Extensive experience in the operations of solid waste facilities and securing entitlements for large and small projects involving complex political

Responsible for obtaining all entitlements and operating permits for a multi-billion dollar (in revenue) expansion of Sunshine Canyon
Landfill in Los Angeles County, CA. Sunshine Canyon Landfill is a 90 million ton landfill with a daily intake rate of 12,100 tons.

Solid waste and organic material market and material analysis for multiple projects in the Los Angeles area

Provide overall project management and support for the design and construction of a landfill gas collection and flare system at
Central Maui Landfill.

Received all necessary entitlements and permits for the expansion of Bradley Landfill in Los Angeles, CA

General Manager for a 12,100 ton per day landfill in Los Angeles County responsible for all phases of operation, construction,
compliance and financial performance

General Manager for a 10,000 ton per day landfill in Los Angeles County responsible for all phases of operation, construction,

Permitted, designed and installed gas management and environmental equipment in Hong Kong

Provided a detailed solid waste analysis associated with a Los Angeles County waste by rail program

Conducted a solid waste and organic material waste analysis in California and specifically the greater Los Angeles County
area for a conversion technology project

Provide overall project management and support for the design and construction of a landfill gas collection and flare system at
Central Maui Landfill.

Overall project management for the installation of a landfill gas incineration system at the Green Valley Landfill in Hong Kong.
The project included detailed system engineering and design, equipment purchase in the USA and transportation to Hong
Kong, construction management and start up.

Completed a feasibility study for the conversion of landfill gas to Town Gas, the local utility gas in Hong Kong, for the Green
Valley Landfill in Hong Kong. The project included preparation of preliminary design documents, a detailed capital and
operating cost estimate, a financial pro forma, and a recommended joint venture structure involving several entities in Hong
Kong. The project work also included a field evaluation to determine the quantity and quality of the landfill gas to be used as
fuel and feed stock for the conversion facility.

Provided a field investigation to determine the quantity and quality of landfill gas to be used as fuel to generate electricity for
three landfills in China.

Project management and scheduling for the expansion of an industrial facility in Vernon, California.

Member of a project team providing design and operational review and input for an 8,000 ton per day transfer station located
near the Puente Hills Landfill in California.

Overall responsibility for obtaining all entitlements and operating permits for a $200 million (in revenue) expansion of Bradley Landfill and
Recycling Center (BLRC), in the City of Los Angeles. Additionally responsible for all phases of operations and profit and loss for BLRC.
BLRC was a $50,000,000 division of WMI that consisted of a 10,000 ton per day landfill, and a 1,000 ton per day green and wood waste
recycling operation, an eight million standard cubic foot per day gas recovery plant, a 500 ton per day construction and demolition
recycling operation, and 1,500 ton per day transfer station.
Responsible for the division's business development, community and political affairs, operations and maintenance, environmental
compliance, health and safety and financial performance. Managed a staff of 125 employees including site managers and supervisors,
administrative and accounting personnel, compliance and engineering professionals and the operations personnel.

Manager, Material Recovery Facility Development 1992 to 1996


Responsible for the development of Material Recovery and Transfer Stations in the greater Southern California area. As a member of a
waste-to-rail project team, responsible for the development of a transfer station infrastructure to support waste flow into a regional landfill.
Major accomplishments include completing the permitting and design for a 4,000 ton per day material recovery and transfer facility
located in commerce, California. The design included waste compaction equipment, sorting conveyors and lines, balers and intermodal
yard for shipment of material by rail.

Manager, Gas Recovery 1987 to 1991


Overall responsibility for the Western Region Gas Recovery Group. Managed landfill gas business and facility development,
environmental compliance for gas recovery systems, facility operations and gas collection system and facility design. Major
accomplishments include managing the design, permitting, and construction of a 6.6-megawatt electrical generation facility in Northern
California and establishing a 15-member operations team to support the landfill operating facilities in California.

1981 to 1987
GSF Energy, Inc., Signal Hill, California
Provided project management for the development, permit acquisition, design and construction of landfill gas collection systems and
recovery facilities. Completed the design and permitting of a $9 million facility in New Jersey, the relocation of a high Btu facility from
California to Texas, the tear town of a high Btu, pressure swing adsorption, plant in California and several other large and small projects
through out the United States for the Company.
