In practical terms an embassy helps to preserve and protect


the relationship between the host country and the country
represented by that particular embassy office, serving as a point
of contact, or base of communication, between two countries.
The consular section of an embassy deals with traveler related
issues like issuing visas, but most of the countries with embassies
in Liberia do not have functioning consular sections.
In the month of March, President Sirleaf received at least two letters
of credence from the ambassadors of Turkey and Switzerland.
New Turkish Ambassador HE Penbe Nersrin Bayazit and Mr.
Thomas Litscher all presented letters of credence to President
Sirleaf during the course of this month.
Britain, France, Germany, South Africa and several other countries
have embassies in Liberia, yet these countries do not have
functioning consular sections and do not offer visa services to
Liberians.

Diplomatic snub?
While Liberians are experiencing these challenges, many of
the countries have ambassadors accredited to Liberia, with
functioning embassies, but are yet have a consular section to help
Liberians deal with issues regarding travels.
In diplomacy, embassies are intended to serve as liaison between
friendly countries with the consular section providing essential
services such as travelling documents.

More Government spending on Travels


Government officials in Liberia are also subjected to similar
treatment, but the high cost of travels, accommodations and others
is covered by state funds which many believe might have made the
government and its officials to care less about the challenges faced
by the ordinary citizen in getting visas from countries without
consular sections in Liberia.
The government of Liberia spends thousands of dollars monthly
sending individuals to Ghana and Ivory Coast to secure visas for its
officials and other employees travelling to these countries.
As per the 2007 Travel ordinance of Liberia the Policy on Per diem
for Travel Aboard by officials and employees of the Government of
Liberia, travelers are paid daily allowances and incidental.
The Travel ordinance states that besides the per diem allowances
paid to travelling government employees they are also given
incidental allowance.
States the Travel Ordinance: In addition to per diem allowances,
all heads of delegations other than for Presidential and Vice
Presidential travel shall be given a lump sum amount of US $ 250.00
to provide for telephone, telegraph and official entertainment. All
expenses for entertainment, telephone and telegraph must be
supported by proper receipts. Unsupported expenses shall be
disallowed and reimbursement to Government for unexpended or
unsupported expenses will be required.
In countries such as Ghana and Ivory Coast the Government of
Liberia pays an amount of US$250 daily per diem allowance
excluding the cost of incidental.

countries accredited to Liberia, but the impact of these
embassies is not felt leaving Liberians to face huge travel
constraints. A Liberia wanting to travel abroad to Europe or other
parts of the world excluding the United States of America (which
issues visas in Monrovia) have to go countries such as Ghana, Ivory
Coast and others to secure travel documents for these countries
though they have embassies in Liberia.
A FrontPageAfrica investigation has gathered that amongst the
powerful countries only the United States of America offers visa
services to Liberians right in their home country, while Great
Britain, France, all European countries, South Africa and others do
not offer visa services in Liberia even though these countries have
functioning embassies in the country.
Liberians are subjected to huge travel and accommodation costs
to secure foreign visas when many of these countries are said to be
true friends to Liberia. The small staff of embassies here in Liberia
have not been able to help Liberians process visas by transferring
visa request to neighboring countries, but Liberians are told to
travel mainly to Ghana to get visas for European countries, while
travelling to France will require getting a visa from the Abidjan,
Ivory Coast or Accra Ghana.
Recently, a senior Government official, Assistant Health Minister
for Curative and Preventive Services, Tolbert Nyenswah who is also
head of Liberia Incident Management System, the governments
command center for the governments Ebola response could not
travel with the presidential delegation to Brussels, Belgium for an
important conference because his request for European Visa made
through that embassy in Accra, Ghana was not processed on time.
Nyenswahs inability to make the trip to Brussels for the
conference, which was intended to solicit funding for Liberia in its
post Ebola recovery efforts, led to widespread speculations that
he was denied European visa. The Assistant Minister for health
moved to publicly explain the challenges faced that led to him
being denied the opportunity to make a case for Liberia recovery
at the conference.
Several Liberians with opportunities for school and conferences
on most occasions are unable to benefit from these opportunities
due to the huge cost of travelling, paying for air tickets to and from
Ghana or Ivory Coast, hotel and other associated costs only to get
visas.

successfully negotiated with some western
and African nations requiring visas to
make it easier for their citizens to travel.

At most government ministries and agencies, whenever the head


of the agency or employees are expected to undertake a foreign
travel, tax payers bear the cost of sending a team to Ghana of Ivory
Coast, who is paid per diem and incidental allowances to get visas
to undertake the foreign travels.
This creates huge financial constraints for the government of
Liberia with the government incurring huge expenditure on
travels annually.
For delegations headed by the President and Vice President, the
Government of Liberia spends more money on incidental and daily
per diem.
The Travel Ordinance further stated Delegations headed by the
President shall be given in addition to the entitled per diem an
Incidental Allowance of US $ 2000 for each day of stay abroad as
well as an amount not exceeding US $ 1500 a day as hotel charges,
irrespective of the country he/she is traveling to. Both these
amounts are to be accounted for, including submission of relevant
hotel and other receipts on return.

Ghana and other African countries have successfully negotiated
with some western and African nations requiring visas to make it
easier for their citizens to travel.
Even some African countries with long standing ties to Liberia
have embassies in Monrovia but many Liberians still have to travel
to Ghana i.e. Botswana, South Africa, Namibia, Malawi etc.
During the William R. Tolbert regime through the non-alliance
movement, he negotiated for Liberians to travel to multiple
countries including those in Southeast Asia.
Prior to the civil war a lot of African countries did not require visas
for Liberians, but those agreements have not been renegotiated.
Ghana for example has a mutual agreement with Liberia to
facilitate commerce for its citizens, particularly business people to
get 5 year visa upon application.
In fact prior to the civil war a lot of Ghanaians and other African
nationals used Liberia as a base to get visas to travel to the US.
While ordinary Liberians are suffering the impact of seeking visas
for foreign countries, government officials and employees have
the advantage of using tax payers money to solve their problems,
something that might be responsible for government not holding
talks with these countries to consider providing visa services in
Liberia. Liberians continue to be put through the pains of paying
for their own travels for visas by these nations and with the level of
poverty due to the Ebola epidemic, many will miss opportunities
to study abroad because of the huge costs associated with getting
a plane ticket to Ghana and around the world. With the limited
number of aircrafts flying to the country, many say it could be
another form of deprivation of the freedom of movement of people.

SALARIES MUST BE
COMPREHENSIVE
ON FRIDAY, MARCH 27 President Ellen Johnson Sirleaf
dismissed three officials from the Liberia Institute for Public
Administration (LIPA) for discretionarily increasing their
salaries while the head of the entity was away from office.
THE EXECUTIVE MANSION named the affected individuals
as Mr. P. Emmerson Harris, Deputy Director General for
Administration and Management; Mr. Richard S. Panton
Deputy Director General for Training and Development;
and Mr. Harris F. Tarnue, Esq. Deputy Director General for
Research and Consultancy.
THE MOVE BY the President is welcoming as it will deter
heads of other entities from lining their pockets with tax
payers money through unilateral decisions by increasing
their salaries without justifications.
WHILE THE PRESIDENTS decision is welcoming, it is not the
first instance where officials of government have increased
their salaries and incentives in the absence of a national
policy.
FOR 10 YEARS the regime of President Sirleaf has not been
able to develop a policy setting salaries and other incentives
for heads of Government agencies specifically autonomous
commissions resulting into huge disparities in salaries and
incentives of heads of agencies and autonomous commissions.
PROVIDED THAT THESE autonomous commissions have
different scope of work, some with income generating capacity
and others just service providers, there must be a policy
outlining the basis for apportioning salaries and incentives to
heads of these agencies and autonomous commissions.
WITH NO EXISTING policy, there are no explanations for
the high salaries of heads of agencies such as the Liberia
Telecommunications Authority (LTA), the General Auditing
Commission, the National Port Authority, the Liberia
Petroleum Refining Company and others.
FOR THE GAC, it was a known fact that the European
Union contracted former Auditor General John Morlu, II
who was paid by the EU but upon Morlus departure with
the Government of Liberia taking over the salary of the his
successor, Robert Kilby was allowed to pay himself the same
EU salary of US$15,000 and since then the trend continues
without action from President Sirleaf.
THE HEAD OF the LTA also makes around US$15,000 for
regulating a small telecommunications sector with President
Sirleaf yet to question the basis for such high salary.
FEW YEARS BACK when the President was quizzed on
salary disparity, she provided a comment that looked like a
defense for the high salaries of heads of some autonomous
commissions mainly the Liberia Maritime Authority when she
declared that the head of the LMA has huge responsibilities
and deserves decent income.
THE GOVERNMENT THROUGH the Civil Service Agency
(CSA) has failed to track the payroll of these autonomous
commissions to look out for any unexplained increment
in salaries to be able to draw out a policy that will reflect
fairness and transparency.
IN DRAWING OUT a good and competitive compensation
program, fairness, transparency and level of work or output
of employees are all taking into account.
THE CSA WHICH is statutorily responsible for staffing, pay
and benefits, pension, conditions of service and human
resources development has failed dismally to develop a policy
in 10 years to guide the apportioning of salaries, as such there
is no benchmark for setting salaries in these autonomous
commissions, agencies and ministries.
DISMISSALS OF THREE at LIPA is good news in the fight
against waste but equally, the President needs to move
beyond LIPA and look into issues of salary disparities in all
other agencies, autonomous commissions, and ministries.
TACKLING SUCH ISSUE as abuse of public resources through
discretionary actions can only be done through holistic
actions and not selective because solution at one institution
does not heal the overall.
PRESIDENT SIRLEAF MUST move beyond LIPA and extend
the fight against waste to all other agencies, ministries and
autonomous commissions.

A NEED FOR AN EVIDENCE BASED DEBATE: AN IMPERATIVE TO


IMPROVING THE CURRENT STATE OF EDUCATION IN LIBERIA

iberias present and future development is hugely


dependent on the quality of its citizens, especially
the young people. Such quality can only be realized
through value education, the one that enables the
attainment of productive skills through quality schooling at all
levels. Education is fundamentally indispensable to the growth
and development of any nation in which Liberia is no exception.
As such, it is imperative to dissect the sector in its entirety
through honest, dedicated, detailed, and professional studies
to ascertain the missing pieces in delivering quality education
to the massively youthful population of Liberia. Education,
especially early childhood, basic primary, and secondary and
vocational education are essentially compulsory to the survival
of societies because these elemental levels basically discover
the key to literacy, employment, civilization, healthy society,
peace and stability. Furthermore, the latter level, secondary
education, serves as potential source of students to higher
institutions of learning such as colleges and universities and
at the end, these people are further transformed by acquiring
skills and abilities to work in different sectors of the economy. In
other words, they give reason for the establishment of tertiary
education institutions and diverged sectors. Due to these huge
benefits education contributes to society, universal education
pundits and stakeholders held an Education For All (EFA)
conference in Jomtien, Thailand in 1990 and subsequently in
Dakar, Senegal in 2000 to devise means to bring the benefits
of education to every child of school going age in every society.
Since then, the subject of education, particularly in the domains
of primary and secondary education has drawn remarkable
attentions from enormous countries around the world
including developing countries like Botswana, Nigeria, brazil,
mainland China, Jamaica, and Liberias next-door neighbor
Sierra Leone, to name a few. These countries are experiencing
tremendous boost in their education sector, especially
fundamental education. Their respective success stories in
education can be ascribed specifically to their strong research
and development institutions empowered with well equipped
supporting environment to execute honest research, thoughtful
investigation, and comprehensive analysis based on data
truthfully captured purposefully to enable policy formulation
and resource mobilization for education quality enhancement.
Such research initiatives are constantly evolving to adjust to
the fast changing nature of both their local economies and
global economy respectively. For instance, in recognition that
Botswana socioeconomics situation has changed, significantly
resulted into a review of polices and strategies for the country
educational development by the Ministry of Education. Its
recommendations, including examining the structure of the
education system to guarantee access to universal primary and
secondary education, while consolidating and vocationalizing
the curriculum contents at these levels have essentially
improved the quality of education in Botswana. Admirably,
all stakeholders are uncompromisingly performing their
respective functions to perpetually response to the wishes
of the citizens and the countrys manpower requirements. In
China, education policy became one of the most discussed topics
during the National Peoples Congress (NPC) and Committee of
the Chinese People Political Consultative Conference (CPPCC)
annual sessions, held in March 2010 with objectives pointing
toward quality and equity. Before these sessions, the Ministry
of Education released a draft of the state guidelines for short
and long term educational reform and development plan for
public comments and was afterward finalized in July 2010.
Major targets in the guidelines include pre-school education,
nine-year compulsory primary and junior secondary
education, senior secondary education, vocational education,
higher education, and continuing education. Through these
national efforts, the Chinese education sector is experiencing
mind blowing boom as the country has overnight become one
of the best destinations for education in the world. In other
words, China education is experiencing speedy improvement
because they have graduated from theory to practice.
Regrettably, Liberias case is on the contrary. The power of
research and development is yet to be realized by education
stakeholders. Furthermore, education improvement is yet
to catch the attention of stakeholders and to be of priority.
Although since the incumbency of the Unity Party led
government presided by Madam Ellen Johnson Sirleaf,
President of the Republic of Liberia, there have been so
many theoretical reforms at the ministry of education and
uncountable stakeholders meetings about the education
sector, specifically in Monrovia including the 2013 Education
Round Table Conference held at the Monrovia City Hall. But
these initiatives have proven to be far from understanding the

actual problems engulfing Liberias education system. Sadly,


those occasions are used to showcase fashions, eat fabulous
meals, and disburse cash on government officials in the name
of brainstorming the issues affecting the quality of education
in Liberia. In my judgment, understanding the poor quality
of education in Liberia requires nationwide investigation
taking into account analyzing in totality the Ministry of
Education educational resources and delivery capacity, school
governance and system management, education infrastructure
and technology, curriculum, learning and teaching materials,
teachers quality, parents involvement, etc, etc.
The present education conversations in Liberia only pinpoint
education as a mess based on an over the head observations,
political rhetoric, unreliable information, and backwardlooking arguments. This assertion, to me, is driven by mere
politics and deceptions aim at attracting international donors
monetary attention to enrich and increase the financial volume
of individual pockets. Can we continue like this? The answer is
a resounding NO. The way forward is to encourage thoughtful
and dedicated research to determine the actual problems
affecting the delivery of quality education. By doing so, the
ministry of education will be fully capacitated to undertake
the task of educating the young people thereby giving them the
sort of education they ought to have to be productive and their
aspirations to become responsible citizens will be assured.
Additionally, the current wave of massive expatriates inflow
into the country due to our inability and or inadequacy of local
skilled manpower to work in the economy will be minimized.
Through research, I have come to realize that before Liberia
could be condemned to a senseless civil war nearly 25-years
ago, the country education system was one of the best amongst
top flight African nations. Unfortunately, such beautiful period
has fallen prey to undeserving criticizing due to leaders
lack of vision and limited ability to honestly improve the
delivery capacity of the institution solely responsible to
provide quality education to all citizens; irrespective of family
background, social status, age, geographical location, and
political affiliations. The unfortunate civil war in Liberia saw
overwhelming participation of young people, most of whom
were forced to be a part which accordingly brought great setback to their progress both in their academic and family lives.
Many of these folks present capacity cannot afford formal
education because of over-aged. Therefore, in order for them
to appreciate the gift of life and be responsible citizens, they
need serious vocational attention that would enhance their
skills to enable them contribute meaningfully to the tasks of
nation building.
As I dissect the Liberian education sector and try to compare
with other countries with similar history of conflict, it can be
concluded herein that there are too many missing production
factors in the education sector of Liberia that remain unspoken
about while the issues concerning poor quality of education
as raised in the news by prominent stakeholders are not
really important as they are considered in my argument; poor
observations and dishonest opinions only meant to derail
the efforts of hard working education employees specifically
teachers. For example, the pronouncement made by Madam
Ellen Johnson Sirleaf, President of the Republic of Liberia and
some educational pundits that Liberias education is a mess
following the 2013 and 2014 sequential failure of nearly 40,000
students in the University of Liberia entrance and placement
examinations and nationwide poor performance of grade 12th
students who wrote the West African Examinations Council
(WAEC) exams in similar period. Such argument cannot hold
water as it fails to pass the test of well orchestrated research
and as such spoke on the surface and was impulsively made.
In my mind, such pronouncement didnt only blackmail the
current school goers in Liberia but also; Liberians around the
world, especially scholars having sleepless nights in Morocco,
Botswana, South Africa, America, Nigeria, Australia, India, the
Peoples Republic of China in which I truly represent because
many of us passed through the very education system in Liberia
and are awarded international excellence each semester in the
midst of hundreds of thousands of international scholars from
diverged corners of the world. On such assertion, I contend
that Liberia education is not a mess but the people whose
responsibility is it to ensure quality education are either not
collaborating well or do not have interest in the preparation
of the future generation and or lack vision or lack the political
will because education quality is the end result or output of
their collective work. In other words, garbage in-garbage out,
if we put quality in, of course we will reap quality. Conversely,
if we pull the wrong triggers, we will get unsatisfactory results.

The policy of micro-loan scheme is a good empowerment policy, but
the images above looked more of political campaigns instead "microloan scheme." Riding in an open top vehicle with huge followers
does not appear in the lexicon of "micro-finance," but political. Too
much of "I" (Governor) instead of GOL. Wearing t-shirts carrying
the Governor's photo instead the CBL is unethical. We suggest to
emphasize the policy and deemphasize Governor, making it a
national undertakings rather than individual.

How sustainable are the opportunities to the one that receives the
loan? How significant is the loan to effect any significant economic
change in the lives of the beneficiaries? This scheme is simply an
image building campaign by Dr. Jones. In Liberia, "hand-to-mouth"
business is not the type that is going to have any significant and
sustainable impact. The way I see it, speaking traditionally or in
native parable, this Dr. Jones image building campaign will last as
long as he is Governor throwing grains of rice to the fowls each
morning, enough for the fowls to survive for only as long as the day
lasts.
As learned as Dr. Jones appears to be, this is the dumbest approach
in stimulating a national economy in a sustainable manner. Don't
get me wrong, it is not the concept of loaning that is dumb, but the
value per loan to the beneficiaries measured against their needs and
family liability that is senseless. How long does a typical "hand-tomouth" business last? Does it yield a generational enterprise such
as owned by George Hadad and Jetty? Survey shows that over 80%
of rural dwellers are farmers, Liberia has issue of food security, and
there is a huge national challenge of youth unemployment. Why
can't the Government of Liberia use the national reserve to revive
the Green Revolution project? Something that will not only provide
employment to thousands of Liberians, but also make the country
self sufficient in it's staple food, yield exports, which in turn boost
the economy?
Liberia is no different from the poetry: Animal Farm, in which a
privileged few (elites) manages the impoverished masses by giving
them enough to keep them alive, grateful, but enslaved. This Dr.
Jones drama should be condemned by all well meaning Liberians who
look for a sustainable means of livelihood for all Liberians. Instead,
some of us chose to hail this Dr. Jones drama as pictured above. It
is laughable when he and his cohort claim that market women who
could not afford yesterday now have a profitable business. What is
the value of such a business measured against the current cost of
living in view of the size of a typical rural family unit? WE ARE

The byline for the entire story was Captain Chi
L Truong of the 48th Chemical Brigade. In fact,
he was not the author of the whole article. He
was the author of the press release, which was
sent to you about the uncasing of the colors for
the 48th Chemical Brigade, and which was totally
unrelated to the story about the UNREC Arms
Marking Training being carried out under the
sponsorship of UNMIL.
Further, the photo which you identified as being
the uncasing of the 48th Chemical Brigade colors
was not the photo from that event. It was the
photo from the arms marking training.
Basically, you took two unrelated stories and put
them together under a single headline with an
incorrect byline.
We request that you publish an apology for the
error and run the story about the 48th Chemical
Brigade in its entirety with the correct headline,

RESPECT TO A MOTION FILED BY
DEFENSE ATTORNEYS REPRESENTING
TWO TWO OF THE PEOPLE INDICTED
IN THE NOCAL CASE

Dear Mr. Editor:

must write to your paper to clarify a position on the law with


respect to a motion filed by defense attorneys representing two of
the people indicted in the NOCAL case as headlined in your paper
NOCAL Sage: Belated Indictment Lawyers Want Clients Loosed. As
I have not had an opportunity to read the full brief filed, I am basing my
analysis on the strength that the facts reported by your paper is a true and
correct summary of those arguments. The arguments revolve around the
interpretation of Article 4.2 of the Criminal Procedure Laws of Liberia and
has nothing to do with the individuals involve.
In brief, Section 4.2 holds that one charged with a felony must be tried
within a period of five years. The meaning of the statute is therefore clear
and the plain meaning of the statute is that one who is charged with a
felony. In the instant case, I understand that the indictment was recently
issued (probably in March 2015) by a Montserrado County Grand Jury.
The defense attorneys are arguing herein that the defendants allegedly
committed the acts between 2006 and 2007, which means that they
should have been tried by 2012 to fall within the 5year time limit of
Section 4.2.
Here is where the Defense team gravely errs. Section 4.2 says that a
person must be tried within five years of having been charged. However,
the defendants were only charged in March 2015 when the indictment
was issued. The instrument by which a person is charged in this instance
is the indictment. Any times prior to the indictment, the defendants were
simply being investigated by the state on suspicion of having committed
egregious crimes against the Republic and the people thereof. You can
even say that they were just persons of interests in this NOCAL saga as
your paper has now termed these proceedings.
Conversely, prior to the issuance of the indictment, they were free citizens,
although under a cloud of suspicion, but nevertheless free men and
women. It is only when they were charged, i.e., issued with an indictment,
that their liberty were constrained and they had to post bail.
The defense team, eminent as it is, is therefore in error as it is confusing
the period of lengthy investigation (from 2006/2007 to 2015) as the
period during which their clients should have been tried. But the
defendants could not have been tried before the indictment because they
had not been charged.
The defenses argument, if it is to make any sense at all, would apply
to a statute of limitation. But I am not sure of the statute of limitation
applicable to the felonies with which these persons have been charged.
The SolicitorGeneral need not present an excuse that it took too long to
investigate as NOCAL was not cooperative. The issue before the court is
the plain interpretation of Section 4.2, and here, the SolicitorGeneral can
win on the plain interpretation of the statute without making the excuses
she is making before the court.
Understandably, this misconception of when a person is charged in
Liberia is cultural one. In
Liberia, once a person is being investigated; the perception is that they
have been charged, especially so when such investigation is making
headlines in the media. But you will agree with me that it is also possible
that at the conclusion of the investigation, the Justice Ministry may have
concluded, based on the weight of the evidence adduced during their
investigation, not to charge some or all of the defendants. But in this
case, they decided to take the case to the grand jury. It is this resulting
indictment of the grand jury that formally charged these persons with a
crime under Liberian law. They are still presumed innocent until convicted
by a court of competent jurisdiction.
Here is the point, the clock on being tried within five years just started to
tick in March 2015, and not in 2006!
Thus, the motion filed by the defense is due to be dismissed by the Court.
Or if granted, the SolicitorGeneral should appeal the ruling on this basis.

tracing ongoing for 21 days
observation to detect possible
chains of transmission, said
Minister Nyenswah.
Community
engagement
is prominent in the affected
sector 2, Caldwell area. Our
surveillance system remains
fully functional to pick up
suspected cases in all 15
counties.
Commenting on the issues
surrounding how the patient
became infected with the
deadly
virus,

Nyenswah said investigation is
still ongoing into speculations

that she may have become


infected after having sexual
intercourse with an Ebola
survivor.
He said previous data indicates
that sexual transmission of
Ebola Virus is possible and
new information indicates
that sexual transmission may
have occurred, but remains
unproven. He said additional
tests are being undertaken
to investigate this possibility
further.
The
government/MoH
reaffirms that Ebola survivors
should continue to abstain
from sex or to observe safe sex
through correct and consistent
condom use for a minimum of
three months, he said.
However, for greater security,
public health good and
prevention of other sexually
transmitted infections, Ebola
survivors should consider
correct and consistent use
of condoms for all sexual
acts beyond three months,
until more information is
available. All survivors, their
partners and families must
be shown respect, dignity and
compassion.
He said the IMS psychosocial
team is taking all reasonable
measures
to
avoid
stigmatization of survivors.
Minister Nyenswah urged
Liberians to promote the
demonstration of respect,
dignity
and
compassion
explain and promote the use of
condoms.
The Incident Management
System is appealing to
all Liberians to observe
the preventive and public
measures to stop Ebola, he
said.

consented. News of his death
was therefore inexplicably

He said that he informed the
police of his encounter with

Allison but no one sought to


document his encounter.
Regarding the issue of his
nationality, Attorney Woods
remains adamant that it was,
and remains, an attempt
to deflect the interest of
the public as to whether or
not the investigation was
comprehensive and therefore
conclusive regarding the actual
cause of death.
He firmly stated that it
does not matter if he was
Chinese, American, Liberian
or Japanese; it does not matter
to me if he is Allison, Nkrumah
or John. What matters in
this instance, is that Michael
Allison was a human being
and we are under both moral
and legal obligations to ensure
that justice is done and that
his rights are protected as
enshrined in our laws.
Notwithstanding the foregone,

Atty. Woods avers that the


question of the victims
identity will be entertained in
due course.
Attorney Woods also said
that, the Minister of Justice
indicted several government
agencies and other institutions
without proposing the relevant
remedies. He did not state
whether or not such omission
or commission contributed to
the death or were either the
remote or proximate cause of
Allisons death. We need legal
redress not mere questions,
Woods intoned.
The Minister of Justice revealed
that the conduct of the Police
was reckless and negligent in
the handling of the body. He
also admitted that the Police
arrived on the scene about
7:45 p.m., but decided to leave
the body of the late Attorney
until the next morning, due to
the Ebola Protocol! Strangely,

he did not give any concrete


reason for this decision. As a
consequence, it is imperative
for him to address this
tragic and unprofessional
error. Indeed, declared the
Attorney, he needs to inform
us about the so-called Protocol
and whether or not it was
followed. If so, how and if not,
why? he concluded.
Attorney Woods takes issue
with the fact that the Justice
Minister referred to a lady
he concluded was Allisons
Fiance, which carries a legal
connotation. Thus, he wants
to know all details about how
she came to be identified as
his fiance, since no one,
including the friends, family
members
and/or
house
helpers knew anything about
her.
Continuing, Attorney Woods
asserts: We now expect the
Minister to speak to issues of

Law and not engage in tactics


to divert attention from the real
issue of concern. the actual
and factual circumstances
surrounding the death of
Allison. An autopsy cannot
therefore constitute the only
evidence before us.
One would ask why the
Minister was more interested
in impeaching the character of
a key witness involved in an ongoing corruption case? Could
this be an attempt to validate
his earlier position during his
confirmation hearings, when
he questioned
the approach

and motive of various integrity
institutions? Woods affirms
that, There are several other
issues related to the criminal
procedure law of our Republic
regarding
autopsies
and
suspicious deaths, which were
not addressed by the Minister
of Justice.
He called on the Liberia AntiCorruption
Commission
(LACC), Independent Human
Rights
Commission
and
various organizations to join
this fight for justice. Atty.
Woods exclaimed: One man
stood up against the odds, the
raging vampire, and has fallen.
We need answers! We must
defend him in his grave! We
need to know whether or not
vampires are on the rampage
or this was a result of natural
causes. Any of us could be its
next victim! We will join our
colleagues in search for justice

Salaries and other incentives of
heads of agencies such as the
National Port Authority, the
Roberts International Airport,
the Liberia Maritime Authority,
Liberia Petroleum Refining
Company, the General Auditing
Commission, Liberia Institute
for Public Administration, the
Bureau of Concessions, Liberia
Telecommunications Authority
(LTA) and others are not the
same.
At some of these agencies
heads make up to US$20,000
in monthly salary along with
other incentives including
travel and housing allowances.
Benya C. Kesselly of the Liberia
Maritime Authority is said to be
earning more than US$20,000
with many defending that he
runs a program that generates
millions from the Shipping
and Corporate registry of the
country and as such needs to
be paid handsomely.
Sometime last year leaked
payroll of the General Auditing
Commission
showed
the
Auditor general earning over
US$15,000 monthly excluding
other incentives including
diesel and others.
Angelique Weeks of the LTA
also earns over US$15,000 as

backed court.
Senator Jewel Howard Taylor
has expressed that the decision
to grant her Husband a chance
to serve his remaining prison
term in Africa will come.
In
an
interview
with

Bong County former President
Taylors strong hold during

his war days, the Senator said,


despite the disappointment
she is still hopeful that the
wishes of her husband will

The Trial Chamber of the
Special Court for Sierra
Leone based in the Hague has
denied in its entirety a motion
by the convicted former
Liberian Taylor requesting
that the RSCSL terminate the
enforcement of his sentence
in the UK and transfer him to
Rwanda to serve the remainder
of his 50-year prison sentence.
But the Trial Chamber cited
UN Security Council 1688
which concluded that his
presence in the African region
could pose an impediment to
security and a threat to peace.
Further, the Trial Chamber
held that a prisoner convicted
by an international court is
subject to the same rights and
restrictions as those applicable
to convicted persons in
national jurisdictions.
RSCSL Prosecutor Brenda J.
Hollis opposed the motion on
a number of factual and legal
grounds. She also argued that if
Mr. Taylor were imprisoned in
Rwanda that it would "increase
the possibilities available to
Taylor to undermine peace,
security, stability and good
order in Liberia and the West
African sub-region, and would
have implications on the
security and sense of security
of witnesses, Court personnel
and
former and current high
level State officials."
Following his unsuccessful
appeal in September 2013,
Mr. Taylor was incarcerated at
Frankland Prison in Durham
under an agreement with
the UK. Eight Special Court
convicts who were tried in

Freetown are serving their


sentences at Mpanga Prison in
Rwanda.
The Trial Chamber, consisting
of Justice Teresa Doherty
(presiding), Justice Richard
Lussick and Justice Emmanuel
Roberts, was convened by
RSCSL Resident Justice Philip
Waki last July to rule on the
motion.
Mr. Taylor had argued that
his imprisonment in the UK
denied him his right to a family
life as his wife and children
had been denied UK visas and
so prevented from visiting him.
He also argued that because he
was at risk from other inmates
he was being held "effectively in
isolation" as he was "too much
of a target and too vulnerable"
to be accommodated within
Frankland's general prison
population.
The Trial Chamber arrived
at its decision on 30 January
2015, but released it publicly
on March 26, 2015 after a
decision on a pending related
motion.
Mr. Taylor also argued that he is
the only prisoner convicted by
an international court forced,
against his wishes, to serve his
sentence on another continent.
Africa is his continent of origin,
and he maintained that travel
costs to Rwanda are lower and
Rwandan personnel share a
cultural affinity with him.
He was found guilty in April
2012 of eleven counts of
war crimes, crimes against
humanity, and other serious
violations of international
humanitarian law. The Court
found that he had planned,
and aided and abetted, crimes
committed by RUF and AFRC
rebel forces during Sierra
Leone's
civil war.

No policy on salaries
The government has not able
to develop a policy setting the
standard for income which

has led to heads of agencies


deciding their own income.
In
October,
2014,
the
Government
of
Liberia
announced that the Executive
Branch of Government has
begun a study that would
lead to a more uniformed
and equitable compensation
scheme among state-ownedenterprises
(SoEs)
and
autonomous agencies.
The President had a meeting

and autonomous agencies
where she said a more
equitable
compensation

scheme which reflects the


level of differentiation in size,
function, responsibility, and
financial performance.
The Executive mansion said
the initiative is consistent
with its salary reform strategy,
government aims to narrow
salary disparities across the
public sector to attract and
retain talents for efficient and
effective service delivery.
During the meeting, President
Sirleaf mandated the Civil
Service
Agency
DirectorGeneral, Hon. George K.
Werner, in his capacity as the
lead person in Government to
drive public sector reforms,
to work with all concerned to
conduct the study that would
lead to a compensation scheme
and appropriate staffing levels
among SoEs and autonomous
agencies.
The Liberian Senate also
conducted a public hearing
on issues of salary disparity
and set up a committee to
investigate.
Known as the Blue Ribbon
Committee,
the
ad-hoc
committee was constituted by
the Senate to investigate issues
of salary disparity within the
Civil Service.
Bong County Senator jewel
Taylor at the time said
the hearing was aimed at
addressing the disparity which
has a long-standing history in

on the figures.

Auditing
Commission of Liberia in audit
conducted on the Ministry
of Public Works during the
period 2006 recommended
that the Consolidated Group
of Mr. Simeon Freeman
restitute
US$877,945
for
allegedly violating the terms
of the Memorandum of
Understanding (MOU) and the
bid specification by supplying
old equipment to the Ministry.
"This amount should be
restituted along with imputed
interest that is compounded
daily from the date of payment
in 2006 to date," the report
stated.
According to the GAC, the
MOU the Liberian Government
through the Ministry of Public
Works paid Consolidated
Group to supply grader GR150,
instead Consolidated Group
provided Grader GR135, a
lower model.
The report also stated that
instead of the Consolidated
Group providing loader ZL150,
it delivered ZL135.
But Freeman told a news
conference Thursday March
26, 2015 that in October of
2006 the Consolidated Group
saw a publication in the New
Democrat Newspaper with
the Ministry of Publication

Liberians nowadays are getting
overweight and are said to
be suffering from high blood
pressure and other illnesses.
With regular exercise not
been seriously considered
by many, every weekend and
holidays a group of adults
mostly working class gather
to exercise in an attempt to
improve their level of health
and wellness.
The group which is named
Master T Physical Fitness Club

after its lead trainer started


some fifteen years ago.
Over the years the group
has helped to improve the
physical well-being of some
prominent Liberians who
have contributed and are
contributing to the rebuilding
of Liberia.
The Master T Physical Club
over time has stressed the
need for the young and old to
keep fit by undertaking various
exercises.
Normally at a physical club
one who imagine that the only
thing that matters is regular
training but at the Master

T physical club the story is


different, they have gone
beyond physical fitness, to
humanitarian support to less
fortunate communities, these
initiatives were made possible
through a leadership structure
by its members.
Over the weekend the fitness
club witnessed the induction
of new corps of officers to steer
the affairs of the club for the
next two years.
Before the induction the
outgoing President Zinnah
Sackie outlined the numerous
initiatives undertaken by
his administration and the

machine from 35, 00 ton per
hour to 80-100 ton per hour, the

are hopeful that our successor
will work on this,Sackie said.
Sackie pointed out that
the Ebola outbreak as an
unavoidable challenge faced by
his leadership.

Sackie led leadership for the
excellent leadership and for
ensuring that the club remains
active in contributing to
functionality of society.
Mulbah said, as fitness
practitioners they have a
responsibility to guide and
motivate others to improve
their level of health and
wellness.
As good role models, we
should demonstrate positive
health behaviors that assist in
improving our own health and
the health of others, Mulbah
added.

Background
The Liberia Revenue Authority (LRA) was established by an Act of Legislature in September
2013 for the purposes of assessing and collecting national revenues as specified in the
Revenue Code of Liberia and other related laws; administering, accounting, auditing, enforcing
revenue collection laws and regulations; and educating taxpayers to facilitate tax and customs
compliance. The Authority replaces the Department of Revenue (including the Bureau of

Objective of the Assignment

land administration and information technology to develop a database for the Real Estate

The Pilot project shall commence from the St. Paul River Bridge encircling Monrovia and its
environs, i.e., Mamba Point through to Tubman Boulevard, Congo Town through to Red Light,
and Somalia Drive through to Red Light. This includes all structures.

Detailed Activities

Identify and map each property using GIS technology and data from available land
information sources
2.
Identify property owner using data from available land information sources
3.
Identify property leases using data from available land information sources
4.
Redesign the LRA appraisal methodology using international best practices for
residential buildings

Provide market value for each property.

Create database to meet LRA SIGTAS requirement

Transfer data to the LRA property tax software

Train LRA staff to use the system

Test and debug the system

Provide technical assistance to LRA in the preparation of a project document to extend
the system to cover the entire country
Qualification Requirements
1.
A Consulting firm with a team of experts in property appraisal, GIS and Information
Technology
2.
At least one consultant who is a Registered and licensed Land Surveyor with a
Masters degree or equivalent in Land Administration or related disciplines and 10 years of
experience in surveying, mapping and geographic and land information systems (GIS/LIS)
3.
At least one consultant with a Masters degree or equivalent in Computer Science
and 10 years of experience;
4.
At least one consultant who is a licensed Architect with a Masters degree or
equivalent and at least 10 years of experience in building appraisal and good understanding
of the construction sector of Liberia;
Reporting Requirement
The firm shall report and submit weekly reports to the project manager and the Commissioner
for Domestic Tax. It shall also submit an initial implementation plan detailing the phase
approach of the Pilot Project.

Duration of the Contract


The Pilot Project is expected to commence immediately after contract signature and completed
no later than June 30, 2015.

The Liberia Extractive Industries Transparency Initiative (LEITI) is an autonomous public entity created by
statute to promote transparency over extractive industry revenues. It is part of a global initiative known as
Extractive Industries Transparency Initiative (EITI) International.
Since the establishment of the LEITI, it has made significant progress resulting in Liberia being bestowed
the Best EITI Implementing Country Award in 2009.
The LEITI is overseen by a Multi-Stakeholder Steering Group (MSG), comprising of government, civil
society, representatives of companies in Liberias extractive industry, the National Traditional Council of
Liberia, with international development partners as observers. The LEITI Secretariat is responsible for
the day-to-day implementation of the policy decisions and directives of the MSG and leading nationwide
efforts in implementing Liberias LEITI law. The Secretariats role specifically includes outreach, advocacy,
communication, monitoring and facilitating information sharing,

The Liberia Extractive Industries Transparency Initiative (LEITI) is now looking for a competent and
dynamic Liberian to serve as the Administrative Manager.
DUTIES AND RESPONSIBILITIES:
Under the supervision of the Head of Secretariat, the Administrative Manager is responsible to plan,
coordinate, and direct a broad range of services that support all units of LEITI and allow the organization
to operate efficiently. The Administrative Manager oversees centralized operations that meet the needs of
multiple departments, such as information and data processing, mail, materials scheduling and distribution,
printing and reproduction, records management, telecommunications management, security, wellness,
and transportation services, among others. The Administrative Manager shall perform the below specific
responsibilities which shall include, but not be limited to:
Administer and monitor all activities of the Administration Department, ensuring that it is operating
smoothly, efficiently and in a timely manner.
Ensure the development and management/application of LEITIs administrative policies and procedures.
Guide LEITIs Employment Policies and manage staff employment and related issues
Manage the storage and use of inventory and supplies.

play for Liberia.
Nimely, who was first
encouraged by then German
coach Antoine Hey to represent
Liberia in the 2010 World Cup
qualifiers, has turned down a
number of call-ups.
But Debbah told UNMIL
Radios Sports Extra program
that he had included Nimely,
Portugal-based William Jerbo
and
Sweden-based
Sam
Johnson in his plans for the
2017 Africa Cup of Nations
and 2018 World Cup qualifiers.

Liberian Women Hold Conference To Ensure Protection In Constitution

Liberia
currently lies in the one
hundredth place in world
ranking
of
countries
promoting
participation
and Gender equity in
politics, Human rights and
children rights amongst
others.
Efforts by local and
international
NonGovernmental
Organizations, NGOs to
get Liberia on par with
other countries in Africa
and around the world has
seen little achievement for
women in politics.
Statistics
from
United
Nations groups on the
status of women in Liberia
indicate that most women
and girls live in extreme
poverty, while many of
them suffer as a result of
HIV/AIDs, illiteracy, poor
healthcare delivery system,
unemployment and other
ills.
Consequently
we
are
underdeveloped,
under
represented and exposed
to different kinds of risks.
The experiences of women
and girls go beyond
personal level that affect
our families and society as
a whole evident by the high
rate of teenage pregnancy,
street children, teenage
prostitution, drug abuse,
dysfunctional families and
the rest, Liberian women
in a statement issued in the

are not taking no for an
answer as they meet to
ensure that the constitution
protects women against
some of the practices that
are harming them because
of the lack of constitutional
protection.

of women and men in
all elected, selected, or
appointed positions in both
public or private sectors,
and that there must be a
representation of persons
with disabilities, said
Minister Cassell.
We want political parties
to ensure that no more than
fifty percent of elected and
/or appointed positions
shall be of the same gender.
It is the responsibility of the
political parties to ensure
the fulfillment of this

provision. The legislature


shall enact appropriate laws
for the implementation of
this law.
The women are also
requesting for provisions in
the constitution that would
protect the institution of
marriage in Liberia. The
women want protection
from forced marriage and
recognition for the three
types of Marriages making
them statutory.
They want customary and
common law marriages to
take place between adults
and be considered legal
wherein women will have
property rights.
The Gender, Children and
Social Protection Minister
also
called on women
of
Liberia
especially
those represented at the
conference, to take the
opportunity to strengthen
what she called women
synergies and approach
the constitution Review
committee conference with
renewed enthusiasm to
achieve and realize their
goal.
I encourage you all to
participate actively, work
with each other and
support the conclusions
of this meeting, knowing
that at least one woman
will benefit from the good
proposition that will come
out of the meeting, she
said.

Vigorous Campaign to Eliminate Deadly Virus Launched

residents of the township and
immediate environs during the
launch of the 'Ebola Must go
after one year campaign' by the
Liberia Crusaders for Peace.
The campaign is intended to
educate the people of Liberia
not to be complacent in
fighting the virus. The program
was launched in West Point
due to the huge population of
the Township.
Speaking at the program, the

Director Juli Endee urged
the people of West Point to
continue their cooperation in
the fight against the virus.
"The people of West Point
were cooperative during the
outbreak, we were here last
year when the outbreak started,
people were afraid but at the
end of the day we all joined
hands and we fought the virus,"
she noted.
Ambassador Endee however
dedicated the program to other
sponsors including Mercy
Corps that sponsored the
Ebola must go after one year

campaign which is based on


community engagements.
"We owe it to Mercy Corps for
community engagement in the
fight against Ebola, because of
the community willingness the
virus is gradually going away
in the entire country with West
Point being no exception," she
noted.
Once a place of horror
Ambassador Endee said one
year ago West Point was a
place of horror where people
were looking for rescue during
the height of the Ebola virus

outbreak.
She disclosed that her
organization has foot soldiers
or communicators in various
communities
educating
residents about the virus and
how to prevent it.
For her part, the president of the
Governor Council of Liberia,
Musu Thompson pledged
her councils support to the
process, saying the Crusaders
for Peace willingness to
educate the Liberian people is
commendable.
Madam Thompson praised the
Crusaders for Peace Executive
Director Juli Endee for her

efforts.
"The Governor Council of
Liberia is happy that you came
down to our level in teaching
our people from all the tribes in
Liberia about this virus through
songs," she noted.

Anderson vowed to continue
her organization support to the
Liberian people through the
Crusaders for Peace.

visit at GVL farms.

visit,
the
delegation
visited
high
conservation
value
areas
in Butaw, Tarjuowon and
Kpanyan. At the end of the
visit, CI Country Director,
Jessica
Allen,
expressed
commendation to GVL for
the progress being made in
preserving forest areas, as well
as the company out growers
and smallholders programs.
With technical and financial
support she mentioned that CI
would work with GVL in a bid
to ensure a sustained forest
safeguards.
