came out to celebrate Miami Beachs centennial
anniversary during the 100 hours of festivities
that culminated in a star-studded concert for the

us for the spectacular Fourth of July centennial event in North Beach.


As we look to our future, I am thrilled that we are on schedule to break
ground on one of the most exciting projects of this century the
Miami Beach Convention Center expansion. The incredible oceaninspired civic center encompasses the convention center, Collins Park,
Lincoln Road and the many cultural institutions in the neighborhood. I
encourage you to get a detailed look of the plans on page 16.
We are retaining many shows during the two-year convention center
construction period, including Art Basel Miami Beach and excited to
welcome newcomer Maison&Objet, the renowned home decoration
and design show this May that is making Miami Beach its home
for the Americas. Undoubtedly, the citys ability to attract high-end
international trade shows and events confirms our worldwide
brand recognition.
New technologies and alternate modes of transportation are guiding
improvements to traffic patterns while safety remains of top concern. In
this issues Getting Around, get a refresher on the rules of the road for
cyclists, pedestrians and motorists.

Miami Beach turned 100 on March 26, 2015 with the celebration
of the century. During the 100-hour centennial festivities, several
events were held from fashion, fitness and cars to weddings and new
citizenship ceremonies culminating with the Hard Rock Rising Miami
Beach Global Music Festival.

Pennsylvania native who


moved to South Florida in
2002, Miami Beach Parks
and Recreation Director John Rebar
oversees 526 acres of park system,
which includes a plethora of fields
and courts, playgrounds, pools, golf
courses, dog parks, an ice skating
rink, bowling alley and more. This
father of three daughters received an

undergraduate degree in education
Parks and Recreation Director
from Marywood University, and a
masters from Nova Southeastern University. Rebar
brings to Miami Beach experience, perspective and
dedication to public service.
Proudest Moment
My proudest professional moment was becoming the
Parks and Recreation director for the City of Miami
Beach. I had been a director for a few other cities,
but becoming the director for Miami Beach, an
internationally recognized city with such an amazing
history, was truly remarkable and my proudest
professional accomplishment.

Making Miami Beach a Better Place


What we do in Parks and Recreation is extremely
important. We work with the true quality of life issues
for our residents and visitors. Were working hard to
improve this quality of life through improving what
works well for us and fixing what is broken. We have
beautiful parks and amazing programs that we continue
to support and improve upon, but we also identify areas
where we need to improve and are tackling these issues
head-on. One example is our reorganized approach
to addressing property management issues within our
parks. We are committed to making repairs timelier and
replacing fixtures and equipment as needed.
Miami Beach Favorite
My favorite thing about Miami Beach is the team we
have here working together. Sure, Lincoln Road is
great and I love South Pointe Park, but we spend the
majority of our time working in our areas. The team we
currently have from the Mayor and Commission, to the
City Managers Office and city staff is second to none.
We all work as one team and are focused on the same
mission. Its fast paced and rewarding.

Momento de enorme orgullo
Mi momento de mayor orgullo profesional fue cuando
me convert en Director de Parques y Recreacin de
la Ciudad de Miami Beach. Haba ocupado el cargo
de director en otras ciudades, pero ser nombrado
director para Miami Beach, una ciudad de renombre
internacional y con una historia tan asombrosa fue
verdaderamente extraordinario y mi logro profesional
de mayor orgullo.
Hacer de Miami Beach un sitio mejor
Lo que hacemos en Parques y Recreacin es sumamente
importante. Trabajamos con las cuestiones verdaderas
de la calidad de vida de nuestros residentes y visitantes.
Estamos haciendo un gran esfuerzo por aumentar esta
calidad de vida al mejorar lo que nos funciona bien y
corregir lo que no funciona. Contamos con hermosos
parques y fantsticos programas que seguimos
respaldando y mejorando, pero tambin identificamos
reas en las que necesitamos mejorar y nos abocamos
a ello con gran impulso. Un ejemplo es nuestro
enfoque reorganizado para resolver los problemas
de administracin de propiedades dentro de nuestros
parques. Tenemos el compromiso de hacer reparaciones
de manera ms oportuna y reemplazar instalaciones
fijas y equipos segn sea necesario.
Favorito de Miami Beach
Mi cosa favorita de Miami Beach es el equipo que
hemos formado aqu para trabajar juntos. Claro, Lincoln
Road es grandioso y adoro South Pointe Park, pero
pasamos la mayor parte de nuestro tiempo trabajando
en nuestras reas. El equipo que tenemos actualmente,
desde el Alcalde y la Comisin, hasta la Oficina del
Administrador y el personal de la Ciudad, no tiene
comparacin. Todos trabajamos como un solo equipo
y nos enfocamos en la misma misin. El ritmo es muy
dinmico y es una labor gratificante.

Design and interior professionals from around the globe
will flock to the Miami Beach Convention Center this spring
for the debut of the worlds most prestigious trade home
decoration and design show, Maison&Objet Americas.
The luxe trade fair selected Miami Beach as their choice
city to break into the North and Latin American markets.
This thriving metropolis a financial, economic and
cultural center of global stature, has the geographical
location and history that position it as a natural bridge
between the Americas, and the power to draw great
numbers of visitors, said Philippe Brocart, managing
director, Maison&Objet.
The renowned show has run for 20 years and is currently
held twice yearly in Paris. Last year, the company

ventured outside of France for the first time as they hosted


Maison&Objet Asia in Singapore.
We always aim to bring the very best in decoration,
design, furniture, accessories, lighting, textiles, tableware,
and other offerings to a clientele in search of creativity and
uniqueness, added Brocart.
Often compared to as the Art Basel of home design,
Maison&Objet Americas will present 200 stringently
selected exhibitors. The show promises to showcase a
comprehensive overview of home dcor innovation, and
provide a unique experience to discover the unexpected.
The designer of the year, a list of rising designers and
the lifestyle summit will highlight the weeks schedule
of events.

icycling has become an integral part of life on Miami


Beach, with an uptick of 5.29 percent of residents
cycling to work. Ranking as the sixth city in the nation
for bicycle commuting among cities with a comparable
population, Miami Beach is focused on improving bicycle
mobility and safety. And with the advent of bicycle share
program CitiBike, residents and tourists have embraced
cycling more than ever before.
Its a healthy and sustainable alternative to getting
around town, without adding parking and congestion to
the streets, noted avid cyclist and Miami Beach Bicycle
Center owner Jack Ruiz.
To support cycling as a viable mode of transportation
in Miami Beach, the city is aggressively pursuing the
expansion of accessible, attractive and safe bicycle
parking options for both short and long-term use.

However, as Miami Beach looks to expand bicycle-friendly


improvements, safety is of top concern. For the second year in a
row, the Miami Beach Police Department (MBPD) conducted a
bicycle and pedestrian safety enforcement campaign thanks to a
$124,378.20 grant from the Florida Department of Transportation
and University of South Florida.
Since last November, High Visibility Enforcement (HVE) Detail
Squads began educating people at high-traffic intersections on safe
behaviors. HVE squads then progressed to issuing warnings, and
are now issuing citations through May.
These detail squads are strategically placed throughout the city
based upon analysis of accident sites from the MBPD Accident
Investigation Unit, said MBPD Sergeant Jack Rodriguez. The main
objective of the grant is to use law enforcement support to educate
and enforce safe pedestrian, bicyclist and driver behaviors that will
reduce traffic crashes and fatalities.
As of April 1, 2015 MBPD had interacted with more than 2,500
people, issuing 1,495 warnings and over 900 citations.
For everyones safety, we urge all motorists, cyclists and
pedestrians to learn the rules of the road for each mode of
transportation, added Rodriguez.

MOTORISTS / CONDUCTORES
When passing a cyclist, keep a three-foot distance between
your vehicle and the bicycle.
Look out for approaching cyclists before opening your car
door when parked.
Cyclists have the right to take a lane; its State of Florida law.

s Miami Beach charges ahead during its centennial year, it


can look forward to the December 2015 groundbreaking of
what will likely be one of the regions largest tourism draws
a new 1.4 million square foot, LEED-certified renovated and
expanded Miami Beach Convention Center.
Originally built in 1957, the convention center that spans four
city blocks received a facelift that doubled its size in 1989. The
aging centers upcoming renovation is estimated to generate
an economic impact of $2.5 billion over 30 years. This $592
million dollar project will boast an additional 60,000 square
foot ballroom, a new 5.8 acre park that will replace the existing
asphalt parking lot and have nearly 800 onsite parking spaces
With full funding in place and plans approved, it is now
a certainty that South Florida will finally have a high-tech
convention center, said Miami Beach City Manager
Jimmy L. Morales.
The two-year aggressive building schedule will continue to
accommodate many shows during construction, including
the internationally acclaimed Art Basel Miami Beach.
Miami Beach continues to attract high quality,
internationally renowned shows, which is a testament of
the citys position in the global economy,
added Morales.
The new design will have a strong emphasis on ocean
elements, utilizing solar energy, sun-shading design
concepts and using 60 percent natural lighting for the
interior leading to a 20 percent energy reduction.
The state-of-the-art Miami Beach Convention Center is
slated for completion by December 2017. The park
and Convention Center Drive, which will be redesigned with a landscape median to create a more
boulevard feel, is set to be completed by mid-2018.

SUSTAINABILITY PLAN

City code requires a Silver LEED certification for all new construction projects
within Miami Beach. The projects sustainability initiatives include: solar panels
on new roof structures over parking spaces, rain harvesting to store and utilize
for cooling towers, installation of reduced flow water fixtures, sun shading the
exterior perimeter of the building, daylighting the public spaces, using high
efficiency LED lighting and occupancy light sensors throughout the building,
saving 200 existing trees, planting 355 new trees and reducing energy
consumption by 20 percent.

repurposed into a use to better serve the city and residents. The original building
had steps to the canal edge, and it is proposed to recreate these steps and build
recreational lawns and public spaces around it for visitors to enjoy.

SEA-LEVEL RISE

The city is addressing sea-level rise by raising the following critical building
systems above the proposed new flood level: emergency generators, building
communication systems, electrical switchgear and panels, and emergency
responder radio reinforcement systems.
To reduce storm water runoff, the new design removes over seven acres of
pavement and hardscape, and replaces it with usable green spaces that absorb
storm water, an increase to the overall pervious area of the campus by
245 percent.
Two on-site storm water pump stations are being proposed with the capacity to
each pump 80,000 gallons per minute. Pollution control devices will be placed
at each station, which will discharge into Collins Canal. These stations will be
used to manage drainage in the City Center area.

A Veterans Memorial Plaza in the park will honor fallen veterans of Miami Beach
and educate visitors on the citys important training-ground role during World War
II. It will consist of a scripted bronze, wavy wall representing the U.S. Navy, Air
Force and Coast Guard; a keystone monument paying tribute to the Army and
Marines; and a zero-depth reflecting water feature.

GREEN SPACE

The existing parking lot in front of the convention center, adjacent to the Miami
Beach Botanical Garden and Holocaust Memorial, will be transformed into a
5.8-acre open space park. This green space will celebrate Floridas unique and
diverse plant ecology through the use of a native palette with a strong focus
on canopy trees. Lush, shaded edges will line the perimeter of the park and
surround an internal great lawn that may be programmed for activities, events and
temporary art installations. Envisioned as a neighborhood park, it will also have a
food pavilion with outdoor and indoor dining.

Interior spaces will flood with natural daylight through the glass faade, and
sunshade fins will help protect interior spaces from heat. A grand ballroom will
be located at the north of the building, overlooking a magnificent garden space.
The second level will connect all around the building and contain the majority
of the new meeting room space. There will be a rooftop indoor and outdoor
meeting space located in the southwestern corner of the room, offering patrons an
expansive view of the new park.

iami Beach residents and businesses have


endured months of lane closures, dust and
unsightly barricades on two of the citys most
prominent state road arteries, Collins Avenue and
Alton Road.
Construction of the Collins Avenue Shopping District
from 5 to 15 streets has been completed, and the
stretch of Alton Road from 8 to 17 streets reopened
ahead of schedule to two-way traffic. Both projects
result in improved drainage and beautification.
The $6.3 million Florida Department of Transportation
(FDOT) construction project along the heart of South
Beachs Collins Avenue upgraded the drainage
system, created turn lanes and
extended sidewalks.
Shoppers have more room to stroll on our new
sidewalks and the road is safer for cars, said
Marlo Courtney, co-chair, Collins Avenue
Improvement Association.
Although work along Alton Road will continue through
this summer, the area between 8 Street and Michigan
Avenue is substantially complete. As part of this $32
million FDOT project, the contractor is also installing
three new storm water pump stations to alleviate
flooding. They are currently working to rebuild Alton
Road between 5 and 8 streets, as well as performing
pump station work on side streets.
The businesses of Alton Road are excited to welcome
back all our customers to Meet on Alton, added
Mark Samuelian, community affairs director, Alton
Road Business Association.
In addition to these two state-run projects, the citys
Public Works Department recently started first phase
of improvements to the West Avenue neighborhood
and continues the work in Sunset Harbour. These
projects address flooding and improve water and
sewer infrastructure in two of the lowest elevations of
the city. Two new pump stations installed last year at
14 and 10 streets successfully combatted the spring
king tide.

Womens Self-Defense Class

Moreover, one out every six American women


has been the victim of an attempted or completed
rape in her lifetime according to the Rape, Abuse
& Incest National Network.
In an effort to bring down these disheartening
figures, the Miami Beach Police Department
(MBPD) offers a free, one day womens selfdefense course that teaches you how not to be a
victim. Unlike other programs that mainly focus
on the physical techniques, this course teaches
students how to proactively disrupt an attackers
plan in a pre-emptive manner and with the
proper mindset.
Self-defense goes beyond the physical moves,
explained MBPD Officer Noel Castillo. We teach
our students stand-up and ground techniques,
but we definitely emphasize learning situational
awareness, vehicular vigilance, home awareness
and verbal confrontation skills. We hope that
physical techniques are used as last resort,
since we aim at prevention or escape. However,
surviving an attack is a key element in
our instruction.
The MBPD womens self-defense course is taught
by experienced police officers who also have
extensive backgrounds in the martial arts and
police defensive tactics.
The class is held once per month on Saturday
mornings at MBPD headquarters on Washington
Avenue. Class size is limited to 12 students, ages
18 and over, although 16 and 17 year-olds are
eligible with a parent/guardian attending
the course.

for next years courses, many are considering several dualenrollment class options now available on campus as part
of the citys Education Compact with Miami-Dade County Public
Schools and Florida International University (FIU).
Dual-enrollment classes at MBSH provide interested and eligible
students with more rigorous classes, while earning both high school
and college credit at no cost.
The value of taking a dual enrollment class is that we save money
by getting college credits when passing the course, said 11th
grade Calculus I student Gabriela Ramesar. Not only do we

experience different teacher styles, but we create connections with


professors from FIU.
Current class offerings are Survey of World Literature, Calculus I
and Introduction to Entrepreneurship. MBSH anticipates offering five
dual enrollment courses each semester for the 2015-16 school year.
Additionally, these classes introduce students to the challenge and
responsibility of college coursework early, and recent studies have
shown that students who participate in dual-enrollment programs
are more likely go on to get a college degree. But is dual enrollment
right for your child?

Dual-enrollment courses are real college courses for real college
credit. The grades will go on your childs permanent record.
Before enrolling, make sure your child is ready for the demanding
work a college class will require, as this grade will be put on their
permanent college transcript.
Also, if your child is considering a dual-enrollment course for the
purpose of earning college credits, be sure of the value of the
credits. For each college where your child may apply in the future,
check to see how many credits (if any) a dual-enrollment class would
earn your child. The credit policy will depend on the school.

In order to qualify for dual-enrollment courses, students must

There is no cost for your child to participate, as the City of Miami
Beach and M-DCPS pay for the professor and required materials.

uring the onset of a fire, every second counts. Early


detection from a smoke alarm has the potential to
save your life, property and personal belongings.

We had a recent fire ignite on the roof of an apartment


building in North Beach due to an electrical malfunction,
and one apartment owner did not have a working smoke
alarm, said Miami Beach Fire Investigator Claudio
Navas. Fortunately, our firefighters forced entry and were
able to rescue the sleeping resident.
Despite smoke alarms being one of the most low-cost
and low-power appliances you can own, an estimated
two thirds of home fire deaths occur in households that
either do not have smoke alarms or have ones that no
longer work. According to the National Fire Protection
Association (NFPA), smoke alarms cut the risk of dying in
reported home fires in half.
These devices are a vital component to your homes
fire escape plan, added Miami Beach Fire Chief Virgil
Fernandez. For the best protection, its advised to

interconnect all smoke alarms so that when one goes off,


they all sound.
NFPA urges all households to install smoke alarms inside
every bedroom, outside each sleeping area and on
every level of the home. There are two types of alarms
currently on the market. An ionization smoke alarm tends
to be more responsive to flaming fires and a photoelectric
option is generally more responsive to smoldering fires.
For the best protection, NFPA recommends both types of
alarms or a combination of ionization and photoelectric
alarms, which are known as dual sensor alarms.
Additionally, smoke alarms should be replaced when they
are more than 10 years old, and should be tested at least
once per month by pressing the test button.
Another good habit to keep you and your family safe is
to replace smoke alarm batteries with fresh batteries at
a designated time twice per year, such as when clocks
spring forward and fall back.

1 chicken, deboned
1 cup chicken broth
1 can of cream of chicken soup
1 cup of butter

vegetables if desired. For the crust, mix butter, flour
and buttermilk together in a saucepan on low. When
thoroughly mixed, pour over chicken. Bake for 45
minutes or until crust is golden brown.

According to the 2014 survey, four of five residents and business owners would recommend the City of Miami Beach, and rate the quality of
life as very high. The percentage of residents who recommend Miami Beach as a place to live is trending up at 81%.
City services that received comparatively high percentages of positive resident ratings of excellent or good include: neighborhood safety
during the day (98%) and night (88%); Fire Department (93%); Emergency Medical Response (92%); Ocean Rescue (88%); playground
appearance (81%); and recreation programs (79%).
Services that received positive ratings from both residents and businesses include: appearance and maintenance of public buildings (79%);
quality of beaches (82%); park maintenance (82% of residents; 86% of businesses); garbage and trash collection (79% of residents; 72%
of businesses).
Although much has been achieved over the years, residents and
businesses have indicated that there is still room to improve in terms
of traffic flow, storm drainage, appearance of city facilities and the
availability of parking.
As part of the strategic planning process, survey results prioritize
the citys Key Intended Outcomes (KIOs) and are established as
multi-year priorities by the Mayor and City Commission. Citywide
initiatives support these KIOs and are undertaken to drive
performance and achieve established outcomes annually. Through
the annual budget process, resources are allocated in support of
these strategic priorities and performance is monitored to track
progress and make adjustments. Heres Miami Beachs progress

hacen encuestas de satisfaccin de la comunidad aproximadamente

El ao pasado la ciudad realiz su quinta serie de estas encuestas
integrales con valor estadstico. Esta encuesta permite conocer los
puntos de vista de los residentes con respecto a la calidad de vida,

and businesses, being cited as the most important service to retain.
Sanitation services that were implemented in recent years are
maintained for commercial and entertainment areas, alleys, parking
lots, beaches and residential areas.
In FY14, 87.2% of public areas citywide were rated as clean or very
clean as compared to 65.2% in FY06.
Residential streets and sidewalks have each improved 17.3% and
23.9% respectively, with 90.8% and 90.1% rating clean or very
clean from FY06, while waterways have improved 24.9% in the same
period, with 79.4% rating clean or very clean.

The past five resident surveys have confirmed that safety is


one of the top quality of life factors for residents. Several
safety issues received ratings of satisfied or very satisfied in
the 2014 survey from residents.
Increasing the visibility of police in neighborhoods is
identified as one of the most important areas for the city
to address to improve public safety. Recent trends reflect a
decrease in Part I crimes per average daily population and in
2013 Miami Beach experienced a decline of 10.2 % in Part I
violent crimes per average daily population, when compared
to 2012. Uniformed Crime Reporting (UCR) for non-violent
crimes (which include burglary, larceny and motor vehicle
theft) slightly increased by 6% and violent crimes decreased
by 3.7%, when compared to 2012. Of significance there has
been a 19.1% decrease in UCR Part I violent crimes since
2003, in spite of the 35.9% increase in daily population
since 2003. Nationwide there was a 2.9% increase in total
crimes in 2013, when compared to the prior calendar year
(CY). Miami Beachs crime rate in comparison is slightly
below the latest total nationwide with a 4.1% decrease.
A quality of life police and code detail was implemented in
the redevelopment area and entertainment districts to address
illegal vendors, disorderly intoxication, code violators and
narcotic violators during high impact weekends. This detail
has supported enforcement of code violations.
A new walking beat squad is now visible on Ocean Drive
and Lummus Park to better serve the businesses and visitors.
The entertainment districts are patrolled by a combination of
foot patrols, bicycles, ATVs, golf carts, motorcycle and
patrol cars.

Transit operations have expanded to include two


free trolley routes, the Alton-West and North Beach
loops. Both trolley lines have free Wi-Fi on board,
and real-time next bus information through the citys
free Miami Beach eGov app. As of FY14, the total
number of trolley ridership was nearly 212,000
riders for the Alton-West loop. If we include the
transit circulator operated by Miami-Dade Transit
(i.e., South Beach Local), total ridership during FY14
was 1,434,163.
350 new multi-space pay stations were installed and
a pay-by-plate option is now available citywide.
Increased parking opportunities in residential
areas, include: 17 Street/N. Meridian Avenue; 18
Street/N. Michigan Avenue; 19 Street/Sheridan
Avenue; and 20 Street/Flamingo Drive.
Additionally, pay by phone payment options through
Parkmobile and a parking locator mobile application
through ParkMe were launched. 79,838 Parkmobile
customers in 2014 made a total of 614,004
transactions on Miami Beach.

Miami Beachs business and tourism sectors are an integral part
of the city as reflected in the vision statement. The Cultural Affairs
Division has contracted Arts for Learning/Miami to continue arts
education programs for Miami Beach youth.
Arts in the Park, a free outdoor film and performance series,
presented 42 events that were attended by more than 20,000
residents and visitors.
In FY14, the city implemented Bark Beach, the citys first dog-friendly
beach area, with 182 visitors in the first three months alone.

The city maintains its status as one of the main tourist destinations
nationally and internationally. 64% of residents surveyed strongly
agree or agree that the tourism industry in Miami Beach contributes
to the overall quality of life in the Miami Beach.
Occupancy at the Miami Beach Convention Center has remained
steady in the past few years with an average annual occupancy of
61%. In the 2014 survey, 56% of businesses claimed that the Miami
Beach Convention Center added to the success of their business.

The City of Miami Beach launched its eGov App in June 2014. This
mobile application allows the public to submit concerns, view live
traffic, track the trolleys and allows for city government to prioritize
and resolve issues in the community.
The productivity of the Procurement Department continues to exceed
national benchmarks, in some cases by 300%. City of Miami
Beach has also maximized efficiency of maintenance, repair, and
operations (MRO) purchases through cooperatively solicited discount
pricing agreements. As of FY14 there have been 58,000 transactions
through the e-Marketplace, which allows for routine MRO purchases
to be made in more simplified manner.

Survey. 95.5% of external customers were very satisfied and
satisfied with the service received when visiting a City facility. A new
customer service center was created, where customers can process
applications and payments for a myriad of customer service
related services.
To promote transparency of city operations and strengthen internal
controls, all expenditures and Commission committee referrals, and
internal audit and performance improvement reports are
posted online.
75% of residents and 89% of businesses rate the information
received from the City as very useful/somewhat useful. Total website
visitors for calendar year 2014 were 963,672 with the public
accessing 4,956,363 pages. This is a 271.7% increase and 263.6%
increase, respectively since CY2013.
Online applications available to residents or businesses include
utility bill payments, resort tax web payments, web extension credit
card transactions, resort tax web filing, lien statements, and building
requests for inspections.
As the journey to excellence continues, the City Commission and
administration remains focused on its strategic priorities, and is
committed to delivering outstanding, enhanced services to our
residents, businesses and visitors.

Manatees, herons, spotted eagle rays, sea turtles, reef fish, corals
and sea grass also call Miami Beach home, explained resident
and avid kayaker Dave Doebler. If we each pick up one piece of
litter a day, our city would be litter free.
Although the citys waterway contractor maintains the waterways
free from trash and marine debris on a regular basis, volunteer
groups also dedicate their weekends to picking up trash and
bringing awareness to marine resources.
The citys approach is more than just keeping debris out of
the water. To ensure that water quality standards are met, the
City of Miami Beach applies a multi-facetted strategy. One
of the most important components is the National Pollutant
Discharge Elimination System (NPDES) permit program, which
was established under the 1972 Clean Water Act to address
storm water pollution. Through this program, Miami Beach and
other municipalities across the United States are required to
minimize pollution from point sources, like storm water outfalls,
and non-point sources, like construction sites, by developing a
comprehensive storm water management program.
The citys storm water management program strives to exceed
these requirements through public education, regular storm water
system maintenance and other best management practices.
Residents and business play a huge roll in keeping our waters
clean, said Miami Beach Environmental Resources Manager
Margarita Wells. Picking up your pets waste, limiting the use
of pesticides and disposing of chemicals properly greatly reduce
potential bacteria and algal blooms.
Water quality is also continuously monitored through collaboration
with outside agencies. The Florida Department of Health and
Miami-Dade County conduct regular water sampling throughout
Miami Beach. The sampling report provides an insight on the
current bacterial conditions of the waterways and allows the city
to track water quality over time. Overall, the citys beaches and
waterways are clean and safe.
These efforts in conjunction with mindful practices from businesses,
residents and visitors allow the beautiful and healthy environment
to thrive.

del agua, la Ciudad de Miami Beach aplica una estrategia

Miami Beach is also offering eligible, first-time resident


homebuyers down payment assistance to purchase their first
home. The First-Time Homebuyer program provides low and
moderate income Miami Beach residents with up to $60,000
down payment assistance.
Funds for the Homeowner Rehabilitation and First-Time
Homebuyer programs are provided to eligible homeowners
as a deferred forgivable loan that is secured by a lien and a
restrictive covenant on the property that are subsequently forgiven
after 15 years. For both programs, if the homeowner continues
to reside in his/her home for 15 years, the full amount of the
loan is forgiven. If the homeowner sells, rents, or refinances his/
her property or the property is no longer the primary residence
during the 15-year affordability period, he/she must repay the
city the full amount of the assistance that was provided.
Miami Beach utilizes State Housing Initiatives Partnership
Program (SHIP) funds for its Homeowner Rehabilitation and FirstTime Homebuyer programs. SHIP requires that funds prioritize
service to very low and low income families. According to SHIP
guidelines, at least 30 percent of the funds must be reserved for
awards to very low-income persons and at least an additional 30
percent of the funds must be reserved for awards to low-income
persons. The city will factor these guidelines in determining
program eligibility.

MIAMI BEACH NAMED TREE CITY USA

iami Beach is known all over the world over for its beautiful
beaches, vibrant culture and nightlife. This community also
holds the distinction of being recognized as a Tree City USA
town for nine years.
As Miami Beach Urban Forester Mark Williams explains, the Tree City
USA honor officially distinguishes Miami Beach as an environmentally
friendly city in regards to installing and maintaining a healthy
population of greenery, shrubs and trees that provide an extensive
tree canopy.
Trees provide a lot of different benefits, said Williams. Some of the
more common benefits are they help clean the air, they provide habitat
for wildlife, provide much needed shade that can help with electric bills
and they also act as a natural reservoir for storm water runoff.
Williams describes the beautiful array of trees and palms in Miami
Beach as valuable assets to the community. As a tree expert, he says
residents should not miss the opportunity to visit some of the more
picturesque locations in the city.
His favorites?
A grand Buttonwood tree, considered the oldest in the city, located at
73 Street and Dickens Avenue. It is easily recognizable because of a
massive support system; its branches reach all the way to the ground to
support the weight of the tree.
Another must do, says Williams, is a drive down historic Pine Tree
Drive where hundreds of Australian Pines have been in place since the
early 1900s.
Williams says a visit to Collins Park to see the majestic Baobab Tree
should not be missed. The Baobab is not just pretty, it also carries some
lore. In some African cultures, the tree is considered the Tree of Life due
to its strength and size.
Next task for the citys urban forester? Take on the monumental job of
counting and recording all the trees in the city. Williams says a final
count of trees is a solid tool to calculate how much carbon the trees
are storing, how much storm water the trees are capable of diverting
and in turn that information can help city leaders plan for future tree
growth and maintenance. He says it all adds up to Miami Beach being
recognized as a Tree City USA for many years to come.

I heard you were doing away with visitor
scratch-off hang tags. How will residents in
residential permit only zones now be able to
secure parking for guests?
The City of Miami Beach Parking Department is transitioning from decal/
paper parking permits to a license plate enabled platform. This means that
you will no longer have to provide visitors with a paper hang tag permit
to be displayed in their vehicle. Instead, all permits will be based on the
vehicles license plate. This will allow for online purchases of visitor parking
permits from your computer or Smartphone. Your visitors parking sessions
will be valid for a 24-hour period from the moment you complete the
transaction.
Visitor permits purchased online will have no visitor scratch-off hang tags
to display. The license plate number of your visitors vehicle will now be the
parking permit identifier.
Customers that already have a residential permit and are registered can
purchase their virtual permits here: http://secure.miamibeachfl.gov/
parking/. To register or for questions, call the Customer Service Center at
305.673.7440 Monday to Friday 8:30 a.m. to 6 p.m.
The city is working on an Interactive Voice Response (IVR) system for
customers that do not have a smartphone or computer available. Those

Where on Miami Beach is Styrofoam banned


from and why?
On February 11, 2015, the City Commission adopted Ordinance
No.2015-3923 prohibiting the use of expanded polystyrene (also known
as Styrofoam) at city marinas, docks, piers and boat ramps. This is an
amendment to the ordinance that has banned Styrofoam from parks,
beaches, city-owned facilities, sidewalk cafes, and special event permits.
Styrofoam has been found to be a harmful pollutant because it is not easily
recycled and also consists of non-biodegradable qualities that break up
easily in the environment. The close proximity of our public spaces to our
beaches and waterways make polystyrene a troublesome pollutant. The
City of Miami Beach encourages residents and businesses to use reusable
containers that are less impactful than Styrofoam and help reduce waste

El Departamento de Estacionamiento de la Ciudad de Miami Beach
est cambiando el sistema de permisos de estacionamiento de papel/
etiquetas adhesivas a una plataforma de identificacin de matrcula.
Esto significa que ya usted no tendr que proporcionarles a sus visitantes
un permiso de papel para colgar en el vehculo. En cambio, ahora
todos los permisos estarn basados en el nmero de matrcula. Esto le
permitir comprar permisos de estacionamiento para visitantes en lnea

contaminante daino porque no se recicla fcilmente y adems contiene
cualidades no biodegradables que no se desintegran con facilidad en

nuestras playas y cursos de agua hacen del poliestireno un contaminante
problemtico. La Ciudad de Miami Beach recomienda a los residentes

Brands, the city is taking an active role in reversing the rising tide of
skin cancer by now offering free SPF 30 sunscreen in many public
areas. Fifty sunscreen dispensers citywide are now available at public
pools, parks, the Lummus Park walkway, and at various beach access
points from South Pointe Pier up through 85 Street.
As the most commonly diagnosed cancer in the United States, skin
cancer impacts five million people each year and costs $8.1 billion
in treatment. Most skin cancers can be prevented with appropriate
sun protection that includes applying sunscreens with broad spectrum
protection (against both UVA and UVB rays) and with a SPF value of
30 or higher.

they face any cognitive loss. No one wants
to admit feeling vulnerable.
According to the National Council on
Aging, one of the most prevalent senior
scams involves health care and Medicare
fraud. Embezzlers may pose as a
Medicare representative to obtain personal
information, or provide bogus services
for seniors at makeshift clinics to later bill
Medicare and pocket the money.

n May, the Miami Beach Teen Clubs CMB Players travel back
in time when wearing bell-bottoms was still cool to revive
Americas first bilingual comedy, Qu Pasa, USA?, on stage.
Qu Pasa, Miami Beach? will be the first bilingual theatrical
show for the drama club that captures the everyday comedic
challenges of three generations living under one roof struggling
to cope with a new country and new language.
Throughout the performance, teen actors will speak a
combination of Spanish and English, better known in South
Florida culture as Spanglish. Although the majority of the
cast is of Hispanic background, speaking Spanish has been a
challenge for the young actors, as they do not usually speak it
in their everyday life. Nonetheless, Qu Pasa, Miami Beach?
plays an important role in making the actors feel closer to their
Hispanic roots and their family.

Im a second generation Cuban-American and I only speak


Spanish when I visit my grandmother. When I told her that I was
part of Qu Pasa, Miami Beach? she became excited, said
Charlize Santos, actress. Recently, Ive started rehearsing lines
with my grandmother and now she knows the play better than I
do. She loves it.
While Hispanics are the largest ethnic group in Miami Beach,
the cast is as diverse as the city itself. Qu Pasa, Miami
Beach? reminds us to never forget where we came from and
most importantly, to treat every person with kindness and respect
regardless of ethnicity.
Tickets are available at the Miami Beach Teen Center or at the
door on the day of the show. All proceeds go towards the Miami
Beach Teen Club.

ver one thousand families are enjoying a new


playground at Crespi Park. The City of Miami
Beach, in partnership with the Irie Foundation, JetBlue
and KaBOOM! Inc. coordinated an Extreme Makeover
style project to renovate the community playground at
North Beachs Crespi Park, 7801 Crespi Boulevard.

friends and I helped design it, said Miami Beachs
after-school program participant Salma Hassen.

Because play is central to a childs ability to grow into a


productive adult, transforming children from sedentary,

and active play needed to help them thrive.
The project was completed under six hours with the help
of over 250 volunteers and entailed the replacement of
a 15-year old structure, along with the construction of 10
picnic tables, three ADA picnic tables, five kid-size picnic
tables, three Mendocino benches, three directional posts, two
trashcan/recycling containers, a bulletin board, shade structure and
the painting of the pavilion columns with the shapes and names of the
Miami Beach islands.
Crespi Parks playground was made possible thanks to JetBlues generous
donation and the volunteers, some traveling from as far as New York
and Washington, D.C. The atmosphere was full of energy thanks to the
entertainment provided by DJ Irie. All of the volunteers were well fed and
hydrated through donations made by Coca-Cola, Jimmy Jones, Whole
Foods, Shake Shack, Puccis Pizza, Target, Keurig and KIND Snacks.
The enthusiasm was contagious. Volunteers learned how much can
be accomplished when there is a common goal. And although it may
have seemed like a crazy day to the naked eye, KaBOOM! Inc. led all
volunteers in transforming the space to a vibrant neighborhood-gathering
place in a with detailed scheduled planned to the T.
Miami Beachs after-school program member Belen Rodriguez also
chimed in, Crespi Park looks super cool, I love playing there.

convierta en un adulto productivo, transformar la vida
sedentaria, aburrida y solitaria de los nios a fsica, mental
y socialmente activa es una iniciativa de la Ciudad. La
comunidad puede disfrutar de un nuevo lugar donde los
nios pueden jugar y mantenerse activos lo que le ayudar
a prosperar.
El proyecto se complet en seis horas, con la ayuda de ms
de 250 voluntarios e incluy el reemplazo de una estructura

that supports academics by way of homework
assistance, academic skill building, themed
events, arts & crafts and more. Different
from the after-school program, out-of-school
camps are intended to provide children the
opportunity to explore different recreational
activities and social play outside of academics.
Beginning the 2015-2016 school year, out-ofschool camps will run independently of the
after-school program. This allows parents the
option to enroll for the camp of their choice,
while providing flexibility to plan around
vacations and leisure time.
New camps will provide children with diverse
recreational activities and other specialized
programming that differ from our traditional
after-school programs. The camps will focus on
providing social play, fitness activities, outdoor
adventures, swim instruction, etc.
Campers will be introduced to new sports,
hobbies, crafts and other interests while

focusing on social play such as jumping rope,


completing puzzles, sack races and musical
chairs. By interacting with others in play
settings such as these, campers will learn social
rules such as give and take, cooperation and
sharing. They also learn to use reasoning and
develop their sense of value.
This change is one of the many efforts being
made by the Parks & Recreation Department
to foster a life-long love for recreation in
the youth of our community, stated Deputy
Director Elizabeth Valera, Parks & Recreation.

de despus de la escuela tradicional.
Ofreceremos juegos sociales, actividades
fsicas, al aire libre y clases de natacin.
Introduciremos nuevos deportes, pasatiempos,
arte y otros, mintras nos enfocamos en
juegos sociales como brincar la cuerda, armar
rompecabezas, carreras de sacos, sillas con
msica, etc. Al interactuar de esta forma,
los participantes aprendern reglas sociales
como dar y recibir, cooperar e intercambiar.
Tambin aprendern a usar el razonamiento y
desarrollar su sentido de valor.
