eligious disagreements and intolerance are some


of the major causes of violence in the world today.
In several countries fight for religious supremacy
has led to deaths and the emergence of militants
groupings.
In Northern Nigeria, also active in Chad, Niger and Northern
Cameroon, one of the deadliest militant groupings in recent
African and world history, Boko Haram is claiming that it is
fighting to ensure that Africas most populous nation Nigeria,
becomes an Islamic State to practice Sharia Law.
Boko Haram which is kidnapping children, raping women
and engaging in wanton killings, says it is against western
education in Nigeria. The years of carnage by the militant
group has sparked debates across Africa and rest of the world
with Muslims faithful arguing that the group is not fighting
for religion freedom but rather a group of evil minded men,
looking to perpetrate violence against the vulnerable.
The militant group has persistently indicated in video
recordings that it is fighting for religion, with the head of the
group always seen holding the Muslims Holy Book The Koran
from which he says he is getting his courage to fight to liberate
Nigerians from western education.
Several other countries including Somalia, Kenya, and Uganda
are struggling to cope with Al-Shabaab with link to Al-Qaeda,
another Islamist group which is also claiming to be fighting
against enemies of Islam. The group has crossed the border
from Somalia, bombing and killing people in the entire east
and parts of Southern Africa in the name of religion.
In Liberia the taste of the dangerous consequences of religious
disagreements is not new as few years ago, a quarrel in
Voinjama, Lofa County between a few people over the death of
a girl took religious dimension resulting in the setting ablaze
of mosques and churches.
Similar situation also occurred in Monrovia which also led to
the burning of a popular high school, the Muslim Congress and
other facilities.
Constitutional review sparks religious sentiments

The ongoing constitutional review process is taking another


dimension with religious sentiments expressed, some
threatening that it could derail the fragile peace process in the
country. This silent ignition of religious threat by overzealous
religious separatists is creeping its way slowly into Liberia.

Organization, Wednesday stormed the Gbarnga administration


building the venue of the ongoing National Constitutional
Review conference protesting against an expected defeat
of a preposition calling for the restoration of Liberia to a
Christian state.
Since the start of the validation conference in Gbarnga
Monday, Liberians have been seen lobbying with delegates in
a bid to influence key prepositions including the reduction of
the tenures of the president from six to four years, reduction
of the tenures of senators from nine to six years as well as the
reduction of representatives from six to four years.
The intense lobbying Tuesday heightened the mood of the
conference and when it was announced that recommendations
into whether Liberia should return to a Christian heritage or
not would be decided today, Wednesday, the mood heightened
more.

The procession by the Muslims disrupted


the CRC conference Wednesday for nearly
the entire day, prompting many of the
delegates to leave the hall because the
situation became life threatening.

Ahead of making a decision on the recommendation seeking


Liberia returning to a Christian nation, hundreds of Muslims
stormed the venue of the conference in anger in a move many
described as a ploy to thwart the recommendation.
The procession was peaceful and many of protesters were
seen carrying placards with various inscriptions.
Some of the placards threatened the return to civil war in the
country, while others encouraged for Liberia to be a circular
country. Madam Haja Swaray, head of the organization told
reporters Wednesday, that the expected endorsement of such
recommendation would threaten their religion and promote
tribal divide.
She said: I am not forced to be a Christian before I live in Liberia.
We have lived here for decades with no problem irrespective
of our religious differences. The act is discriminatory and an
attempt to breed conflict.
Continuing, she added: The decision would undermine the
rights of our tradition and expose us to the ills of Islam.
She stated that if Muslims rights were not endorsed at the
conference, they might be forced to resort to war.
Madam Swaray stated that Muslims have right to their

religion. She said as tax payers and law abiding citizens,


Liberia should be a circular country and that Islam should not
be discriminated against.
Police deployed at venue

A contingent of anti-riot policemen was drafted to the venue


of the conference to dislodge the protesters. Though the venue
was placed under security cover, some delegates refused to
enter the hall for fear of being attacked by the rampaging
protesters.
A security source in Gbarnga told FrontPage Africa that the
measures adopted by the Police were to ensure that the venue
was not destroyed and also to keep the artifacts in the hall
intact.
The source said: Our presence here would certainly check
protesters, who have used the place as rallying point for nearly
four hours now.
In the meantime, business activities continued unhindered
near the venue, while roadside traders along the road leading
to the Gbarnga administration building returned to business
following restoration of normalcy by the police.
Commenting on the development, Acting Bong County
Superintendent, Anthony Sheriff, told FrontPage Africa that
despite the challenges facing the Liberia National Police in
the county, the police have assured of counter measures to
address the problem.
He said: The police has assured us that they will do all in their
power to ensure the situation is addressed:
The police said despite some security challenges at hand,
they have adopted counter measures to address the problem.
Sheriff, a Muslim, appealed to his kinsmen to remain calm and
enjoined them to participate in the process and avoid plans
that will stall the process.

delegates to leave the hall because the situation became life

Some delegates expressed fear of returning to the building
until the situation is addressed properly. the Muslims
protesters have vowed to continue their protest to ensure the
Liberia restoration to Christian heritage recommendation is
not endorsed as they did Wednesday.

CONSTITUTIONAL
CHANGES

LIBERIAS CONSTITUTION WHICH was lastly


amended in 1986, no doubt needs revision to be
subjected to changes making it to resemble a 21st
century organic law.
SOME OF THE provisions of the constitution
are outdated and need urgent deliberations to
make the countrys highest law be on par with
constitutions of other countries.
THIS PROMPTED THE setting up of the
Constitution Review Committee (CRC) charged
with the mandate to review and propose changes
to the constitution for the common good of the
entire population.
After years of work, the CRC has now provided the
platform for Liberians to argue, discuss, debate
the issues in the constitution and come out with
something worth governing the Liberian-nation
state.
SEVERAL OTHER COUNTRIES in Africa including
Kenya took a giant step in rewriting their
constitution and Liberia with a law as old as 29
years should embrace review of its constitution.
AS THE CONSTITUTIONAL review process goes on;
it is good for the debate and discussions on issues
to continue and be done in a civil manner with the
goal of reaching a good deal for the country and
its people.
BUT IT SEEMS LIBERIANS are missing the point,
failing to rally and come out with best, rather
focusing on the interest of individual groupings
not looking at the bigger picture.
THERE ARE A number of serious issues in the
constitution that require urgent attention and
deliberation but in recent days, Liberians are
focused on religious, gender and other issues
other than pushing for changes in the constitution
on issues that affect all irrespective of gender,
religion, sex or identity.
WHETHER A MUSLIMS, Christians, Buddhist, male
female, there are provisions in the constitution at
affect all.
IN MODERN DEMOCRACIES, constant transition is
the best means of affording all the opportunity to
have make decisions, giving the ordinary people
the power to also partake in the governance
process through their votes.
FOR INSTANCE, THE United States of America, the
world most powerful nation with diverse people,
complex issues has presidential tenure of four
years but Liberia is six years-a very long time
for a poor performing regime to take the country
backward.
WITH THE HISTORY of most African countries
showing that incumbents have the edge of getting
reelected for a second term of office, giving
president the possibility of 12 years in power is

this number is still rising. The numbers are particularly
alarming in Guinea. Therefore we can conclude that

the Ebola crisis is certainly not over. The challenge is

to halt the virus completely. (Getting to zero.) My first

request to the Members of Parliament and to the Dutch


government is to continue the efforts on the Ebola crisis.
Awareness, prevention and treatment capacity must be
maintained.

Furthermore I request the Dutch government and the

Members of Parliament to support reconstruction


programs. Education is crucial in this matter. The future

of thousands of children is at stake according to research


by Plan International. Children in West-Africa are more

and more at risk of child labor and child marriage due


to the economic decline. One of the priorities should be
to implement hygiene protocols in the schools that have

been recently reopened. Dutch support should also go out


to initiatives that are aimed at improving food security
and income generating activities. For example, through

savings and credit groups, agricultural organizations

and village committees the Netherlands can contribute


to the improvement of seeds, fertilizers and farming

tools. The Netherlands is also ideally suited to aid in

not a good sign of modern democracy.


EVEN MORE HARMFUL is the tenure of senatorsnine years in office for first term with the likelihood
of another nine years if elected for second term of
office. This indicates that an individual senator is
eligible to serve for life-18 years in power is no small
time to mention.
MEMBERS OF THE House of Representatives also
have the constitutional power to serve for six
years which is another long time in public service,
especially given the poor performance of lawmakers
in Liberia-seeking their personal interest rather
than the people.
THE PRESIDENT OF Liberia is all powerful as
guaranteed by the constitution, having the power to
appoint nearly all officials of government as low as
directors.
THERE ARE LOTS of important issues that have to
do with the smooth functioning of the state to be
discussed during the ongoing constitutional review

agricultural credits and re-developing agricultural

markets. Furthermore, lucrative production chains such


for Dutch businesses to aid in the reconstruction of
these countries.

Lastly I will ask for your attention in the underlying

causes of this crisis. After all, only treating the symptoms


of a crisis is a waste of time. It is crucially important

to invest in stronger health care systems in order to


prevent the rapid spread of viruses such as Ebola or

measles. Prevention of such epidemics is much more

cost-effective than curing it. The current Ebola response


has cost $4.3 billion, while investing in stronger health

care systems would have cost $1.58 billion according to

a Save the Children report. In other words: prevention is


three times cheaper than treatment. Not to mention the

thousands of lives that could have been saved. Therefore


I call on international donors to scale up spending on

healthcare systems. These countries should meet the


minimal and internationally agreed upon standards
for public spending on healthcare. This international

norm is currently set at $86. For comparison: this

number is $9 in Guinea, $16 in Sierra Leone, and $6100


in the Netherlands. The Netherlands could help these
countries to meet this public spending goals by raising
their tax incomes and tackling tax evasion and tax

avoidance. The Netherlands could also contribute to the


so-called community-scorecards, thereby making sure
that the health systems can be evaluated from the start.

This can provide an important input to the restructuring

of the organization of health care. Let Ebola be a wake-up


call for the international community. We can no longer

tolerate that healthcare systems in these countries are


so dangerously ineffective.

interest are getting it all wrong, the constitution is
about Liberia and not the interest certain group of
people but rather a national document that should
reflect and protect all.
PROTESTS AND THREATS of war will not help
Liberia as there is a need for all groups with different
interest to put aside the individual advocacies and
push the interest of the entire nation.

generator from the US DEA through its State Dept. You can not
afford a common $6,000 generator but you have the means to
travel extensively. You are all nothing but a bunch of mafia, I mean
gangsters running the affairs of an independent nation. On the denial
of visa, the world doesn't regard this administration/government it
is known as being one of the most corrupt in the world with a bad I
mean really bad human rights record.

nation? Dignity is earned and just doesn't fall from the sky.
Emphatically speaking, Liberia is being abused and neglected by our
corrupt officials and therefore needs reform to meet the challenges
of the 21st century.

Taylor is requesting is special accommodations. Taylor is a convicted
criminal therefore it is required he receives the same treatment like
any other convicted criminal. Jewel Howard can resign her senatorial

the British embassy will grant her traveling visa, I think It would
make thing much easier. She can then cook palm butter, fufu N soup,

just curious to know, because sometime ago I read that someone else
was claiming to be the wife of President Taylor.

making a big mistake. You need to resign and move to England to be

ALLISON DEATH BLUNDER CONTINUE


TO EXPOSE EJS-LED GOVERNMENT

The Editor,

Henry Costas, Rodney Siehs, Jonathan
Koijees and others with spine to stand up
to this licensed criminality disguised as
government. Enough is enough. We can send this
regime packing which is daring us to stand up and
be counted when it matters most. Let the mysterious,
questionable drowning death of Michael Allison serve
as our red line drawn that this regime has crossed.

In my previous commentaries on the Allison tragedy,


I wrote that nothing would come out of it. And we are
witnessing the lies, disdain, coverup and contempt
this regime has for human life. We made noise and
quietly wiped our tears when the regime shot and
killed Shaki Kamara of West Point. Now it is Michael
Allison. Soon it may be you or someone you know?

Is this how the nation is rewarded by some in this


government who helped, planned and financed our
14-year genocidal holocaust only to hijack power
and employ the same tactics that plunged us into
such mayhem? We are so complacent that we can't
even protest for our rights to protest protected by the
constitution against such constant abuses.

And where is our Nobel Peace Prize winner president


who is conspicuously silent since Allison's death? The
Nobel award connotes the highest respect for human
life and rights. This is our beginning of our oil wealth
curse. NOCAL has become their next pepperbush and
they would not allow Allison or anyone to meddle
with their latest cash cow. So it is no accident that
unchecked dirty money is doled out to lawmakers to
sing and dance to the music of oil money corruption,
a disease that has infected oil giant Nigeria.
But Ellen and company are rookies who have not
mastered at art of erasing their enemies with no
traces left like Charles Taylor did or other repressive
regimes. And so they have been caught with their
pants down and can't tell a good lie.

The many blunders are now exposing them. They


came up with an invincible girlfriend who they must
produce in court during trial. They created a witness
when in sophisticated repressive regimes there is no
need to create and quote witnesses that you will be

asked to produce.

Another witness would be the man from "Brazil"


that this novice Police planted in their not-sosmart cover-up strategy, the man the Police said
Allison's supposedly grieving girlfriend cried out to
and allowed the use of his boat to fetch a drowning
Allison from the ocean. Another unnecessary witness
the Police created that must now appear in court and
bring his boat in court as part of the evidence. Again,
rookies in the Police who are not professionally
trained like their counterparts in North Korea, Libya
under Gaddafi or the KGB of the old Russia. And so
the Police went to the beach, saw his body but were
"afraid of catching Ebola" and left the body there until
the next day? By then Allison's body was "mutilated"
and parts missing and cuts found around his chin?
After the world gave us equipment and the training
on how to handle Ebola dead and patients, the Liberia
National Police did not undergo such training, nor got
any of the protection equipment of gloves and plastic
clothing and body bags? Laughing out loud.
And a Justice Minister who made a mess of an already
messy cover-up. What has a victim's alleged multiple
identities got to do with how he died? Even if Allison
was not a Liberian citizen does that diminish the
value of a human life taken away by hidden hands?
Next will be the Judiciary which is seen as a stooge
for the regime and again its independence and
integrity will take center stage when the trial gets
underway. This is where the rubber meets the road.
And we expect, as Allison's lawyers will demand, all
the witnesses will be subpoenaed: the mysterious
grieving girlfriend, the good Samaritan Brazilian boat
owner, both pathologists to testify under oath, as will
the unprofessional police officers.
If this case doesn't arouse in us Liberians the need
to try a people power nonviolent protest to demand
regime change---because NOTHING will come out
of it---then we have all endorsed the continued
criminality against our people.

Fofanas comments come in the

women from the Christian
community staged a protest on
Monday, March 30, calling for
the Christianization of Liberia.
Addressing a news conference
Wednesday at her Capitol
Building office in Monrovia,
Rep. Fofana said article 14 of
the Liberian Constitution gives

their religion.
Fofana said: Of course there
are lots of people who are
saying that Liberia was founded
on Christian principles, so is
the motto, the love of liberty
brought us here. So it (love of
liberty) brought people here,
but it also met people here.
Before Christianity, there were
other religions that were in
existence in Liberia.
The Lofa County lawmaker
said, since the introduction
of Christianity in Liberia,
Christians, Muslims and the
traditional people have coexisted peacefully.
She added that the crafters of
the 1986 constitution were
very wise in ensuring that no
state religion was established
in order for people to
peacefully co-exist in Liberia.
Continued Fofana: We just
want to especially call on the
Muslim community and other
people that have concerns, that
this government under Madam
Ellen Johnson Sirleaf has
assured all Liberians of equal
protection under the law and
that everybodys rights will be
protected.
People will be free to practice
their religion. This is just not
about the Christians. The
traditional people are also very

concerned, because sooner or


later there will be a border line
where some of these Christian
practices will border our
traditional practices and there
would be chaos.

POLICE STRESS ZERO TOLERANCE FOR RAPE & DOMESTIC VIOLENCE

not to compromise rape cases
but to instead report them to

Col. Massaquoi stressed that
the police will not relent in
prosecuting men who violate
the rights of women in the
country.
Col. Massaquoi made the
comment when the police and
its partners launched a pilot
project under the theme, joint
community police initiative
in Margibi and Grand Bassa
counties.
The program is geared toward
improving national, regional,
community service delivery,
strengthening the security
sector with well-structured
and well organized community
involvement in fostering public
trust and confidence in the
security agencies by enabling a
bottom to top approach.
The project is also geared
toward increasing community
participation
in
security
relevant matters, since they
are mostly affected. He said
the project is people-centered,
simple, well understood and
accessible. He said the police

Resolution on Resumption of Liberia Mission Drawdown

n 2 April, the Security


Council is expected
to adopt a resolution
authorizing
a
resumption of the drawdown
for the UN Mission in Liberia
(UNMIL), which had been
suspended since September
2014 due to the Ebola
outbreak.
The US circulated a first
draft on Friday, 27 March
requesting comments from
Council members by mid-day
Monday. It seems there were
no major differences among
Council members over the
draft and a negotiation session
was not needed. Following
minor revisions, the draft text
went into blue on Tuesday
afternoon.

The draft resolution authorizes


the
Secretary-General
to
implement the third phase of
UNMILs drawdown to arrive at
new ceilings of 3,590 military
personnel and 1,515 police
personnel during the current
mandate period, which expires
30 September.
In
terms
of
UNMILs
authorization, the drawdown
represents a 25 percent
reduction in peacekeepers and
a 16 percent reduction in police
from the levels last authorized
in resolution 2190 (4,811 and
1,795 respectively) adopted on
15 December 2014.
However, in operational
terms the drawdown would
be less substantial, since as of
28 February UNMILs actual

deployment was 4,439 military


personnel (troops and military
observers) and 1,426 police
(including
formed
police
units). Thus, the drawdown
would require a 19 percent
reduction in deployed military
personnel and no cuts in
deployed police personnel.
The drawdown specified in
the draft resolution is in line
with recommendations made
by Under-Secretary-General
for
Peacekeeping
Herv
Ladsous during a briefing in
consultations with Council
members on 16 March. The
briefing had been requested
by the Council in resolution
2190 in order to receive
updated analysis regarding the
impact of the Ebola outbreak

on Liberias stability and


options for resumption of the
drawdown. Ladsous concluded
that the political and security
situation in Liberia has
sufficiently
stabilised
to
resume the drawdown of
UNMIL. (According to the
World Health Organizations
25 March Ebola Situation
Report, there has been only
one new case of Ebola reported
in Liberia during the last three
weeks. In comparison, at
the height of the outbreak in
September there were more
than 400 new confirmed cases
of Ebola in the country per
week.)
The draft resolution also
amends UNMILs mandate to
remove a provision regarding

contributing
electoral
assistance to the government
of Liberia for senatorial
elections, which had been
added with resolution 2190.
This included supporting
logistics,
coordinating
international
electoral
assistance, and facilitating
an atmosphere conducive to
holding peaceful elections.
The elections, which had been
postponed from 14 October
due to the Ebola outbreak,
were held on 20 December.
Special Representative of the
Secretary-General and head of
UNMIL Karin Landgren issued
a statement on 22 December
praising the peaceful conduct
of the elections.
The
draft
resolution

highlights
the
Councils
concern with border security,
particularly between Liberia
and Cte dIvoire. It calls
on the governments of the
two countries to continue
reinforcing
cooperation,
particularly with respect to
their common border. It also
calls upon all UN entities in
the two countries, including
UNMIL and the UN Operation
in Cte dIvoire (UNOCI),
to support the Ivorian and
Liberian authorities. The draft
resolution also reaffirms the
importance of inter-mission
cooperation arrangements as
UNMIL and UNOCI downsize.
The potential for border
insecurity
to
destabilise
Liberia or Cte dIvoire has
been mentioned in the reports
of the Secretary-General on
UNMIL and UNOCI as well as
in the various reports of the
experts supporting the 1521
Liberia and 1572 Cte dIvoire
sanctions committees.
Lastly, the draft resolution
reaffirms
the
Councils
expectation
that
the
government of Liberia will
assume full responsibility
for security from UNMIL by
30 June 2016. In the interim,
the Council requests the
Secretary-General to continue
to streamline and consolidate
the activities of UNMIL
across its civilian, police and
military components in light
of the resumed drawdown and
anticipated security transition.

ALLEVIATING MARKET CHALLENGES

rice, gasoline and cement in
Liberia, some local dealers are
still maintaining their previous
prices. But in an effort to avert
such practices from happening,
the Ministry of Commerce has
begun releasing its monthly
pricing of commodities from
wholesale to retail.
The Ministry of Commerce
and Industry released a
monthly critical commodities
bulletin detailing prices of
major produce on the Liberian
market.
The
Commerce
Ministry
Wednesday
released
the
monthly critical Commodities
bulletin developed to inform
the public on key commodities
inventory and pricing.
Commerce Miniser Axel Addy
said the initiative is meant
to provide the public with
information that will help them
to make the right decision on
commodity choices.
Addy said that the pricing
is done from data reported
based on assessment of import
documents.
The prices are contingent
on inflation, exchange rate,
import
duties,
shipping
costs, insurance, licensing
and registration and other
administrative
overheads,
Addy said.

do all it can to ensure that the
reduction in the prices that is
taking place globally, is reflect
on the Liberian market.

is reflecting in Liberia and
impact the price at the pump
[Gas Station], Addy said.
The Commerce Minister said
the prices published in the
monthly bulletin, will be
enforced by inspectors across
the country.

Our inspectors will enforce


what is being published, by
giving out information it
help us alleviate some of the
challenges the public are faced
with, Addy explained. The
public will help us police some
of these things.
Addy noted that the prices
in rural areas are based
on
numerous
challenges
facing businesses including
transporting
commodities
adding this is done so as to
strike a balance.
We want to have a balance
between the consumers and
the business people, so that is
why we map out prices based
on region, Addy said.
Addy noted that the bulletin
will provide contact for
consumers to channel their
complaints to the ministry,
adding that citizens should
use the system to complain
businesses that hike prices
unnecessarily.
Addy said the publication
every month will highlight a
Liberian business as part of the
process to empower Liberian
businesses.
Every month a Liberian
business is spotlighted, in this
publication, we highlighted
the Falama business, they are
involved in cassava chip and
cassava flour, Addy said.

Annan School for Conflict
Transformation, Cuttington
University, University of
Liberia, AME University, and
United Methodist University.
The Lofa County Community
College and Grand Bassa
County Community College
were also present.
This seminar launched the
Peace and Conflict Studies
curriculum, which has been
developed jointly by LMC
and the involved educational
institutions as part of the
Living Peace Project. The
project, which ends in June
2015, includes support to
youth peace clubs, at the
partner institutions. It intends
to bring together university
and community college
students
from
different
cultural and regional context
in a discussion over peace
and cross cultural tolerance
in Liberia
Speaking at the opening
of the program, H.E. Tiina
Intelmann, the Ambassador
of the European Union
noted: "The European Union
tends to focus on long term
assistance programs. While
we understand that strategic
infrastructure projects are
vital for Liberia, the most
important investment we can
make is investing in the human
capital of your country." The
European Union is confident
that this initiative has a strong
multiplier potential and
provides the future leaders of
Liberia with tools of conflict
solution.

Liberia Media Center Atty.
Lamii Kpargoi recognized
the EU for its support to the
organization's peace building
program and noted the need
to continue the project at
other academic levels.
At the close of the day the
Media Center presented
digital peace libraries to each

with
peace and conflict resolution

CRYSTAL, Minn.
he father of a missing
10-year-old Minnesota
boy was seen near the
Mississippi River shortly
after his son's disappearance, and
he is still considered a suspect in
the case, police said Thursday.
Crystal Police Chief Stephanie
Revering said authorities have
been searching the river for
Barway Collins, who disappeared
after school more than a week ago.
Revering said the boy's father,
Pierre Collins, continues to be
untruthful as investigators try to
find his son.
Revering said police have "strong
evidence" that Pierre Collins was
near the Mississippi River near
Interstate 694 in an area where
he used to fish between the
hours of 4 and 6 p.m. on March
18. Collins reported his son was
missing at 6:37 that night.
He has told reporters he had nothing
to do with his son's disappearance,
and he has not been arrested or
charged. At a Monday night vigil,
he begged the community to keep
searching.
Collins did not immediately return
a phone message left Thursday by
The Associated Press.

"It's disheartening to think that


he would be a suspect, or that he
would have something to do with
his own child's disappearance,"
said pastor Harding Smith, who
has been working with the family.
"I have asked him, did he do this?
And he said: 'no.'"
Barway Collins was last seen at
his apartment complex. Video
from the apartment's vestibule
shows that as the boy was about
to go inside, he turned around as
if he was called over to the parking
lot by someone he knew, and he
walked away, police said.
Revering said Thursday that
authorities know Collins was in the
proximity. They are also searching
for a man Barway referred to as
"uncle," who they believe was in
the area.
Revering said Thursday that
Collins has still not identified that
person. In the Liberian community,
the term can refer to a relative or a
family friend.
When asked if police believe
Barway is still alive, Revering
said: "We're very hopeful he's still
alive."
Revering said police are trying
to get videos from public transit,
private businesses or anyone else

who may have been in the area

the day Barway disappeared. She
asked anyone with video or photos
to contact authorities.
Authorities did not issue an
Amber alert when Barway was
reported missing because the case
didn't meet the criteria. However

concerned."
When asked if the father told
police the boy was safe, Revering
said she couldn't comment.
The FBI, the Bureau of Criminal
Apprehension, and the Hennepin
County Sheriff's Office are helping
with the investigation, and a
reward of up to $12,000 is being
offered.
Smith, the pastor, said a search
has been organized for noon on
Saturday. Volunteers are asked
to meet at Barway's apartment
complex in Crystal.
"We hope that Barway is still alive
and we pray that we can get him
home soon," Smith said.

academy in March, but that before
coming, they wanted to go into

in transferring or promoting the
players to Europe.
In other words, the Portuguese
institution wanted to be the
group responsible to promote the
players and not so many firms or
companies.
The group in Lao told me they
were ready for such arrangement
and wanted a proposal from the
group from Portugal.
They did send it with Portuguese
club Nacional to be a major outfit
in linking the lads to Laos, but only
Heaven knows where they placed
it.
Also, in my weak way, I arranged
for eight players to go on trial in
Myanmar and India, but there was
no interest from the visionless
Lao-based group.
I tried my best and kept my cool
as I responsibly engaged them for
improvement and innovation.
But, what made me to burst up
was when a six-year professional
contract was offered to each player.
Take note now, a huge chunk of the
players offered said contract are
minors.
I told them this contravenes Fifas
statutes on players transfer and
regulations, specifically count 19.
Please read it and disprove my
assertion.
The other worthless side of the
contract was that the players, who
left Africa for an academy program
in Laos, were not signing with the
academy but the senior team.
The reason, according to Karmo
and company, was that the academy
was not registered, meaning legally
it was not existing.
Thus, resident or work permits
would not have been done by the
government through academy
documents. Granted but I insisted
that the rules must be followed.
I told them, as a way forward,
it should not be a professional

contract but just a player contract


and must be reduced from six to
three years, subject to renewal
after two years.
The only thing they considered as
benefit in the contract was that the
players were going to be placed in
four groups based on performance
with those in group A receiving
what they term as monthly
allowance of US$100, group B
US$80, group C US$60 and
group D nothing.
This means, in the highest category,
as per the math, a player will
receive US$7,200 after six years
with the players international
transfer certificates (ITC) sent for
immediately, something I totally
disagreed with.
My suggestion was that each
player receives a monthly salary
of US$400 as a start-up with a
signing fee of US$2,500 and a
training allowance of US$5.
The contract had no witness with
Karmo saying he once signed a
contract in Vietnam without a
witness on the contract as such
was right.
I considered it as being foolish
and that like every agreement, a
contract must have a witness or
witnesses.
I told him he could download more
than two million contracts from
around the world, all related to
football, and the witness issue will
be included.
I also suggested that there be
medication and provision for
vacation in the contract, but they
refused.
In the contract also, Karmo
purported himself as manager. You
can imagine a player serving as
manager for another player.
Karmo then told me "we brought
you here to work for us, but you
are now on the players side".
They asked me to leave and I
said not without the 22 players I
traveled along with from Liberia.
They openly asked the players who
wanted to travel back home with
me to stand. All 22 from Liberia
stood with two of the nine from
Ghana also standing.
I was earning US$1,000 monthly
in Laos, a very small amount
compared to what I am earning
at the Liberia Petroleum Refining

Company (LPRC), excluding


coupons and scratch cards.
But I made the sacrifice to help
young people and help develop
football in that part of the world.
I spent more than US$3,500
ranging from allowances for
feeding and training in Liberia and
even adding of transport for ticket
fare from Liberia to Ghana just for
this Laos program.
I worked, struggled and made huge
sacrifice for the Laos program
and only the most unrealistic of
persons will want to berate me.
Football will continue to be in
my blood. I told my players I will
leave football when I am 90 years
old since a football match last 90
minutes.
Traveling to Laos was a wonderful
experience as I have seen how
players rights are been trampled
upon.
I will continue to speak out on
players rights and will never stop
linking them. I will never give up.
My vision will never be aborted.
But trust me the Laos program is
a fiasco, a quasi-one, a sham, a
trash, rubbish and a time wasting
affair as the blind leads the blind.
Exactly what happened between
me and Alex?
He requested to come for trial with
FC Edmonton. I said ok, I got him
an invitation through the club. To
send it via DHL and received his
documents from Liberia he wants
me pay for it from my pocket.
Liberians don't like things done the
right way. They prefer people that
lie to them and are very dishonest.
On the record, I have singlehandedly help a lot of Liberian
players in and out of Liberia.
There is more to this whole Laos
thing. Alex is not to be blamed
alone but he is not stepping up his
game. These things can hunt you in
your career.

IS THIS WHAT YOU CALL A FOOTBALL ACADEMY?

academy is a pseudo
one. Legally, no one or
organization knows it anywhere in
Laos or elsewhere. Its existence is
on facebook.
People often ask why did we not
speak from the beginning of these
ills. The simple answer is you don't
go against everything from the
beginning.
You try to endure, constructively
engage the authorities to improve
things, to change things in a
positive manner.
But, when they continue to be
obstinate, stubborn and defiant
despite things in a haywire,
disorganized
and
disjointed
fashion, you then need to go and
nip it in the bud.
You need to blow the whistle, raise
the alarm and expose the ills for
the world to know.
The lads were made to rehearse
for days, beating drums, singing
and marching for hours before the
match.
In that photo, the youngsters sang
all the songs in the world and
beat the drums with venom in
cheering Idsea Champasak United
to loss instead of victory in their
opening league match against
Lexang United where they were
annihilated 1-5.
Oh! then look at the life threatening
photo where more than 20 police
officers heavily armed, invaded
the players sleeping area in an
attempt to arrest five players to
be sent home on the orders of
the deceptive Alex Karmo. The
reason: they were gossiping about
him.
It was like a war zone and the
scene was terrifying. Those arm
men did not go to play football but
to arrest minors. The story in Laos
is melancholic.
It is a modern day slavery
arrangement
and
human
trafficking. The issues were not
about jerseys or buses as others are
erroneously made to believe.
I have been frowning on the poor
state of the lads welfare. Their
sleeping area was appalling.
The windows are incomplete as
anyone from the outside could
jump in and steal or harm anyone.

There is no medication.
Ailing or injured players spent
weeks struggling with their
illnesses before they are reluctantly
taken to a makeshift drugstore for
few tablets.
Players returning from such area
to Africa are to undergo serious
medical examination to be able to
play actively once more.
The lads are used as medics, ball
boys and trainers for on field
players and goalkeepers and even
medics for the senior team before a
league match.
Tell me where in this world can an
academy goalkeeper train senior
team goalkeepers during daily
training and even league matches?
How can an academy player
train the senior side where he is
responsible to warm the team up
before a match and even warm
them up during training? It is a big
joke.
Also, some of the lads were made
to serve a medic during league
matches, running across the length
and breadth of the pitch to cater to
injured players.
But, in the end, the cook, Rita
Nimely, receives the perdiem with
a plate of sticky rice given to the
player who did all the work. You
can guess what power the cook has
as per the relationship.
Do you know of any academy that
does not have a coach least one
speaks of a medic? The answer is
the Idsea Champasak, Asia, Africa
football academy based in Laos.
From the very first week the players
arrived in Laos, they wanted to
revolt but I was the one talking to
them for more than a month urging
them to be placid and patient.
I wrote a lot, making several
recommendations to the club. I
had to write in the simplest fashion
as they could not understand the
sophisticated stuff.
I would even try interpreting
these recommendations through
google to the Lao writing, but they
rarely took my recommendations
seriously as they were not willing
to improve things.
There is no blue print for the
academy. I mean nothing one can
lay hands on to read in knowing
what the authorities envisage.

established on May 28, 1975.

(licenses).
The Private Use Permit
according to the indictment
was issued over community
deeded forest lands. These
lands, which are indicative of
community forest land and by
definition are governed and
regulated by the Community
Rights Law (2006).
According to the courts
indictment, the defendants
because of the blatant abuse
of their offices and in violation
of the several provisions of
the National Forestry Reform
Law (NFRL)(2006) and the
Community Rights Law the
Government of Liberia, did
suffer a loss in revenue in the
amount of US$6m.
The indictment furthered that
the US$6m, which would have
been generated from the land
rental had the permits been
issued under the Community
Rights Law. The indictment
stated that the amount

he Registrar General of Liberia Medical
& Dental Council said the health of
patients who are rushed to medical
facilities, remains a major priority to the
institution.
Dr. Nyaquoi Kargbo made the comments when he
received an ambulance worth over US$6,000 to the
LMDC.
The ambulance was donated by the Kenneth
Copeland Ministries based in the United States of
America.
Dr. Kargbo said the donation of the ambulance is
an added advantage for patients and would help
provide basic health services to Liberians.
He lauded the organization for the ambulance

and commended the Earth Source Mineral Renew


forestry group for its mediatory and sponsorship
role in ensuring that the ambulance arrived in
Liberia.
The ambulance is spacious and has compartments
for oxygen and medication, which gives an added
advantage, because patients can be resuscitated,
while being rush to the hospital, Dr. Kargbo said
He added that the LMDC will ensure that the
ambulance is fully equipped and have technical
staff to provide services to the ambulance.
The issue of ambulance is one of long-term
challenges facing the health sector in the country.
It can be recalled that during the Ebola crisis there
were not many Ambulances in the country.

ith Liberia making significant


strides to defeat Ebola, all attention
is now shifting towards the recovery
process of the country and the
government is appealing for international support
in the process.
Individual Liberians are also making frantic efforts
to secure donors support for the country.
Atty. Samuel K. Woods, former Public Works
Minister who during the outbreak negotiated for the
shipment of medical supplies and other materials
to the country to help fight the deadly virus is also
heading the appeal for recovery support to Liberia.
Woods who is expected to address the Dutch
parliament and other donor organization has said
he will push for the Government of Netherlands to
do more than providing emergency aid to Liberia.
The Netherlands has to do more than just provide
emergency aid in order to put an end to the Ebola
crisis in Liberia, Sierra Leone and Guinea. The
Dutch government will also have to contribute to
the health care systems and economic development
of these three countries, said Woods.
During his address to the Dutch parliament next
week, Atty. Woods is expected to speak on several
issues including the Dutch response to the Ebola
crisis.
The Ebola outbreak in West-Africa is the biggest
and long-lasting in history. Up to now the virus has
infected over 24 000 and killed over 10 000 people.
Regrettably this number is still rising. The numbers
are particularly alarming in Guinea. Therefore we
can conclude that the Ebola crisis is certainly not
over.
The challenge is to halt the virus completely.
(Getting to zero.) My first request to the Members
of Parliament and to the Dutch government is to
continue the efforts on the Ebola crisis. Awareness,
prevention and treatment capacity must be
maintained.
Furthermore I request the Dutch government
and the Members of Parliament to support
reconstruction programs. Education is crucial in
this matter. The future of thousands of children is at
stake according to research by Plan International.
Children in West-Africa are more and more at
risk of child labor and child marriage due to the
economic decline. One of the priorities should
be to implement hygiene protocols in the schools

that have been recently reopened. Dutch support


should also go out to initiatives that are aimed at
improving food security and income generating
activities. For example, through savings and credit
groups, agricultural organizations and village
committees the Netherlands can contribute to the
improvement of seeds, fertilizers and farming tools.
The Netherlands is also ideally suited to aid in the
improvement of agricultural education, building
agricultural credits and re-developing agricultural
markets. Furthermore, lucrative production chains
such as cashews and cacao offer an interesting
opportunity for Dutch businesses to aid in the
reconstruction of these countries.
Lastly I will ask for your attention in the underlying
causes of this crisis. After all, only treating the
symptoms of a crisis is a waste of time. It is
crucially important to invest in stronger health
care systems in order to prevent the rapid spread
of viruses such as Ebola or measles. Prevention
of such epidemics is much more cost-effective
than curing it. The current Ebola response has cost
$4.3 billion, while investing in stronger health care
systems would have cost $1.58 billion according
to a Save the Children report. In other words:
prevention is three times cheaper than treatment.
Not to mention the thousands of lives that could
have been saved. Therefore I call on international
donors to scale up spending on healthcare systems.
These countries should meet the minimal and
internationally agreed upon standards for public
spending on healthcare. This international norm is
currently set at $86. For comparison: this number
is $9 in Guinea, $16 in Sierra Leone, and $6100
in the Netherlands. The Netherlands could help
these countries to meet this public spending
goals by raising their tax incomes and tackling
tax evasion and tax avoidance. The Netherlands
could also contribute to the so-called communityscorecards, thereby making sure that the health
systems can be evaluated from the start. This can
provide an important input to the restructuring
of the organization of health care. Let Ebola be a
wake-up call for the international community. We
can no longer tolerate that healthcare systems in
these countries are so dangerously ineffective.

The Liberia Extractive Industries Transparency Initiative (LEITI) is an autonomous public entity created by
statute to promote transparency over extractive industry revenues. It is part of a global initiative known as
Extractive Industries Transparency Initiative (EITI) International.
Since the establishment of the LEITI, it has made significant progress resulting in Liberia being bestowed
the Best EITI Implementing Country Award in 2009.
The LEITI is overseen by a Multi-Stakeholder Steering Group (MSG), comprising of government, civil
society, representatives of companies in Liberias extractive industry, the National Traditional Council of
Liberia, with international development partners as observers. The LEITI Secretariat is responsible for
the day-to-day implementation of the policy decisions and directives of the MSG and leading nationwide
efforts in implementing Liberias LEITI law. The Secretariats role specifically includes outreach, advocacy,
communication, monitoring and facilitating information sharing,

The Liberia Extractive Industries Transparency Initiative (LEITI) is now looking for a competent and
dynamic Liberian to serve as the Administrative Manager.
DUTIES AND RESPONSIBILITIES:
Under the supervision of the Head of Secretariat, the Administrative Manager is responsible to plan,
coordinate, and direct a broad range of services that support all units of LEITI and allow the organization
to operate efficiently. The Administrative Manager oversees centralized operations that meet the needs of
multiple departments, such as information and data processing, mail, materials scheduling and distribution,
printing and reproduction, records management, telecommunications management, security, wellness,
and transportation services, among others. The Administrative Manager shall perform the below specific
responsibilities which shall include, but not be limited to:
Administer and monitor all activities of the Administration Department, ensuring that it is operating
smoothly, efficiently and in a timely manner.
Ensure the development and management/application of LEITIs administrative policies and procedures.
Guide LEITIs Employment Policies and manage staff employment and related issues
Manage the storage and use of inventory and supplies.
Manage cross-functional activities and events of LEITI, such as programs, meetings, etc.
Organizes and maintains filing system for organizational documentations; employees' profiles, their
related documents, and contracts; and all organizational policies: statute, policy and meeting minutes.
Take minute for the meetings, as assigned by the Head of Secretariat or his/her designated person.
Undertake all staff orientation.
Manage organizational communication flow and ensure staff access to relevant information in the LEITI.
Ensure that contracts, insurance requirements, and government regulations and standards are followed
and up to date.
Organize and maintain regular inventory list of property of the organization at every six months basis in
cooperation with Finance Officer.
Liaise with external contacts to assure smooth operation of the LEITI, i.e. local authorities, partner
organizations, and so on.
Regularly communicate and develop reports, work plan, time schedule, arising problems, and results of
related works to the Head of Secretariat.
Participate and contribute knowledge and experience to build team/institutional capacity.
Perform effectively and in timely manner works assigned, and undertake any other support duties as may
be required from time to time by the Head of Secretariat or the person designated by the Head of Secretariat.
REPORTING PROCEDURE:

The Administrative Manager shall report to the Head of Secretariat.

Basketball
Association (LBA) says
basketball is an autonomous
sports in Liberia.
According to LBA President Rufus
Anderson, the sports regulations
and constitution were endorsed by
its governing bodies, Fiba Africa and
Fiba International.
Fiba, from its French translation,
is the International Basketball
Federation.
Addressing a news conference
recently Anderson said those
protocols and or instruments bind
LBA to report all of its activities to its
parent bodies.
Presenting a state of affairs on
basketball, Anderson said the
sport remains grounded, with
governments consent, because
seven of the 42 stakeholders want it
halted despite a resolution signed by
27 legitimate stakeholders.
Anderson named the violent and
rebellious stakeholders as Malcolm
Joseph, spokesperson; Abraham
Samukai, ex-LBA vice president;
Akliyah Andrews, ex-LBA financial
secretary; Eric Williams, ex-LBA
technical committee chairman;
Calvin Diggs, Edwin Fahnbulleh,
Isaac Cole and Ali Sylla, a defeated
Unity Party candidate in the
December
2014
Montserrado
County senatorial election.
Condemning their recent actions, in
which they sealed the entrance and
exit
gates at the Sports Commission
and allegedly violently-disrupted
Februarys elections, Anderson said
a resolution, pending an approval
by the executive committee and

promotion and development of
basketball, but if seven out of 42
stakeholders can hijack the peace
and stability of basketball without
retribution then we are obligated to
also stand tall, he said.
The aggrieved party, having allegedly

it once, asked the sports ministry to
set-up an interim body.

appropriate
action,
Anderson said: It is not in
my purview to preempt the
position of the Ministry of
Youth and
Sports
until
they
are
communicated to us.
Our
position
regarding
this process is that we have
received instructions from
our parent body to submit a
comprehensive report [on the
state of basketball] because
Liberia must be included in
the itinerary of the Federation
of International Basketball
because we are part of that
body.
In warning the ministry and
its
interim
government
implementer, Anderson said
basketball will be played in the
shortest possible time.
So it remains to be seen what
position the ministry or LNOC
will take in the coming days.
