In accordance with requirements of the Fire Safety Standards of the State Fire-Fighting Service of the RF
Ministry of Internal Affairs Determination of categories of rooms and buildings for explosive and fire danger
(NPB 105-95):
1. Put into effect the List of rooms and buildings of energy facilities of RAO UES of Russia specifying
categories of explosive and fire danger RD 34.03.350-98 developed by industry design institutes and agreed
upon with State Energy Supervision of Ministry of Fuel and Energy of the Russian Federation as per the annex
from April 01, 1998.
2. Deem the List of buildings and rooms of energy facilities of Department of Energy of USSR specifying
categories for explosive and fire danger" No. 8002 TM-T1 approved by Department of Energy of USSR on March
22, 1989 as void.

categories of explosive and fire danger the List of buildings and rooms of energy facilities of Department of
Energy of USSR specifying categories for explosive and fire danger" No. 8002 TM-t1 becomes inoperative.
Upon determination of categories of rooms and buildings for explosive and fire danger with 1,5,6 indexes the
requirements of the corresponding items of notes given at the end of the list should be taken into account.

Notes:
1. The emergency ventilation is ensured by availability of standby fans with auto start at excess of maximum
allowable nonexplosive concentration and power supply for I reliability category (Electrical Safety Rules) under
condition of air removal devices location from the room at close proximity from the possible emergency location.
2. Classification of rooms not included in this list should be by NPB 105-95 Classification of rooms and
buildings for explosive and fire danger.
3. Classification of rooms specific for other ministries and departments (rooms for motor transport, railway
facilities etc.) is performed according to lists approved by the corresponding ministries and departments.
4. Rooms category is determined in each case as per the methods stated in NPB 105-95 depending on
categories of rooms of the building under question and their percentage.
5. Room category may be decreased upon substantiation by the calculation depending on fire load
6. Rooms for stationary vented lead-acid batteries may be accepted as D category with application of
equipment and facilities in general industrial enclosures (non-explosion proof) upon corresponding calculated
substantiation.

Regarding new revision of NPB 105-95 Classification of rooms and buildings for explosive and fire
danger
Main Department of State Fire-Fighting Service of Ministry of Internal Affairs of Russia as agreed with
Ministry of Construction of Russia have been approved the fire safety standards NTB 105-95 Classification of
rooms and buildings for explosive and fire safety instead of ONTP 24-86/Ministry of Internal Affairs of USSR
and they are in force from January 1, 1996.
The principal difference of NPB 105-95 is introduction of new concept for segregation of rooms of categories
V and D. To fire dangerous category V should belong rooms in which technological process are or handled the
combustible materials, upon that the fire danger level is accounted with introduction of such criterion as fire load
and is established by differentiated classification in accordance with which V category rooms are divided into 4
categories (V1, V2, V3, V4) depending on specific temporary fire load (in technology). Rooms where combustible
materials not applied and not used (exclusively of construction materials) have D (non-fire dangerous)
classification.
Upon that V1, V2 and V3 categories according to requirements of fire protection mainly comply with category
V effective at the moment in construction standards and rules and V4 category is similar to current D category
(with small fire load) from the practical point of view.
Considering that with change of the room classification (V and D) and introduction of new standards NPB
105-95 the development and introduction of changes to actual SNiP is required as well as follow-on revision of
section 4 Classification of buildings for explosive and fire danger of NPB. The Ministry of Construction of
Russia together with MDSFSS of Ministry of Internal Affairs of Russia have reviewed issues of application of
specified NPB at designing and inform that till introduction of corresponding changes to construction standards
and rules upon designing of production, storage and agricultural rooms and buildings the following provisions
should be followed upon establishing the fire prevention measures specified in the actual standards;
to V1, V2, V3 room categories should be applied requirements established by the actual V categories. Upon
that for V1 room category it is required to establish more rigid requirements (for 20%) for rated parameters of
escape routes and area of such rooms (if the area is established by the standards). For V3 room category in
substantiated cases these requirements are allowed (to area and escape routes) to be accepted less rigid (for 20%)
in comparison with actual requirements to V category;
to V4 room category should be applied requirements established by actual SNiP for D category;
in rooms of non-fire dangerous category D (where only non-combustible substances and materials are used in
technology) as per the approved NPB, there area and parameters of escape routes are not rated;
upon classification of buildings (as per section 4 of NPB 10595) V1, V2, V3 room categories are taken into
account in total area of V category rooms and V4 category rooms - in area of D category rooms;
in V category room upon availability of V1 category rooms its allowable number of floors or area of fire zone

shall be decreased by 25%.
