Interim Commissioner

Dear Chief Hay:

Based on discussions we have had, and in the sincere hope we


have your continued and valued support, I am taking the
following action for the interim administration of the department.

In accordance with my authority under the Alexandria City


Charter, which provides that the administration of all divisions,
departments, offices and agencies shall be under the direction
and supervision of the mayor, at Section 4-01, I am appointing
T.W. Thompson as Commissioner of Public Safety until the
selection of a new police chief.

T.W. Thompson has demonstrated he is a change agent with a


talent for toughness, frankness, and the uncanny ability to
temper those attributes with creating team play and collegiality
to plan his work and then work his plan. In addition to T.W.’s
stellar handling of the Division of Public Works—where he has
shown extraordinary management, logistical, and leadership
skills—during T.W.’s tenure with the Louisiana Department of
Public Safety and Corrections, he was assigned operational
control/responsibility relative to the Basic Jail Guidelines for State
Inmates housed in Parish Detention Facilities. This geographical
area included the parishes of Rapides, Avoyelles, Vernon, Winn,
Natchitoches, LaSalle, Catahoula, and Concordia. The BJG
allowed parish detention facilities (Sheriff Departments) to house
state La.D.P.S.C. inmates within performance-based standards
programming. The BJG was based on the standards of the
American Correctional Association, with constant monitoring by
La.D.P.S.C. personnel under his direct control and supervision.

We have studied this and similarities with the issues presented by


the atmosphere at the Public Safety Complex, including the need
to implement the I.A.C.P. recommendations, handle the
temporary oversight of the council and mayor, and need for extra
community engagement during the permanent chief selection
process.

We have also considered the rank and file’s concerns and morale
at this time, and have determined that the type of leadership
provided by T.W. is needed.

Most notably, during the latter part of his career, he was assigned
to operate Forcht Wade Correctional Center as operations
warden. After promotion to warden of the J. Levy Dabadie
Correctional Center, he simultaneously operated both units for a
period of time. This dual operation was for approximately six
months. Forcht Wade Correctional Center was the northern
reception and diagnostic unit for the La.D.P.S.C.; its mission was
intake of inmates into the state system and also care for a long-
term population of inmates serving life sentences. The
management of cell block inmates was a crucial element in this
operation.

In many instances, the operational needs of corrections involved


coordination with local law enforcement and federal agencies.
Operational responsibility was vested at the warden’s level.

T.W. is a former deputy sheriff, and was post certified at that


time. He plans to re-train on critical aspects of the P.O.S.T.
immediately.

His logistical skills for tactical and operational situations can be


best exemplified when, during his tenure with the La.D.P.S.C., he
was responsible for the operation of the air lift of approximately
900 state inmates within a two-day period to the State of Florida
during Hurricane Katrina. Other related matters during Katrina
included the start up and temporary housing of inmates at a local
facility within the Central Louisiana area.

I trust he will be accorded all the attention and loyalty due his
temporary office, and look forward to working with you on
executive staff as we have in the past.

Interim Commissioner

By this letter, T.W. Thompson shall act as interim Chief of the


Alexandria Police Department, vested with all authority under the
Alexandria City Charter and state law, carrying such commissions
as are necessary. He shall be designated the title of Alexandria
Commissioner of Public Safety, or Provisional Chief, subject to the
requirements of civil service law.
