NEW DELHI: Inter-ministerial panel
Telecom Commission has suggested
a base price of `3,705 crore per megahertz as 3G spectrum base price for
upcoming auction, about 11 per cent
higher than what companies paid for
the same in 2010 sale.
It is also 36 per cent higher than
what regulator TRAIs recommendation of `2,720 crore per Mhz.
TC (Telecom Commission) is
of the view that Rs 3,705 crore should
be the base for 3G spectrum. The
pricing will be proposed to be placed
before Cabinet on Wednesday, an
official source told the news agency.
The Commission, headed by
Telecom Secretary Rakesh Garg,
has considered sale of only 5 megahertz of 3G spectrum, while determining the price.
This is only 25 per cent 20 Mhz
recommended for auction by TRAI.
The industry had also demanded sale
of 20 Mhz.
While TRAI has recommended
5 Mhz of 3G spectrum should be
counted as one block, which means
it can be bought by one company, the
panel has suggested that 5 Mhz be
divided in to two blocks of 2.5 Mhz
each.
All the 3G spectrum, which proposed to be put up for auction, need
to be freed by the Defence Ministry.
The Ministry has agreed to free 5
Mhz of 3G spectrum as of now and
15 Mhz when the government will
notify a dedicated spectrum for
defence forces as Defence Band and
Defence Interest Zone.

rationalise all subsidies
CHENNAI: Ahead of the 2015-16 Budget, Finance Minister Arun
Jaitley on Monday said there was a need to rationalise all subsidies and ensure stability in policies to attract investment and
drive growth.
From January 1 LPG subsidy is going through banks...We
have to gradually rationalise all possible subsidies, the Minister
said while addressing a CII function here.
The Government is expected to incorporate the suggestions of the Expenditure Finance Commission headed by former RBI Governor Bimal Jalan in the budget proposals for
2015-16.
Jalan is reported to have submitted interim recommendations to the Finance Ministry suggesting various steps to
rationalise subsidies and public expenditure.
The Governments subsidy bill towards oil, fertilisers runs
into lakhs of crores of rupees.
The Minister also underline the need for stability in tax
and other policies to make India an attractive place for investment. The implementation of the Goods and Services Tax
(GST), he added, will help in improving the business climate
in the country.

s lakhs of crores of rupees earmarked annually towards central Plan Expenditure, NITI Aayog will actively monitor and
evaluate implementation of Government programmes and initiatives, Planning Minister Rao Inderjit Singh said here on Monday.
"With central Plan Expenditure of the order of `5.75 lakh crore
was being channelised per year for development, it was absolutely necessary that there is concurrent, comprehensive, credible and
reliable evaluation.
"A major task before the NITI Aayog is to actively monitor
and evaluate implementation of programmes and initiatives,"
Minister of State for Planning Rao Inderjit Singh said while inaugurating 5-day's EvalWeek.
The event mainly focuses on strategies to spread awareness
about and use of evaluation as a tool for enhancing result from
policies and programmes of good governance.
It is being jointly organised by National Institute for Labour
Economics Research and Development (NILRD) and Programme
Evaluation Organisation of the NITI Aayog.Singh stressed for a
time-bound, ethical and credible evaluations based on groundlevel evidence and feedback conducted by independent organisations without any conflict of interest."In spite of the long history of monitoring and evaluation (M&E) in the country, somehow, a national evaluation policy had not come into existence.

Shayks representative confirmed to Us
Weekly. A statement read: We can confirm Irina Shayk has
ended her relationship to Cristiano Ronaldo of
five years. She has been close with his family
throughout the course of their relationship.
Any negative rumours with regards to Irina
and the Ronaldo family are completely false,
and have not been a factor in the cause of the
spilt. Irina has no further comment at the time.
The Real Madrid soccer player and Shayk, both
29, began dating after meeting on the set of an
Armani ad in 2010. They followed up their
steamy gig by posing nude together for the June
2014 cover of Vogue Spain. Rumours of a
breakup have been following the pair in recent
months. Back in July, Ronaldo didnt attend the
premiere of Shayks film Hercules. They also
spent New Years Eve apart. This week, Shayk

Los Angeles: Actress Jennifer Lawrence will
soon be working again with her Hunger
Games director Francis Lawrence. The pair will
team up for The Dive - the biopic based on
the real life story of freediving married couple
Francisco Pipin Ferreras and Audrey Mestre,
reported The Wrap. James Cameron is slated
to produce the
20th Century Fox
film after planning
to direct himself
at one point. The
film will tell the
story of how the
pair broke records
diving without the
use of breathing
equipment until
Mestre lost her life
during a 2002 dive.
The film has gone
through years of
development with
Casino Royales
Martin Campbell
previously attached to direct. The screenplay
was first written by Laeta Kalogridis before a
2012 rewrite from J Michael Straczynski.
Lawrence, 24, is expected to play Mestre but
the role of Ferreras is yet to be cast.
