PRESENTATION
This document defines the National Simon Bolivar Project in First Plan
PPS-socialist Economic and Social Development of the Nation for the period
2007 to 2013.
As of February 2, 1999 began a process of change in
Venezuela, facing the construction of the Simn Bolvar National Project,
which continues in this new phase of government to deepen the achievements
reached by the Outline Plan of Economic and Social Development
Nation from 2001 to 2007.
In this next period 2007 - 2013, Venezuela is oriented toward
construction of socialism of the XXI Century, through the following guidelines:
I.

New social ethic.


Proposed the reestablishment of the Venezuelan nation, which has its
rooted in the fusion of values and principles of advanced
humanistic currents of socialism and the historical legacy of
thought of Simon Bolivar.
II.
The Supreme Social Happiness.
From building an inclusive social structure, a
new social model, productive, human and endogenous, is
aims that we all live in similar conditions, bound to
saying the Liberator: "The Supreme Social Happiness."
III.
Leading Revolutionary Democracy.
For this new phase of the Bolivarian Revolution will be consolidated
social organization, as to transform their individual weaknesses in
collective strength, strengthen the independence, freedom and power
originating in the individual.
IV.
Socialist production model.
In order to achieve meaningful work will be sought
elimination of social division, its hierarchical structure and
tradeoff between the satisfaction of human needs and

Changing socio-territorial structure of Venezuela

I. New social ethic
I-1. Approach
The completion of the XXI century socialism that we are inventing and
only possible in the medium is necessarily historical time by
recasting ethics and morals of the Venezuelan nation. This is a recasting
moral and ethical project rooted in the fusion of values and
the most advanced principles of the humanist socialism and
historical heritage of the thought of Simon Bolivar. The ultimate goal is the supreme
happiness for every citizen. The basis of this fundamental objective rest
in the ways of social justice, equity and solidarity between people
humans and the institutions of the Republic.
The need for new ethical project of the Bolivarian Socialist
finding of a reality whose dominant features are:

In this dialectic Ethical Socialist Bolivarian Project appear several

challenges:
a. The necessary positive transcendence of misery and poverty and material
spiritual ensure the realization of ethics, not termination. Is
clear that the permanent necessity overrides any possibility
real ethical being.
b. Building an ethical state, ie, a new ethic
made public. A State of honest officials, more efficient

provided to others. A State of which the citizen feels part. The

d. Creation of institutions whose supreme value is the practice of
justice and equity. That in the dialectic of law and justice

Human rights of the second generation economic, social
and cultural rights.
Right of the third generation born and live rights in an environment
healthy, unpolluted and the right to be born and live in a peaceful society.
The revolutionary consciousness of ethics and moral values seeks to strengthen
inalienable rights that must be present in our daily life: love, for

II. Supreme social happiness
II-1. Approach
a. The supreme social happiness is the long-term vision is

III. REVOLUTIONARY DEMOCRACY PROTAGONIST
III-1. Approach
Revolutionary protagonist democracy is genuine and authentic expression

IV. Socialist production model
IV-1. Approach
Production in the quest to achieve meaningful work will target
the elimination of the social division of work, their current hierarchical structure and
to eliminate the tradeoff between need satisfaction and production
wealth.
The production model will respond primarily to human needs and
be less subordinated to the reproduction of capital.
Wealth creation will be used to meet the basic needs of all
population in a sustainable manner and in accordance with its own needs
nature in each specific location.
The State will retain full control of productive activities that are
strategic value to the country's development and the multilateral development and
needs and productive capacities of the social individual.

V. NATIONAL NEW GEOPOLITICS
V-1. Approach
In Venezuela economic activities have historically been induced
from hegemonic countries of the world system, establishing a model
highly dependent on economic power interests in favor of
denationalization and the limited diversification of production.
Thus the pattern of socio-territorial organization has been directed towards the coast
agro-export stage and then to the north-central coastal subsystem in
Venezuela oil, a typical feature of an economy character port
extraction, which favors the concentration subsystem, focusing on
uneven and unbalanced distribution of oil revenues in the
country.
The socio-territorial model inherited Venezuela is living expression of
historical relations of economic dependency experienced, so the

h. En los ejes de desconcentracin se dar impulso a las actividades
productivas con ventajas de localizacin y aglomeracin con nfasis en
aquellas que apunten a la soberana alimentaria y la industria
transformadora orientada a la produccin de bienes de capital, intermedios y
de consumo final.
En este marco propuesto para acelerar la conformacin de la nueva estructura
socio territorial son:
Profundizar la integracin nacional, independencia, soberana y equidad
socio-territorial, a travs de ejes y regiones de desconcentracin. El Eje
Norte Llanero constituye el eje de integracin y desarrollo principal.
Promover la integracin territorial de la nacin mediante los corredores de
multimodales de infraestructuras (transporte carretero, ferroviario y fluvial,
electricidad, gas, telecomunicaciones).

Mejorar la infraestructura para favorecer la integracin geoestratgica con
Amrica Latina y el Caribe.
Aprovechar las potencialidades y fortalezas socio-territoriales generando
sinergias entre regiones subnacionales, favoreciendo el modelo productivo
de desarrollo endgeno orientado por el Socialismo del siglo XXI.
Desconcentrar actividades econmicas, asentamientos poblacionales y
equipamientos garantizando el mejoramiento de las condiciones de vida en
el proceso de desarrollo territorial, con especial nfasis en las reas
fronterizas y en las reas de engranaje entre ejes de desconcentracin.
Consolidar el sistema nacional de telecomunicaciones como instrumento
para avanzar en la inclusin social y para el fortalecimiento de la
democracia participativa y la formacin ciudadana.
Garantizar que las telecomunicaciones formen parte de la promocin y
defensa de la soberana nacional.
Conformar redes de conocimiento que creen condiciones propicias para la
innovacin con Amrica Latina de manera favorezcan una mayor
autonoma regional y que incremente la competitividad nacional.
Proteger los sistemas ambientales para conservar el agua potable y la
biodiversidad, reduciendo a la vez el impacto de la intervencin humana y
recuperando los cuerpos de agua y suelos degradados.
Planificar y gobernar el territorio asegurando la base de sustentacin
ecolgica a travs de una nueva concepcin de la planificacin territorial
como proceso que integre las propuestas urbanas y rurales transformando
los planes normativos a procesos dinmicos que ofrezcan resultados a
corto plazo dentro de una direccionalidad de largo plazo.
Disminuir la vulnerabilidad de la poblacin tomando en cuenta las zonas de
risk.
Mejorar el hbitat de los principales centros urbanos y asentamientos
humanos con inclusin, justicia social, protagonismo popular y calidad de

vida preservando aquellas edificaciones que constituyen memoria colectiva


y aquellos terrenos de vocacin agrcola en los centros poblados que
sufrirn mayor presin demogrfica.
Orientar y apoyar la prestacin de servicios pblicos con nfasis en
reduccin del impacto ambiental.
Rehabilitar reas centrales deterioradas en los centros urbanos del
sistema central subnacional.
Reforzar el sistema de ciudades intermedias.
Alcanzar la complementariedad funcional entre ciudades intermedias en el
Eje Norte Llanero.
Promover la ciudad compacta, concentrada, articulada y autosustentable
basada en un patrn de alta densidad y baja altura, diseada a partir de
espacios pblicos generadores de ciudadana con accesibilidad para todos
donde la estructura urbana se base en sistemas de transporte pblico
masivo electrificados.
Incrementar la eficiencia de nuestras ciudades mediante el consumo
racional de energa, creando metabolismo circular (incrementar el reciclaje,
recuperacin y reutilizacin de los desechos slidos as como su
tratamiento final), y logrando un crecimiento urbano continuo, eliminando
los desarrollos urbansticos discontinuos, instaurar el impuesto por mejoras
derivado de la infraestructura primaria as como impuesto predial destinado

a activar la edificacin de los terrenos vacos dentro de los centros
poblados.
Fortalecer la presencia del Estado en las Zonas de Integracin Fronteriza,
con el fin de contribuir a reforzar la independencia y soberana nacional.
Comprende la materializacin de nuevas relaciones socio-territoriales que
conformarn tejidos signados por la integracin, cooperacin, complementariedad
y por espacios ciudadanos de inclusin social. Sustentada, por un lado, en ejes
que articularn centros intermedios y espacios productivos del pas, y por el otro,
en una nueva dinmica urbana y rural que desarrollar diversificacin productiva,
extensin de las cadenas de agregacin de valor nacional e intercambio social,
cultural y poltico. Esto producir importantes sinergias a nivel nacional y con
Amrica Latina y el Caribe, en un marco de soberana territorial.
La nueva dinmica socio-productiva ser potenciada por la sinergia territorial
alcanzada por la integracin y articulacin a partir del Eje Norte Llanero como
autntico canal de integracin interregional junto a los ejes de desconcentracin
Occidental, Oriental y Orinoco Apure.
De esta manera, el impulso del Eje Norte Llanero fomentar la articulacin de los
dems ejes junto a la accin de las fuerzas desconcentradoras que permitirn el
cambio sustancial de la dinmica socio territorial venezolana, impulsando y
reforzando los centros poblados intermedios. El Eje Norte Llanero por su
potencialidad de articulador socio-territorial endgeno se constituye en una
verdadera bisagra estratgica del desarrollo regional contribuyendo a romper la
dinmica dependiente y rentista heredada base de gran parte de las causas que

obstaculizaron histricamente el despliegue de nuestras potencialidades para


alcanzar mayores niveles de satisfaccin y justicia social para los venezolanos.

VI. VENEZUELA: POTENCIA ENERGTICA MUNDIAL
VI-1. Approach
El acervo energtico que posee nuestro pas, posibilita el logro de una estrategia
de desarrollo nacional que combine el uso soberano del recurso natural con la
integracin energtica regional y mundial favorable a este proyecto nacional,
convirtiendo a nuestro pas, en el mediano plazo, en una potencia energtica con
influencia mundial.
Debido al creciente aumento de la demanda de energa fsil en el mundo y la
magnitud de las reservas de esas materias primas que posee, el petrleo
continuar teniendo una influencia significativa en el futuro de Venezuela. The
petrleo ser decisivo, ms all del horizonte del programa para la captacin de
recursos del exterior, la generacin de inversiones productivas internas, la
satisfaccin de las propias necesidades de energa y para el apoyo al surgimiento
y consolidacin del Nuevo Modelo Productivo. Lo anterior, y el hecho de que la
riqueza natural del pas es patrimonio de todos los venezolanos, hacen
indispensable que las actividades medulares de la industria de los hidrocarburos
continen en poder del Estado Venezolano.
La demanda mundial de energa de origen fsil mantendr su participacin en la
demanda total de energa y se profundizar su tendencia al mayor crecimiento en
el Asia y particularmente en China e India. Se manifestar tambin un fuerte
crecimiento de la demanda en Sudamrica y una disminucin relativa del
crecimiento de la demanda en Norteamrica. Sin embargo, dada su magnitud
absoluta, la satisfaccin de la demanda de hidrocarburos de Estados Unidos,
continuar teniendo la mayor participacin en la oferta venezolana. Todo lo
anterior, junto a consideraciones de naturaleza geopoltica, fundamenta una
revisin de la estructura del mercado petrolero venezolano.
Dado el crecimiento de la demanda mundial del petrleo, todo indica que para su
satisfaccin, crecer ms aceleradamente la produccin de petrleos no
convencionales, particularmente de petrleos ms pesados, lo que otorga a
Venezuela una ventaja adicional debido a que la mayor parte de sus reservas
estn constituidas por petrleos con esas caractersticas. La elevacin del nivel
de precios del petrleo en el mercado mundial ha hecho econmica y
financieramente factible la extraccin de petrleos ms pesados. La produccin
de petrleo en el mundo en el largo plazo se concentrar ms en los pases que
hoy son parte de la Organizacin de Pases Exportadores de Petrleo.
A pesar de que han aumentado las probabilidades de que se mantenga una
tendencia irreversible al alza de los precios del petrleo crudo y del gas natural,
no se debe perder de vista los requerimientos del desarrollo del pas y la eventual
persistencia de cierta volatilidad de los precios, que hacen imperativo el

desarrollo de una estrategia para diversificar tanto como sea posible las fuentes
de recursos fiscales.
Frente a un mundo en desarrollo, hambriento de energa, no podemos negarnos
a producirla aunque s podemos y debemos condicionar la produccin de acuerdo
a nuestros intereses nacionales. Ms an, debemos fomentar alianzas que nos

permitan desarrollar no slo las actividades de produccin sino el resto de las
actividades subsiguientes, de refinacin y de petroqumica.
El petrleo como recurso natural no slo puede considerarse una fuente rentstica
extraordinaria; tambin puede considerarse una palanca poderosa de desarrollo
industrial que va ms all de su extraccin y que abarca las actividades
subsiguientes, es decir, primero la refinacin y luego la petroqumica.
No slo es sta de por s una poltica de desarrollo, sino tambin una estrategia
geopoltica. Es mucho ms fcil sustituir el petrleo crudo o el gas natural que los
derivados finales o los productos petroqumicos. Convertir a Venezuela en un
centro mundial de refinacin y en una potencia petroqumica, es otra garanta
ms y una garanta muy importante en la defensa de nuestra soberana
country.
La soberana nacional nunca constituye una conquista definitiva; la soberana
siempre hay que defenderla, o se corre el riesgo de perderla. La soberana de un
pas con la riqueza natural de hidrocarburos como el nuestro, siempre est
amenazada. Pero tambin constituye el petrleo potencialmente un arma
poderosa de defensa. La mejor defensa, sin lugar a duda, es desarrollar esta
riqueza, y desarrollarla plenamente en todas sus fases, dentro y fuera del
territorio nacional.
De manera que, necesariamente, la poltica de Plena Soberana Petrolera es una
poltica internacional, de alianza con todos aquellos pases la gran mayora
que insisten en desarrollarse como naciones, y no aceptan marginarse en un
mundo supuestamente globalizado.
El consumo de hidrocarburos de origen fsil ha estado vinculado con patrones
industriales y de consumo depredadores del medio ambiente, El modo de
produccin capitalista no slo estratifica a los seres humanos en categoras
sociales irreconciliables, sino que impone un uso irracional y ecolgicamente
insostenible de los recursos naturales. El capitalismo ha socavado las
condiciones de vida en la Tierra. El impacto de las actividades humanas ha
superado con creces la capacidad de carga del planeta, y son precisamente los
pobres los que se ven ms afectados por la degradacin ambiental. The
produccin y el uso de los recursos petroleros y energticos deben contribuir a la
preservacin del ambiente.
En cuanto al potencial hidroelctrico, se pueden distinguir dos dimensiones a ser
superadas: primero, es necesario incrementar la capacidad de generacin de
energa hidroelctrica y al mismo tiempo promover la produccin termoelctrica
basada en el aprovechamiento de otro recurso en el cual poseemos ventajas
como es el gas. En segundo lugar, es necesario fortalecer y desarrollar la
ampliacin y distribucin de la energa hidroelctrica.

a.
La industria petrolera se orientar a profundizar la poltica de maximizacin
de la captacin de la renta en todas las fases del proceso ya fortalecer la
participacin fiscal en los ingresos, mediante la mejora en el
perfeccionamiento de las alianzas estratgicas y en el proceso

administrativo interno, en particular, para hacer efectivo el establecimiento
de una nueva forma de distribucin de la renta petrolera internacional.
b.
La industria petrolera nacional deber profundizar y ampliar ms
aceleradamente su orientacin al desarrollo endgeno, persiguiendo el
agotamiento de las posibilidades de generacin de actividades econmicas
en el pas a partir de la explotacin del recurso. Ser prioritaria la inversin
para mantener e incrementar el nivel probado de las reservas y la capacidad
de produccin; la inversin para la agregacin de valor a los productos de la
extraccin, tanto para satisfacer demanda interna como para la exportacin,
y la inversin para la autosuficiencia en los insumos, bienes, obras y
servicios de toda naturaleza que requiere la industria de los hidrocarburos.
c.
Dado el evidente impacto de la actividad petrolera y de la utilizacin de los
hidrocarburos como fuente de energa en el ambiente en general y en
asentamientos humanos particulares, su produccin y utilizacin debern
contribuir de manera efectiva a la preservacin y mejora del ambiente y la
calidad de vida de las comunidades directa e indirectamente afectados en el
country.
d.
La industria petrolera nacional es corresponsable de primera lnea en la
generacin y crecimiento del Nuevo Modelo Productivo, mediante el fomento
acelerado de unidades de la Economa Social en las actividades
econmicas de produccin de bienes y servicios y construccin de obras en
el pas que le sirven de proveedores ya las cuales provee sus productos.
e.
Dada la privilegiada posicin de la demanda de energa en el mundo y los
recursos del pas, la economa de los hidrocarburos deber seguir teniendo
un papel relevante en la poltica internacional de Venezuela para el
fortalecimiento de relaciones multipolares en el planeta y en particular para
la poltica de integracin latinoamericana y caribea.
f.
La necesidad de sostener los costos de produccin y de orientar sus
actividades al desarrollo endgeno, hace obligante privilegiar la inversin y
las actividades relativas a la investigacin y al desarrollo tecnolgico en
todos los campos que tienen relacin con la produccin de hidrocarburos,
con la produccin de sus insumos y con la transformacin de sus productos.
g.
En cuanto a la energa hidroelctrica, la inversin en conjunto de grandes

proyectos aumentar la demanda de energa elctrica en Guayana, pero la


mayor parte de los nuevos grandes proyectos de desarrollo productivo y
transporte en el mediano y largo plazo, no se ubicarn en esa regin sino en
otras con ventajas comparativas como el eje Norte - Llanero.
h.
La satisfaccin del dficit coyuntural interno de gas en el occidente del pas
para la produccin petroqumica, as como su utilizacin para la generacin
de energa elctrica, para atender el crecimiento del consumo domstico,
para las necesidades de la misma produccin de petrleo, para su
exportacin en forma de licuado y para el transporte, obliga mantener un
estricto seguimiento del balance entre las magnitudes de las reservas, su
produccin y su utilizacin.
i.
Para la creciente satisfaccin de la demanda interna, la industria de la
energa elctrica deber hacer un importante esfuerzo en la ampliacin y
mejora de la distribucin de energa. En particular, las empresas del Estado

mejorar sustancialmente su eficiencia

VII. NUEVA GEOPOLTICA INTERNACIONAL
VII-1. Approach
Antecedentes, avances y evaluacin de la fase 2001-2006
Venezuela ha avanzado de manera certera y sostenida en el cumplimiento de los
objetivos del Equilibrio Internacional previstos en las Lneas Generales del Plan
de Desarrollo Econmico y Social 2001-2007, se fortaleci la soberana nacional
y se avanz en la construccin de un mundo multipolar, la integracin
latinoamericana y caribea y la diversificacin de las relaciones internacionales
que se constituyan en puntales de nuestra poltica exterior, esto ha dado como
resultado que Venezuela haya tenido un importante crecimiento en su
posicionamiento en escenario internacional.
En los ltimos 7 aos la Revolucin Bolivariana ha implementado una intensa
poltica exterior, rompiendo con la pasividad histrica que caracteriz la relacin
de Venezuela con el mundo, en la cual el elemento fundamental fue la
mediatizacin y subordinacin a los intereses geopolticos del imperialismo
norteamericano.
En la actualidad, Venezuela recuper su independencia y soberana en la
formulacin de su agenda internacional, las nuevas circunstancias presentes
determinan que Venezuela avance hacia una nueva etapa en la geopoltica
mundial, fundamentada en una relacin estratgica de mayor claridad en la
bsqueda de objetivos de mayor liderazgo mundial.

La Nueva Etapa de la Geopoltica Mundial


Es la estrategia de conduccin multipolar de la poltica mundial, que se aplica
mediante la diversificacin de las relaciones polticas, econmicas y culturales,
para la creacin de nuevos bloques de poder atendiendo las particularidades, de
acuerdo al establecimiento de reas de inters geoestratgicas.
La construccin de un mundo multipolar implica la creacin de nuevos polos de
poder que representen el quiebre de la hegemona del imperialismo
norteamericano, en la bsqueda de la justicia social, la solidaridad y las garantas
de paz bajo la profundizacin del dialogo fraterno entre los pueblos, el respeto de
las libertades de pensamiento, religin y la autodeterminacin de los pueblos.
El desarrollo de la Nueva Etapa de Geopoltica Mundial se fundamenta en las
siguientes tesis:
Identificacin y definicin de una poltica de construccin y
articulacin de los nuevos polos de poder geopolticos en el mundo.
Para el cumplimiento de esta tesis se deben definir nuevas formas y
mecanismos de integracin y relacionamiento que logren la construccin
de una nueva matriz de poder mundial en el campo financiero, meditico,
militar y poltico.
Afianzamiento de los intereses polticos comunes entre los pases. Se
plantea como prioridad la construccin de valores polticos compartidos,
que posibilite la unificacin y diseo de estrategias comunes para el
afianzamiento del intercambio econmico y social, as como en la
unificacin de posiciones comunes en el concierto internacional. El criterio
poltico unificado es lo que orienta el desarrollo de iniciativas que permitan

operativizar el principio de la pluripolaridad, usando como herramienta los
instrumentos de integracin.
La profundizacin de la amistad, confianza y solidaridad, para la
cooperacin y coexistencia pacifica entre los pueblos. La
fundamentacin de las relaciones diplomticas entre los pueblos se
estructura sobre la amistad, la cual tiene como base el respeto a la
autodeterminacin y la soberana. La confianza que parte de la seguridad
jurdica y poltica en el cumplimiento de los compromisos adquiridos. The
solidaridad que se expresa en las complementariedades que puedan
desarrollarse para alcanzar la paz, la justicia y el bienestar de los pueblos.
Establecer como puntal para la conformacin de un nuevo mapa
geopoltico el desarrollo energtico. Venezuela coloca su potencialidad
energtica como puntal para profundizar la alianza estratgica con los
pueblos del mundo, por la paz y la convivencia. Siendo uno de los pases
de mayor reserva de energa, en lo relativo a reservas de gas asociado,
gas libre, petrleo, carbn, bitumen y agua energizable en el marco de una
visin de convertirse en exportador integral de energa. La energa debe
ser un factor dinamizador de transformacin del mo delo de desarrollo para
la superacin de la vieja economa rentista dando paso a una economa
diversificada productiva con equidad y justicia social.

Se plantea profundizar la internacionalizacin energtica, con el objetivo


de incrementar la capacidad de exploracin, produccin y comercializacin
integral de la energa, a travs de iniciativas de integracin energtica
regional con inversiones extranjeras no controladas por los ejes
hegemnicos, bajo la figura de empresas mixtas. Ejemplo de ello es
Petrosur, en donde se desarrollan 3 proyectos bandera: uno en la Faja
Petrolfera del Orinoco, otro en la Refinera Abreu de Lima en el nordeste
brasilero y el tercero, en nuevas reas de exploracin y produccin de
petrleo y gas en Argentina, tambin se pueden mencionar las empresas
mixtas constituidas entre China y Venezuela y el gran proyecto de
Gaseoducto del Sur.
Asimismo, se busca desarrollar la industria del gas natural libre, asegurar
la soberana en el negocio petrolero y fortalecer la contribucin fiscal de la
industria de los hidrocarburos.
Construccin de nuevos esquemas de cooperacin econmica y
financiera para el apalancamiento del desarrollo integral y el
establecimiento del comercio justo mundial. Esta nueva concepcin de
las relaciones econmicas internacionales se guiaran por los principios de
complementariedad, cooperacin y solidaridad para propiciar la igualdad
de beneficio en el intercambio comercial, con el apoyo de nuevos
instrumentos financieros para el apalancamiento del desarrollo endgeno
que permita el aprovechamiento de las potencialidades existentes en los
territorios nacionales.
Profundizacin del intercambio cultural, educativo, cientfico y
comunicacional. Sirve para la expansin del conocimiento mutuo, de la
diversidad existente en los pueblos, a travs de la compresin de las
caractersticas culturales, el desarrollo cientfico y el afianzamiento de la
educacin, la puesta en marcha de diferentes estrategias que permitan el
establecimiento de redes de comunicacin alternativas a travs de el

fortalecimiento de medios de comunicacin desarrollados por Estados
aliados
Desarrollo de una plataforma de investigacin, desarrollo de conocimiento
y estrategias formativas para el soporte terico y el seguimiento de las
iniciativas en el marco del impulso de la nueva geopoltica mundial.
Se hace necesaria la produccin de conocimiento, la recopilacin de
informacin y la reflexin acadmica sobre los procesos y problemticas
internacionales, para dar respuesta de forma eficiente a las innumerables
tareas que demandan el creciente intercambio econmico y poltico que
viene desarrollando la Revolucin Bolivariana entre Estados,
organizaciones gubernamentales, movimientos sociales y ciudadanos del
world.
Se contempla el desarrollo de una estrategia mundial de formacin poltica
sobre el contenido, objetivos y logros de la Revolucin Bolivariana, dirigida
a los movimientos sociales, investigadores, acadmicos ya todos aquellos

aliados polticos que puedan colaborar con la creacin de crculos


formativos alrededor de las embajadas, creando las estrategias necesarias
para la movilizacin de masas en apoyo al proceso revolucionario.
En este sentido, el Ministerio de Relaciones Exteriores como rgano
coordinador de la poltica exterior de Venezuela debe desarrollar un
sistema de generacin y produccin de conocimiento, donde se integra el
nivel central con cada una de las embajadas y su nivel regional de
informacin, soportado en una plataforma tecnolgica que coadyuve a la
gestin del conocimiento ya la articulacin de mecanismos de
transferencia de informacin.

Son zonas geogrficas definidas de acuerdo al inters estratgico nacional,
tomando en consideracin las caractersticas, el nivel de las relaciones y la
afinidad poltica existente, con la finalidad de orientar la poltica exterior
venezolana, en funcin de la construccin de nuevos polos de poder.
i.
Amrica Latina y el Caribe. Se propone la consecucin de los siguientes
objetivos:
i.
Participar en la construccin del nuevo MERCOSUR hacia la
conformacin de la Comunidad Sudamericana de Naciones, sobre
la base de evaluacin, revisin y reorientacin de los contenidos de
la integracin.
ii.
Consolidacin del eje de liderazgo Cuba Venezuela -Bolivia para

complementacin, estn las experiencias transitadas en el combate
a la pobreza y la inclusin social.

Neutralizar la accin del imperio fortaleciendo la solidaridad y la
opinin pblica de los movimientos sociales organizados.

iii. China, Vietnam, Malasia y zonas circunvecinas. Se propone la consecucin
de los siguientes objetivos:

Intensificacin de la integracin econmica, social, cultural,
cientfica y tecnolgica.

Construir un nuevo marco de comercio mundial que permita romper
con los ncleos hegemnicos de intercambio comercial.
iii.
Profundizar la atraccin de inversiones de empresas y capital
estadal.
iv. Creacin de fondos binacionales de desarrollo para el
apalancamiento de proyectos.
iv. Europa. Se propone la consecucin de los siguientes objetivos:

Consolidar las alianzas polticas con las fuerzas sociales, partidos
polticos y Parlamentos Nacionales, haciendo especial nfasis en
los movimientos sociales.
ii.
Profundizar el acercamiento con los Gobiernos de Espaa, Portugal
y Reino Unido.

frica. Se propone la consecucin de los siguientes objetivos:

Contribuir a consolidar la presencia de frica en la geopoltica
mundial.

Incrementar las relaciones con los pases africanos dentro del
afianzamiento del intercambio sur sur.
vi. Organizacin de Pases Exportadores de Petrleo (OPEP). Se propone la
consecucin de los siguientes objetivos:

Reforzar los vnculos con pases de la OPEP:

Incrementar el intercambio comercial cientfico y tecnolgico con
pases del Medio Oriente
iii.
Incrementar las relaciones con otros pases exportadores.
vii. Amrica del Norte . Se propone la consecucin de los siguientes objetivos:

Intercambio con los movimientos sociales.

Divulgacin de informacin acerca de la realidad venezolana a
travs de medios alternativos.
iii.
Fomentar el intercambio permanente de personalidades del mbito
poltico, social, acadmico y religioso.
iv. Incrementar el apoyo y solidaridad con los sectores excluidos de la
sociedad norteamericana.
