4. The Debate will be supervised by the Philippine Debate Union and an Adjudicating Core; and
they are:
a) Prof. Ramsey Osano,
b) UPLB
c) SBCM
d) MAPUA
Debate Group Formation
Each group will have their specific issues to debate on, and these issues will be suggested by the
Adjudicating Core.
The groups will debate on these issues one after the other, at a given time for the whole event.
Motions will be given out 15 minutes before the debate itself.
The adjudicating core will be in charge of the matchups of the debate, the motions of the debate,
and the adjudicator assignments.
Runners will be provided to guide the debaters to their respectful debate rooms.
The panel of judges will be composed 3 judges, in line with British Parliamentary Debate
requirement of having an odd number of panels. But this is subject to change, depending on the
adjudicating exam, and the number of adjudicators available.
Judges must be well-informed or is familiar with the British Parliamentary Debate
The Criteria for Judging is as follow:
1. Matter (40) - substance of the debate, the arguments and evidence presented, and the
logical reasoning and presentation of said arguments.
2. Manner (40) - the style of delivery, the persuasion skills, and the conduct of the
debaters.
3. Method (20) - the response to the dynamics of the debate, and the observance of the
rules of debate.

At the end of the 4 preliminary rounds, the top 16 teams with the most points will move into the
break-rounds. This is subject to change depending on the number of teams sent by the
participating schools.
The break-rounds will consist of 3 rounds: the Octofinals, the Semi-Finals, and the Finals.
The top 2 teams from each 4 groups will move on to the Semi-Finals
The top 2 teams from the 2 groups will move on to the Finals
The finals will be judged by all the members of the adjudicating core. Plus 3 other adjudicators,
to be selected by the adjudicating core.
Debaters must not say foul, offending or disrespectful words, phrases or sentences to opposing
teams before, during and after the event.
In case a debater or the group of debaters say foul, offending and disrespectful words, or start
vocal, gestural and physical fights before, during and after the event, he/she, together with his/her
certain group will be banned and disqualified from their issue/debate.
Public Speaking/Extemporaneous
Public Speaking is open to any college student from the Consortium of the South School
After the prep time, the speaker is given a maximum of 5 min to speak
While the first speaking is speaking, the next speaking should be prepping for his/her speech.
Judging:
The judges will be from the adjudicators and members of the Junior Bedan Law Circle
They will select the top 5 students to move on to the championship rounds
The top 3 speakers will receive awards
Declamation:
Declamation is open to any college student from the Consortium of the South School
Each school has to send a minimum of 2 students

These events are open to any student from the Consortium of the South School
Criteria:
The participants will be brought to a room and be provided materials for the event
All participants will be writing about the same topic: Essay writing and poetry writing will
have their own topics.
Once all are ready, the topic will be given and each participant will be given 1hour and 30
minutes to write an essay or poem on the assigned topic.

Comprehension: How well does the essay reflect a thorough comprehension of the issues involved the essay topic?
Organization: Does the argument follow a logical and easily understood progression? Does corroborating evidence
support the essay's main points?
Conclusion: Do the conclusions follow logically from the argument? How compelling are the conclusions?
Creativity: Use of diverse resources, including interviews. Creative angle on the issue.
Writing: Correct grammar, spelling, punctuation. Concise language.
Impact: Does the essay stand out among the rest? Is it memorable?
