isolate change the task, use different chemical

Control - Guards on equipment, maintenance, procedures,

lock out /tag system
4
Administrative - Reduce the exposure and
training

PPE Use immediately as temporary measures while

other risk reduction measures are being put in
place.

Step 5 - Record the Job Safety Analysis

Use the standard Job Safety Analysis form to record the information. Set a review
period for the Job Safety Analysis. This should be whenever, there is a change in the
process. The review period must not be more than two years.
Step 6 - Display The Job Safety Analysis At Work Place
The completed Job Safety Analysis becomes the safe work instruction and should be
permanently available in the work area.
Step 6 - Review the Job Safety Analysis at the Required Period
Each Job Safety Analysis need to be reviewed and updated at regular periods.
