Surabaya, 19/5 (SOLUSInews)
Education and Culture Minister Mohammad Nuh once likened the pros and cons of
Curriculum 2013 as a football match.
"Like a football game, those who reject the new curriculum was the audience, while the
players and the referee can accept it," he said in a meeting with the teacher PGRI East Java.
Like the Education Minister was apparently true, because the teachers, members of the
teaching profession, and practitioners / education observers who have listened to the new
curriculum was generally able to receive.
If teachers can generally accept, as long as this burden became lighter with the new
curriculum, the practitioners / observers accepted with a note.
Note that, among others, came from the observer Darmaningtyas education which is also a
member of the drafting team appointed by the Ministry of Education Curriculum 2013.
"Curriculum 2013 itself is not something new, because it is a combination of active student
learning (CBSA) with unit level curriculum (SBC)," he said in Sidoarjo (14/5).
In a scientific study forum titled "Direction of Education in the Global Era" organized by the
Board of Education of East Java, he explains the CBSA had failed, because the public is not
ready.
"CBSA that teaches students to be critical, but the parents are not ready. When the students to
be critical, it is often triggered clashes with parents who are still being conservative," he said.
The same thing, according to him, also covers the implementation of Curriculum 2013, which
actually caused by unprepared teachers, because the majority of new teachers understand the
SBC, but suddenly there was a change in plans into Curriculum 2013.
"Therefore, we have time for everything is ready, I think it is better than later there is a new
problem," said the man nicknamed Tyas it.
Note that different does not also come from the Indonesian Teachers Association (PGRI) East
Java implementation of Curriculum 2013 asked for a delay until the academic year
2014/2015.
"The teacher has not been touched by the new curriculum (2013). Teachers who subjects
missing or incorporation takes time to adjust to the implementation of the curriculum," said
Chairman PGRI Java, Ichwan Sumadi, in Surabaya (2/5).
Reflecting on the implementation of the UN (National Exam) 2013 that chaotic, PGRI
proposes to Kemendikbud for two things namely priority empowering teachers and remove
UN.

The same observer also noted that education was a member of the Board of Education of East
Java, Prof. Daniel M. Rosyid. In fact, in the extreme, he likens that the main need not change
the curriculum, but the teachers and learning culture change.
"Teachers have to be professional, do not intervene education bureaucrats and parents, but
developed by the organization of the teaching profession. The learning culture is also
developed by building a healthy reading culture, experience and practice of class discussions,
writing culture, and give ample opportunity to speak," he said .
National Exam
The second note is related to curriculum evaluation system through a 2013 national exam
(UN) that it considered too cognitively, when Curriculum 2013 alone accommodate three
aspects (cognitive, behavioral, skills).
"I agree with the UN, to the extent not intended to be a determinant of graduation, but only as
a means of mapping quality and only belongs to the government. If the new curriculum
implemented, but its evaluation using the UN means there is inconsistency," said analyst
Darmaningtyas education.
As a mapping tool, the implementation of the UN is not necessarily at the end (final grade),
but could be in the second year. Its implementation is not necessarily every year, but it could
be two years.
"As a result, the value of the UN school is low, it must be supported by the budget and
program support. At a certain level, there will be equal distribution of educational quality.
Then, as now, the UN actually trigger the gap between the school and the school developed
the outskirts. The victims is a suburb school, "he said.
That way, education will contribute to the creation of national resilience and social resilience.
If education is only triggered gap, it would appear jealousy and loss of solidarity between the
rich and the poor.
Similar feelings were expressed JPIP researcher and Deputy Secretary of the Board of
Education of East Java, Hidayat Nur. "Attention to the UN to make the government failed to
meet the requirements of human rights in education and improving the quality of teachers
ignore," he said.
According to him, the national working meeting (rakernas) MONE 15-17 July 2003 set a
school as an organizer of UAN (UN) began in 2004 and Mone only provide guidance and
some material about UAN / UN school that should be tested in accordance with national
standards and no longer UAN / UN replications.
"The purpose of granting authority to the school it is the quality of school graduates increased
by giving problems UAN / exam. Exams school is no longer in the form of multiple choice
questions, but the answers in writing (essay)," he said, affirmed.

Decree / other decisions, the ministry formed a Quality Assurance Institute of Education
(LPMP) assigned to evaluate the implementation of the UAN / UN at school. If the school
does not seriously implement the UAN, the accreditation of the school declared low.
"The decision to restore the UAN / UN to school and the government only to monitor the
quality of UAN / UN in the school, is actually very consistent with the spirit of the
decentralization of education and the National Education Law," he said.
Today, the spirit was there again. There is a UN proposal be implemented at the local level,
there is also a UN proposal mimics UKG with "UN-line" (online). The spirit is believed to
restore the implementation of the UN are autonomous and accountable as well as the distance
from the improper practice (leaking).
When the UN confirmed the changes in the curriculum in 2013, specialized staff Education
Minister, Sukemi, asserted that the UN is bound to change, because the element of curriculum
assessment in 2013 also changed.
"But, certainly not immediately, since Curriculum 2013 is applied gradually and the students
who received the curriculum in 2013 for the first time a new class of elementary, middle, and
high school. So, the new curriculum that will actually apply to everything in the next three
years," he says.
Related to the form of changes in the UN, he added Kemdikbud plans to hold a national
convention of the education system. "Later, it will be discussed, including the UN," he said.
Presumably, the National Education Convention will be able to be the answer to enhance the
position of Curriculum 2013, including if the improvement takes time (one year delay) and
the evaluation of the UN, since Curriculum 2013 should be a "gift" for the nation.
