Leaders
The Leaders are the head of the Crystalion government. Every three years, Leader 1 retires, and
the other two get “promoted” up, though they all share equal power. The vacant seat of Leader 3 is
then elected by the House of the People from nominations by the House of Culture. The subordinate
advisors are like the American presidential cabinet, but with broader responsibilities.

Houses
The Houses are like the legislative branch of the government, but they are much less like a
branch than they are subordinates to both the leaders and the people, making them more like a rung on
the ladder of the government. The House of the People are the elected representatives of the people,
every three years, with the districts each being divided up by every 10 million people. In terms of
hierarchy, they are higher up than the other house, but are closer to the people. The House of Culture is
the body representing the intellectuals, the artisans, and any other person “of culture.” They are lower
than the House of the People, and are smaller, only 50 members ever, and they are appointed by
position at birth.

Bills are proposed to either House by the people, or rarely through judicial review. If proposed
to the House of Culture, it must pass through that house, and then go on to the House of the People.
People prefer to propose laws to the House of Culture because the people “of culture” usually will
analyze it in terms of moral and cultural implications. If it is proposed the the House of the People, it
will pass through that House, without going to the House of Culture. Sometimes, if legislature is
needed to be passed quickly. After passing the Houses, two out of three leaders must sign the bill, and
then it becomes law.

Judiciaries
The judiciaries is basically the legal system being put into practice. There are the judges, which
are appointed by the people. Their job is to review the laws that have been placed into law, and to
settle any disputes about any laws. There are 19 judge positions, which serve for life. The next
judiciary post is the jury, which are people speaking for people, drawn from the jury draft of the
population. While they hold no official power over legal proceedings, they function to provide a voice
of what the people want in any legal review session. The final invisible part of the judiciaries is legal
precedent. It is the ruling of past judiciary sessions that are always considered during a review session.

People
People are people. There is no voting dicrimination.
