To identify and analyze ways for solid waste volume

reduction that could help the city of Baguio.

To reduce the volume solid waste here in Baguio, the mayor ordered the
punong barangays to conduct massive information education campaign to
their constituents on the basics of waste segregation at their homes and on
the citys no-segregation-no-collection policy. There are seven types of
wastes such as biodegradable which comprise half of the total household
wastes and the other half as non-biodegradable categorized into plastics,
paper, glass, metal, residual and special wastes. Food waste could be used
as pet or animal feeds while kitchen, yard and animal wastes can be
developed as compost for soil conditioner. If this is done, half of the total
wastes will be reduced at the household level. The setting up of minimaterial recovery facility (MRF) at home temporarily serves as storage for
non-biodegradable materials. If accumulated, they could be sold to recycling
centers. Plastic and styro wastes are sold from P0.50 to P1 per kilogram.
Aside from selling the collected recyclable materials, these could be re-used
as containers, organizers or materials for arts craft. In this sense, if the waste
are segregated well it can be converted to organic fertilizer by the
Environmental Recycling System (ERS). The city generates 366 tons of solid
waste per day, 122 tons are being hauled out, 30 tons are processed by the
ERS, and 214 tons are classified as recyclables and taken by waste pickers.

During the Ugnayang Panlungsod press briefing, the mayor clarified the
intention of the citys no-segregation-no-collection policy for which he said
the city should take a radical approach. He said that instead of the
conventional and literal approach of refusing to collect the unsegregated
wastes, the city will instead take a revolutionary approach by going after the
source of the unsorted refuse and take them to task for violation of the
provisions of Republic Act No. 9003. Instead of leaving the unsegregated
wastes uncollected which will bring more problems because it will result to
health hazards and eyesores, we will strengthen the monitoring and
coordination with barangay officials so that the perpetrators are identified on
site and summoned to do the segregation themselves and execute affidavits
and file case against these violators, the mayor said.

To evaluate the existing designated pick-up points for

garbage collection in terms of accessibility of the
residents and the garbage collectors.
