Yojana Baby Car :
1. Scheme for Institute of Driving Training and research (India) General
guidelines :The proposal should contains recommendation of the State Govt. Free from
all encumbrances and the Little of the Land will vest in the State
Government / Central Government/ Society. In case of lease holding same
shall be on a perpetual lease of 99 years.
2. Land for the Institute would have to be provided by the State Govt. Free

3. The proposal should envisage self sufficiency in meeting the recurring
expenditure as this shall not be provided by the central Government,
However. The unitial great may include a component for the consumable for
the First year only.
4. The grant of the Central Government shall be one time grant for the capital
component of the proposal and the estimates on this account should be based
on lalest approved CPWD or State PWD schedule of rates, However actual
procurement should be made by following tenders procedure to obtain most
competitive price quality products. The capital component of the proposal
may include modern equipments such as innovative Driving Test System
(IDTS) using Radiofrequency Identification (RFID) Tags, simulators,

computers and other modern aids. Under this head, provision for Hostel
facility including Fitting and farnishing can also be considered.
5. In the case of Government privet partnership, the proposal should invariably
contain a project appraisal report/ Feasibility report by an Independent
reputed agency and comments of State Governments if any.
6. The central Government shall give preference to those States/ UTs, whose
nodal agency as approved by the respective State Government submits
proposal for setting upto (IDTR) in joint venture vehicle Manufacturer /
Private party N.G.O.s Etc. The vehicle manufacturer/Private party/NGO
who formed joint venture with the nodal agency shall not only ensure speedy
execution of the IDTR but also provide financial support to the capital and
recurring expenses of the proposed (IDTR) to the Nodal agency.
7. A standing committee comprising comprising officer from Ministry of Road
transport and Highways, (CIRT) pune and experts from the field will
scrutinize/ recommend the setting up of driver training institute in this States
and also monitor this progress of work.
8. The project should be completed within the period of the approval from the
Government of India and submission of U.C. after six months of completion
failing which a penalty as suitable may be imposed on the State Government
which may include even debarring the State the Government which may
include even debarring the State Government from future grants.
9. The institute shall submit half yearly performance report.
10.It shall be obligatory on the part of the institute set up from the funds of
Central Government to implement the schemes run by Central Government
on Drivers training on the terms and conditions set out by the Central
Government.

11. Instially, the proposals shall be considered for the location in / adjacent to
the State Capital / Major towns and only one proposal from a State shall be
considererred States already Covered in the erswhile scheme will be
excluded except for some additional equipment / simulators.
12.Transport commissioner and officers of State transport undertaking should
be made stakeholders in such schools so as to facilities issuance of driving
licence to the successful candidates who complete their training programme
this would help in maintaining sustainability of the institute in the long run.
13.Details of a Standard (IDTR) are given in the scheme.
Who can send the proposal :
1. State Government
2. Any other agancies such as NGO/Automobile associations vehicle
manufacturers authorized and recommended by the State Government in
collaboration with the State and Central Government.
However, the Central Government shall give preference to those States/UTS
whose nodal agency as approved by the respective state Government submits
proposal for setting upto IDTR in joint venture with vegicle manufacture /
private / party NGOs Etc. and or submits details of sitting up of RDTC
along with proposed IDTR.
SCHEMES OF MINISTRI OF SCIENCE AND TECHNOLOGY
I-Science and technology entreprenecership DEVELOPMENT (STED) Project.
Objective of sted project :1. To identify Feasible resource based projects in the region covering both rural
and semi-urban areas.

2. To identify likely S/DT intervention (Technology Selection, Technology up


gradation / modification and information Dissemination) Forexploting the
opportunities by prospective entrepreneurs.
3. To improve working of existing enterprises through S & T intervention (up
grade tecgrade technology, modernization of unit).
4. To regularly organize enterprise awareness programmes and skill
Development programmes for creating suitable entrepreneurial environment
in the target area.
5. To launch at least 200 micro enterprises in the selected location During four
years of operation. Next year samity will provede 500 (Five hundred and
total grevence will be 1000 (one thousand) Eligibility for proposal
submission.
Any recognized educational or research institution, professional or reputed
agencies both Governmental and non-Governmental with a proven track
record in promotion of micro-enterprise and entrepreneurship.
Target Group :The target group would be essentially unemployed youth who may or may
not possess necessary skill to launch a micro-unit but have the necessary
desire and aptitude for such venture.
