Hearing Conservation Program (HCP) in AMD Singapore

HCP implemented and maintained for all personnel exposed to
excessive noise so as to minimize the risk of hearing loss.
HCP and its elements:
Noise Hazard Identification Risk Assessment and Noise Monitoring.
Implementation of Noise Control Measures control at source or along
transmission path or at receiver as per principles of noise control.
Use of hearing protection (PPE) until engineering controls implemented.
Periodic health surveillance (audiometry test) for early detection of
hearing loss.
Training on Hearing Conservation Program for personnel exposed to
excessive noise.

HCP Implementation and Achievements

Noise reduction projects completed for following areas and reduced

noise levels through engineering control measures:
Noise Reduction for Crushing Room reducing noise exposure level from
100.3 dB(A) to 77.5 dB(A).
Noise Reduction for liquid nitrogen filling operation reducing noise
exposure level from 101.9 dB(A) to below 72.9 dB(A).
Noise Reduction for temperature cycle chambers in Reliability Lab
reducing noise exposure level from 90.2 dB(A) to 79.9 dB(A).

The organization received Outstanding Achievement Award for the

above noise reduction projects for two consecutive years (2006 &
2007).

Noise Reduction Project for Crushing Room

After

Before
Source of Hazard: Crushing Machines inside crushing
room.
Frequency / Duration of Exposure: 100.3 dB(A) for 8
hours per day.

Person wearing
Earmuff

Created a soundproof opening for crushing room such that crushing machines
can be operated from opposite side of the wall, thus minimizing noise exposure
to the operators. With the installation of the soundproof doors, the operator will
pour the units into the crusher from the opposite side of the wall, close the door
and start the machine.

machine after closing the
soundproof door for opening

Risk/ Exposure Level before control

Risk/ Exposure Level after control

Personnel working in crushing room were exposed to a noise

level of 100.3 dB(A) for 8 hours per day. Personnel involved
in work were wearing hearing protectors and were sent for
audiometry test on annual basis.

Personnel working in crushing room are exposed to noise level of 77.5 dB(A) for
8 hours per day which is below permissible levels as stipulated under Factories
(Noise) Regulations.

Cost

Benefits

S$3,000 for implementation of engineering control

measures to reduce noise (excluding internal labor).

1. Improvement of employees health & safety and environment.

2. Elimination of workplace safety risk thereby improving employee work
morale.
3. Cost avoidance of S$2,000 per year for administrative controls & PPE.

Noise Reduction Project for Liquid Nitrogen (LN2)

Filling Operation
Before

After

Source of Hazard: Before refilling of LN2 container, air

pressure needs to be released through VENT nozzle. Due
to this, the end users experienced very sharp hissing
sound.

Added an additional new pipe fitting on the LN2 container during refilling and
noise and vapors are made to travel through this piping and later diverted to
the end of the building where a silencer is fixed there. In this manner, liquid
nitrogen (LN2) refilling area was freed of noise & ventilation problem.

Frequency / Duration of Exposure: 96.3 dB(A) for 8

hours per day.

noise level of 101.9 dB(A) for 8 hours per day. Personnel
involved in work were wearing hearing protectors and were
sent for audiometry test on annual basis.

Personnel involved in filling liquid nitrogen (LN2) were exposed to noise level of
72.9 dB(A) for 8 hours per day which is below permissible levels as stipulated
under Factories (Noise) Regulations.

Cost

Benefits

S$2,500 for implementation of engineering control

measures to reduce noise (excluding internal labor).

1. Improvement of employees health & safety and environment.

2. Elimination of workplace safety risk thereby improving employee work
morale.
3. Cost avoidance of S$1,000 per year for administrative controls & PPE.

Noise Reduction Project for Temperature Cycle

Chambers in Reliability Lab
Before

After

Source of Hazard: Compressed air nozzle of heater box

fitted in liquid nitrogen temperature cycle chambers.

All the outlet valve of heater boxes were covered with ventilated noise louver
window and most of the exterior surface of temperature cycle chamber casing
were lined by acoustic absorbent materials to cut down the noise generated
from the heater boxes.

Frequency / Duration of Exposure: 90.2 dB(A) for 8

hours per day.

Risk/ Exposure Level before control

Risk/ Exposure Level after control

Personnel working in Reliability Lab were exposed to a noise

level of 90.2 dB(A) for 8 hours per day. Personnel involved
in work were wearing hearing protectors and were sent for
audiometry test on annual basis.

Personnel working in Reliability Lab are exposed to noise level of 79.9 dB(A) for
8 hours per day which is below permissible levels as stipulated under Factories
(Noise) Regulations.

Cost

Benefits

S$7,800 for implementation of engineering control

measures to reduce noise (excluding internal labor).

1. Improvement of employees health & safety and environment.

2. Elimination of workplace safety risk thereby improving employee work
morale.
3. Cost avoidance of S$4,000 per year for administrative controls & PPE.
