Sen.GeneYaw(RLycoming),MajorChairoftheSenate
EnvironmentalResourcesCommittee,expressedskepticismaboutthe
needforfundingwindmillandsolarprojectswhentheycannot
economicallystandontheirownwithouttaxpayersupport.
HesaidPennsylvaniawouldbebetterofftodevotethoseresourcestocleanupthe
ChesapeakeBayWatershed.
Askedabouttheneedfor50additionalstafffortheOilandGasProgramasproposedin
theGovernorsbudget,QuigleysaidDEPisnowinspectingeachoftheMarcellusShalewells
twicewhentheyshouldbegettingtoeachwellsixtimesduringcriticalpartsofthedrilling
process.
Quigleynoted,ashehasinthepast,overthelastsixyearsDEPhaslost14percentofits
employeesandtheagencyhasbeenhollowedout,comparedtotheaveragestaffreductionsof
6percentinotherstateagencies.
InresponsetoaquestionfromSen.Yaw,Quigleysaidhewouldconsideranextensionof
thepubliccommentperiodfortheChapter78andChapter78Aproposedfinaldrilling
regulations.

ChesapeakeBayWatershedCleanup:
Sen.JudySchwank(DBerks),MinorityChairofthe
SenateAgricultureandRuralAffairsCommittee,askedwhatthefollowupwillbetotheU.S.
EnvironmentalProtectionAgency
reportonagricultureprograms
neededtocleanupthe
ChesapeakeBayWatershed.
QuigleysaidPennsylvaniaisnotontracktomeettheChesapeakeBaycleanup

milestonesfornitrogenandsediment.Thereisalsonotenoughfundingfortheeffort.Hesaid
heisworkingwithRussellRedding,ActingAgricultureSecretary,torebootthewholeprogram.
Quigleysaidtheyneedtoreachfarmerswithtechnicalhelpandincentivestoputbest
managementpracticesontheground.Itsalsoaboutcountingwhatwearenowdoing,headded,
andgettingmorebootsonthegroundtodealwiththisissue.

ChesapeakeBayWatershed:
Sen.YawnotedtheGovernorsproposalincludedmore
fundingforsolarandwindpowerprojectsthatcouldnotexistontheirownwithouttaxpayer
support,andsuggestedPennsylvaniawouldbebetterofftodevotethoseresourcestocleanupthe
ChesapeakeBayWatershed.
InresponsetoafollowupquestionfromSen.Yawabouthowtogetmoreresourcesto
cleanupthewatershed,Quigleysaidalloptionsareonthetable,buttechnicalassistanceareabig
partofrespondingtothisissue.
NaturalGasSeveranceTax:
Sen.Yawaskedwherethefloorpriceof$2.97ofnaturalgas
camefrominthe
Governorsseverancetaxproposal
.Hesaidthepriceofnaturalgasis$1.20or
alittlemorenow.QuigleysaidthatwastheminimumamountneededtoyieldthefundingGov.
Wolfthoughtwasnecessarytoproperlyfundeducation.
Quigleyaddedthathethoughtthepriceofnaturalgashadnowheretogobutup,noting
thatthe12orsoproposedmajorpipelineprojectswillresult,whenbuilt,inincreaseduseand
availabilityofnaturalgas.HenotedinhismeetingwithSen.YawhesaidDEPwoulddowhatit
cantoshepherdtheseprojectsthroughtheprocess.
Sen.YawlatercommentedthatPennsylvaniawasactuallyleadingthenationbyadopting
theAct13drillingimpactfeeandotherstatesaremissingoutwiththeseverancetax.

SeveranceTaxWouldCaused15PercentIncreasesInTaxes:
Sen.RandyVulakovich
(RAllegheny)saidtherehasbeenanestimatetheseverancetaxproposalwouldincreasestaxes
onthedrillingindustryby15percentandaskedifthatisaccurate.Quigleysaidhewasnot
familiarwiththe15percentnumber,buttheintentistomodeltheproposalafterthetaximposed
byWestVirginia.Sen.Vulakovichcommentedhethoughtitisthewrongtimetoputataxon
theindustryandPennsylvanianeedstolookatthebigpicture.
CappingLocalShareOfImpactFees:
Sen.KimWard(RWestmoreland)commentedthat
thecaponlocalgrantsintheGovernorsseverancetaxproposalislikeataking,takingitaway
fromareasofthestatewheredrillingisoccurringtootherareasofthestate.Quigleysaidthe
intentwastocapthefundingatthehighestlevelandprovidefundingforeducationprograms.
ProhibitingPassingOnSeveranceTaxToLandowners:
Sen.LisaBaker(RLuzerne)said
theoilandgasleasesshehasreviewedcallforaportionalshareofanytaxesbetweenand
landowneranddrillers,inspiteoftheprovisionsintheGovernorsseverancetaxproposalforthe
landownernottopaythetax.
QuigleysaidDEPwasnotinvolvedindraftingtheseverancetaxproposalanddeferredto
theDepartmentofRevenueonthatissue,buttheintentistoprotectlandowners.
AdditionalOilAndGasStaff:
Sen.Yawaskedwhatthe50newpositionsDEPproposesin
thebudgetwillbedoingrelatedtotheOilandGasProgram.
ActingSecretaryQuigleysaidrightnowtheaveragewellisinspectedtwiceandthe
additionalstaffwouldbeusedtoincreasethewellinspectionstosixtimesperwell.
Sen.Yawsaidthenumberofdrillrigsisnowdownbyaboutonethirdandaskedwhy

additionalinspectorsareneeded.QuigleysaidthenumberofwellsdrilledinPennsylvaniahave
actuallyincreased.In2013were1,207wellsweredrillingandin1,372in2014.
Sen.Wardaskediftherehavebeenanyinstancesofthingsslippingthroughthecracks
inoilandgaswellinspectionsthatrequiredtheincreaseinstaff.
QuigleynotedoverthelastsixyearsDEPhaslost14percentofitsemployeesandthe
agencyhasbeenhollowedout,comparedtotheaveragestaffreductionsof6percentinother
stateagencies.HesaidtheytookalookatwhattheirneedswereintheOilandGasProgramand
madearecommendationbasedonthatneed.
Intermsofenvironmentalimpact,Quigleysaidthenumberofviolationshasgonedown,
andwithadditionalstaffDEPcanmakesurethattrendcontinues.HeaddedPennsylvaniahas
thelargestnumberofinspectionstaffofanystate.
NewChapter78DrillingRegulations:
Sen.YawsaidhisCommitteehasnotyetreceiveda
copyofthechangestothe
Chapter78andChapter78A
drillingregulationsasitwasrequiredto
receive.Quigleysaidtheregulatoryprocessisongoingandafinalregulationhasnotyetbeen
completed.AdraftfinalregulationswillgooutonApril4for30daysofpubliccomment.
Sen.YawfollowedupbyaskingifDEPplansapublichearingontheproposal.
Quigleysaidtherearenownoplansforahearing,explainingtheproposalwillhavebeen
outforabout60daysbytheendoftheplannedcommentperiod.Henotedtheprocessstartedin
April2011ontheregulationsandinthattimeframeotherstateshavepassednewlawsand
regulationsandimplementedthem.
Hesaidthereisasenseofurgencytogettheregulationsdone.
Sen.YawaskedDEPtoextendthecommentperiodinlightoftheprevious24,000
commentsontheproposedregulation.Quigleysaidhewouldconsiderit.
ConventionalOilAndGasRegulation:
Sen.Wardsaidtherearedifferencesbetween
conventionalandunconventional(MarcellusShale)drillingthatshouldberecognizedinDEPs
regulations.
QuigleysaidDEPhasdifferentiatedbetweenthetwotypesofdrillingandcreateda

ConventionalOilandGasAdvisoryCommittee
justdealingwithconventionaldrilling.
NaturalGasPipelineSiting:
Sen.JohnRafferty(RMontgomery)askedifthe$25millionset
asideforthelastmileofnaturalgaslinewillinvolvebettercommunicationwithlandowners
onpipelineprojects,expressingaconcernaboutcommunicationinexistingprojects.
Quigleysaidtherewillbe2530,000milesofnaturalgaspipelinesthatwillbebuiltover
thenextfewyearsandnotedDEPhascreatedaTaskForcetodealwithpipelinesitingand
planningissuesmuchlikehedidwhileDCNRSecretaryonsitingwindfarms.
Hesaidhehascommunicateddirectlywithseveralpipelinecompanies,passingalongthe
concernovertheapparentlylackofcommunicationwithlandownersandcommunities.
InresponsetoafollowupquestionfromSen.Yaw,Quigleysaidthereisnointerestat
DEPintakingovertheinspectionrolesofthePublicUtilityCommission.
Sen.PatBrowne(RLehigh),MajorityChairoftheSenateAppropriationsCommittee,
underscoredtheneedtodealmoreeffectivelywithpublicconcernsonthesafetyofthenew
naturalgaspipelines.QuigleysaidsafetyisnotaprimaryresponsibilityofDEP,buthasmet
withseveralpipelinecompaniesandpassedalongconcernsabouttheneedformorecommunity
engagement.
HealthImpactsOfDrilling:
Sen.StewartGreenleaf(RMontgomery)askedaboutdoinga
studyofthehealthimpactsofnaturalgasdrilling.QuigleysaidtheGovernorsupportsthe

developmentofaHealthRegistryandwillhavediscussionswiththeSecretaryofHealthandthe
PhysicianGeneralontheissue.
CrudeOilTrainSafety:
Sen.BrowneaskedifDEPisinvolvedintheissueofcrudeoiltrain
safety.Quigleynotedthe
GovernorhaswrittentothePresident
andtheGovernorisfocusedon
thisissue.DEPispartneringwiththePUCandPAEmergencyManagementAgencyon
emergencyplanningandresponsetoarailsafetyissue.
Sen.BrownesaidPennsylvaniasrailfreightindustryhashadacomebackandsaidoneof
thereasonsfordownturnsinthepastwerebecauseofgovernmentoverreach.Hesaidhehoped
DEPandotheragencieswouldrespondtospecificissuesandnotoverreach.
AccuracyOfOilAndGasData:
Sen.JohnBlake(DLackawanna)notedtherehavebeen
concernsaboutaccuracyofdataontheOilandGasProgramandaskedwherethatnowstands
withtheagency.
QuigleysaidDEPhasbeendoingheroicworkwithinadequatesystemsandDEPneeds
toinvestmorebroadlyupgradingdatamanagementsystems.HesaidDEPneedstogetoffpaper
recordsandlooktodevelopastrategicITplanwhichwillnotbecheap.Hesaidoneofhis
objectivesistobeabletotellthepublicwhatisandisnotarealissue.
SusquehannaRiverImpairment:
Sen.RobTeplitz(DDauphin)askedifDEPhasadifferent
positionontheissueofdesigningthelowerSusquehannaRiveraswaterqualityimpaired.
QuigleysaidheDEPispartneringwiththeFishandBoatCommissionona
studyofthe
river
todetermine,basedonscience,whatthestatusoftherivershouldbe.Hesaidareportand
recommendationisdueattheendofthisyear.
DelawareRiverBasinCommission:
Sen.Bakersaidthebudgetproposeda$316,000
increaseinDelawareRiverBasinCommissionfundingandcommentedsomefeelPennsylvania
sharesanunfairburdenonsupportingtheCommission.
Act162StreamBufferLaw:
Sen.Bakeraskedwhowasconsultedindevelopingthe
technicalguidanceneededtoimplementthe
Act162settingnewstreambuffer
requirements
whicharenowoutforpubliccomment.
DanaAunkst,DEPDeputyforFieldOperations,saidDEPwasundera60daydeadline
toimplementthelawanddevelopedtheguidancetouseuntiltheregulationsthemselvesare
changed.
Sen.Bakeraskedifthewaiversnowintheregulationswouldbepreserved.Aunkstsaid
theirinterpretationofthelawisthatthelaweliminatesthosewaiversbydirectactionofthelaw.
Sen.Bakersaidthatistroubling.
Sen.MarioScavello(RMonroe)askedforaclarificationontheeliminationofthe
waiversnowintheregulationsandQuigleysaidtheywerefollowingtheletterofthelawin
developingtheimplementingguidance,butwouldliketodiscusstheissuefurther.
Stormwater/FloodingImprovements:
Sen.MattSmith(DAllegheny)notedstormwaterand
floodingissuesareamajorconcerninAlleghenyCountyandnotedmultimunicipalauthorities
areagoodwaytoaddressthisissue.Specifically,heaskedaboutfundingforthesetwo
programs.
QuigleysaidDEPisfundingsomeprojectscreatively,butthereistremendousneed,
especiallyforstormwatermanagement.HenotedDEPisalsonowupdatingthedrinkingwater
andwastewaterneedsreportdoneaboutfiveyearsago.
Attheendoftheday,hesaid,someonehastopayforinfrastructureimprovements.He
saidDEPisworkingwithPittsburghtointroducegreeninfrastructuretoaddressstormwater

issues.
AbandonedMineLandReclamation:
Sen.Blakeaskedaboutthestatusoffederalfunding
forabandonedminelandreclamation.QuigleysaidDEPisworkingconstantlytomakesure
Pennsylvaniagetsthemostitcanfromavailablefederalfunding.
OldForgeBorehole:
Sen.Blakesaidthereisafederalefforttoaddressthepollutioncoming
fromtheOldForgeBoreholeandaskedQuigleytosupportit.
EPASection111(d)CleanPowerRule:

maintainjobsandprotecttheenvironmentintheanthracitecoalindustry,notingRussianand
UkrainiancoalcouldbesoldintheUnitedStatescheaperthanitcanbeminedhere.
Quigleysaidhehadameetingwithanthracitecoalindustryandheardfirsthandabout
theissuestheyfaceandisnowinlisteningmodetoseeifthereareactionsthestatecantaketo
addresstheissue.
AlternativeEnergyProposal:
Sen.JohnEichelberger(RBlair)askedforanoverviewofthe
alternativeenergyproposalintheGovernorsbudget.
Quigleysaidthe$225millionproposalcoversallformsofenergy,includingtherestartof
thePennsylvaniaSunshineProgram,naturalgaslastmilepipelinesandrevivingthewind
industry.Theproposallookstocapturetheeconomicbenefitsoftheinvestmentsaswellasthe
environmentalbenefits.

Quigleysaidthereare127windmillsinthestatethatgenerateenoughelectricitytoserve
350,000homes.

greenbuildingandenergyefficiencyprojects,notingPNCisnowcompletingwhatitsaysisthe

QuigleysaidpartoftheGovernorsbudgetwouldsupportenergyefficiencyprojects.In
addition,DEPisintheprocessofrefocusingandreorganizingitsenergyprogramswithinthe

AlternativeFuel/NaturalGasVehicleConversions:

programsinrecentyearshasbeenthebrownfieldsredevelopmentprogramandaskedifDEP

HazardousSitesCleanupFunding:
Sen.Raffertyexpressedconcernaboutlevelfundingfor
theHazardousSitesCleanupProgram.Quigleysaidtherewillbeaquestionoffundingthe
programinthefuturewiththephaseoutoftheCapitalStockandFranchiseTax,butfornowthe
proposedfundingwillcoverthecostsoftheprogram.
KeystoneLandfillExpansion:
Sen.BlakecommentedDEPneedstobetransparentinthe
processofconsideringaKeystoneLandfillexpansionandaskedifthecurrentlandfillstandards
areadequatetothetask.
Quigleysaidtheprocesswillbetransparentandsaidhebelievesthecurrentlandfill

AgencyComplementFeeSupported:

ofDEPsbudgetisGeneralFund,28percentisfederalfunding,51percentisspecialfunds
fees,finespenalties.HenotedWaterQualityprogramsaresupportedbytheGeneralFundand
haveseensomeofthebiggestcutsinrecentyears.
PermitDelays:
Sen.EichelbergersaidhehasconcernsaboutpermitdelayswithinDEP.
Quigleysaidthe
PermitDecisionGuaranteeProgram
hasresultedinhaving92percentofthe
permitdecisionsontime.Headdedevenifanapplicationisdeficient,DEPmakesitsdecisions
ontimein82percentofthecases.Hesaidhisstaffisnowdoingadeepdiveonhowthese
problemscomeaboutandhopestocorrecttheissuestoraisethosepercentageshigher.
DEPInspectionProcedures:
Sen.ScottWagner(RYork)madeanumberofstatements
duringhisquestiontime.Forexample,saidhewasopposedtogivingDEPanyadditional

inspectorsuntiltheagencyimprovesitsoperations,likemakingappointmentsforinspections
andupgradingitsmanagementprocedures.Henotedin30yearsinthewastecollectionindustry
hehasneverhadaninspectormakeanappointment.Healsoaskediftheinspectorsare
unionizedandhowmanylawyersDEPhasandwhethertheywereunionized.
Quigleynotedabout30percentofDEPstaffareunionized,butwouldhavetoprovide
additionalinformation.
RelationshipWithMunicipalities:
Sen.SchwankaskedhowDEPwouldbechangingits
relationshipwithlocalofficials.QuigleynotedheistheformermayorofHazletonandis
familiarwithmanyofthoseissues.HesaidDEPhastoworkwithcommunitiesasapartner,
particularlyonAct537sewageissuesandforstormwatermanagement(MS4),bothofwhich
havebeenchronicallyunderfunded.HenotedtheexampleofYorkCountywherethecounty
andmunicipalitieshavegottentogetheronstormwatermanagementasagoodexampleof
partnershipindealingwithwaterissues.

eliminate10millionpoundsofnitrogenand212millionpoundsofsedimentfromgoingintoour
riversandstreamstomeetthe2017ChesapeakeBaycleanupmilestones.
SimplemathshowsPennsylvaniawillnothaveachancetomeetthosemilestoneswith
thecurrentlevelofefforttoimprovewaterquality.
LastJune,theU.S.EnvironmentalProtectionAgencyreportedPennsylvaniaexceededits
2013ChesapeakeBaycleanup
milestoneforphosphorusby242,000pounds,butfellshortin

TheSenateandHouseAppropriationsCommitteehearingsonGov.Wolfsproposedbudgetfor
theDepartmentofEnvironmentalProtectionarenowcomplete.Herearefivethingswelearned
asaresultofthosehearings
1.PipelineTaskForce:
DEPisintheprocessofformingaTaskForcetolookatwaysof
promotingcooperationandreducingtheenvironmentalimpactsofthe25,000to30,000milesof
naturalgaspipelinesexpectedtobedevelopedinPennsylvaniaoverthenextfewyears.DEPis
notlookingatexpandingitsregulatoryroleoverpipelines,ortakingovertheresponsibilitiesof
thePublicUtilityCommissiononsafety.Thelogicalquestionsnoware:Whowillbeonthe
TaskForce?Whatwilltheirspecificchargebe?Willtheirmeetingsbeopentothepublic?
2.PennsylvaniaNotMeetingChesapeakeBayCleanupCommitments:
Anopensecretfor
thelastsixyearsormore,ActingDEPSecretaryJohnQuigleyacknowledged,tohiscredit,
PennsylvaniaisnotmeetingthecommitmentstheCommonwealthmadetocleanupourown
riversandstreamsthatwillresultinacleanerChesapeakeBay.Hesaidmoreresources,more
technicalhelpandarebootoftheentireprogramareneededandpromisesanewplantodeal
withtheissue.SeveralHouseandSenatememberssuggestedmoneyproposedforanalternative
energyinitiativewouldbebetterspentoncleaningupPennsylvaniasownwaterways.
3.DEPHasBeenHollowedOutWithStaffReductions:

acknowledgedwhathasbeenobvious,forthelastsixyears[actuallybeginninginthe
firstyear
oftheRendellAdministration
],DEPsbudgetandstaffhasbeensubjecttocutsfarandabove
whatotherstateagencieshavesuffered.Thisisparticularlytrueofprogramstoprotectwater
quality,hesaid.Henotedoverthelastsixyearsagencystaffhasbeencut14percentwhileother
agencieshavebeencut6percent.
4.RepublicansUpsetOverHandlingOfDrillingRegulations:
Republicanmembersofboth
theSenateandHouseareupsetoverDEPsreplacementofallthemembersoftheOilandGas
TechnicalAdvisoryBoardandabouttheshort,30daycommentperiodwithnohearingsto
reviewmajorrevisionstotheproposedfinalversionsoftheChapter78andChapter78Adrilling
regulations.Ataminimum,Sen.Yawsuggestedextendingthecommentperiod.
5.DEPHadNoRoleInShapingSeveranceTaxProposal:
Quigleyacknowledgedheand
DEPhadnoroleindraftingtheGovernorsproposednaturalgasseverancetax,eventhough
significantenvironmentalfundingissueswereatstake.Whiletheproposalendeduppreserving

Belowaveragegroundwaterlevelshavecausedthe
DepartmentofEnvironmentalProtectiontoissuea
droughtwatchfor27countiesacrossPennsylvania
Tuesday.
Despitetherecentsurgeofsurfacewatercausedby
snowmelt,lowgroundwaterlevelscouldcausewellfed
watersupplies,bothprivateandpublic,togodry.
Theverydryfallandbelownormalprecipitationin
JanuaryandFebruaryhavecontributedtolow
groundwaterlevelsinthenortheastandcentralportions
ofthestate.Theincreasingtemperaturesandmelting
snowhavehelped,butgroundwaterlevelsmaynotbebacktonormalbeforethesummer.
The27countiesunderthedroughtwatchissuedtodayareBerks,Bradford,Cambria,
Carbon,Clinton,Columbia,Indiana,Lackawanna,Lawrence,Luzerne,Lycoming,McKean,
Mercer,Monroe,Montour,Northumberland,Pike,Potter,Schuylkill,Snyder,Sullivan,
Susquehanna,Tioga,Union,Wayne,Westmoreland,andWyoming.
AllPennsylvaniansareadvisedtoheedthisdroughtwatchbyconservingtheirwateruse
andconsumption.
Toreducetheirwateruse,residentscan:
Runwateronlywhenabsolutelynecessaryandavoidkeepingwaterflowingwhilebrushing
teeth,orturningontheshowermanyminutesbeforeuse
Checkforhouseholdleaksaleakingtoiletcanwasteupto200gallonsofwatereachday
Rundishwashersandwashingmachinesonlywithfullloads
Replaceolderapplianceswithhighefficiency,frontloadingmodelsthatuseabout30percent
lesswaterand40to50percentlessenergyand
Installlowflowplumbingfixturesandaeratorsonfaucets.
DEPisnotifyingallwatersuppliersintheaffectedareasoftheneedtomonitortheir
supplies,particularlythosethatrelyupongroundwater,andupdatetheirdroughtcontingency
plansasnecessary.
Adroughtwatchdeclarationisthefirstandleastseverelevelofthestatesthreedrought
classifications.Itcallsforavoluntaryfivepercentreductioninnonessentialwateruseandputs
largewaterconsumersonnoticetobeginplanningforthepossibilityofreducedwatersupplies.
ThroughacooperativeprogramwiththeU.S.GeologicalSurvey,DEPhelpsfunda
statewidenetworkofgaugestomonitorgroundwaterlevelsandstreamflows.Thisnetwork
providesthestatesdroughtcoordinatorwithcomprehensivedatathatisusedtodetermine
droughtclassifications.
Inadditiontoprecipitation,groundwaterandstreamflowlevels,DEPmonitorssoil
moistureandwatersupplystorage.Thisdataissharedwithotherstateandfederalagencies.
DEPalsoofferswaterconservationrecommendationsandwaterauditproceduresfor
commercialandindustrialusers,suchasfoodprocessors,hotelsandeducationalinstitutions.

ChesterRidleyCrumWatershedsAssociation
isseekingenthusiasticvolunteersforits18th
AnnualCRCStreamsCleanuponApril25from9:00a.m.to11:30a.m.atthirtysitesthroughout
thewatershedsinChesterandDelawarecounties.Thecleanupeventengagesover500

volunteersannuallyandhasremovednearly600,000poundsoftrashfromourstreamsand
streamsidelands.
Theaimoftheeventisnotonlytopickuptrashbuttoshowhowoureverydaydecisions
affectthehealthofourcreeksandthewatershedssurroundingthem.Healthycommunitiesstart
withhealthystreams.
Byvolunteeringtocleanourstreams,youareprovidingtrashfreestreamsthatresultin
cleaner,saferwatersandhealthierenvironmentsforalltoenjoy.

Theprojectareaexemplifiesthecumulativedetrimentaleffectsofaformerlyindustrial
neighborhoodadistressedcommunityleftbehindwithsignificantsocial,publichealthand
environmentaljusticeconcerns.Therearealsostrikingpublichealthconcernswithinthe
community,includinglackofhealthyfoodavailabilityandaccessibilitytoopenspace,said

Nationwidethisyear,EPAawardedapproximately$4millioninareawideplanning

remarksquestioningtheir(andPECs)inclusion.
TheTABisanadvisoryboardwithnoformalauthorityrespectivetotheDepartment.It
doesnothavetheabilitytoapproveorrejectanyregulatoryorpolicyproposal.Itspurposeis
solelytoprovideinputtotheDepartment,andthatpurposeiscertainlynotharmedbythe
presenceofneworadditionalmembers.
WhileindustryrepresentativesontheTABpresentedattentivequestionsandspecific

Whiletherearestillgroupscallingforamoratoriumonunconventionalgasdevelopment,
PECisntoneofthem.WesupportwellmanageddevelopmentinPennsylvania,andareaproud

TherevisionsmadebytheDepartmenttotheregulatoryproposalwillhelpposition
Pennsylvaniaasaleaderinsafedevelopmentofthisnaturalresource.Thisisasitshouldbe,and
ithasbeenaverydeliberateprocess.
Act13becamelawmorethanthreeyearsago.Duringthattime,throughtheTAB,public
hearings,andprolongedoccasionforcomment,industryandthepublichavehadampletimeand
opportunitytoconveytheirperspectiveandconcerns.
Othergasproducingstateshavepassedlawsandimplementedregulationsinthatspaceof
time.Atcurrentrate,Pennsylvaniasregulationswontbefinalizeduntilmid2016.Thatsmore
thanfouryears.
Manyoftherecentproposedchangestotheregulationsareinresponsetoincidentsand
ongoingissuesthathaveoccurredsincepassageofAct13.Whilethechangesaresignificant,
theytoowillbepublishedforfurtherpubliccommentandreview,andwillbediscussedin
multipleTABmeetings,beforetheEnvironmentalQualityBoard,andinotherforums.
Despitetheclaimsofsome,itisclearthatthereisnoblindrushbehindtheregulations
eventhoughtheyaretrulyneedednow.

underservedorunservedareasoftheCommonwealthtobeginthinkingcreativelyonhowthey,
too,canbringahomegrownfueltomorePennsylvaniabusinessesandhomeowners.
TheCommissionvoted50toapprovePeoplesCompaniesimplementationofthe
ServiceExpansionTariff(SET)program,afiveyearpilotprogramintendedtoreducethe
upfrontfinancialbarriersfacedbypotentialcustomerswhoareinterestedinreceivingnaturalgas
servicesinareaswheregasiscurrentlyunavailable.
Thejointsettlement
wasreachedamongthePeoplesCompanies,theCommissions
BureauofInvestigationandEnforcement,theOfficeofConsumerAdvocateandtheOfficeof
SmallBusinessAdvocate.
Undermostnaturalgascompanytariffs,acustomerwhowishestohavenaturalgas
serviceextendedtohisorherpropertymustpaythecostofthatlineextensionasanupfront
payment,whichcanamounttothousandsofdollars.
TheSETprogramallowseligibleresidentialcustomerstopaytheextensioncoststhrough
amonthlyfixedfeeof$55untiltheoutstandingprincipalbalanceiszero,foramaximumof25
years.Ifnecessary,acustomermaypayaportionoftheextensioncostupfrontinordertobring
thefinancingperioddownto25years.
Residentialcustomersalsowillhaveanoptiontopaythecostsfortheserviceline
throughanadditionalmonthlyfeeof$15,untiltheoutstandingprincipalbalanceoftheservice
linecostiszero.
SimilarpilotprogramscurrentlyofferedintheCommonwealthincludeUGIs
PennsylvaniagasdistributionutilitiesGrowthExtensionTariffprogram,whichallowseligible
customerstopayextensioncostsover10yearsasamonthlychargeandColumbiaGasof
PennsylvaniasNewAreaServiceprogram,whichallowseligiblecustomerstopayextension
costsover20yearsasamonthlycharge.

Theproposedrulemakingfollowsaregulationimplementedlastyearforelectricgeneration
suppliers.

TheCommissionvoted50toseekcommentsonaproposedrulemakingthatwould
requireNGSstodisplaykeycontractualtermsandconditionsmoreclearlyforcustomersonboth
fixedandvariablerateproducts,providehistoricalpricingdataontheirproductsand
prominentlymarkcustomernoticespriortocontractexpirationorchangesinterms.
Thechangesaredesignedtoprovideadditionalinformationandgreaterprotectionsfor
residentialandsmallbusinesscustomerschoosingacompetitivesupplierfortheirnaturalgas

gasfiredelectricgeneration2)savingsduetonaturalgaselectricgenerationdisplacingmore

Thebiggestsavingswouldhavecomefromlowerelectricpricesduetothesavings
achievablebynaturalgasfiredelectricgeneration,whereConcentricestimatedelectricsavings
inexcessof$400millionduetolowermarketareanaturalgasprices.
Additionalnaturalgaspipelinecapacity,suchasproposedbyPennEast,hasthepotential
toprovidesignificantvaluetoenergyconsumersineasternPennsylvaniaandNewJerseyby
loweringnaturalgaspricesduringhighpriceperiods,concludedConcentric.
Concentricsanalysisfocusedonthewinterof20132014sincethisperiodmost
accuratelyreflectsthecurrentmarketdynamics,includingtheinclusionofSpectrasNew
JerseyNewYorkExpansionprojectandTranscosNortheastSupplyLinkbothcompletedin

Thestudyalsonotesthatabsentadditionalinfrastructure,andwithgrowingnaturalgas
demand,thehighnaturalgaspricesexperiencedinthewinterof20132014,aswellasthosethis

NorfolkSouthernFridaylauncheda$53millionenergyconversionprojectatitsJuniata
LocomotiveShopthatwillsubstantiallyreducecarbonemissionsandwaterusageatthe70acre
facility.
NorfolkSouthernwillreplacetheshop'scoalboilerswithnaturalgasheatersandinstalla
1.2megawattcapacitycombinedheatandpowergeneratorthatwillproduceenoughelectricity
tosustaintheentire16buildingcomplex.
Whencompletedinlate2017,NorfolkSouthernexpectstheimprovementstosaveabout
$4millioninelectricitycosts,reducewaterusageby49.4milliongallonsfromsteamwater
recovery,andeliminatemorethan29,000tonsofcarbonemissionsinPennsylvaniaonanannual
basis.
Theprojectgoesbeyondequipmentchangestoincludeaddinginsulation,

At3:53a.m.,March28,1979,thecascadingfailuresofvalves,pumps,gaugesandreactor
operatorscombinedtoproducetheworstaccidentintheU.S.commercialnuclearpower
industry.
TheaccidentoccurredattheThreeMileIslandnuclearpowerplantUnit2near
Middletown,afewmilesdownstreamfromHarrisburg.For48hours,thereactorwas
dangerouslyoutofcontrol.
AnyonelivinginandaroundT.M.I.remembersexactlywheretheywereonMarch30
whentheyheardGov.DickThornburghorderallpreschoolchildrenandpregnantwomenwithin
fivemilesoftheplanttoevacuateandlatereveryonewithin10milestoclosetheirwindowsand
stayindoors.
Seventhousandpeoplewereevacuatedandperhapsahundredthousandmorefled.
Ahydrogenbubbleformedinthereactorbringingitveryclosetoexploding.Withina
fewdays,scientistsreducedthesizeofthebubble.Thecoolingdownprocess,however,tooka
monthandtheradioactiveplantwouldtakeyearstodecontaminate.
Thoughnoliveswerelostintheaccident,theuncertaintyandfearitcausedgavepeoplea
newsenseofvulnerability.Thedayaftertheaccident,35,000protestersinHanover,West
Germany,chanted,"WeallliveinPennsylvania."
IncontrasttoUnit2,Unit1atThreeMileIslandhasoperatedsuccessfullysinceitfirst
begancommercialoperationsin1974producingelectricityforPennsylvaniaandthe
MidAtlanticregion.
Asaresultoftheaccident,emergencyplanningandresponseprogramsatthelocal,state
andfederallevelweredramaticallyimprovedaroundnuclearplantsandstateeffortstomonitor
radiationandprovidedirectoversightatthesefacilitiesalsounderwentsignificantchanges.

Lastweek,IwasinterviewedbytheproducersofaproposedPublicTelevisionNetworkshow
whichwillprovidea20yearupdateontheThreeMileIslandaccident.Thataccidentoccurred
onMarch28,1979.
Topreparefortheinterview,Iwentbacktomynotesandpublishedreportsofthe
accidenttorefreshmymemory.AsIwanderedthroughthedocuments,thememoriesofthat
timeandtheaftermathoftheaccidentcameslowlyintofocus.Thefollowingaresomeofthe
thoughtsthatreturned.
ItisdifficulttodiscusstheaccidentandtheCommonwealthsresponsetoitwithout
reviewingtheattitudesofthepublic,thepress,thenuclearindustry,theregulatorsandthe
technicalworld.Nuclearpowerwastoutedasthesafestformofsupplyingenergy.Nuclear
reactorsweredesignedandoperatedtorunwithoutaseriousaccident.Newnuclearpower

stationswerebeingproposedalloverthecountry.
ThestaffoftheBureauofRadiationProtectionandthePennsylvaniaEmergency
ManagementAgencyhadpreparedemergencyresponseplansforanaccidentatthosepower
reactorssituatedinthestateandforaccidentsatotherfacilitiesandonthetransportationroutes
forspentfuelandothersourcesofradioactivity.Infrequently,transportationaccidentshadtaken
placeandwehadresponded.Innocasewasthereanyseriousreleasetotheenvironmentnorany
exposureofthepublic.
AplanhadbeendrawnupfortheThreeMileIslandcomplex.Itisinterestingtonotethat
apublicmeetingonthatplanwasheldinMiddletown,justnorthofthereactors,onlyashort
timebeforetheaccidentandfewpeopleshowedup.
Atapproximately7a.m.onthemorningofMarch28,Ireceivedacallfromourbureaus
emergencyofficer,BillDornsife,anuclearengineerwhohadpreviouslyworkedatThreeMile
Island,whoinformedmethathehadreceivedacallfromtheislandconcerninganemergency
thatwasoccurringthere.Hegavemesomedetails,butthewordsIwillalwaysrememberwere
"Itsabiggie."Theprocedurewasformetoproceedtotheofficewhileotherstaffmembers
contactedotherindividualsandagenciestoprovidethemwiththeinformation.
Iarrivedattheofficearound7:20a.m.Fromthattimeonandcontinuingforthenext30
days,ourofficewasopenandstaffedaroundtheclock.Bureauanddepartmenttechnicaland
administrativestaffassistedinprovidingthecoverage.Itbecameateameffortandcontinueda
teameffortthroughthecleanup.
Althoughwehadestablishedanopenphonelinewiththereactor,thelackofearly
informationwasamajorconcern.TheNuclearRegulatoryCommission,thefederalregulatorof
thefacility,hadnotyetarrivedonsiteandevenaftertheyarrived,littlenewinformationwas
forthcoming.

MetropolitanEdisonCompany,theoperatorofTMI,hadstatedthroughitspublic
relationsofficeinReadingthattheaccidentwasundercontrolandthatnoseriousreleasesof
radioactivityhadoccurred.Ourinformationfromtheradiationprotectionstaffontheisland
indicatedotherwise.
Astheseriousnessoftheaccidentbecamemoreapparent,morePennsylvaniaofficials
becameinvolved,firstLt.Gov.WilliamScranton,andthenGov.DickThornburgh.The
administrationhadjustbeenswornintoofficethepreviousJanuaryandtheirresponsibilities
underemergencyconditionswerejustbecomingknowntothem.Throughoutthecourseofthe
accident,bothmenexhibitedprofessionalismandleadership.Iwasreallyimpressedwiththe
waythegovernorlistenedtotheinformationhewasreceiving,askedverypointedquestionsand
thenmadeuphismindafterreviewingallofthefacts.
Twodayslater,Friday,March30,wasadayIwillalwaysremember.
Wehadbeenreceivingreportsfromtheislandthatcontrolledreleasesofradioactive
gaseswereoccurring.Monitoringwasbeingperformedfromahelicoptersituatedabovethe
releasepointandoffsite.
TheinformationconcerningthelevelswasbeingrelayedbyphonetotheNRC
emergencydeskatthecommissionsheadquartersinWashington.Therewasconfusion
concerningthedataandWashingtonincorrectlythoughtthatthelevelsreportedattherelease
pointwereoccurringoffsite.Asaresult,theycontactedthePennsylvaniaEmergency
ManagementAgencyandrecommendedanevacuation.Fromthatpointon,chaosreigneduntil
thegovernorcontactedthechairmanoftheNRCtoquestionitsrecommendation.

Onasubsequenttelephonecallfromthechairmantothegovernor,hetoldthegovernor
thattheNRChadnoideawhatwashappeninginsidethatreactorand,whenquestionedaboutthe
needforanevacuation,hestatedthatifhiswifeanddaughterwereintheimmediatevicinityof
TMI,hewouldgetthemout.
Gov.Thornburghhadnochoice,andstartedavoluntaryevacuationprogramforthemost
vulnerableofthepopulation,pregnantwomenandsmallchildren.Thegovernoralsorequested
thatseniorNRCstaffbesenttotheislandtotakeovertheaccidentresponse.Thatbrought
HaroldDentonandmanyNRCstaffmembershere.Someonesaidlaterthatitwasimpossibleto
"run"anaccidentresponsefromWashington.
Theensuingdayswerefilledwithtension,thepossibilityofanexplosionfroma
hydrogenbubblegrowinginsidethereactor,thevisitofPresidentJimmyCarterandthegovernor
totheplant,theplanningforamassiveevacuationoftheresidentsoftheareaincasethingsgot
worse,continuingreleasesofinertradioactivegasesfromthestack,thehoardofpressfromall
overtheworld,andfinally,thesubsequentrelaxationoftherecommendationforevacuation
basedupontheknowledgethattherewasnopotentialforanexplosion.
Forus,theNRC,theutilityandthepublicinthevicinityofTMI,thecleanupofthe
reactoroverthenext10years,theneedtoventtheremainingradioactiveKryptonfromthe
buildingbeforeanyonecouldenter,learningthatthefuelhadmeltedandtheexpenditureofover
abilliondollarskepttheaccidentinourminds.
Thereactorhasnowbeenmothballedwithconsiderableradioactivematerialstillinside.
Itwillstaythatwayuntilitssisterreactor,ThreeMileIslandI,isshutdown.Theywillbe
decommissionedtogether,whenthenextgenerationalsowilllearnwhathappenedonMarch28,
1979.

inauguration,andallofuswerestilltryingtodefineourassignments.

officewhentheresa"reportableincidentatourplant."

anyofthistoGov.Thornburghornot,butIdidlethimtakeascheduledtripoutoftownthat
day,andvaluablehourswerelost.
ThesecondrecollectionisfromlateSaturdaynight,March31,whenthecrisisreachedits
mostperilouspoint.Reactortemperaturewasrising,evacuationwasacceleratingandalotofus
weregettingtiredandedgy.AfterridingaroundforseveralhourswithStatePolice
CommissionerDanDunn,Iwasespeciallytense.DanwasaformerFBISpecialAgent,whomI
hadknownforyears,andhewasoneofthedrollestandmostcheerfulpeopleIknew.Butthis
night,hisjawwasclenched.
Backinthegovernorsofficewithotherstaff,wecheckedtheTVandSaturdayNight
Live,hostedbythecomediansBobandRay,cameon.Toourshock,itopenedbyannouncinga
contesttopickanewcapitolofPennsylvania!!!WecalledthenetworkinNewYork,hopingthat
thescriptcouldbealteredbythenewsofhowseriouswethoughttheproblemhadbecome.We
figuredthenetworkandcertainlythesponsorswouldnotwanttoaddtoanypanic.
Nosuchluck.Anunresponsiveswitchboardoperatorsaidonlythathewouldtrytogeta
messagetothetheater.Tothisday,Irecallhimbythenamehecarriesinthatnightsphonelog:
FNULNUFirstNameUnknown,LastNameUnknown.ThiswasFBIlingotaughttomeyears
beforebyDanDunn.
Finally,therewasaninterestingpostscript:Aboutsixweeksafterthecrisishadpassed,

Thisgovernorwasalsoa"rookie"andwascallingtogleansomeofthelessonsofTMI.
Wespokeabouttheorganizationalissuesofemergencymanagement,localstaterelations,
medicalperils(includingpanic),thepoliticaldangerofCongressionalSecondGuessers,the
mediacircusandsoon.
Iwasimpressedbecausehewasoneofthefewpeoplewhowasinterestedinthepolicy
andmanagerialimplicationsofwhathadhappened,andtheonlygovernorthatIknowofwho
evercalled.
Whenwewerefinished,Isaid,"Thankyouforcalling,Gov.Clinton."

atitsbathibernaculuminDurhamTownship,BucksCounty.
Lastmonth,theGameCommissionperformedits
biannualsurveyoftheDurhambathibernaculum,which
residesona90acrepreservedpropertythatwasacquiredin
2002byHeritageConservancyforthepurposeofensuringthe
protectionofthebatpopulation'shibernatinghaven.
InApril2013,HeritageConservancyreportedonthe
alarmingnewsthatvirtuallyallofthebatsintheDurhammine
hadbeenwipedoutdueto
WhiteNoseSyndrome
(WNS).
WNSistheresultofawhite,cottonyfungusonthenoseandwingsthatirritatesbatsand
causesthemtolosetheirfatreserves.Makingitnearlyimpossibleforthemtosurviveawinterin
hibernation,theyeventuallyleavetheirhibernaculuminsearchoffoodduringunbearable
temperaturesandeitherstarveorfreezetodeath.
WhiteNoseSyndromewasconfirmedattheDurhambatcaveinthefallof2009.In
2008,itwasestimatedthatthecavehosted8,00010,000healthyhibernatingbats,includingall
batspeciesnativetoPAexceptfortheIndianabat,andpopulationnumberswereincreasing
yearly.
Duringthe2013surveyoftheDurhammine,only23batswerefoundhibernatinginthe
cave.
Duringthismonthssurvey,13batswerefound.Therearesevenverticaldepthlevels
withinthemine,andShannonFredebaugh,HeritageConservancysVolunteerCoordinator,

alongwithbiologistsfromtheGameCommissiontraversedthrougheachone,sometimeshaving
tocrawlthroughnarrow,darkspacestogettothenextchambercertainlynotanexciting
activityfortheclaustrophobic!Batswerefoundscatteredthroughoutvarioussectionsofthe
mine.
Althoughthenumbersremainedlow,apromisingsignistheincreaseinbatspeciesthat
werefound.ThespeciesthatHeritageConservancyandtheGameCommissiondiscovered
hibernatingintheminewerelittlebrowns,bigbrowns,tricolored,andeasternsmallfooted.
ThelittlebrownshavebeenhitthehardestbyWNSbecauseoftheirsmallsizeand
inabilitytostoreenoughfatreservestomakeitthroughawinterwhileinfected.Theeastern
smallfootedbat,whichisastatethreatenedspecies,wasntevenfoundinthemineduringthe
2013survey.Thesesignscouldhintatapossiblereboundinthefuture.
Anothersmallhintatpossiblerecoveryisthestabilizationinnumbersduringsummerbat
countsaroundthearea.Thissuggeststhatbatsmightbeadjustingtheirbehaviorandhibernating
indifferentareasthaninpreviousyears,possiblyeveninwarmerclimatesfarthersouth.
Weshouldallhopeforarebound.Theramificationsofthedeclineinbatpopulations
couldtakeadevastatingtollonourecosystem.Onebateatsabout800,000toonemillioninsects
peryearwithoutbatstocontrolpestlevels,insectswillflyrampant.
Asakeystonespecies,nootheranimalcanfillthecriticalrolethatbatsplayinour
ecosystem.Farmerswillhavelittlehelpfrombatsinrepellingbugs,whichcouldincreasetheuse
ofinsecticides.Withinsectslikemosquitoesthatcarrydisease,wecouldseeanincreasein
humandiseasecontractionslikethosefromWestNilevirus.
HeritageConservancyisdoingitsparttohelpbatswiththeirplight.Theorganization
gatedthecaveatbothentrypointstopreventintrudersfromcominginanddisturbingthebats
whileallowingforthebatstocomeandgofreely.Also,throughmonitoringandstewardshipof
themineanditssurroundingarea,theConservancyprovidesgoodhabitatforthem.
Theover90acresofpreservedlandthatsurroundstheDurhambatmineincludes
woodedhabitatandwaterways.Theseresourcesprovidebatswiththemeanstosurviveright
whentheyawakefromhibernationinspringtime,whichinturnincreasestheirchancetobare
youngandrepopulatethecolony,saysShannonFredebaugh.Hopefully,Heritage
Conservancyscommitmentherewillhelpwiththeirfuturerecovery.

ThecompanysongoingLegacyofCaringcampaignforwildlifeandhabitatawards
WPPgrantstoavianrehabilitationgroups.Thesepartnersplayanimportantrolein
rehabilitation,communityeducationandscientificunderstandingofbirdsofprey.
Recipientsin2014includedtheRaptorCenterattheUniversityofMinnesota,the

TehachapiWildlifeandRehabilitationCenterinKernCounty,California,BlueMountain
WildlifeinPendleton,Oregon,SquamLakesNaturalScienceCenterinHolderness,New
Hampshire,andtheCaliforniaRaptorCenter,abranchoftheUCDavisSchoolofVeterinary

IberdrolaRenewablesgrantsupportsbothwildliferehabilitationandeducation
programsandwillprimarilybeusedtopurchasemedicalsuppliesandfood,oursinglelargest
expense,saidLynnThompkins,theexecutivedirectorofBlueMountainWildlife.
IberdrolaRenewablesinOctober2008becamethefirstU.S.windpowercompanyto
voluntarilyadoptanAvianandBatProtectionPolicy,nowreferredtoastheWPP,which
governspreandpostconstructionstudiesandresearchatthecompany'sU.S.windfarms.The
companyhaspromotedcriticalresearchneededtounderstandandminimizetheimpactsonbirds
andbatsspecifictowindturbineoperations.

newsbroadcastedwidelytolocalandnationalaudiences,
youmightalreadybewellawarethespotlighton

turnedtotwonewstars.
ThosekeepingtheireagleeyesontheGame

spottednewchicksinthe
nestsoonafterdaybreakonconsecutivemornings
TuesdayandWednesday.Forwildlifeloverseverywhere,
itwasreasontocelebratebotheggsthathadbeen
incubatedsincemidFebruaryinthenestnear
CodorusStatePark
inHanover,YorkCounty,
successfullyhatched.
Butforthegrowingnumberofeaglecamviewers,theresmoregoodnews.Thingsare
justgettingstarted.
Aslongasthenestlingsremainhealthy,therewillbeincreasingactivityatthenestinthe
comingweeksandmonths.Thingswillstartoffslowly,withanadultatthenestalmostallthe
timebroodingthechickstokeepthemwarmandsafe.Butlikemostnewborns,theylleatalot,
too.
Theyoungbirdswilldevelopfeathersinthreetofourweeks,willbeabletowalkaround
thenestinsixtosevenweeks,andinaboutthreemonths,theyllbereadyfortheirfirstflights.

Theirgrowthisrapidand,ifallgoeswell,issuretocaptivatewhatalreadyhasbeenan
enormousaudience.
Thechickshatchingcreatedasurgeinviewersthatbrieflystrainedthecapacityof
servers,asnearly129,000devicesconnectedtothestreamTuesday,manyofthemjoiningas
wordspreadthefirstchickhadhatched.Butcapacitywasadded,andonWednesdayevenmore
devices155,000wereusedtoaccessthestreamwithoutissues.
Forthenewnestlings,ofcourse,thefutureisagreatunknown,andthatsoneofthe
thingsthatslikelytokeepviewerscomingbackformore.
Viewersoftheeaglecamshouldunderstand,though,thelivestreamgivesthemthe
opportunitytoviewwildlifeinitsnaturalsettinginrealtime,andjustaboutanythingcould
happen.TheGameCommissiondoesnotplantointerveneifthebirdsbecomedistressed,or
appeartobeindanger.
Oftenthebestintentionstohelpwildlifeendupdoingmoreharmthangood,andthebest
solutionistoletwildliferemainapartofnature.

keepingtwoeggswarmanddrydrewnationalattentionmorethan3,500peopleviewedthe
GameCommissionseducationalfilmoneagles,which,liketheeaglecam,alsoisavailableat
theagencyswebsite.Andabout900peopleadayhavebeenwatchingthefilmsincethen.
Wecertainlyshareinalloftheexcitementthathasgonealongwiththesetwochicks
hatching,NeelyMitchellsaid.Butatthesametime,wereexcited,too,toleadaprojectthat
hashelpedtoeducatesomanypeopleaboutbaldeagles,andaboutnature,ingeneral.
GameCommissionendangeredbirdbiologistPattiBarberpointedoutthat,without
people,baldeaglepopulationsnevercouldhavereboundedtosuchamazinglevels.
In1983,whentheGameCommissionlaunchedwhatwouldbecomeasevenyear
programtorestorebaldeaglestothestate,Pennsylvaniahadonlythreeknownbaldeaglenests
allofthemlocatedinCrawfordCountyinthenorthwesterncornerofthestate.
Atpresent,Barbersaid,thenumberofbaldeaglenestsspreadthroughoutthe
commonwealthmightbeapproaching300.
Anditspeoplewhopavedthewayforthatcomeback,bypassinglawstoensureclean
water,ahealthyenvironmentandprotectionsforeaglesandotherwildlife.
Knowingthathistoryshowstheimportanceofengagingpeoplesnaturalinterestin
eagles,ensuringtheyllcontinuetothriveinPennsylvaniaandelsewhere,Barbersaid.

crops,riparianbuffers,androtationalgrazing,alsoprovideotherbenefitstotheoverallfarm
management.
Theinternwillcompileandanalyzeresearchonimpactsofconservationpracticeson
farms'netprofitability,consideringfactorssuchaslaborneeds,fuelconsumption,nutrient
purchases,herdhealth,andcroplossrisks,foravarietyofcropandlivestockfarms.
