Civil Agreement

Memorandum

We, the undersigned below representatives of Georgian society, experts, NGOs and political unions agree and declare
that:
In order to ensure democratic, competitive and equal electoral environment in Georgia, it is absolutely necessary to
change the current electoral system at once, which requires constitutional and other relevant legislative changes.
Current electoral system has been subjected to criticism from political parties, local and international organizations for
a long time, since it cant ensure proportionate transformation of votes into mandates received and principle of
equality of one vote.
We believe that changing the current majoritarian system is the solution of the abovemnetioned problem.
It is crucial to introduce electoral system, which will be a solution to the problems and will ensure better reflection of
Georgian voters will in elections.
For achieving this goal, the system shall ensure:
Proportionate transformation of votes into mandates;
Equality of the vote;
Increase of womens participation;
National and local representation.
In order to ensure timely implementation of all mentioned above, we demand that before the end of March, 2015
government creates a multi-party discussion format through wide socio-political consensus with the participation of
CSOs and international organizations. As a result of the work of this open multi-party format, no later than May 1 of
the current year, the package for legislative changes should be developed. The implementation of the legislative
initiative should be carried out based on the international experts opinion.
