Mechanical Services Return Brief
The mechanical services installation will comprise heating, cooling, ventilation, water, gas and
fire protection services.
The design of the Mechanical Services will take into account the Bailllieu Library building form
and orientation of spaces, the characteristics of the building, the occupancy trends and
restrictions on pollutant emissions.
Design Conditions for heating and cooling load will be based on maintaining the following
temperature range: 21C 24C.
This will apply to offices, learning spaces, computer labs and other library facilities.
Ventilation
Ventilation will be natural or mechanical able to satisfy occupants needs.
Cooling System
Integrating central plant will allow system flexibility, efficiency, good low load and
control.
Controls use throughout time control, zoning variable flow control.
Air Conditioning Water Chillers
Chillers (together with internal power circuits, controls, motor starters, safety controls)
will be attached on a steel frame of adequate strength to support the equipment under
all working conditions.
Chilled water system to provide a 0 to 100% capacity range.
Chillers to have two independent refrigeration circuits.
Chillers staging for after hour, weekends and university break periods.
Integrating variable capacity so it can accommodate variable load (e.g. VSD, slide
valve).
Air Cooled Condensers
This system is nominated to provide the heat rejection at the higher ambient
temperatures.
Heating Water Generators
Heating Water Generators (together with burner, combustion chamber, refractories,
heat exchangers, flue connection, piping and valves, control system and panels) will be
suitable for 80 / 60 C water temperature.
Pipework must integrate a bypass line to ensure the minimum water flow is maintained
during low load requirements.
Air system
Flexible and adjustable air distribution
Variable fan system for occupancy variation and efficiency increase
Where high velocity is recommended improving acoustic levels will be taken into
account
Pipes
All water pipework is preferred to be from copper material.
Main distribution pipes must be properly sized to allow future expansion of installation.
Pipes will be are run in service ducts, risers or ceiling spaces and must be effectively
supported.
Condensate Drains
Provide draining safety drips tray within the critical areas to prevent risk of moisture
drainage. Condensate drain pipework should be insulted to prevent condensate
occurrence.

Electrical Services Return Brief


The Electrical services for the Baillieu Library level 1 comprises of design, supply, installation,
testing and commissioning of the following work as per AS/NZS 3000-2000:

Provision of MSB from NHP Switchboard with load capacity more than 25% of actual
requirement for future expansion. Consumer mains from the substation to MSB will be
of 4 core Radox Cable. This is to provide fire resistance.

Distribution board from Schneider will be installed with 33% spare capacity. Sub mains
from the MSB to Distribution board will be of XLPE/PVC cables. There will be one
distribution board for the level 1 and separate one each for FIP, MSSB and
communication room.

There will be dedicated UPS for the server room and a common UPS for the general
electrical distribution to the light and power points.

2 x 100mm power conduit will be used for power conduit for the consumer mains. 2x
60mm conduit will be used for Telstra communication.

600mm cable tray/ ladder will be utilised to carry the sub mains to the meter panel.
Meter panels will be used for the common area and tenant spaces.

Lighting Control system will be KNX- building control system from iAutomation.

Light wiring shall be of 1.5mm XLPE/PVC cable and Power wiring shall be of 2.5mm
XLPE/PVC from Tricab solutions Ltd.

All the power SGPOs, DGPOs, isolators and circuit breakers will be supplied by Clipsal
and installed by us. All the cleaner GPOs in the common area will be RCD protected.

Emergency and Exit lighting will be supplied by the Rexel Lighting Solutions and it will
be installed as per AS/NZS 2293.

Security system will be supplied and installed by Innov8tive Solutions with CCTV
cameras, card access control etc. CCTV cameras will have a storage capacity of 4
weeks.

The buildings Fire Indicator Panel and Occupant Warning system will be paired to the
security system. This will help during the time of fire emergency in the building

EMF Shielding will be provided along the Main Switchboard and Distribution board

MATV system will be supplied and installed by the Jims Antenna Pvt Ltd.

The general office space lighting shall have a maximum power usage of 2W/sqm/100
lux. The office area will be provided will be led strip light and the common spaces will be
provided with LED down light. Plant room will have the lux level of 150 to 200 lux level.

All the study area will be provided with DGPOs and RJ 45 outlet with cat 6communication cable.

Building Management System (BMS) Return Brief


The building management and control system design brief has been developed to ensure that
the contractor complies with the clients requirements in all respects, designs, supplies and
installs the BMS system complete in all respects for level 1 of 177 Baillieu Library building in
University of Melbourne campus.
The system shall be a microprocessor based, communicating directly with on field sensors,
controllers, actuators and a central monitoring & control workstation computer. This would
simplify the controlling, monitoring, operation and management of air conditioning, heating,
ventilation & other building services. The system shall achieve safe and comfortable working
environment, save energy and increase operational efficiency and helps reduce time and cost.
All BMS controllers shall be provided with power via mains as well as a filtered UPS with
minimum 72-hour capacity to support the controllers during change over. The UPS shall not
support actuators. The UPS shall be fed from a dedicated power point located within the
switchboard and suitably signed with an engraved UPS label.
BACnetTM an open data communication protocol shall be used for integrating the building
services listed below. Being the most popular open communication protocols simplifies
integration with other building systems such as lighting, security, access control etc. in future
and negates interoperability issues. The services listed below shall be integrated with the
building management system:
Air Conditioning (AC) & Ventilation Services
The BMS shall allow controlling and monitoring of up to 256 indoor unit groups and 40 outdoor
units, which shall include the following:
The air conditioning will be switched on and off by the Daikin I-manager Control system.
Detailed management of VRV shall be handy with simplified area settings. The AC units
shall be easily searchable with the help of floor plans. Manner of control and origin in
past operations of AC units should be available in the operation history.
VRVs shall be controlled automatically throughout the year by the schedule function.
Interlocking VRVs and other equipment shall enable easy automation of building
facilities operation. Setback shall adjust temperature settings even when rooms are
unoccupied.
Remote access via a PC shall allow total air conditioning management using the same
BMS interface. Authorised users shall be able to centrally control individual air
conditioning units from their own computers.
Tracking energy consumption data and identifying inefficient operation shall optimise
the energy management.
Manage the Ventilation Control, monitoring CO2 levels and controlling ventilation
equipment to maintain both air quality, and system efficiency. CO2 sensors must be
installed above the false ceiling which shall act as a return air path and shall be linked
to the DDC controller which will adjust the mechanical damper controlling outside air to
each unit and the speed of the outside air fan accordingly.
Room temperature sensors shall be of low thermal inertia type, wall mounted type,
installed at a location away from the draft and direct sunlight.
Supply air fan supplying outside air to each individual unit shall operate on a time
switch along with speed adjustment (VSD drive) lined to the CO2 sensors.

The room temperature controller shall maintain the room set point temperature in its
area of operation by operating first and second stages of cooling or heating. The first
stage of cooling shall operate at 0.5C above the set point, the second stage shall
operate at 1C above the set point. The reverse shall be set for heating mode, i.e. 0.5C
& 1C below the set point. The set point shall be adjustable at the mechanical control
panel and will initially be set at 22C.
Occupancy sensors shall detect when a room is unoccupied and automatically perform
setback or stop operations.
Auto heat/cool changeover mode, single set point setting for cooling and heating, fan
status and fan speed, airflow direction (depending upon the indoor unit type), remote
controller permit/prohibit of On/Off, mode, and set point, filter sign reset for indoor units
are the other features that shall be monitored by the BMS.

General Fire Alarm


The BMS should be able zero on each fire detection device and identify its specific location and
status, saving time and confusion in an emergency. Provision shall be kept to integrate
additional fire alarm control panels in future. Control of mechanical equipment used for smoke
control such as staircase pressurisation fan, smoke exhaust fan, smoke/fire dampers, smoke
detectors in the AHU shall be prioritised and connected with the fire alarm system which will
override any other control signals in case of fire alarm.
It is also recommended to integrate Building Access Control (E.g. Card and keypads), Close
Circuit Video Cameras (CCTV), Lighting Controls, Elevators, Plumbing and water monitoring
with the BMS.
