1.Statehasatotalof17delegatesand2alternates.(CallI&AppendixB)

2.ThedelegateselectionprocessisgovernedbytheCharterandBylawsoftheDemocratic
PartyoftheUnitedStates,theDelegateSelectionRulesforthe2016DemocraticNational
Convention(Rules),theCallforthe2016DemocraticNationalConvention(Call),the
RegulationsoftheRulesandBylawsCommitteeforthe2016DemocraticNational
Convention(Regs.),therulesoftheDemocraticPartyofWyoming,theWyomingelection
code,andthisDelegateSelectionPlan.(CallII.A)

3.FollowingtheadoptionofthisDelegateSelectionPlanbytheWyomingCentralCommittee,
itshallbesubmittedforreviewandapprovalbytheDNCRulesandBylawsCommittee
(RBC).TheStatePartyChairshallbeempoweredtomakeanytechnicalrevisionstothis

documentasrequiredbytheRBCtocorrectanyomissionsand/ordeficienciesasfoundby
theRBCtoensureitsfullcompliancewithPartyRules.Suchcorrectionsshallbemadebythe
StatePartyChairandthePlanresubmittedtotheRBCwithin30daysofreceiptofnoticeof
theRBCsfindings.(Reg.2.5,Reg.2.6&Reg.2.7)

4.OncethisPlanhasbeenfoundinCompliancebytheRBC,anyamendmenttothePlanby
theStatePartywillbesubmittedtoandapprovedbytheRBCbeforeitbecomeseffective.

B.DescriptionofDelegateSelectionProcess

1.Statewilluseaproportionalrepresentationsystembasedontheresultsofthecaucusfor
apportioningdelegatestothe2016DemocraticNationalConvention.

2.ThefirstdeterminingstepofStatesdelegateselectionprocesswilloccuronSaturday
April9,2016,withacaucus.

3.VoterParticipationinProcess

a.ParticipationinStatesdelegateselectionprocessisopentoallvoterswhowishto
participateasDemocrats.Allpersonsresidinginthecountyandregisteredtovoteas
Democratsasdeclaredinthepublicvoterregistrationrecordsmaintainedbythecounty
clerkatleast15dayspriortothecountycaucus/conventionmayvoteatthecounty
caucus/conventionandbeelectedasdelegatestotheStateConvention.Anycitizenofthe
UnitedStateswhowillbeatleast18yearsofageonthedayofthenextelection,whoisa
bonafideresidentofWyoming,whoisnotcurrentlyadjudicatedmentallyincompetent,and
whohasnotbeenconvictedofafelony(unlesshisorhervotingrightshavebeenrestored)
mayregistertovoteinpersonattheofficeofthecountyortownclerkinthecountywherehe
orsheresides,bymailinganotarizedregistrationoathtotheofficeofthecountyclerkwhere

heorsheresides,orbyappearinginpersonathisorherpollingplaceonElectionDay.(Rules
2.A.&2.C.&Reg.4.3.)

b.AtnostageofStatesdelegateselectionprocessshallanypersonberequired,directlyor
indirectly,topayacostorfeeasaconditionforparticipating.Voluntarycontributionstothe
Partymaybemade,butundernocircumstancesshallacontributionbemandatoryfor
participation.(Rule2.D&Reg.4.4)

c.NopersonshallparticipateorvoteinthenominatingprocessfortheDemocratic
presidentialcandidatewhoalsoparticipatesinthenominatingprocessofanyotherpartyfor
thecorrespondingelections.(Rule2.E)

d.Nopersonshallvoteinmorethanone(1)meeting,whichisthefirstmeetinginthe

4.SchedulingofDelegateSelectionMeetings
Thedates,timesandplacesforallofficialPartymeetingsandeventsrelatedtothestates
delegateselectionprocesshavebeenscheduledtoencouragetheparticipationofall
Democrats.Suchmeetingswillbeginandendatreasonablehours.(Rule3.A&Reg.4.5)

A.BallotAccess

ApresidentialcandidateiseligibletoparticipateintheStatesfirsttiercaucusesthroughthe
followingprocess:TheStateDemocraticChairshallinstruct
countychairstoplacebeforethecountycaucus/conventionforconsiderationthenamesof
everypresidentialcandidatewhosendsalettertotheStateDemocraticChairnolaterthan5
p.m.,March10,2016,withthecandidatesauthenticsignaturestatingthatthatpersonisa
candidateforPresidentoftheUnitedStates,meetstherequirementssetforthbytheUnited

StatesConstitution,andwishestoparticipateinWyomingspresidentialpreferencecaucus.
TheStateDemocraticChaircanbecontactedattheWyomingDemocraticParty,POBox
1972,Cheyenne,WY82003.Alternately,anypersonqualifiedtoparticipateinthecounty
caucus/conventionmayplacethenameofapresidentialcandidatebeforetheconvention
participantsforconsiderationbyfollowingtheprocessdetailedinSectionIII.A.3.a.ii.
Uncommittedpreferenceistreatedthesameascandidatepreference.

B.OtherRequirements

1.EachpresidentialcandidateshallcertifyinwritingtotheStateDemocraticChair,the

2.Eachpresidentialcandidate(includinguncommittedstatus)shallusehisorherbestefforts
toensurethathisorherrespectivedelegationwithinthestatedelegationachievesthe
affirmativeactiongoalsestablishedbythisPlanandisequallydividedbetweenmenand

A.DistrictLevelDelegatesandAlternates

2.Districtleveldelegatesandalternatesshallbeelectedbyatwotiercaucus/convention
systemasfollows:

1. Countycaucuses/conventionswillbeheldineachofthestates23counties
beginningat11a.m.onApril9,2016.Allpersonsresidinginthecountyand
registeredtovoteasDemocratsatleast15dayspriortothecounty
caucus/convention(nolaterthanMarch25,2016)mayvoteatthecounty
caucus/conventionandbeelectedasdelegatestotheStateConvention.

1. TheDemocraticStateConventionwillbeheldonSaturdayMay28,2016.State
delegateswillmeetinpresidentialpreferencecaucusesandcastballotstoelect
districtlevelnationaldelegatesandalternates.Alsoatthestateconvention,
atlargeandpledgedpartyleaderandelectedofficialnationaldelegateswillbe
elected.Onlystatedelegateswillbeallowedtovotehowever,anypersonwhowill
beeligibletovoteinWyominginthe2016generalelectionandwhomeetsthe
filingrequirementsandotherrulesnotedinthisplanwillbeallowedtorunforthe
atlargeandpledgedpartyleaderandelectedofficialnationaldelegatepositions.
Candidatesfordistrictlevelnationaldelegateandalternatepositionsmustalsobe
stateconventiondelegates.

3.DetailofMeetingProceduresforWyomingsTwoTierCaucus/ConventionProportional
System

Introductions,addressesandsundryactivitiesmaybeinterspersedintheorderof
businessatthediscretionoftheDemocraticStateChairorChairofthe
Convention.

ii.Afterthecountyconventioniscalledtoorderandthedelegatesareseated,theconvention
chairshallcallfornominationofcandidatesforpresidentandtheappropriateseconds,each
ofwhommaymakestatementsofsupportthechairshallthenaskforstatementsofpersons
favoringuncommittedstatus.Allsuchstatementsshallbelimitedtotwo(2)percandidates
anduncommittedstatusandlimitedtonotmorethanthree(3)minuteseachinlength.
iii.Uponcompletionofthenominatingandsecondingspeeches,theconventionchairshall
alsoplaceinnominationthenameofeachcandidateforpresidentwhohassentalettertothe
StateDemocraticChairnolaterthan5p.m.March10,2016,withthecandidatesauthentic
signaturestatingthatthepersonisacandidateforPresidentoftheUnitedStates,meetsthe
requirementssetforthbytheUnitedStatesConstitution,andwishestoparticipatein
Wyomingspresidentialpreferencecaucus.
iv.Afternominationshavebeenclosed,theconventionchairshallconductanelectionto
determinethepercentageoftheconventionvotesreceivedbyeachpresidentialpreference
anduncommittedstatus.ThecountyCredentialsandBallotsCommitteeshallthendesignate,
basedonsaidpercentages,thenumbersofdelegateseachcandidateanduncommitted
statusshallreceivefromthecountydelegatesandalternatestothestateconvention.Those
favoringeachcandidateanduncommittedstatusthatreceivesatleastonedelegateshall
gatherinacaucustoelectthedelegatesfavoringsaidcandidateoruncommittedstatus.
v.Ineachpresidentialoruncommittedstatuscategory,thenumberofmaleandfemale
nomineeswhoreceivethehighestnumberofvotesshallbeelected.Priortotheelectionthe
Chairshallurgethattheballotbecasttoobtainadelegationwhichisafairandrepresentative
crosssectionoftheDemocraticPartythroughoutthecountywithconsiderationbeinggivento
geographicaldistribution,occupation,age,raceandnationalorigin.Thecountydelegation
shallbeequallydividedbetweendelegatemenandwomen.

vi.Thosenomineesineachstatuswhoreceivethenexthighestnumberofvotesafterthe
electeddelegatesshallbealternates.Thecountyalternatestothestateconventionshallbe
equallydividedbetweenalternatemenandalternatewomen.
Thealternatedelegatessoelectedshallstandingordertoreplacedelegates,thefirstbeing
theonereceivingthemostvotes,thesecond,theonereceivingthesecondmostvotes,etc.
Analternatefromthesamecategoryshallreplaceadelegate.Ifnoneisavailable,allofthe
delegatesinthesamecategoryshallselectanalternatefromanothercategoryinthat
county'sdelegationorfromthatcounty'sregisteredDemocrats.
vii.Themethodofvotingintheelectionofdelegatesandalternatedelegatesbythecounty
Democraticconventionshallbeasfollows:
Withineachpresidentialpreferenceoruncommittedstatuscaucus,thevoteshall
bebysignedballotpursuanttoArticle9,Section12oftheCharterofthe
DemocraticNationalParty,whichprohibitssecretballots.Eachpersonpresentand
certifiedbytheCredentialsandBallotsCommitteemaycasthisvoteforasmany
nomineesastherearedelegates(oralternates)tobeelectedorforalesser
numberathisdiscretion.Aballotcastformorenomineesthantherearedelegates
(oralternates)tobeelectedshallbevoid.Thedelegates(oralternates)elected
shallbemaleorfemalecandidateswhoreceivethemostvotes.Ifthenumberof
nomineesdoesnotexceedthenumbertobeelected,thenomineesshallbe
electedbyvoicevote.Theballotsusedshallbedistributedtothequalifiedvoters.

viii.Irrespectiveofstatedpresidentialpreferenceorotherwise,everydelegateandalternateto
theDemocraticstateconventionchosenbytheseveralcountyDemocraticconventionsshall
inallrespectsbeafreeagenttofollowthedictatesofhisorherownconscience.
ix.IfthecountyDemocraticcentralcommitteedesirestohavepreprintedballotsforthe
electionofdelegatesandalternates,theCountyDemocraticChairshallincludeinthe
publicationofnoticeofthecountyconventionthatsuchballotistobeusedandthat
DemocratsinterestedinbecomingdelegatesandalternatestotheDemocraticstate
conventionmustadvisemembersoftheCredentialsandBallotsCommitteeatleast24hours
beforethecountyconventionconvenes,oftheircandidacytoinsuretheinclusionoftheir
namesonthepreprintedballots.ThenamesofallqualifiedDemocratssubmittedtothe
Committeeshallbeplacedontheballot.Theuseofpreprintedballotsshallnotbeconstrued

todenytherightofanypersontobenominatedfromthefloorofthecountyconvention.Inthe
eventpreprintedballotsareused,nameswillbeplacedontheballotbyrandomdrawing.
x.ExceptasprovidedotherwiseintheBylawsoftheWyomingDemocraticParty,allvotesat
thecountyDemocraticconventionshallbebypollingthedelegates.Votesmaybetakenby
voicevote,standingvoteorrollcallvote.Avoicevotemaybetaken,providedtheconvention
chairmakesinquiryprecedingthevoteofanyobjectionbyanydelegate.Allvoicevotesshall
besubjecttoacallfordivision,madebystandingvote.Avoteontheconventionflooror
withinapresidentialpreferenceoruncommittedstatuscaucusmaynotbemadebyproxy.
b.SecondTier,StateConventionProportionalSystem
i.IntheabsenceofadelegatetotheDemocraticStateConvention,analternateshallbe
permittedtovoteonbehalfoftheabsentdelegate.Analternateshallnotreplaceadelegate
untilnotificationthereofhasbeengiventotheCommitteeonCredentialsandBallotingbythe
ChairoftheCountyDelegation.
ii.Theorderofbusinessshallbeasfollows:
CalltoorderbytheDemocraticStateChair.
ReportoftheNominationCommitteeregardingConventionChairandtheelection
oftheConventionChair.
Presidentialpreferencevote.
ElectionofNationalCommitteemanandNationalCommitteewoman.

iii.Aftertheconventioniscalledtoorderandthedelegatesareseated,theConventionChair
shallcallforavoteofpresidentialpreferencesamongtheconventiondelegates.Theballot
shallincludeallpresidentialpreferences(includinguncommittedstatus)earningoneormore
delegatestothestateconvention.Afterthevoteisconducted,theCredentialsandBallots
Committeeshalltabulatethevotesandreporttheproportionalpreferenceofthedelegatesfor
presidentialanduncommittedstatusandthenumberofdelegatestobeselectedforthe
atlargeandpledgedpartyleaderelectedofficialcategoriesbytheStateConventionforthe
NationalConvention.
iv.ExceptasprovidedotherwiseintheBylawsoftheWyomingDemocraticParty,allvotesat
theStateDemocraticconventionshallbebypollingthedelegates.Votesmaybetakenby
voicevote,standingvoteorrollcallvote.Avoicevotemaybetaken,providedtheChairmake
inquiryprecedingthevoteofanyobjectionbyanydelegate.Allvoicevotesshallbesubjectto
acallfordivision,madebystandingvote.Avoteontheconventionfloororwithina
presidentialpreferenceoruncommittedstatuscaucusmaynotbemadebyproxy.
v.TheCredentialsandBallotsCommitteewilltabulatethevotes.Basedonthistabulation,the
allocationofthenationaldelegatestopresidentialpreferenceoruncommittedpreferencewill
becalculatedbyusingthefollowingformulae:
Thepercentageofthevotereceivedbyeachpresidentialoruncommitted
preferencewillbetabulatedtothreedecimals.
Thepercentageofthevotereceivedbyeachpreferencewillberetabulatedtothree
decimalsafterexcludingthevotesofpreferenceswhosepercentageinStep(a)
fallsbelow15%.Wherenopresidentialpreferencereachesthe15%threshold,the
thresholdshallbethepercentageofvotereceivedbythefrontrunnerminus10%.
Thenumberofdelegatestobeallocatedwillbemultipliedbythepercentage
receivedbyeachpreference.
Delegateswillbeallocatedtoeachpreferencebasedonthewholenumbersthat
resultfromthemultiplicationinStep(c).
Remainingdelegates,ifany,shallbeawardedinorderofthehighestfractional
remainderinStep(c).

vi.Delegateswillbeselectedinthefollowingorder:
Electionofdistrictleveldelegates.

Electionofpledgedpartyleaderandelectedofficialdelegatesandatlarge
delegates.

vii.TheWyomingdelegationshallbeequallydividedbetweendelegatemenandwomen.Such
goalsapplytodelegatesandalternatesatbothtiersoftheprocess.
viii.Districtlevelnationalconventiondelegatesandalternatespledgedtoapresidential
candidate(includinguncommittedstatus)shallbeselectedornominatedbyacaucusof
personsfromthestateconventionwhosignstatementsofsupportforthatpresidential
candidate.Uncommitteddelegatesandalternatesshallbeelectedbytheuncommitted
caucusfromthestateconvention
ix.AmemberoftheDelegateSelectionCommitteewillconducttheelectionofthedistrictlevel
delegatesallottedthatpresidentialpreferenceoruncommittedpreferenceineachcaucus.
x.Thecaucusforeachpresidentialpreferenceshallthenawarddelegateandalternate
positionsinthefollowingmanner:
Ifapresidentialcandidateortheuncommittedpreferenceisallocatedtwo(2)or
moredelegates,thedelegatesshallbeequallydividedbetweenmalesandfemales
baseduponthehighestnumbersofvotesreceivedbycandidatesofthesame
gender.
Intheeventapresidentialcandidateortheuncommittedpreferencereceivesan
oddnumberofdelegates,thedelegatesshallbedividedequallybetweenthe
femaleandmalegenderandtheadditionalpositionshallbeselectedbasedupon
thehighestnumberofvotesreceived,regardlessofgender.
Genderparitywillbeachievedinorderofthetopvotegettingcaucus,thesecond
topvotegettingcaucusandsoon.Ifthetopvotegettingcaucusisatanodd
number,delegatesshallbechosenasoutlinedabove.Ifthesecondtop
votegettingcaucusisatanoddnumber,theyshallchooseadelegateofthesex
oppositetotheodddelegateofthetopgettingcaucus.Thisprocedurewillcontinue
throughthecaucusesabovetheapplicablethreshold(15%orwhereno
presidentialpreferencereachesthe15%threshold,thethresholdshallbethe
percentageofvotereceivedbythefrontrunnerminus10%)untilthedelegationis
filled.

xi.TheDelegateSelectionCommitteememberconductingtheelectionofthedelegatesinthe
caucusshallthenreporttheresultsoftheelectiontotheCredentialsandBallotsCommitteeof
theStateConvention.
xii.Afterthedelegatesareselected,thealternateswillbeawarded,usingthesameprocess
describedabove.ToensurecompliancewithourAffirmativeActiongoalsdistrictlevel
alternatesandatlargealternateswillbeselectedseparately.

4.ApportionmentofDistrictLevelDelegatesandAlternates

a.Statesdistrictleveldelegatesandalternatesareapportionedamongthedistrictsbasedon
aformulagivingEqualweighttotheaverageofthevotefortheDemocraticcandidatesinthe
2008and2012presidentialelectionsandtoDemocraticPartyregistrationorenrollmentasof
January1,2016.(Rule8.A,Reg.4.10,Reg.4.11&AppendixA)

b.Thestatestotalnumberofdistrictleveldelegateswillbeequallydividedbetweenmenand
women.(Rule6.C.1&Reg.4.8)

c.Thedistrictleveldelegatesandalternatesareapportionedtodistrictsasindicatedinthe

d.TheDemocraticStateConventionshallbecomposedofdelegatesfromthe23counties
apportionedasfollows:Eachcountyshallbeentitledtoonedelegateforeach600votes,plus
onedelegateforanyvotescastinadditiontoamultipleof600votescastinthecountyfor
nationalandstatecandidatesoftheDemocraticParty(exclusiveofcandidatesfortheState
SenateandtheStateHouseofRepresentatives)attheprecedingPresidentialelection.The
numberofvotescastshallbedeterminedbytakinganaverageofthevotesreceivedbysuch
candidatesandonedelegateforeach3,000residentsofthecountyasdeterminedbythelast
federalcensus,plusonedelegateforanynumberofresidentsinadditiontoamultipleof
3,000votes.Acountyconventionmaydoublethenumberofdelegatesallocatedtoitscounty
byprovidingthateachsuchdelegateshallhavehalfavote.Thevotesshallnotbeotherwise

5.DistrictLevelDelegateandAlternateFilingRequirements

1. Adistrictleveldelegateandalternatecandidatemayrunforelectiononlywithinthe
districtinwhichheorsheisregisteredtovote.(Rule12.H)

1. Anindividualcanqualifyasacandidatefordistrictleveldelegateoralternateto
the2016DemocraticNationalConventionbyfilingastatementofcandidacy
designatinghisorherpresidential(oruncommitted)preferenceandasigned
pledgeofsupportforthepresidentialcandidate(includinguncommittedstatus)with
theWyomingDemocraticPartyby5p.m.April28,2016.TherequiredDelegate
StatementofCandidacyandPledgeofSupportformcanbeobtainedontheState
Partywebsiteat

orcanbedirectlymailedtoindividualupon

7.EqualDivisionofDistrictLevelDelegatesandAlternates

a.Inordertoensurethedistrictleveldelegatesareequallydividedbetweenmenandwomen,

affirmativeactiongoalsandthattheirrespectivemembersareequallydividedbetweenmen
andwomen.(Rule6.I&Reg.4.9)

b.Eachpositiononeachstandingcommitteeshallbeassignedbygender.Forexample,the
firstpositionontheCredentialsCommitteeofthepresidentialcandidatewiththemost
standingcommitteepositionsshallbedesignatedforafemale,thesecondpositionforamale,

A.TheStateDemocraticPartyreaffirmsitscommitmenttoanopenpartybyincorporatingthe

DemocraticPartytoensureafullopportunityforallminoritygroupmemberstoparticipatein

1.AllpublicmeetingsatalllevelsoftheDemocraticPartyinStateshouldbeopentoall

inthedelegateselectionprocess,includingappraisingpotentialdelegatecandidatesofthe
availabilityoffinancialassistance.Theseworkshopswillbeheldinplacesthatareeasily
accessibletopersonswithphysicaldisabilities.Thetimes,dates,placesandrulesforthe
conductofalleducationworkshopsinthedelegateselectionprocessshallbeeffectively

publicizedbythepartyorganizationandincludemailingstovariousorganizations

2.AspeakersbureauofvolunteersfromtheAffirmativeActionCommitteecomprisedof
individualswhoarefullyfamiliarwiththeprocess,willbeorganizedtoappearbeforegroups,

3.TheStatePartyseducationeffortswillincludeoutreachtocommunityleaderswithinthe
DemocraticPartysconstituenciesandmakingsurethatinformationaboutthedelegate

4.TheStatePartywillpublishandmakeavailableatnocost:aclearandconciseexplanation

StatePartyshallalsomakeavailablecopiesoftheStatePartyRules,theDelegateSelection

togetadditionalinformation.TheforegoinginformationwillalsobepublishedintheState

PartycommunicationsandontheStatePartyswebsite.ThePartyorganization,official,
candidate,ormembercallingameetingorschedulinganevent,shalleffectivelypublicizethe
rolethatsuchmeetingoreventplaysintheselectionofdelegatesandalternatestothe

2.Newspapers,radio,televisionandallavailablesocialmediawillbeutilizedtoinformthe
generalpublichow,whenandwheretoparticipateinthedelegateselectionprocess.
Specifically,thisinformationshouldprovidedetailsastohowtoqualifytorunasadelegate
candidate.Specialeffortshallbedirectedtothemajordailynewspapers,radioandtelevision
stationsbytheStateDemocraticChair,AffirmativeActionCommitteemembersandstaff.

3.ApriorityeffortshallbedirectedatpublicityamongtheDemocraticPartysconstituencies.

2.EachpresidentialcandidatemustsubmitawrittenstatementtotheStateDemocraticChair
byNovember2,2015whichindicatesthespecificstepsheorshewilltaketoencouragefull

3.Eachpresidentialcandidatemustsubmitdemographicinformationwithrespecttoall
candidatesfordelegateandalternatepledgedtothem.Suchinformationshallbesubmittedin
conjunctionwiththelistofnamesapprovedforconsiderationasdelegateandalternate
candidatespledgedtothepresidentialcandidate.(Rule6.H.2)

4.Presidentialcandidates(includinguncommittedstatus)shallusetheirbestefforttoensure
thattheirrespectivedelegationswithinthestatesdelegate,alternateandstandingcommittee
delegationsshallachievetheaffirmativeactiongoalsreflectedintheAffirmativeActionPlan
andthattherespectivedelegationsofeachpresidentialcandidateshallbeequallydivided

Forpeoplewithdisabilities:ArecentstudyatRutgersUniversity4reportsthatin2012therateof
voterturnoutforpeoplewithdisabilitieswas5.7percentagepointslowerthanthatofpeoplewithout
disabilities.TotalvoterturnoutinWYin2012was59%.Thepercentageofnoninstitutionalized,
maleorfemale,allages,allraces,regardlessofethnicity,withalleducationlevelsintheUnited
Statesreportedadisabilityin2012,forWYwasreportedtobetobe11.7%byaprojectatCornell
University.5
ThesestatisticspredicttheturnoutforpeoplewithdisabilitiesinWYtobe54%.Withnodataon
partisantendenciesofpeoplewithandwithoutdisabilities,weassumetheDemocratictendenciesof
eachgrouptobeweightedthesame.Thispredictsthatpeoplewithdisabilitiescompose10.7%of
theDemocratic(andRepublican)electorateslightlylowerthantheircompositionofthewhole
populationduetoslightlylowerturnoutthanthepopulationatlarge.

youthinWYare43.9%Democratic.
CIRCLEreportsthatinWYyouthvoterturnoutin2012was37.5%6.FromCensusdata7,it
canbeapproximatedthat28%ofvotingageWyomingitesarewithintheDNCsdefinitionof
