Connected East Africa 2015 30th March- 2nd April 2015


Summary of Deliberations and Action Points
The Connected East Africa Summit 2015 deliberated on a number of areas and agreed on key issues
immediately actionable including:
1. Legislation; the need to adopt and hasten the passing of currently important legislation in
the development of ICT, specifically the Critical Infrastructure Act 2015
2. Regional alliances and partnership; the achievement of a Smart Region is possible through
working together as the East Africa member states in both the public and private sectors
3. Data and intelligence; the importance of data in making the right decisions for economic
development and there is need to have a variety of means to source, collect and aggregate
quality data
4. Bridging the talent gap; increase the efforts and interventions in bridging the ICT talent gap
that exists between the education curricula and industry by supporting vital programmes as
Kenyas Presidential Talent Development Programme, through such ways as increasing
mentorship opportunities to trainees of such a programme and creating more PPP
frameworks
5. Gender parity in technology; create and enhance interventions to encourage more girls to
take up science and maths subjects in school and get and retain them in the field as careers
and businesses to bridge the inherent gap in the number of women in the technology
industry
6. ICT leadership; inculcating leadership that is bold, persistent, visionary and ruthless with
non-performance is a key element to achieving our target of impacting on lives and moving
the economy through ICT
7. Promoting local content; create the right environment to promote local content and have
preferential treatment for local and regional companies by supporting such programmes as
Enterprise Kenya with proper and sustainable institutional frameworks.
8. Enabling environment for local innovators; support to engineers and entrepreneurs in the
region by reassessing the environment in which they fabricate, develop and assemble
devices uniquely designed to respond to local needs and demands. This includes review of
the taxation policies on components for assembling locally produced devices that directly
affect the final cost to market and affordability of local products
9. Inclusivity in ICT; deliberate efforts to ensure that there is increased inclusivity in all areas
of ICT especially for people living with disabilities who are rightly capable of actively
participating in ICT
10. Automation for assured development; total uptake of automation both at county and
national levels of government to assist in more efficient revenue collection systems to
achieve higher collections that will drive development in the economy
11. Ideas into action; ensuring that the ideas derived from innovative and transformative
forums as the Connected East Africa Summit are immediately practicable by having
implementing caucuses in order to realise the benefits from such platforms
12. Incentive to invest; develop and adopt a fair approach by counties in dealing with wayleave fees, as well as setting up of infrastructure at county level, in order to attract
investment in to the counties in a win-win framework with the private sector to make it
easy to do business

13. Improved global business ranking; use of technology to automate and hasten business
processes, to ensure that Kenya ranks better in the ease of doing business in order to serve
citizens better and attract foreign direct investment
14. Standards and guidelines; development of regulations in the operationalisation of sharing of
infrastructure by the private sector players in the country
15. Green technology; develop and implement regulatory policy interventions in e-waste
management in consultation with the regulatory bodies in ICT (CAK) and environment
management (NEMA), and the private sector stakeholders
