Purpose of the Document

This specification contains the requirements for design, construction, testing and commissioning of components for outdoor lighting system in the new Amman Strategic Reserve Terminal for Petroleum Products.

STANDARDS
Electrical works shall follow relevant API, NEC and IEC standards. Cables shall follow
British standards. As far as the energy provider and permits of the authorities require
additional codes and standards, respectively impose additional requirements, these are
also part of the contract.

As far as the energy provider or permits of other authorities require additional codes and
standards, respectively impose additional requirements, these are also part of the contract.
In the case of the conflict between the various codes, standards and order, the most
stringent of the requirements shall generally govern. The Contractor shall refer any such
conflict and any other matter to the attention of the Engineer and the Client, whose interpretation shall be final.
All conflicts between the requirements of this specification, contract documents, data
sheets, or drawings shall be referred to Engineer for clarification before proceeding with
the fabrication of the affected parts.

ENVIRONMENTAL CONDITIONS
The outdoor lighting system shall be designed and constructed for continuous operation
at full load under the climatic and environmental conditions as described in the specification Design and Construction of Power Supply Systems.

GENERAL REQUIREMENTS
The Contractor shall design the outdoor lighting systems, supply, install and commission
lighting fittings, accessories, along with required wiring and cabling. For the purpose of illumination of outdoor areas within stations, the lighting system shall fulfill this illumination
levels, as in API RP 540, or as stated below:

The circuits for outdoor lighting shall be supplied with 3 x 400/230 V, 50 Hz with even
distribution among phases.
Lighting installations in hazardous areas must be suitable for use in Zone 1 and be
supplied with appropriate ATEX certificates.
All numbers and values in this document, such as number of poles and outdoor lights
and fixtures are preliminary and any final decision is subject to detail design.

OUTDOOR LIGHTING SYSTEM DESCRIPTION

6.1

Road/street/ lighting
The road/street lighting will be provided for all maintenance roads and traffic areas. The
road lighting shall mainly consist of pole mounted (8m) flood lighting fixtures, equipped
with high pressure sodium or metal halide lamps. The maximum horizontal illumination
level of the lighting shall be in the middle (axis) of the roads or parking areas, respectively.
For the loading/unloading area and communication from fire brigade building to administration building 400W lamps shall be used at approximately 24 poles.
For the rest of the terminal 250W lamps shall be used at approximately 178 poles.

Truck parking area lighting


The parking area lighting will be provided. It shall consist of at least two high mast (15m)
lighting structures, with 4 metal halide lamps (at least 1000W each )located evenly inside
the parking lot. The roads around parking, and entrance road shall be lit by pole mounted
(8m) flood lights with high pressure sodium or metal halide lamps. (250W), approximately
14 poles.

6.3

Outer lighting for buildings and sheds


The outer lighting for buildings and sheds will be part of the specification Electrical
Installations of Buildings .

6.4

Guard towers
Floodlights shall be installed in each guard tower. They shall cover the area in the direction of the fence to the other nearest guard towers and also outer station area in front of
them, and each will have at least 250W lamp.
This lighting system will be in operation only in case of security emergency and military
guard present in the terminal.

6.5

Process area lighting


The process and area lighting will be provided for all above not mentioned, non sheltered
industrial areas of terminal, where necessary, e.g.:
Tanks farm, fence, weighbridges, sewage treatment unit, oily water treatment unit, evaporation ponds etc..

6.6

Control and power supply


A lighting tableau / switch board shall be arranged in the Control room. There will be
possible switching on/off/automatic mode of each independent lighting circuit with
indication of state.
In automatic mode, all the outdoor lighting circuits will be controlled by common twilling
sensor.
The outdoor lighting shall be supplied exclusively from outdoor lighting cabinet, which will
be supplied from the Major power supply system. From this cabinet, several subdistribution panels all around the terminal shall be supplied, in which any safety and control devices needed for operation will be installed.

The Outdoor lighting cabinets and panels shall be equipped with a sufficient number of 1phase and 3-phase circuits (including 20% spare circuits), which shall be fused with miniature circuit breakers.
Design, installation and commissioning of the cabinets shall follow procedures as described in LV Switchgear specification.
6.7

Lighting Poles
Poles for process and area lighting shall be provided as conical columns, fabricated from
hot dip galvanized steel. The height of the poles shall be 8 m or 15m respectively.
The poles shall be equipped with the following accessories:

concrete flange plate with slots including stud bolts and screws, which allow also
the adjustment of the pole

brackets for light fixtures installation

fix mounted, hot dip galvanized steel ladder to the brackets with protection grid

fuse/terminal box (IP44), mounted within the pole

door opening with cover in the lower part of the pole

internal wiring from fuse/terminal box to fixtures

Identification label with pole number.

The cable entry shall be provided with PE conduits, running through the foundation of the
pole.
6.8

Lighting Fixtures
The street/road light fixtures shall consist of the following main parts:

high pressure die-cast aluminum canopy, polyester powder coated (min. IP 44)

high resistant bowl with snap-fit side catches

reflector

starters and capacitors.

Reposition canopy shall be adjustable (angle of inclination 0 to 15).


The street/road flood light fixtures shall be equipped with high pressure sodium lamps
with power output of 250W and 400W . The fixtures shall be so constructed to be protected against insects.

The truck parking flood light fixtures shall be equipped with high pressure metal halide
lamps with power output of 1000 W. The fixtures shall be so constructed to be protected
against insects.
6.9

Cables and Grounding


The lighting cables shall be three phase, single pole connection with single phase. The
connection shall take into consideration the load balance on the three phase system.
The cross section must be determined according to the current capacities and the voltage drops. The minimum cross section shall be 2,5 mm for main circuit, at least.
Separate grounding connection of the each lighting pole and lighting tower with the
grounding network shall be provided.
The cables and the grounding shall be in accordance with documents Cable and Cable
Laying - Specification and Earthing and Lightning Protection Specification.

INSTALLATION
The delivery, installation and commissioning of lighting system components shall include,
but not limited to the following items:

transport to location of installation (if necessary storage), and the complete mounting,

cable connections including termination

grounding and potential equalization

commissioning

briefing of the operation personnel in operation and maintenance during installation


and commissioning phase and during a training on site.

The installation and as well the tests and the commissioning shall be carried out with
Contractors own staff and with own tools and measuring/test devices.
7.1

Tests
All components of the outdoor lighting system shall have a declaration of factory tests. All
tests required by the codes and standards as well as all manufactures tests have to be
performed.
The following tests shall be carried out, at least:

visual inspection,

inspection of painting,

check of degree of protection,

check of passive and active protective measures,

electrical test on the main circuits,

mechanical operation tests on all equipment,

test of auxiliary electrical devices (if any)

verification of wiring and terminal blocks.

Detailed test protocols of all tests performed have to be submitted prior to shipment.
Type tests and verifications according to IEC shall not be performed, if the Contractor
supplies a copy of the certified test results.

7.2

Site Tests
The site tests shall include the following steps:

pre-commissioning (including loop testing),

commissioning and test on completion,

performance test.

The aim of the tests is to ensure the proper function of the complete scope.
