Preamble
TheresolutionoftheSecurityCouncil
2178UnitedNations,adoptedon24Sep
ber2014,reflectsthedeepconcernofthe
internationalcommunityfortheworseningof
terroristactivityandintensifyingcalled
mamientotocommitattacksinallregions

constitutepartofthisResolution,

enemies.Thesenewthreatsmust,
thereforebefoughtwiththemostefficienttool

totalitarianfanaticismofterrorists:thelaw.

Therecipientsofthesemessagescanbe
individualswho,afterradicalizationandindoctrination
