of gross domestic product (GDP),
one of the lowest in the world; this
translates to Rs.957 per capita in
absolute terms.
The draft policy has addressed this
critical issue by championing an
increase in government spending to
2.5 per cent of GDP (Rs.3,800 per
capita) in the next five years. But
even this increase in allocation falls
short of the requirement to set right
the
dysfunctional
health-care
services in the country. Insufficient
funding over the years combined
with other faulty practices have led to
a dysfunctional health-care system in
the country. The failure of the public
health-care system to provide
affordable services has been the
main reason that has led to
increased out-of-pocket expenditure
on health care. As a result, nearly 63
million people are driven into poverty
every year. The Ebola crisis in
Liberia, Guinea and Sierra Leone,
which underlined the repercussions
of a weak public health-care system,
should serve as a grim reminder of
this.

Explanation: The
new
measurement of gross domestic
product (GDP) includes underrepresented and informal economic
sectors as well as new items such
as smart phones and LED
television sets. This move will make
it easier for the government to meet
fiscal deficit goals. A change in
base year has been implemented
and the new base year is 2011-12
instead of 2004-05. The base year
is altered every five years and the
change in measure of GDP data is
to bring it in line with global
standards.

held the post of Environment and
Forest Minister from July 2011 to
December 2013. She accused
Rahul Gandhi of interference in the
Environment Ministry by sending
her specific requests on green
clearances for large projects which
she duly stopped to honour those
requests. She also alleged that she
was being made a scapegoat for
the economic policy paralysis
observed in the UPA-II government.
Specifically, she believed that while
she took decisions of halting certain
industrial and infrastructure projects
at the behest of Rahul Gandhi,
certain sections of the party spread
rumours that she was made to
resign due to her stance on these
projects.
