1. Flood: Madarganj upazila in Jalampur district is a highly flood-prone area. Flood occurs
between Ashar and Bhadra. As a result, agriculture, fisheries, infrastructure, residence, education,
communication and many other sectors become affected. Due to flood crops of 14,950 hectares
out of total 20,267 hectares of croplands sometimes get damaged. Although flood occurs every
year, major occurances were in 1988, 1998, 2004 and 2007.
2. Droughts: Droughts are considered as a severe disaster of Madarganj upazila in Jamalpur
district. Every year droughts causes massive damages of croplands of the area. Specially paddy,
jute, vegetables and plants get seriously damaged destroying 16500 hectares out of total 20267
hectares of croplands. Notable droughts were in 1994, 1996, 2001 and 2003.
3. River-erosion: River erodes the highest in Madarganj upazila. River erosion continues every
year in Balijuri, Jorkhali and Gunaritala unions of the district. Erosion starts from the Bengali
month of Ashar and continues till Bhadra. As a result, agricultural land, roads and trees disappears
in the river water at a high rate. Food production is disrupted. People becomes shelterless and
environment is affected. Every year about 175 hectares of land disappears in the garb of river.
Communications between different areas will be disconnected and dwelling houses will not be
there, in case of failure of constructing embankments, changing the path of river after dredging
and constructing a T-embankment for reducing pace of water during flood.
4. Norwester: Norwester is a severe disaster of the area for which ripen paddy, houses, life of
people, trees, cattles are seriously affected. Almost every year, 14500 hectares out of total 20267
hectares of croplands of the area get damaged. Hits were severe in 2000, 2001, 2002 and 2007.
5. Falling sands: Sands fell on cultivated croplands due to excessive flood from Ashar to Bhadra.
Cultivation of almost 280 hectares of cultivable lands were disrupted during floods in 1988, 1998
and 2004.
6. Excessive rainfall: Excessive rainfall also a severe disaster of the area. Incessant rains cause
disruption to crops, life of people and cattles. Day-laborers become jobless and massive poverty
occurs. In 1999, 2000, 2002, 2007 and 2009 excessive heat caused 16715 hectares out of total
20267 of croplands damaged.
7. Cold wave: Cold wave is another major disaster of the area. Crops, cattles, trees and life of
people especially old-aged, children, pregnant and mothers of neonatals suffer from severe cold.
The disaster causes damage of crops of 3000 hectares out of 20267 hectares of land every year. In
the years 1994, 1999, 2000, 2009, 2011, 2012 and 2013 most cold waves took places.

Falling in troubles means the prevailing objective, socio-economic and environmental situation
that hints concern of damages in disasters. The community becomes incapable of facing the
situation. Capability is the overall situation or process created with natural, social, economic and
environmental coordination. A person or any organization/institution can face the adverse effects
of disasters and reduce the effects of disasters through the use of remaining resources.

Brief description:
Farmer: Farmers of Madarganj have more or less work all the year round. In Baishakh and Jaistha
threshing of Irri paddy starts. Cutting and threshing of paddy continue for two months. These two months,
they have more works. Cutting of jute starts in Ashar and Shrabon. In Vadra and Ashin, farmers cultivate
different types of vegetables. In Kartik and Agrahayon, cultivation of chili, wheat, maize, potato, brinjals
and mastard starts and remains till Poush, Magh and Falgun. Farmers cultivates jute in the month of
Chaitra.
Day laborer: Day laborers of Madarganj upazila sell labor more or less all the year round. Specially in
Baishakh and Jaistha day-laborers sell their labor more. Because cutting and threshing of paddy continues
in the months of Baishakh and Jaistha. Cutting of jute starts in Ashar and Shrabon. Demand for labor
remains high during the two months. The demand is the highest in Agrahayon, Poush and Magh, because
during these months cultivation of chili, wheat, maize, brinjal and mastard goes on.
Fishery: In general, fish farming goes on all the year round in Madarganj upazila. Specially in Ashar,
Shrabon, Vadra, Ashin and Kartik more fish are available. Because, water remains in rivers, canals and
waterbodies during these months. This is why, during this time, production of fish increases.
Business: In Madarganj upazila generally business goes on all the year round. Trading with paddy, chili
and jute remains more in the months of Ashar, Shrabon, Vadra, Ashin and Kartik. Specially trading with
chili becomes more in the month of Magh. Dealing with wheat, mastard, onion and garlic goes on for all
the year round.

In Koroichura union cultivation of 500 hectares of traqnsplanted aman paddy, 300 hectares of
jute, 200 hectares of crops, seedbeds and numerous fruit and medicinal trees out of total 2555
hectares of cultivated lands may be damaged. Different infrastructures, educational institutions,
homes, fish of 40 ponds and cattle may be affected. Diarrhoea and skin diseases may be spread
due to impure water. As a result, 9320 families may be affected directly and indirectly.
In Gunaritala union, cultivation of 1600 hectares of traqnsplanted aman paddy, 500 hectares of
jute out of total 2660 hectares of cropland may get damaged. Numerous fruit trees, medicinal
trees, different infrastructures, educational institutions, shelter centers fish of 70 ponds may be
affected severely. Different diseases including Diarrhoea and skin diseases may be spread due to
impure water. As a reult 9071 families may be affected directly and indirectly.
In Balijuri union, cultivation of 1600 hectares of traqnsplanted aman paddy, 500 hectares of other
crops out of total 4007 hectares of cropland may get damaged. Numerous seedbeds, fruit trees,
medicinal trees, different infrastructures, educational institutions, shelter centers fish of 45 ponds
may be affected severely. Different water-borne diseases including Diarrhoea may be spread due
to impure water. As a reult 5564 families may be affected directly and indirectly.
In Jorkhali union, cultivation of 2000 hectares of traqnsplanted aman paddy, 1000 hectares of jute
out of total 3970 hectares of cropland may get damaged. Numerous fruit trees, medicinal trees,
different infrastructures, educational institutions may be affected severely. As a reult 6600
families may be affected directly and indirectly.
In Adarvita union, cultivation of 800 hectares of traqnsplanted aman paddy, 500 hectares of jute
out of total 2660 hectares of cropland and 3 dairy farms, 70 hectares of banana orchard may get
damaged. Numerous fruit trees, medicinal trees, different infrastructures, educational institutions,
shelter centers fish of 60 ponds may be affected severely. Different diseases including Diarrhoea
and skin diseases may be spread due to impure water. As a reult 7800 families may be affected
directly and indirectly.
In Shidhuli union, cultivation of 500 hectares of traqnsplanted aman paddy, 300 hectares of jute,
100 hectares of other crops out of total 2660 hectares of cropland may get damaged. Numerous
fruit trees including 100 hectares of banana orchard, medicinal trees, different infrastructures,
educational institutions, shelter centers, fish of 70 ponds may be affected severely. Different
diseases including Diarrhoea and skin diseases may be spread due to impure water. As a reult
1460 families may be affected directly and indirectly.
2. River-erosion: Due to river-erosion in Madarganj upazila or in river-erosions in 1988, 1998,
1999 cultivated lands of 50 hectares out of total 5296 hectares, 2 primary schools, 1 undersecondary school, 1 madrassa, 2 libraries, 4 mosques, 1 secondary school, 2 ideal villages, 1
shelter center, 5-km earthen road, 2-km concrete road, 500 kachha houses, 20 buildings numerous
fruit and medicinal trees, fish of 25 ponds may be hampered or affected. 200 tubewells and 300
sanitary latrines may disappear in the river. As a result, 5564 families may be affected directly
and indirectly.
In Jorkhali union, 60 hectares of croplands out of total 4653 hectares, 1 ideal village, 1 shelter
center, 4 primary schools, 2 high schools, 2 madrassas, 3 libraries, 4 clubs, 5 play grounds, 6-km
earthen road, 2-km concrete road, 600 kachha houses, 30 buildings, numerous fruit and medicinal
trees may be disappeared in the river. As a result, 6600 families may be affected directly or
indirectly.
In Shidhuli union, 65 hectares of croplands out of total 1756 hectares, 3 primary schools, 2
madrassas, 1 high school, 5 mosques, 2 temples, 7-km earthen road, 3-km concrete road, 700
kachha houses, 30 buildings, numerous trees may be disappeared in the river.

3. Drought: Due to drought in Madarganj upazila or in droughts in the years 1996 and 1994 Irri
paddy of 10000 hectares, jute of 5000 hectares, dhoincha of 1000 hectares, vegetables of 500
hectares out of total 20267 hectares, fish of 535 ponds may get damaged. Numerous seedbeds,
plants, fruit and medicinal trees may be affected. Due to excessive drought 20% people may be
infected by Diarrhoea, 40% may be infected by fever and 15% may be infected by jaundice. 40
percent of cattle gets infected due to droughts. As a result, 6103 families may be affected directly
or indirectly.
4. Storm: In storms like 1996 and 1994 in Madarganj upazila Irri paddy of 11000 hectares,
vegetables of 2000 hectares, out of total 20267 hectares, banana orchard of 1500 hectares, 20000
houses, 70 primary schools, 492 mosques, 9 temples, 1 church, 48 under-secondary and high
schools, 22 madrassas, 10 colleges, 16 poultry farms, 13 mobile towers, 44670 kacha houses, 760
buildings, different government and non-government institutions, numerous fruit, flower and
medicinal trees, cattle may be affected. As a result, 7894 families may be affected directly or
indirectly.
5. Excessive rainfall: Excessive rainfall in Charpakerdaha union of Madarganj upazila may affect
to chili of 500 hectares, onion of 400 hectares, garlic of 100 hectares, jute of 300 hectares,
vegetables of 200 hectares, potato of 350 hectares, tomato of 200 hectares out of total 2796
hectares of croplands, 2 poultry farms, numerous fruit and medicinal trees, cattle and roads. Day
laborers may become jobless. As a result, 9051 families may be affected directly and indirectly.
In Koroichura union excessive rainfall may affect to chili of 400 hectares, onion of 300 hectares,
garlic of 100 hectares, jute of 400 hectares, vegetables of 200 hectares, potato of 600 hectares,

the area will urge people to take safe shelters. They will inform about people of which
risky area will take shelter where.
UP members will arrange burial of dead body and dead cattle wardwise with help of
volunteers with responsibility
At the start of disaster-prone season, keeping shelter centers usable after necessary repair.
On emergency in which place or shelter homes shelters have to be taken will decide.
Ensuring overall security for women, children and challenged during disaster.
Ensuring safe water supply and other services at shelter center
Providing assistance to the people of shifting their essential valuable resources (cattle,
poultry, emergency food etc.).
List of necessary medicines have to be made with help of medical assistant and family
planning assistant at union level and have to be bought locally.
Duty of coordination of necessary baby taxi and other vehicles will be on union chairmen
for transport of relief materials and communication of relief workers.
4.2.10 Treatment/injection of cattle
Considering the condition necessary medicines have to be collected from upazila livestock
hospital and preserved at health center.
Necessary trainings have to be arranged for members of union disaster management
committee.
Experienced persons will have to be managed for treatment of livestock during disaster if
necessary.
4.2.11 Arranging rehearsal
Arranging rehearsal on publicity of warning and forecast, removing, rescue and primary
relief work
Arranging disaster rehearsal continuously in cyclone/flood prone areas.
Testing condition of preparedness with arranging rehearsal with the community during
April and September every year.
During rehearsal, bringing ailed, challenged, pregnant, women and children to shelter
centers have to be specially noted.
The rehearsal for taking people of the risky areas to shelter center have to be held at risky
villages instead of the UP office.

All shelter centers of the upazila are operated by union parishad and school-cum-shelters are
operated by managing committee. There is no equipment or tools for volunteers in shelter centers
and school-cum-shelters. Repair/construction is necessary for turning the shelter centers usable.
Most of the link roads between shelter centers and dwelling houses are unfit for use. That is why,
the roads need to be re-constructed and hightened. Meanwhile, there is no arrangement of light
and drinking water in most of the shelter centers
4.4
Management of shelter center is very important part of disaster management. Many shelter centers
has been unusable due to lack of right and time befitting maintenance. That is why, management
of shelter centers have been included to the disaster management planning.

Management committee of shelter center
Members of management committee of shelter center are 7-9.
The committee may be formed incorporating UP chairman/member, eminent persons,

The committee may discharge duty as management committee with parmission of locals.
At least half of the members of the committee have to be women.
Clearing concept of duty of the committee (on management of shelter center)
The committee will discharge duty of managnement and overall duties in association with the
people of the area.
The committee will hold meetings with a gap of certain time, all decision have to be written on
register, responsibilities have to be distributed for the implementation of decision and deadline
has to be set.

Income of union parishad comes from local tax collection, bid of haat/bazar, bid of waterbodies
and issuance of trade licences to different businesses. However, now-a-days bid of large
haat/bazar, canals and waterbodies is no more in the hand of union parishad resulting in
decreasing the income. At present, the government hands over 1% of collected income from land
registration to union parishads. Earlier the amount was going completely to union parishad, but
now it gets the money after paying salaries and other benefits of village police and secretary.

examined and instant necessary steps to be taken:
