Summary of Proposed Application: The proposal is for development of two adjacent lots (3H and 3I) in
the Olhava/College Marketplace master plan area. The project will include an 8,470 sq ft commercial retail
building and a 2,672 sq ft car wash. The overall site area is 79,410 sq ft. The zoning is C-4 (College
Marketplace Commercial). The site is located on Olhava Way NE, northeast of the intersection of Olhava
Way and Finn Hill Rd.

Project Permits included with Application: No other project permits are included with the
application.
Further Studies Being Required by Applicable Official: None at this time.
Other Permits Not Included in the Application: A building permit will be required for this project.
Existing Environmental Documents which Evaluate Proposed Project: The Olhava Master Plan
development is subject to phased SEPA review for individual development proposals within the master
plan area. A SEPA checklist and traffic study have been received, which have been reviewed for
compatibility and consistency with the SEPA documents for the Olhava Master Plan, including the FEIS
and appeals incorporated in the final approval for Olhava Master Plan of June 3, 1998. Impact fees are
implemented through the Development Agreement from April 2004.
Environmental Review: The City of Poulsbo has reviewed the proposed project for probable adverse
environmental impacts and expects to issue a mitigated determination of nonsignificance (MDNS) for
the project. It is anticipated that the City will adopt the identified mitigations in the Final Environmental
Impact Statement (FEIS) of the Olhava Master Plan for this project as the sole SEPA mitigation
requirements. The optional DNS process is being used as authorized by WAC 197-11-355 and Poulsbo
Municipal Code 16.04.115 Agencies, tribes, and the public are encouraged to review and comment on
the proposed project and its probable environmental impacts. This may be the only opportunity for
the public or agencies to comment on the environmental impacts of the proposal. Comments must
be submitted to the City Planning Department by the date indicated below. The proposal may
include mitigation measures under applicable codes, and the project review process may incorporate or

require mitigation measures regardless of whether an EIS is prepared. A copy of the subsequent
threshold determination for the proposal may be obtained upon request.
Public Comment Period for Environmental Review Related Comments:
The public may comment on environmental related aspects of the above-described proposal, and the
comment period will remain open through April 15, 2015. The public may request a copy of the threshold
decision when issued.

Tentative Public Meeting or Public Hearing Date: None.


Staff Report Availability: The staff report and environmental documents will be available for review
at no cost at least fifteen (15) calendar days before a decision is issued, and a copy will be provided at
reasonable cost.
