Mr Ireland said the state governments announcement


last Thursday that the Fiskville CFA facilities were now
shut forever following further evidence of PFOS (a type of
perfluoro chemical) contamination was an overreaction.

As stage one of the remediation work has been completed,


with stage two ready to commence, why is the current
government so negative and more intent on closing the
facility than fixing the problem that exists?

There will be a huge number of volunteers from this district

Patronage on the Ballan Mt Egerton


and the Ballan Daylesford/Hepburn
bus routes needs to increase by 25 per
cent by June 30 or the services may be
suspended.
Bacchus Marsh Coaches general manager Dave Nickels said the Mt Egerton
and Daylesford bus services to Ballan
were currently temporary services.
We managed to convince Public
Transport Victoria (PTV) to roll the
temporary services over from last year
to this year, but we would like it to operate permanently for the sake of existing passengers and the drivers, Mr

Nickels said.
He said Bacchus Marsh Coaches employed four bus drivers on a rotating
basis to drive the Daylesford and Mt
Egerton routes, and the buses were
stored overnight at the Ballan industrial estate.
The Mt Egerton service is now in its
third year and goes from Mt Egerton to
Gordon to Ballan, he said.
These types of runs are very community orientated. We have formal and informal bus stops. If people ring up our
office and speak to our girls about getting picked up at the end of their drive-

way, the girls will pop the new pick-up


location into our drivers phone.
Providing its safe, we can stop anywhere to pick up passengers.
He said if patronage increased by 25
per cent, they could show the figures
to PTV and apply for the bus routes to
become a permanent ten-year contract.
He said if the numbers didnt add up
PTV could decide to either extend the
temporary service for another year, or
cease the services completely.

report and comments may already
have been read widely did not justify
failing to delete them. Accordingly,
this aspect was upheld.

Wasp is going on?

Moorabool is being stung by a
massive wasp season.
Mt Egerton resident Kevin Harper
was stung inside his mouth by a
wasp while attending a function at
an outdoor eatery in Ballan.
I was taking a bite of a Thai fish
cake and I hadnt noticed that the
wasp had gotten on it, and as I put
it into my mouth it went straight
under my tongue and stung where
the join in the tongue is, underneath. I had some immediate
swelling, he explained.
I had to extract it with its sting.
It was slightly embarrassing in a
public place and I had to spit out
the food, Id hoped that Id spit the
wasp out but it was still there.
I had to have a glass of champagne to take the pain away!
Company 1300 Pest Control has
been busy with wasp jobs across
the Shire, with owner Paul Dyers saying that the insects have
reached such large proportions
that suppliers are struggling to
keep up with demands for the
chemicals required to kill wasps.
Sometimes they get into a weep
hole and build a nest and weve
had jobs where the nest has gotten so big and heavy that its fallen
through the plaster inside.
He explained that there is no
point killing wasps, it is the nest
that must be destroyed but it is
often hard to find.
If you know where that nest is,

every few seconds theres a wasp


coming in and out casually. If there
are more just roaming around all
over the place, it usually means
that the nest isnt there its in the
neighbours place or somewhere
else.
Or the wasps could be emerging
from a disturbing source.
They can actually sting caterpillars on the lawn and lay eggs in
them - they create parasitic zombies of them. Eventually from that
caterpillar that doesnt know its
had this happen, one day a wasp
emerges from it.

Mr Dyers said that people can do


simple things to help stop wasps
coming, such as turn off any leaking garden taps which are providing them with water, or remove
plants from their garden which are
attracting them.
Youve got to have the right
knowledge, the right equipment
and the right tools. Find the nest
and call a professional.
But there is hope wasps have
enjoyed ideal breeding conditions,
but a harsh winter with frosts to
kill off nests will help reduce the
wasps next season.

They go into a natural hibernation over winter, so the level of activity should die down very soon.

Meanwhile, Moorabool Shire


Councils Co-ordinator of Community Health and Safety Sarah
Annells said that interestingly,
council has not received any more
enquiries about wasps than usual
average just two per year.

If a wasps nest is identified on


public land Council will organise
for its removal. If it is on private
land we can provide contact details of pest controllers.

Decades of
development
celebrates

Walk in their footsteps


PLANS are afoot for a memorial walking and cycling
track linking avenues of
honour in Bacchus Marsh,
Myrniong and Ballarat.
The project was developed
as part of the Australian
and New Zealand Conservation Volunteers Living
Memorials program to help
commemorate the centenary
events around The Great
War.
The projects steering committee president John Cutler said the track would be
a similar one-way distance
to the iconic Kokoda Track
in Papua New Guinea and
would offer the local and
broader community an opportunity to learn about the
legacy of the Anzacs.
He said the original aim
was the linking of the three
avenues of honour, however
the project seemed to have
struck a chord with a range
of community groups and
was expanded.
Linking in with the existing Great Dividing Trail, Mr
Cutler said the track would
begin in Bacchus Marsh and
encompass 20 townships, including the cities of Ballarat
and Bendigo.
In a symbolic way it would
be linking and re-uniting
Digger mates from neighbouring communities, he
said.

in the outer west and northwest corridors of Melbourne.

government has committed
support by providing three
green army teams to carry
out environmental activities delivered by Conservation Volunteers Australia.

world-class, wheelchair accessible high ropes course.
The Blackwood Special
Schools Outdoor Education
Centre officially opened
the multi-level course on
Monday (March 16), which
includes two flying foxes
and is the centres biggest
activity development in its
45-year history.
Camp manager Tony Bellette designed the high ropes
course, built on four telephone poles and completely
wheelchair accessible, after
he spent the summer of 2012
across 16 camps throughout
North America.
Through determination,
perseverance,
promotion
and enthusiasm the high
ropes course has become a
reality, he said.
While there are flying
foxes and other high ropes
courses designed for wheelchairs, through open discussions with the Australian
Camps Association and high
ropes course constructors,
we believe it may be the only
free standing, multi-level
wheelchair accessible course
in Australia.

Back on the road


YOUNG Moorabool people without access to cars will now have the
opportunity to obtain their drivers licences thanks to new State
Government funding for the L2P
program.
Last week the Andrews government announced four years
of funding for the L2P program,
which enabled disadvantaged
young people to gain the 120 hours
of driving experience required to
get a licence.
Djerriwarrh Healths L2P project officer Kim Leech welcomed
the news of new funding for the
program.
She said they had 40 learner
drivers at a time and 74 had gone
through the program over five
years.
The L2P program is particularly
important to an area where transport options are limited and they
really need their licence to find
jobs. A lot of jobs hinge on having a
licence, Ms Leech said.
She said the program was for
young people who didnt have access to a vehicle or a suitably qualified driver. Volunteers from the
community acted as mentors and
cars were supplied for lessons.
Some of our volunteers have been
with the program for five years.
They form great relationships with
the young people, she said.
Two mentors from Bacchus Marsh
have dedicated more than 500
hours each to the program.

I think 120 hours is a good thing,
even though it seems like a heck
of a long time. Ive noticed the difference from when they start to
when they get confident. I have to
say whoa, whoa when they get too
confident and then when there are
only about 20 hours left I can basically sit back and relax.
Im happy that Im putting someone on the road who wont be a

retired and thought he could contribute to the program.


Im into cars and enjoy driving,
Mr Rosewarne said.
By the time weve done the 120
hours the learners have got what
I consider to be a sensible driving
attitude. The good thing about it is
passing on my experience. Im over
the moon when they get their licence. Ive had a couple of learners
fail but it came down to nerves and

danger to others. The other good


thing is these people would never
get a chance to get their licence if
they had to pay for driving lessons.
I would wholeheartedly encourage people to become a mentor. Its
very fulfilling and quite enjoyable
to see the difference in their ability
at the end of the 120 hours.
He said he always advised the
young drivers to never be in a
hurry.

I wanted to volunteer in something, but because Im a shift
worker it was hard to commit to
something with regular hours. The
advantage of the mentor driver
program is I can book in driving lessons on my time off, Mr
Breguet said.
Its good interaction with young
people. It really is a benefit to them
and lifechanging for some.
He said helping a young person
gain their licence could also help
break the welfare cycle.
In Moorabool to get a job you really need to have a car, he said.
Its fantastic for young people.
Ive had five learners go through

It is very rewarding. You get to
see the results of what youre doing. Youre spending upwards of
100 hours with the one person and
you really get to see them change
in their life as well. Its also satisfying when they do get their licence.

The results showed that


while the drinking water
and showers were clear of
contamination, high levels
of the toxic chemical PFOS
were found around the fire
training area and a completely new zone at the site
where the chemical had not
been previously detected.
The tests showed PFOS levels ranged from less than 1
microgram per litre to as
high as 50 micrograms per
litre. International guidelines for safe levels of PFOS

in drinking water are 0.2 micrograms and for non-drinking water 4 micrograms per
litre.
The Minister for Emergency
Services Jane Garrett said
despite previous clean ups
Fiskville remained a dangerous site which could no
longer operate safely.
Today ends a dark chapter
in our fire fighting services.
While we are relieved that
the drinking water is safe,
the ongoing discovery of
contamination at Fiskville

means it can no longer operate as a training ground,


Ms Garrett said.
Our immediate concern is
for the people at Fiskville,
and we are working closely
with the CFA and the affected staff to assist them
through
this
difficult
change. Another major issue
is to ensure proper consultation about the much loved
memorial at Fiskville for fallen firefighters who perished
protecting our community.

money into Fiskville to clean
it up. Local jobs are at stake,

up when they got in, but I
would like to think they will
change their mind.
The government has forgotten about their volunteers. Theyve lost touch
with the volunteers.

End of daylight savings

Country Fire Authority (CFA)


are urging all Victorians to
change more than just their
clocks back this weekend, following an alarming number
of Australians neglecting to
undertake monthly smoke
alarm tests.
As the end of daylight
savings takes place on
Sunday 5 April, new research
has revealed that 93 per cent
of those with smoke alarms
are not undertaking monthly
checks, leaving them for
months, a year or even longer
between tests.
The 2015 Duracell Fire Safety
Study also revealed that 75
per cent of those with battery-operated smoke alarms
are not planning ahead and
organising to change the batteries in their smoke alarms
each year, relying instead on
random prompts from family
and friends, news reminders
or simply waiting until the
smoke alarm starts to beep
before replacing them.

Thick black smoke erupted into the clear skies as


14 CFA crews battled a blaze at the Bacchus Marsh
Abattoir, which saw the release of 300 litres of
hazardous chemicals.
A Hazmat team from Corio were called to the scene
on March 21 after the fire, which is believed to have
started in machinery, quickly spread to some plastic
shipping containers at around 3pm.
CFA duty officer Kade Dowie said that while there were
no injuries or livestock lost, the major consequence of
the blaze was the release of onsite hazardous chemicals.
There were some chemicals that are used to process
the products they manufacture that leaked onto the
concrete, however Worksafe and the EPA (Environment
Protection Authority) were involved in the clean up
and there is no longer any danger, he said.
The fire was only in the shipping containers at the
rear and not within the building itself. The only reason
so many CFA crews were necessary is due to the water
supply, there wasnt enough around and so we had to
get tankers in to provide more water.
While fire investigators were called to the scene, the
circumstances are not being treated as suspicious.

DISCONTINUANCE AND SALE OF LAND
Moorabool Shire Council, acting under Clause 3 of Schedule 10 of the Local Government Act

Street, Ballan.
The area extends from the eastern boundary of the Victoria Police facility though to the bollards
at the intersection of Simpson Street and Bradshaw Street. The width of the road reserve is

signed detour will be in place throughout the brief construction period. Please observe all road
and trafc signs.

Natural brush strokes on show


Artist Brian Nashs subjects
are wide ranging. From
nudes to gracious old Australian hotels and buildings,
historical towns to high
country cattlemen, and romantic gardens to dusky
night scenes, he captures
them all in bold strokes on
canvases sized from petite to
gigantic.
His earliest memories include drawing on anything,
even scraps of newspaper.
I guess I always wanted to
be an artist, he said.
I grew up in Yarraville
which was a lot different
than it is today. I really loved
that place it was like living
in a Damon Runyon novel
with lots of characters. Boxers, drunks, wild and funny
people, two up schools, people being thrown through
pub windows, police on

push bikes, sly grog people


and SP bookies.
As a child I thought it was a
really exciting place to grow
up and even then I tried to
capture the time I lived in.
I drew my own comics and
newsletters and took great
pleasure in taking them to
school to show my friends
and school mates.
At 14, Brian left school and
worked for a large printing company in Melbourne
for 17 years, painting in his
spare time until a gallery offered him an exhibition.
So I quit my job and have
been painting professionally
ever since. I was thrilled as I
had never had an art lesson
in my life and still havent. I
just paint in my natural way,
at a guess I would say it is
contemporary realism. And
I believe art should be en-

joyed by all people - not just


the elite. Artists need freedom to explore and expand,
not allow others to pigeon
hole or categorise their work
otherwise they become limited and repetitious.
Brian said he was continually inspired by anything
around him from people to
landscapes and the many
beautiful walks in the
region.
I believe an artist should
try to capture the area they
live in. People should be
aware of the natural beauty
of this area and explore it
more. We are very lucky to
be living here.
A major exhibition and sale
of paintings by Daylesford
artist Brian Nash will be held
at the Daylesford Town Hall,
Thursday, April 2 Monday,
April 6, 10am to 5pm.

CHICKENS, water sustainability and planning for
future needs were the key
ingredients to this years
Harvest Festival best backyard veggie patch winners.
The competition, sponsored
by Western Water, was won
by Paul Stephens ($500),
with equal second to Bellbrook Gardens and Natasha
and Peter Mills ($150 each),
and equal third went to Michelle Males and Mark and
Chelsea Bone ($100 each).
Best backyard veggie patch
judge Glenda Jones said the
gardens were all very dif-

ferent and criteria took into


account water sustainability,
the range of produce, the
quality/variety/size of produce, presentation, use of
space and creativity.
Almost every backyard
veggie patch included at
least four chooks for eggs
and fertiliser, Mrs Jones
said.
Water sustainability was
everything from mulch
commercial to self-made
roof catchment water gravity fed and wick fed above
ground planter boxes.
She said there were a lot of
raised box garden beds to
eliminate bending and im-

prove soil quality and some


new gardens had demonstrated a lot of thought for
future planning with tree
planting.
The quality, size and variety of vegetables and, in
some cases fruit, was extensive and far exceeded just
the odd tomato plant, with
leafy vegetables including
kale, root vegetables, chillies, capsicums, asparagus,
pumpkins and an incredible
assortment of herbs, she
said.
There was an amazing
variety and quantity of preserves and cider was made
from the backyard produce

and we gather freezers were


very full of summer vegies
stored for winter.
All gardeners loved what
they did and obviously enjoyed the fruits and vegetables of their labour. The veggie patch involved the whole
family and the community
in one case.
Other winners at the Bacchus Marsh Harvest Festival
included junior apple pie
winners James Bingham
(1st), Emily Kate (2nd), adult
apple pie winners Sue Bakunowicz (1st), Chris Boyd
(2nd), Yvonne Spargo (3rd)
and the gumboot throw

Dear Editor,
I wish to reply to the hopelessly misleading letter from
Marian Sidwell (MN, March
24) about the final rejection
of the Woolpack extension
fiasco more than three years
ago.
Marian somehow equates
the proven solution to local traffic issues in Bacchus
Marsh the extension of
Halletts Way- with the long
defunct Woolpack extension, proven to have NO
significant impact on local
traffic issues
Marian also makes an unpleasant accusation about
tree huggers, when in fact
those who preserved an intact Avenue of Honour did
so in support of heritage,
history and a world famous
war memorial.
Marian, a lengthy democratic process prevailed.
Heritage and history were
respected.
The separate issue of the
extension of Halletts Way
remains, and will hopefully move on. It has been
called for over more than
two decades, including by
those people who successfully helped preserve an
intact Avenue of Honour.
The idiots Marian abuses
have repeatedly proclaimed
the Halletts Way extension
as the solution to local traffic

issues. Independent traffic


studies back this, as does VicRoads. Equally, the extension of Woolpack was shown
NOT to be the solution to our
local traffic problems.
The Avenue of Honour is
a world-famous, iconic entry to our town. Attempting to confuse this with the
separate issue of the traffic
solution of the Hallets Way
extension is particularly offensive during centenary
commemorations of WWI.

would like to express my delight in last Sundays festival.
What a joy to be among
thousands of happy people
enjoying the vibrant Ballan
Autumn Festival. The parade epitomised the sense of
pride the community obviously has for this event. The
stalls were varied, the goods
affordable. The volunteers
were friendly and helpful.
And the sun shone!
And while humans cannot
be responsible for the weather, I feel confident that there

were some amazing people


responsible for organising
the event. My congratulations to the committee who
brought to life the main
street of Ballan. The committee obviously brought
together a diverse group
of people to showcase this

abandoned the back seat of the car last week
and found their way to school by their own
two feet.
There were 79 students that rode between
four and seven-kilometres to school to
celebrate National Ride2School Day held on
Friday March 20.
Grade 3/4 teacher, Lidia Lacy said 46 per
cent of the students participated in the
successful event.
There were kids from pretty much across
the board who hopped on their bikes, even
the little ones on their training wheels joined
in, she said.
There were also numerous parents who
helped out with a free breakfast, and Bacchus
Marsh Police Sergeant, John Cody came in an
unmarked car with his lights on.
In its third year participating, Ms Lacy said
the school was proud to be part of a nation-

wide initiative.
This is something the kids dont have an
opportunity to do all the time. We live in
a rural area and they tend to catch buses
because they are so far away. This program
not only promotes a healthier lifestyle, but
also gives the students an opportunity to
ride to school safely, she said.
It allows the kids to learn about road safety
and also be part of a national initiative,
which means its not just for the city kids
we can all do it too.
Since 2006, the Ride2School program
has encouraged thousands of students
throughout Australia to ride and walk to
school regularly.
The program encourages students to travel
to and from school safely wearing helmets
if riding, and being aware of other users of
roads and footpaths.

Permaculture working with, not against nature


As promised last time, this
week I will give a very brief
outline of some of the speakers and messages from the
recent gathering of Permaculture folk in Penguin, a
smallish town just up the
road from where my wife
and I live here in Tasmania.
But firstly, it was delightful
to read in The Age last week
of the plans for an Arboretum in Ballan or Ballan as
an arboretum town. Thanks
to those folk of Ballan who
have given their time and
expertise so generously to
this very significant project.
Most readers of this opinion piece would have heard
of David Holmgren, the cofounder of permaculture
back in the 1970s. David
lives in Hepburn Springs.
Just before the permaculture
gathering David took part in
the Great Debate at the Melbourne Sustainable Living

Festival about local adaption

very interesting debate on
the web). In his keynote address to the convergence
David Holmgren spoke of
his 40 years of permaculture
and kindred activism to, articulate how the bottom up
permaculture strategies that
focus at the personal, household, enterprise and community level can be effective
where mass movements to
demand top down change
are repeatedly derailed or
simply reinvent the problems in new forms.
The following is a very limited summary of what David
said. Again might I suggest,
being fair to David, that you
read the entire address on
Davids web-site.
David: At a time when environmental activists are feeling increasingly embattled

and desperate, the opportunities for permaculture have


never been greater. Are we
ready to use whatever agency remains at the personal,
household and community
level to turn the problems
into solutions?
Permaculture articulates
and applies the design principles of nature in new ways
appropriate to the energy
descent era of industrial civilisation. These design principles are embedded in an
ethical framework derived
from the commonalities of
indigenous and traditional
cultures of place.
Permaculture people seek
to create the world we do
want by direct constructive
action rather than stopping
the world we dont want by
restrictive action. Permacultures popularity, especially
with environmentally aware
youth over three generations

can be partly attributed to a


good cop/bad cop synergy
with more conventional oppositional activism. Thus
those who have done their
time in direct action in the
forest (or shale gas blockades) are often supported by
those who spend their positive energy on the permablitz front line.
David goes on, Those committed to the top down and
oppositional strategies argue theirs is the best. Often
the pathway of changing the
world by changing ourselves
is ignored or denigrated as
self-obsessed navel gazing.
The argument is that composting your garden may be
good for you but it does little
to help bring about the necessary structural changes in
society.
In contrast David argues, I
want to go one step further
to articulate why the DIY

and DIO (doing it ourselves)


approaches of permaculture
are the most efficient, resilient and empowering ways
to focus our own limited
power in the world.
Activism that is good for
our bodies and our minds
is fun and empowering, and
makes us more self-reliant,
and resilient in the face of
uncertain futures, is a much
easier sell than activism that
involves self-sacrifice for
some larger collective good.
Big solutions to big problems often recreate the problem in a new form. Small
scale solutions have the
advantage of being site and
situation specific and being
more amenable to incremental organic adaptation with
less risk that failures causes
higher order systemic failures. For example local raw
milk Community Supported
Agriculture system have

some real (very low) risk


of causing illness but large
scale corporate supply systems of industrial milk have
created problems where
large numbers of people
spread across countries become sick before corrective
responses can be enacted.
If we can prove to ourselves
that we can enjoy life living
more healthy and resilient
lives, less dependent on centralized systems while massively reducing our ecological footprint in the process,
then we provide a pattern
than others can copy.

Buying property as an investment

Australians love bricks and
mortar. Not only is home
ownership the great Australian dream, but when we
have spare cash to invest or
have paid off the mortgage
and want to put our equity
to work, many of us turn
again to property, buying for
investment.
While the term property investor conjures visions of an
individual with a broad property portfolio, it actually applies to many of us. According
to the Real Estate Institute of
Australia, the latest taxation
statistics show 14.9 per cent of
taxpayers are investors in the
residential property market.
The majority of those are
ordinary mums and dads
with only one investment
property. In the latest available statistics, 2010-11, 73 per
cent of investors had only one
such property. And in the previous five years there was substantial growth in the number
of such investors.
For most of us negative gearing which enables investors
to claim a tax deduction for
expenses on an investment
property provides an opportunity, and incentive, to invest. However, its important
to remember that the same
principles apply when buying an investment property as
when buying your own home.
In particular, any investment
purchase should be underpinned by thorough research.

This includes viewing the


property, preferably several
times.
After deciding on preferred
locations and whether to buy
a house or apartment, start by
checking out median prices
in those areas. Consult your
bank, draw up your budget
and be clear about your maximum price. There are many
great properties out there, do
not be tempted to exceed your
maximum if you find the
right one.
Make a list of features you
must have and those on which
you would compromise. Remember: this is a rental; those
criteria may be very different
from those for your home. For
example, you may be willing
to spend time on a high maintenance, hard-to-clean home,
but a rental property should
be hard wearing and easy to
maintain.
Think about what would
make your property attractive
to tenants. For example, you
may enjoy driving to work,
but rental property proximity
to public transport is essential. If buying a family home
to rent out, is it near schools?
If buying a trendy apartment, tenants will want cafes
nearby.
Most importantly, put aside
emotion. When buying your
home you are looking for the
one. But you dont have to
love your investment property
it needs to meet a particular
purpose, and do that job well.

The Under 14s have had a comfortable


Premiership win over Buninyong in the BCA
grand final match.
Darley were sent in to bat first with the
young Lions amassing 122 runs without loss
after 25 overs. Buninyong managed 4/53 by
the end of the first day and continued their
innings on the Sunday, finishing on 9/144cc
off their 50 overs. Darley resumed needing
23 runs for victory, and did so without loss.
Darley were crowned Premiers and the side
did not lose a game all season.
